EB 16/17 28 C. Matters Arising (i) Anti-Semitism EB noted that the Centenary Lecture the previous week had been disrupted by a small number of protestors making allegations of anti-Semitism.

The Director had spoken on the BBC Sunday Politics programme about how the School was tackling allegations of anti-Semitism on campus.

EB 16/17 28 D. Emergency Egress – Action Plan The Secretary reported on the action plan for emergency egress for disabled students from the Paul Webley Wing. He would circulate the final version once this was agreed.

EB 16/17 28 E. Briefing on Industrial Green Paper EB received an update from the Dean of the Faculty L&SS on the Industrial Green Paper. Most of the focus was not specific to SOAS but the Director of REO would review if there was anything the School could link to its Strategy and complement the work of UUK.

EB 16/17 28 F. Horizon Scan EB noted the latest version of the Horizon Scan and the School’s positive outcome in departmental rankings in the new QS rankings.

Executive Summary

The attached sheet shows a list of the centrally paid subscriptions for the 2015-16 academic year. The list shows the department paying the subscription, the value and the current lead contact.

The list has been limited to those paid by professional services, so excludes academic entities paid in academic departments and excludes those below £500 in value. The list does not contain institutional subscriptions to online resources such as e-journals or payments to support IT systems. Neither does it include centrally managed costs such as legal fees, audit fees or occupational health services.

Higher Education Academy The Higher Education Academy (HEA) has launched a national survey investigating the implementation of the Higher Education Achievement Report (HEAR) within the UK. The HEAR provides an ongoing log of students’ academic and non-academic verified achievements that are accumulated throughout higher education. Its use has evolved significantly since it was first introduced in 2008 and hence it is important that a more comprehensive national insight is obtained. Industrial action guidance and e-balloting

Executive summary UCEA has updated its guidance on managing industrial action to reflect the changes introduced by the Trade Union Act 2016; there are substantial changes and the revised Guidance can be accessed by members on the UCEA website. This Update also notes some of the possible consequences of the changes for industrial disputes in HE, which will be explored further in a note to follow this week. UCEA is also preparing new materials to support members’ institutional communications in the period of the 2017-18 negotiating round. Finally, the Update alerts members to the Government-commissioned review of electronic balloting for industrial action.

Revised UCEA guidance UCEA has updated its comprehensive guidance on managing industrial action, in order to reflect the changes in the Trade Union Act 2016. These changes relate to the new ballot thresholds, but also new rules for the ballot mandate, notice requirements to employers and information on the ballot paper. The Act also brought about changes to the Government’s Code of Practice on Picketing and the Code of Practice on Industrial Action Ballots and Notice to Employers. The UCEA guidance has also been updated in line with these revised Codes.

The introduction of ballot thresholds will make it harder for trade unions to secure a mandate for industrial action, perhaps particularly in a ‘national’ aggregated ballot. This may result in different tactics being applied by the unions; members may already have noted that this year UCU is calling on its branches to issue local claims to HEIs in relation to insecure contracts, gender pay and workload. UCEA will issue a note on this issue to Heads of Institution and Heads of HR later this week.

Communications material The feedback from UCEA’s recent membership survey and pay consultations indicates that members are keen to see and to take a more proactive and positive communications approach on the value of pay as well the total reward package in HE. It is important that these kind of communications come from both UCEA and the HE institutions so UCEA’s Communications Briefing in preparation for 2017-18 Pay Negotiations will be delivered in the coming days aiming to respond to employers’ needs and priorities accordingly.

This year we believe it is more important than ever that institutions prepare their own communications material as we are aware of UCU’s plans to target individual institutions: UCU’s new online campaign material, ‘UCU standing up for fair pay and conditions’ states that it ‘will be pursuing fair pay and conditions at branch level too – forcing each employer to tell us how they intend to reduce the gender pay gap, restrict insecure contracts and, of course, tackle workload’. The forthcoming briefing is succinct but aims to bring together a summary of the UCEA information and resources available to support institutional communications relating to negotiations at this time, including a new UCEA infographic on ‘Employment contracts in HE’ to be released this week.

Review of e-balloting As part of the Trade Union Act 2016, the Government was committed to commissioning a review of electronic balloting (“e-balloting”) for industrial action. The review was initiated in November 2016,

1 but the call for evidence has only recently been published. The call for evidence seeks feedback from interested parties but concentrates on the technical functionality and risks associated with introducing e-balloting. As such, UCEA is not minded to submit a sector response unless we hear from members that there are issues raised in the consultation on which you believe we should comment.
