Washington DC 20011 USA Phone: 202 241 2474 13/02/2015 Vote of No Confidence on Governor Rochas Okorocha of Imo State- A Serial Women Abuser Imo Citizens, under the umbrella of Diaspora Imo Citizens Coalition, (DICC) have become concerned and horrified by the persistent gross disrespect and unchecked violence meted to Imo State women by Governor Rocha Okorocha. These untoward behavior by Mr. Okorocha are typical manifestations of an insecure abuser. These characteristics include feeling of lack of control, inadequacy, entitlement, manipulativeness, contradictions and serial battering. What’s unique about Rochas’ condition, and which makes him a disgraceful coward, is that he mostly directs his aggression at women, when confronted with his lies and roguish predispositions. He finds brutalizing women a convenient outlet to compensate for his shallow intellectual capacity and subnormal testosterone levels. It is too bad for Mr Okorocha, that this is the 21st century; our women are educated to be the best they can be and to contribute equally to societal development. That Rochas would rather have our women be seen not heard, barefoot and pregnant, speak volumes to his hollowness and failure as an administrator. Suffice it to say that this primordial chauvinistic behavior of Mr. Okorocha must be condemned and declared totally out of bounds. This violence against our women by Rochas has to stop. Now! Just within a short time frame, he described Senator Chris Anyanwu as “a prostitute, who slaps her husband...”, puts out a press release using similar gutter and lack-of-family-values language in abusing our erudite Professor and globally respected former Supervising Foreign Affairs Minister and now Minister of State for Education, Her Excellency Viola Onwuliri. He called her “Otuashi 1”- meaning the utmost liar, while his aids accused her of killing her husband, Professor Celestine Onwuliri, who died over 2 years ago, in a Plane Crash. The darkest moment of Okorocha’s violence against women was when he unleashed his thugs to physically beat up widows on peaceful demonstration at the Government House in Owerri. Dozens of whom sustained various degrees of bodily injuries, some hospitalized and a few stripped naked. These are acts of a demented bottom barrel scraper and hooligan that do not represent our values. Violence against women and girls is a grave violation of human rights. Its impact ranges from immediate to long-term multiple physical, sexual and mental consequences for women and girls, including death. It negatively affects women’s general well-being and prevents women from fully participating in society. Violence not only has negative consequences for women but also their families, the community and the country at large. It has tremendous costs, from greater health care and legal expenses and losses in productivity, impacting national budgets and overall development. It therefore, must be forcefully stamped out wherever it rears its ugly head. It is against this background that we strongly condemn in its entirety this violence against women perpetrated by Gov. Rochas Okorocha on Imo State women and indeed all women. We furthermore, on behalf of our over 50,000 members across the globe unanimously pass a vote of no confidence on Governor Okorocha and his ignoble administration, for this despicable unacceptable behavior, and urge that he be voted out of office in the upcoming elections!. We will also, in the coming days, be filing a petition with the United States government and the United Nations Human Rights Commission, to put Governor Okorocha on a No- Fly-List designated for terrorists, human rights violators and abusers to ensure he never steps into the United States or any Western countries again. Additionally, we will be filing, in the coming weeks law suits in various jurisdictions through which major airlines fly into the US and other Western countries, so as to intercept and bring Rochas to justice should he attempt a visit Aware that Okorocha is an evil low-lifer who would use anyone for his nefarious activities, we wish to hereby warn everyone, be they members of his executives, traditional rulers, media aids, praise singers etc.to desist from being used by Mr. Okorocha, for his sinister motives or risk being targeted for sanctions as well. We did not choose this fight; Rochas brought it to our women like the coward he is; now he has to deal with the consequences.     WORLD CUSTOMS CHIEF LAUDS TRANSFORMATION IN NIGERIA CUSTOMS It was a remarkable time for the Comptroller-General of Customs, Dikko Inde Abdullahi and members of his Management team when the Secretary-General of World Customs Organisation, Kunio Mikuriya paid a 2-day working visit to Nigeria. The visit was aimed at assessing the progress made by the Nigeria Customs Service in the implementation of Destination Inspection services since the Customs took over the scheme December last year and understand challenges facing the implementation process while seeking possible areas of collaboration and assistance by WCO. The second day of the visit commenced with a parley with senior officials of the Service and pressmen. Speaking at the meeting, the Comptroller-General who referred to the World Customs Chief as a boss, friend and mentor, expressed appreciation for his unwavering support for the Nigeria Customs Service. He expressed delight that the Secretary-General had the opportunity to assess Customs Processes in Lagos and interact with stakeholders on the new scheme. He gave assurance that the business making venture undertaken by Service Providers has become a thing of the past as the service is ready to deliver efficiently through the continuous capacity building programmes and determination of officers to succeed.     Democracy and the Making of the President’s Cabinet in Nigeria: A Reflection of the Olusegun Obasanjo’s and Goodluck Jonathan’s Cabinets Tunde Adeniran Tunde Ajayi ABSTRACT The Presidency, especially in Federal systems, holds peculiar and haunting fascination for scholars in their attempts to diagnose the workings of modern governments. The increasing powers of the Presidency, the recurrent debates over their use or abuse and the continuous interrogation of the extent of the legitimate use of such powers, invariably compel attention to the study of the Presidency. In Nigeria, a critical inquiry that goes beyond the surface seems to be long overdue and an appraisal of the making of a Presidential cabinet appears a vital part of the advancement of knowledge in this regard. Thus, this study is a review of democracy and the making of the presidential cabinet in Nigeria with a reflection of the Olusegun Obasanjo’s and the Goodluck Jonathan’s Cabinets. The aims are (i) to investigate the role of the President as crisis manager when a nation faces serious internal security challenges; (ii) to appraise the President’s role as manager of the economy – especially when fiscal and monetary policies are set in the context of double – digit inflation and severe economic dislocations; and (iii) to assess the interactions between the President, the Ministries, Departments and Agencies (MDAs) and the National Assembly. The study reveals among many others that for the President to be effective he needs a cabinet that fully understands what he wants to achieve, the way he wants to go about it and the time he wants to achieve it.

Ibeogu Aloysius Department of Public Administration Ebonyi State University, Abakaliki, Nigeria Abstract: Corrupt acts, especially financial crimes have fraught and impedes efforts towards socio-economic development in Nigeria. The rate at which public funds are looted, siphoned and mismanaged with impunity calls for serious concern. This study therefore, appraises the efforts of EFCC in the reduction of financial crimes in Nigeria’s political system. Content analytical method was employed to review the achievements of the commission through secondary data, while the theory of prebendalism and deterrence were adopted for the study. Prebendalism theory exposes the reasons why financial crimes are on the increase in Nigeria’s polity, while the deterrence theory recommends possible measures to address the ugly trend. Findings revealed among others things that the commission has made significant contributions in terms of arrests, prosecution and convictions of violators and offenders of financial crimes in Nigeria. The study recommended among others that the government should employ more manpower to enhance EFCC duty performances, because inadequate staff adversely affects the performances of their duty; that the government should establish special court to facilitate the activities of the agency and avoid unnecessary delays which characterizes court cases in Nigeria; that any official of EFCC or judge found to have compromised in carrying out official duties should be dismissed.

    NOTABLE EVENTS IN NIGERIA. 1851 (December 26-27): Royal Navy warship bombards Lagos. Oba of Lagos (Oba Kosoko) is wounded and flees to Epe. On board the ship was Lt. Labulo Davies, probably the first Nigerian to be commisioned in a naval force. 1862 (January 1): Lagos Island is annexed as a colony of Britain 1862 (January 22): Mr. H.S Freeman is appointed as the first Governor of Lagos Colony. 1877: George Taubman Goldie arrived in the Niger Delta in 1877 1885: Oil Rivers Protectorate proclaimed by the British after they had defeated of King Jaja of Opobo, the Oba of Benin and subdued all prominent oil merchants of the Niger Delta. 1892 (19 May): At the Battle of the (sacred) Yemoja River the British wreaks havoc amongst the Ijebu infantry with a British Maxim (capable of firing 2000 rounds in three minutes). 1893: Oil Rivers Protectorate renamed Niger Coast Protectorate with its capital at Calabar. 1890's: British Journalist Flora Shaw, later wife of Lord Frederick Lugard, suggests the name "Nigeria" after the great Niger River. 1897: The British overthrow Oba Ovonramwen of Benin. One of the last independent West African kings. 1900: Niger Coast Protectorate was merged with the colony and protectorate of Lagos and renamed Protectorate of Southern Nigeria 1914: Formation of Nigeria under Governor Frederick Lugard 1929 (October): (Aba Women's Riot). Women in Aba demonstrate against high taxes and low prices of Nigerian exports. 1954: The position of Governor was created in each region after the Federal System of Government is adopted. 1958: Nigerian Armed Forces came under Federal control.
