The Necessity to Put an End to the Violations of Human Rights in the Secessionist Region of Transnistria of the Republic of Moldova
Doc. 12318 23 June 2010 The necessity to put an end to the violations of human rights in the secessionist region of Transnistria of the Republic of Moldova Written Declaration No 448 This written declaration commits only the members who have signed it The situation of human rights in the secessionist region of Transnistria of the Republic of Moldova has significantly worsened in the last months, with the de facto authorities proceeding to random and unlawful arrests, intimidating and threatening the representatives of the civil society and increasing the pressure on the mass-media and journalists. The Transnistrian region tends to become a human rights "black hole" in Europe. The arrests of Ernest Vardanean, an independent journalist, and Ilie Cazac, a tax officer, of Elena Dubrovitskaya, a 20 years old school graduate and Eugen Stirbu, President of the Central Electoral Commission of the Republic of Moldova, are just few examples in this regard. We, the undersigned urge the Parliamentary Assembly and all member states of the Council of Europe to put pressure on the de facto authorities of the secessionist region of Transnistria to stop human rights violations, harassment and intimidation of representatives of the civil society and independent media, and to release the illegally detained citizens of the Republic of Moldova. Recalling the Assembly’s Resolution 1572 (2007), we call upon the Monitoring Committee to look into these developments when preparing the next monitoring report on the Republic of Moldova. THE GEODEMOGRAPHICAL FEATURES IN THE RAUT’S HYDROGRAPHIC BASIN PhD student Nadejda CIOCAN, ASEM Raut river basin is the largest hydrographic basin located entirely in Moldova. Its inside surface includes approximate 23% of the country, including almost all the districts of Donduseni, Drochia, Floresti, Singerei, Telenesti, Orhei and Balti. The evolution of demographic phenomenon of recent years shows that there have been substantial changes in the Raut basin population. As a result of external migration of the population and reducing the birth rate in the period 2010-2015, the population in Raut river basin was reduced by 9.1 thousand people. The main demographic indicators are observed decreasing mortality and increasing by 0,8‰ to 0,1‰ birth. Such natural balance is negative (-0.7‰) and the population is reduced. But if it keeps decreasing mortality and increasing birth rates, in the future will attest to slow growth in population in this area. Introduction The progress of any economic or social activities, the society existence in general is in-conceivable, taking abstraction of the human collectivity and the vital geographical space of it. This fact explains and the population knowledge necessity at the hydrographic basins level, that will make available the report between geographic factors and demographic processes. The lack of permanent and relevant statistical information creates uncertainties and slows the realization of some assembly studies in the Raut river basin. The geo-demographic features studies in the Raut river basin, has as a purpose the establishment of a certain trends and legitimates in the evolution of the demographic processes, both in dynamics and space. -

Russian Military Presence in Moldova – a Sensitive Issue for the Future of Relations Between Chișinău and Moscow
RUSSIAN MILITARY PRESENCE IN MOLDOVA – A SENSITIVE ISSUE FOR THE FUTURE OF RELATIONS BETWEEN CHIȘINĂU AND MOSCOW Ion TĂBÂRȚĂ The presidential elections in the Republic of Moldova are barely over, and the first divergences between the future President of the Republic of Moldova, Maia Sandu – on one hand, and the Kremlin administration – on the other hand, are already foreshadowed. Some statements by Sandu regarding the presence of Russian military troops, illegally stationed on the left bank of the Dniester, and which statements in fact reiterated Chisinău's official stance on this matter, as it was known before the Ion Chicu government, disturbed Moscow and provoked its negative reaction. The statements of the president-elect Maia Sandu Shortly after winning the presidential term on November 15, 2020, Maia Sandu, stated in an interview with the Ukrainian daily Evropeiskaya Pravda, that resolving the Transnistrian conflict presupposes the complete withdrawal of Russian troops from Moldova. These statements by Sandu have immediately provoked negative reactions in Moscow. Russian officials have labeled the scenario proposed by the future president of the Republic of Moldova as a return to the year 1992, and as something to which those in Tiraspol will never agree. The outgoing president of the Republic of Moldova, Igor Dodon, also reacted to Maia Sandu's statements, which he stated were a serious mistake1. Later, on November 30, 2020, at a press conference, Maia Sandu came with clarifications of her position on the Russian military presence on the left bank of the Dniester. Asked by the NTV Moldova correspondent whether, as a president, she will opt for the withdrawal of Russian peacekeepers, Sandu specified that the Russian army, deployed on the left bank of the Dniester, is divided into the Operational Group of Russian Forces in Transnistria (OGRF), whose presence on the territory of the Republic of Moldova has no legal status, and the peacekeeping mission, stationed in the Transnistrian region in accordance with the Moldovan-Russian agreement of July 21, 1992. -

Trafficking in Transnistria: The Role of Russia by Kent Harrel SIS Honors Capstone Supervised by Professors Linda Lubrano and Elizabeth Anderson Submitted to the School of International Service American University In partial fulfillment of the requirements for graduation with General University Honors Bachelor of Arts Degree May 2009 Abstract After declaring de facto independence from the Republic of Moldova in 1992, the breakaway region of Transnistria became increasingly isolated, and has emerged as a hotspot for weapons and human trafficking. Working from a Realist paradigm, this project assesses the extent to which the Russian government and military abet trafficking in Transnistria, and the way in which Russia uses trafficking as a means to adversely affect Moldova’s designs of broader integration within European spheres. This project proves necessary because the existing scholarship on the topic of Transnistrian trafficking failed to focus on the role of the Russian government and military, and in turn did not account for the ways in which trafficking hinders Moldova’s national interests. The research project utilizes sources such as trafficking policy centers, first-hand accounts, trade agreements, non-governmental organizations, and government documents. A review of the literature employs the use of secondary sources such as scholarly and newspaper articles. In short, this project develops a more comprehensive understanding of Russia’s role in Moldovan affairs and attempts to add a significant work to the existing literature. -

This article is dedicated to the evaluation of water use and management of 12 river water bodies delineated in the Camenca river basin – the biggest tributary of the Prut River in the limits of the Republic of Moldova. The study is based on the approaches and methodology proposed by the EU Water Framework Directive and its methodological guidelines as well as on the national normative documents. The present research was conducted as part of the Camenca river basin management plan and constitutes the basis for the development of the Programme of Measures meant to accomplish the environmental objectives established for water bodies. Considering water use problems in the limits of the pilot basin, in the present research several challenges were identified: intensification of climate change and reduction of water supply; reduced accessibility of the population to aqueducts and the lack of public sewerage systems; significant impact of diffuse pollution on agriculture; a large number of reservoirs in improper conditions. With regards to water resources management, the following issues were revealed: incomplete inventory of water resources and frequent cases of unauthorised water use; low prices for water supply and sewerage services as well as for water use and water pollution, which do not cover water use costs and investments in water resources and aquatic ecosystems protection; insufficient and fragmented subventions in water sector; issues regarding legal framework and adequate exploitation regime of reservoirs, etc.
