Illinois Virtual School has institutional membership in the following organizations. • International Association for K-12 Online Learning (iNACOL) • Virtual Learning Leadership Alliance (VLLA) • Quality Matters • Consortium of School Networks (CoSN) Background and Purpose Illinois Virtual School (IVS) is the Illinois State Board of Education’s (ISBE) statewide virtual school. ISBE established IVS as a supplemental online program. The IVS program is designed to allow students who are enrolled in a public or private school to supplement their education by taking courses that are educationally appropriate. ISBE’s GOAL 1 “Every child in each public school system in the state of Illinois deserves to attend a system wherein . . . . Ninety percent or more students graduate from high school ready for college and career.” REALITY Students may require alternative solutions to assure their learning success and preparation for college and/or career. Solution A school partnership with IVS provides • an opportunity for students to take a fully online curriculum, giving schools, students, and families greater options; • an opportunity for students to take courses not offered by their face-to-face school, such as , world languages, and other enrichment opportunities; • flexibility in scheduling with enrollment terms starting throughout the year; • credit recovery options for students to graduate on time; and • individualized instruction that occurs anytime and anywhere through teacher managed courses. The IVS program is administered through the Peoria County Regional Office of Education, a member of the Illinois Association of Regional Superintendents of Schools (IARSS). Working in partnership with public and private schools as well as homeschooled students, IVS offers both classes for students and professional development programs for educators through online web-bases services. Online learning increases educational access to improve educational outcomes. Since IVS partners —not competes—with schools, the local school retains their students and is able to offer expanded learning opportunities. This year’s annual report has been prepared to communicate to a variety of stakeholders the learning opportunities made available to students and educators in Illinois through IVS. Specifically, this report highlights: • Online courses and enrollment data/trends • IVS commitment to quality • Student Voices – data from student surveys • The IVS Instructor – role and responsibilities • School Partnerships – data collected and two use cases • Professional development opportunities for educators - Cindy Hamblin, Director Illinois Virtual School 1 Online Courses

Illinois Virtual School offers two online course solutions to meet the needs of students.

• Full Service Courses include curricular content that provides sufficient instruction, practice, and assessments for students to master skills and concepts. The courses are aligned to relevant learning standards and are recognized by the NCAA and . Courses have been coded based on the State Course Codes and rigor levels as part of the Illinois State Course System (ISCS). Illinois certified, highly qualified teachers facilitate each IVS course. The IVS full service course fee is $225/ semester course. • Credit Recovery Courses are proficiency based. These courses are intended for students that were unsuccessful in passing the course the first time and need to retake the course with IVS to recover credit. Illinois certified teachers manage these courses. The IVS credit recovery course fee is $85/ semester course.

2 Course Enrollment Trends

3 Student Success Rate Data

Success rate for Full Service courses is determined by the number of students earning 60% or higher divided by the number of students in the course. Students who drop after the two-week grace period or fail to earn 10% (non-starters) are not included in the calculation of the Success Rate. For the 2015-2016 school year, the full service course success rate was 93%.

Success rate for credit recovery courses is determined by the number of students that have passed the course with 60% or higher and have completed the required written assignments in each course. Students considered non-starters, earning less than 10%, are not included in the calculation. For the 2015-2016 school year, the credit recovery success rate was 61%. NOTE: The IVS success rate has grown to over 70+% with a new credit recovery support system put in place January 2017.

Commitment to Quality IVS is dedicated to offering quality courses, taught by quality instructors and supported by a quality technical assistance team.

IVS is a member of Quality Matters, a national leader in quality assurance for online education. The Quality Matters rubric is utilized to review and improve IVS courses. The Quality Matters rubric is based on research-supported and published best practices in online and blended course development. IVS is submitting identified courses annually for Quality Matters review and certification.

IVS maintains a robust training and support program for its online instructors. Teachers new to IVS complete a multi-training program before receiving a course assignment. The training includes an introduction to the online environment; technical skill development in managing an online course; and practice preforming the day-to-day responsibilities of an online instructor. New teachers are assigned to an IVS mentor for the initial 4 – 7 months of teaching. Participation in an IVS Professional Learning Community and ongoing professional development are required of all instructors.

The IVS team utilizes a 24/7 help desk system and integrated phone system to support school personnel, students, and parent/guardians using the IVS program. This system assigns and tracks help tickets submitted for technical assistance, questions, and follow-up tasks. The system also includes an extensive Help Center populated with IVS resources and help guides. Our customer satisfaction rating is collected each month with an average of 97% satisfaction rate.

4 Student Voices

Students are directed to complete an IVS Course Survey at the 50% point of their course. IVS has collected 6200+ student responses over the past three years. The IVS team utilizes student feedback to enhance our services as well as to address any concerns or celebrate successes.

The IVS Student Student data collected indicates that 62.4% of our students are female and 37.6% are male. For 67% of the students, the IVS course they are enrolled in is their first online course. The chart on this page reflects the breakdown of our students by their current grade in school.

Students identified the following as the main reason for taking an IVS online course.

• School requirement or school advised student to take the course. 41.03% • To get ahead in credits earned. 15.75% • I’m interested in the subject. 15.37% • College entrance requirement. 8.91% • The course is not offered at my school. 7.94% • To make up a missing credit. 7.10% • I’m a student looking for a High School course. 2.83%

Students completing IVS Courses

For 64% of the students, their IVS course is part of their daily class schedule.

When asked where they work on their course, 45% reported at both school and home, similar to the face-to-face classroom.

When asked how much time is spent working on their course, 40% reported 3-4 hours per week and 31% reported working on their course 5+ hours per week.

Students were asked if the activities in their IVS course made them think and helped them learn. The survey results show 77% indicated yes.

For 73% of the students, the contact and feedback received from their IVS online teacher was identified as “just enough.”

When asked if the student would recommend taking an IVS course to a friend, 65% indicated yes.

5 The IVS Instructor The Peoria County Regional Office of Education d/b/a Illinois Virtual School employs 64 Illinois certified teachers. Instructor responsibilities include:

Communication IVS instructors communicate with students, parents, and local school representatives. Ongoing communication is maintained through emails, phone calls and text. Throughout the course, IVS teachers: • Respond to student, parent, and school email/phone calls within 24 hours. • Send a “Welcome” email on the student’s first day of enrollment in the IVS course. The Welcome email includes the student’s pacing chart and grading policy for the course. • Send “Academic Warning” emails when students fall below 65%. • Send “Progress Report” emails to all students and parents/guardians at the mid-point of the term.

Course Management IVS Instructors manage their courses to help ensure student success. • Grading and feedback reflect current and accurate student progress. Assignments are graded within three days of submission, unless teacher notifies students that extra time is needed for larger class projects and papers. • The course home page is the gateway to the IVS course. The instructor’s home page includes: • Weekly news items • Directions for getting started in the course • Contact information • Teacher introduction video • Pacing chart • Grading policies • “Need Help?” widget or instructional resources

Instruction and Feedback Meaningful feedback and support, targeted to the student and the assignment, is important to ensure student success. IVS instructors: • Provide timely and appropriate instructional feedback to students. • Provide timely instructional support upon student, parent, or school request and/or assessment data results.

Active Participation Instructor professional development is scheduled throughout the school year and summer. IVS instructors participate in the following: • Professional Learning Community (PLC), • Virtual faculty meetings, and • Summer multi-day professional development. 6 School Partnerships

In addition to student course enrollments, IVS tracks public and private school partnerships. IVS has 523 schools that have established a partnership with our online program since 2010. See Exhibit Two, page 19 for a list of Public and Private Partner Schools. IVS also supports home-schooled students.

Feedback from Local School Representatives The following feedback results are from the Winter/Spring 2017 IVS School Partner Satisfaction Survey. School representatives were asked to “select school goals that are being met through IVS.” The following were the top four goals selected:

• Offer students an opportunity to recover credit. 67% • Expand our local school course options to include more electives. 45% • Expand our local school course options to include AP and higher level courses. 37% • Allow students to take core subject requirements which opens the student’s 26% schedule to take more electives.

Of school representatives responding to the survey, 99% either strongly agreed or agreed with the statement, “Our school is satisfied with the IVS program and services offered.” Comments included:

Illinois Virtual School Use Cases from Southeast Illinois

Hutsonville High School located along the Wabash river, has a student population of 105 students. In 2015, the high school was unable to secure a Business instructor. Hutsonville partnered with IVS to offer Career Planning, Consumer Economics, Entrepreneurship, and various programming courses to their students.

For the spring semester 2016, Hustonville expanded the course options for students to include several electives and courses not available at the school. Students enrolled in Art History, Music Appreciation, Creative Writing, Pre-calculus, French, German, etc. For the 2016-2017 school year, Hutsonville continued to make these course options available to students.

North Clay High School also called Louisville-North Clay or just Louisville, enrolls approximately 200 high school students. The Spanish instructor left North Clay prior to the Spring semester 2015. The school was unable to secure a new Spanish teacher. North Clay partnered with IVS to offer the 2nd semester of Spanish 1 and 2 to 29 of their students. Over the next three years, North Clay has continued to utilize the IVS Spanish program. For the FY 17 school year 39 students participated in Spanish 1 – 3.

During the FY 17 school year, IVS partnered with 12 schools through Illinois to offer Spanish 1-4. These schools were unable to hire Spanish teachers for their school program. 7 Online Professional Development

IVS manages the online delivery system for statewide professional development (IVS-PD) as part of the Illinois State Board of Education’s contract. IVS has partnered with ISBE and regional agencies to deliver and host professional development opportunities for educators statewide. The IVS-PD platform allows for a variety of professional development models including blended, self-paced, and instructor/ facilitator- led training. Another goal in developing this platform is to make available a robust, registration and content delivery system for agencies to use as a one-stop location for state and regional directed educator professional development.

Since 2011 when IVS offered its first professional development course, 6,165 educators have enrolled in our online courses. The graph below shows the total number of participants who enrolled in courses from FY10-FY17.

Webinars Illinois Virtual School partnered with Florida Virtual School in February and March 2017 to offer interactive one-hour webinars to IVS faculty and educators throughout Illinois. Webinars offered were Cyberbullying, Data Driven Decision Making, Digital Leadership, Introduction to Blended Learning, and the Lead Teacher Program. All participants found the webinars beneficial and appreciated the interaction between the facilitator and other participants.

Blended Courses Since December 2012, a video-based course called Math: Right from the Start!, which features mathematical thinking strategies offered by Angela Andrews for success with Pre-K and early elementary children has been available to local early childhood centers through a grant with United Way. A total of 160 participants have completed this blended learning course. One participant shared that as a result of this course, she is “encouraging her parents to use more math talk and more open ended questions” with children and that she is now “working together as a team with the parents to help the children be successful.” 8 Self-Paced Courses Self-paced courses allow participants to start a course at any time and progress through the content without scheduled due dates or assignment deadlines. However, each course does have an allotted window of time to complete the course. Self-paced courses available to state educators include: Intel® Creativity in the Mobile Classroom, Illinois Reading First (for Grades K-3), Introduction to Online Learning, Intel® Moving to Mobile Learning, Intel® Project-based Approaches (self-paced version), Teaching Online 101: Teaching in an Online Learning Model and Teaching Online 102: Advanced Strategies for Online or Blended Learning Instructors.

In course evaluations for these self-paced courses, participants commonly state that “the class and the project is something they can use in the classroom” and that they “plan to incorporate what they’ve learned”.

Facilitated Courses Facilitated courses have a scheduled start and end time, and a cohort progresses through the course content together. These courses consist of interactive lessons, discussion boards, and other assessments with due dates and assignment expectations.

Intel® Teach Elements Courses Through the Intel Teach Affiliate (ITA) grant received in 2013 and 2014, IVS currently offers the following facilitated Intel® Teach Elements: Assessment in the 21st Century, Collaboration in the Digital Classroom, Designing Blended Learning, Educational Leadership in the 21st Century, Inquiry in the Science Classroom, Project-Based Approaches, and Teach Students to Think Critically with Data.

Joan B. who completed Assessment of 21st Century Skills said: I can’t even begin to explain how useful this course was. When a school board member came in and saw my students building their designs, we were able to talk about 21st Century Skills, as well as individual, and class assessments used in the project. He and the Principal thought the project was great. With this class, I was able to draw all of the pieces together. I had no idea it was going to be so useful and fun!”

Online Book Study Through our partnership with the Virtual Learning Leadership Alliance (VLLA), educators in Illinois were offered two opportunities to participate in an online book study with educators across the country. In each book study, participants read a chapter or two from an assigned book, and then participated each week in a lively discussion hosted on Google+ Communities. In the summer of 2016, participants read and discussed “Mindset: The New Psychology of Success” by Carol S. Dweck. In the spring of 2017, participants focused their discussion on “The End of Average: How We Succeed in a World that Vales Sameness” by Todd Rose. A total of 104 Illinois participants successfully completed the requirements of the book studies.

RNS in Special Education To meet the needs of the Special Education, Subpart B: 226.160 Medical Review, this course prepares Registered Nurses in schools who do not hold a Professional Educator License to assess and implement health services for students evaluated for special education. This course began in April 2014 and to date, 716 school nurses have successfully completed the course. 9 Exhibit One
