0.0 EXECUTIVE SUMMARY

1. The Government of Chhattisgarh (GoCG) plans to improve about 916 km of the state road network under Chhattisgarh State Roads Sector Development Project (CSRSDP) with the assistance of Asian Development Bank. The Chhattisgarh Public Works Department is the executing agency for the project. All 19 project roads have been divided into three Groups (Group A, B &C). The Consultancy services have been engaged for advisory and construction supervision. 2. The Supervision Consultancy works for Group “A” Road (Package-1 to 6) comprising of 273.30 km road network has been awarded to M/s. SMEC International Pty. Ltd. In JV with SMEC India Pvt. Ltd, for Group “B” Road (Package-7 to 8 & Package-10 to 15) comprising of 390.36 km road network have been awarded to M/s. EGIS International In JV with EGIS India consulting Engineers Pvt. Ltd. and for Group “C” Road (Package-16 to 19) comprising of 191.944 km road network have been awarded to M/s. Intercontinental Consultant and Technocrats Pvt. Ltd. (ICT) in joint venture with M/s. RODIC Consultant Pvt. Ltd. All the sub- projects have been assessed to be of environmental category B as per ADB’s Safeguard Policy Statement (2009) and environmental assessment guidelines 2003. The civil work contract has been awarded for 18 packages. 3. In the month of April 2015 four packages (Package 1, 2, 3 & 5) were handed over to contractor. In the month of August 2015, Package-4 was handed over and the package-6 was handed over in March 2015. The physical progress on these packages varies from 57.30% to 77.61%. In the month of April 2015 nine packages (Package 7, Package-12) were handed over to contractor. The four subprojects (Package-8, Packae-11, Packae-13, Packae- 14) were handed over in September 2015 and Package-15 in October 2015. The physical progress on these packages varies from 24.65 % to 99.00 %. The package-16 & 19 were handed over to contractor on 20th April 2015 and the physical progress on these packages upto 31st December 2017 are 81.71 % and 85.44% respectively whereas package 17 & 18, which were handed over to contractor on 13th April 2016, have achieved physical progress 34.84 % and 57.21 % respectively. 4. Supervision Consultants, through their environmental experts and site staffs is monitoring the implementation of environmental issues. The contractors have also been asked to nominate one of their staff as Environmental Safeguard Officer so that he may be guided /trained in EMP implementation. Most of the Contractors have nominated their Environmental Safeguard Officer and contractors who are yet to appoint /nominate have been instructed to comply with the requirement at earliest. 5. There is a provision of Grievances Redress Mechanism (GRM) related to the implementation of the project. The GRM include formation of District level Grievance Redress Committee (GRC) comprising of District Commissioner, revenue official, forest official, public representative and respective nodal officer from PWD. The Grievance Redressal Committee (GRC) has been formed in all districts through which subprojects are passing. The contractors have been advised to take care of environmental issues emerging by execution of project and strictly adhere to the provisions of EMP and FIDIC conditions to minimize negative impact on surrounding. 6. The Supervision Consultant has assessed the implementation of EMP during the reporting period as generally satisfactory.

1.0 INTRODUCTION

7. The Government of Chhattisgarh (GoCG) plans to improve the state road network under Chhattisgarh State Roads Sector Development Project (CSRSDP) with the assistance of Asian Development Bank and for that has applied a loan through Government of India from the Asian Development Bank (ADB) for the improvement of about 916 km state roads in Chhattisgarh. This road up-gradation and rehabilitation project will improve transport efficiency of the State road network which will contribute to expansion of economic opportunities and poverty reduction. 8. The Chhattisgarh Public Works Department (CGPWD), Government of Chhattisgarh is the Executing Agency (EA) for the project. The nineteen project roads have been divided into three Groups (Group A, B &C). The Consultancy services have been engaged for advisory and construction supervision, institutional strengthening, social rehabilitation and resettlement, environmental mitigation and road safety measures. The construction supervision consultancy works have been awarded to following agencies

9. The objectives of the Consultancy services are to ensure that high quality construction is achieved and to ensure that all work is carried out in full compliance with the Engineering design, technical specifications and other documents as well as promoting technology transfer by employment of local/PWD staff and on the job training. 10. Out of the nineteen sub-project roads, the Package-9 (Chilphi-Rengakhar - Salhewara Road) have been dropped from the scope and remaining eighteen sub-project roads have been assessed to be of environmental category B as per ADB’s Safeguard Policy Statement (2009) and environmental assessment guidelines 2003.

2.0 PROJECT DESCRIPTION & OVERALL PROGRESS DURING THE REPORTING PERIOD

11. This project comprises of widening and strengthening of state highways and major district roads. Under Group A roads, there are 6 packages (Package-1to 6) of about 273.30 km, under Group B roads, there are 8 packages (Package-7 & 8, Package-10 to 15) about 390.36 km and under Group-C roads, there are 4 packages (Packages -16 to 19 ) comprising of 191.944 km road network. The details of road package, name of the road and length under each package are given below in Table 1 while project location Map is given in figure 1, figure 2 & figure 3 for Group A, Group B and Group C respectively.

3.0 INSTITUTIONAL SETUP

13. Chhattisgarh Public Works Department, Government of Chhattisgarh is the organization responsible for construction and maintenance of roads on behalf of Government of Chhattisgarh. CGPWD. The PIU is created within PWD at headquarter which is primarily the responsible unit for all ADB funded road projects. CGPWD has set up a Project Implementation Unit headed by Project Director at its head quarter for the implementation of ADB funded projects. The PIU have nominated an Executive Engineer (the Nodal officer) to take care of environmental issues as an additional responsibility. This officer will assist PWD in carrying out its responsibilities in implementing the EMP and EMoP. In addition, the EE will also assist proposed district level committee (which have also proposed to be mandated to review the effectiveness of EMP implementation), for reviewing the effectiveness of EMP implementation. Thus, Public Works Department (PWD) will be responsible for the implementation of the EMP through contractors and Construction Supervision Consultant (CSC). 14. PWD has commissioned the services of three Construction Supervision Consultants, one for each group road, to supervise the construction activity including implementation of Environmental Management Plan by Contractors. Supervision Consultant have environmental expert in their team to monitoring the implementation of environmental issues. As input of environmental expert is intermittent; therefore, one site staff has also been nominated as Environmental Safeguard Officer to take care of day-today activities at site. The details of Officer looking environmental issues in PIU and Environmental Specialist in for Group A, B and C are given in Table- 3.

4.0 STATUTORY COMPLIANCE

16. The project roads being improved under this loan are exiting State Highway or Major District Roads. The expansion of MDR do not come in the preview of EIA notification and the state highways neither pass through ecologically sensitive areas such as National Parks, Sanctuaries, Tiger Reserve, Reserve Forests etc. nor these are at 1000 m above mean sea level; therefore, do not require environmental clearance form MOEFCC/ SEIAA. The project roads do not pass through any forest land. However, the improvement work including widening and strengthening of roads with/without marginal land acquisition along the existing alignments requires felling of trees standing along the road. The tree cutting permission/ approval of competent authority has been obtained by PIU. The tree cutting work has been/being carried out with all safety requirements. Consideration engineering measures, till this reporting period a total 4460 numbers of trees have been saved with respect to the permissions obtained from collector for identified trees to be cut.

17. For each tree to be cut for the road up gradation, the concerned authority in their permission letters have imposed condition that 10 times the trees should be planted. The compensatory tree plantation work is being carried out by State Forest Department. The compensatory tree planation has been imitated by the forest department. However, the complete details of trees planted by forest department as compensatory afforestation along with locations are yet to be made available to PIU by forest department. 18. The civil work contractors also require obtaining permissions /licenses from various departments like labour license from labour Department, mining/quarry permission from mining department as well as from DEIAA/SEIAA, permission/consent from Chhattisgarh Environment Conservation Board (CECB) in pursuant to the Water (Prevention and Control of Pollution) Act of 1974, the Cess Act of 1977 and the Air (prevention and Control of Pollution) Act of 1981 and amendments thereof for installation and operation of construction plants (HMP, Stone Crusher, Batching Plants, WMM Plants), insurance policies etc. for execution of work. The details of statutory compliances for constructions plants including labour license and insurances are given in Annexure-I, II and III for Group A, B and C respectively.

5.0 ENVIRONMENTAL MANAGEMENT PLAN (EMP) IMPLEMENTATION

19. The Contractors were briefed about the Environmental Management Plan (EMP) which is part of their contract agreement. Contractors have been advised to follow the EMP in principle and should submit the compliance report with regards to this on regular basis. The Contractors have obtained most of the requisite permissions/NOCs required for execution of projects. However, some of the permissions are yet to be obtained particularly for Borrow areas and operation of DG sets for which they are continuously being reminded by PIU /CSC to expedite the follow-up with concerned departments. Contractors are implementing the mitigation measures provided in EMP or other clauses of civil work contracts. However, some of the issues like road safety measures, labour welfare measures, HIV /AIDS awareness program etc. have further scope of improvement and environmental experts of CSCs have suggested the corrective measures to contractor as and when required. The EMP implementation status, which include statutory as well as site specific requisite pollution prevention/ mitigation measures, of various projects with suggested corrective actions are given in Table 6.

6.0 ENVIRONMENTAL MONITORING

20. Besides regular on-site monitoring for the implementation of Environmental Management Plan, air quality, water quality, noise levels and soil quality were required to be monitored to check any adverse impact due to construction activities and to ensure that plants and machineries working on project do not pollute the surrounding environment. The Contractors have hired the services of environmental monitoring laboratories; accredited by NABL /MOEF&CC to monitor the environmental parameters like air, noise and water quality parameters as per the agreed Environmental Monitoring Plan.

21. In air quality the parameters monitored include PM10, PM2.5, SO2, NOx, and CO. The water quality parameters include temperature, pH, EC, TDS, BOD, COD, Hardness, Calcium, Magnesium, Chloride, Sulphate, total coliform, etc. The parameters monitored are also compared with the Bureau of Indian Standard. The details of parameters being monitored by Environmental Monitoring Agency are given below in Table 7.

22. During this reporting period (July to December 2017), environmental monitoring has been carried out for 11 packages. The analyses of monitoring results carried out during this period are provided in Table-8, Table-9, Table-10 & Table-11 for Ambient Air Quality Monitoring Ground Water Quality Monitoring, Surface Water Quality Monitoring and Ambient Noise Levels respectively. The monitoring results reveal that the levels observed were within the permissible limits.

7.0 STATUS OF COMPLIANCE WITH SAFEGUARDS LOAN COVENANTS

23. The schedule-5 of this Loan Agreement (Loan Number 2981-IND) provides the details of safeguards related implementation and reporting requirements. The PIU, CGPWD is doing best efforts to comply with all the requirements and obligations in included in Loan Agreement. The status of compliance with safeguards loan covenants are given in Table-12

9.0 DISCLOSURE OF DOCUMENTS

25. The summaries of initial environmental examination (IEE) reports shall be translated by PIU into local language. Once it gets translated the soft/hard copy of this report shall be made available at (i) each Gram Panchayat office along the sub-project corridor; and (ii) site offices of PIU /CSCs /civil works contractors (iii) official website of PIU, CGPWD.

10.0 PUBLIC CONSULTATIONS

26. The discussions with various stockholders during construction phase is also being taken-up by environmental/Social experts of consultants to get the feedback on various environmental issues being implemented at site and to resolve concern of public, if any, on EMP implementation like road safety, dust suppression, noise & vibration etc. The interaction with peoples reveled that mostly they are happy with the project and strongly support it. The subproject-wise issues emerged during discussion with suggested mitigation measures are given in Table-14. Photographs of public consultation are given in Annexure-IV

11.0 IMPLEMENTATION OF GRIEVANCE REDRESS MECHANISM AND COMPLAINTS RECEIVED FROM STAKEHOLDERS

27. There is a provision of Grievances Redress Mechanism (GRM) related to the implementation of the project, particularly regarding the environmental management plan. The GRM include formation of District level Grievance Redress Committee (GRC) comprising of district commissioner, revenue official, forest official, public representative and respective nodal officer from PWD. Similarly, village level GRC are to be formed in the project. The complainants are free to approach the court of law at any time during the grievance redressal process. The GRM framework is shown below:

28. The Grievance Redressal Committee (GRC) has been formed in all concerned districts (copy enclosed in Annexure-V). In addition to GRC, the contractors are maintaining compliant/ suggestion register in which the affected / aggrieved person /public may write his complaint, suggestion or action required by the contractors. 29. Till date GRC has not received any complaint from the public/commuter on environmental safeguard issues. Any issue/ action noted in compliant/ suggestion register are being taken care of by contractors well in time.

12.0 CONCLUSION AND RECOMMENDATIONS

30. In order to have a sustainable development in the project the emphasis on the implementation of EMP has been given top most priority. In general, the EMP implementations on 17 subprojects out of 18 being executed under loan no.2981 has been assessed as partially satisfactory and remaining 1 as unsatisfactory during this reporting period mainly due to few pending statutory permissions. Contractors are implementing mitigation measures provided in civil work contract; however, there is scope for further improvement in areas like personnel safety equipment use by workers, safety provisions for traffic, debris/construction waste disposal, camp site management etc. to bring the EMP implementation to satisfactory category. The contractors assured that they will try their level best to obtain/ renew remaining permissions/NOCs and to implement mitigation measures or suggestions given by CSCs /PIU from time to time to enhance their skill /working.
