Wilson, Advisor The U.S. Army officer corps experienced an intellectual revolution following the experience of WWI that fundamental altered the relationship between man and machines in war. As a result, officers failed to develop the technology gene and began to think of war as being inherently quantitatively and technological based. This dissertation examines the relationship between technology and the U.S. Army and Navy officers specifically between 1900-1925. In recent years these assumptions have been questioned, as scholars have re-evaluated Taylorism through examination of primary documents and through evaluating the protagonists of scientific management in the context in which they operated. By such analysis, these scholars have shown that the heart of the scientific management movement, the Taylor Society, reflected many of the Progressive ideals that pervaded the first decades of twentieth century America. Indeed, such was the spirit of critical analysis and debate within the Taylor Society that, while most practitioners and intellectuals who were members of the society were liberals, individuals whose ideological commitments were more radical also belonged to the Society.1 That an outspoken and avowed Marxist such as Walter Polakov could find a place in the Taylor Society attests to its ideological pluralism.

S. Person, the M,a.na ging Director of the Society. The Background. In 1886 Henry R . .Towne presented the paper The F-·Engineer as Economist before the A.S.M.E. Thereupon followed in that society a series of papers .relating to management, chiefly on wage systems, ending with Taylor's A Piece Rate System in 1895. Then followed seven years of no papers on management before the A.S.M.E. In 1903 and 1904 several papers were presented, among them Taylor's Shop Management. In 1906 Ta · Taylor's On the Art of Cutting Metals was presented before the A.S.M.E. followed by one paper on a phase of management in each of the years 1907,1908, 1909, and 1910. In 1911 the A.S.M.E. had no paper on a management subject. For further information contact the UOW Library: [email protected] Perceptions of Taylorism and a Marxist scientific am nager Abstract Purpose - This paper aims to provide evidence of pro-worker orientation and acceptance of socialist idealism in scientific am nagement, with particular focus on Walter Polakov. Design/methodology/approach - A range of original texts have been examined to identify the ideas expressed or accepted by the early scientific managers. These include Bulletin of the Taylor Society and the early publications of the socialist engineer and scientific am nager Walter Polakov. Findings - This paper shows how an avowed socialist is outspoken but unremarkable for the members of the Taylor Society in the 1910s and 1920s, contrary to the views expressed in textbooks and other histories which assert a deep antiworker bias in scientific am nagement. Research limitations/implications - This is limited to a historical analysis of the role and extent of involvement of the Marxist engineer Walter Polakov in the US scientific am nagement movement in the 1910s and 1920s. Originality/value - This paper offers insights into the workings of the Taylor Society using a biographical approach.
