    The Ombudsman and the Public Hospitals The Ombudsman is Impartial Independent A free service 2 Who is the Ombudsman and what does the Ombudsman do? Peter Tyndall is the Ombudsman. The Ombudsman can examine complaints about the actions of a range of public bodies, including public hospitals. All hospitals providing public health services come within the Ombudsman’s remit. The Ombudsman can examine complaints about how hospital staff carry out their everyday administrative activities when providing public health services. These include complaints about delays or failing to take action. However, there are certain complaints that the Ombudsman cannot examine. These include complaints about: private health care regardless of where it is provided and clinical judgment by the HSE (diagnoses or decisions about treatment Is the Ombudsman independent? Yes. The Ombudsman is independent and impartial when examining complaints. 1 What can I complain to the Ombudsman about? You can complain about your experience in dealing with a hospital. Efficiency savings target 10.8 Increased income target 8.9 The RCSI Hospital Group serves populations in five counties – North Dublin, Meath, Louth, Cavan and Monaghan. The area stretches from the north banks of the River Liffey in Dublin City Centre, north to the border with Northern Ireland, and west to the border with County Donegal. It comprises urban, rural and commuter belt areas, and covers approximately 6,817 square kilometres in total. There is considerable variation in population density from a low of 39 persons per square kilometre in Cavan to a high of 4,139 persons per square kilometre in north Dublin city. Residents of neighbouring areas such as South Dublin and Kildare also access hospitals for secondary care and maternity services. Beaumont Hospital, which is the largest hospital in the group, in addition to providing emergency and acute Secondary Care services to the local community is also a designated Cancer Centre, the Regional Treatment Centre for Ear, Nose and Throat and Gastroenterology and also the National Referral Centre for Neurosurgery and Neurology, Renal Transplantation, and Cochlear Implantation - as such treating patients from all parts of the country.

  • The Chronological History of the Rotunda Hospital
    HISTORY OF THE HOSPITAL In 1745 Bartholomew Mosse, surgeon and man-midwife, founded the original Dublin Lying-In Hospital as a maternity training hospital, the first of its kind. In 1757 the institution moved to a different location where it became “The New Lying-In Hospital”. This is the hospital complex that is referred to today as simply “The Rotunda”. The Rotunda Hospital is therefore unique as an institution in that it has continued to provide an unbroken record of service to women and babies since its foundation in 1745 and has occupied its present premises since 1757. Should you wish to learn more about The Rotunda Hospital’s history, the book Masters, Midwives, and Ladies- in-Waiting (edited by Alan Browne, a former Master of the Rotunda, published by A&A Farmar, Dublin, 1995) gives a detailed account of developments in the Rotunda over the period 1945-95, which was the fifty-year period of greatest change in the history of obstetrical care. BARTHOLOMEW MOSSE 1712 Bartholomew Mosse was born the fifth child of Rev Thomas Mosse, Rector of Maryborough, now Portlaoise, and his wife Martha. 1728 Mosse, who had been privately educated by a tutor at home, was sent to serve as apprentice to a Barber Surgeon, Mr John Stone, in Dublin. 1733 Mosse was examined and qualified to practice as a surgeon by Mr John Nichols, joint Surgeon-General to the army in Ireland. Mosse obtained glowing testimonials from his master and his examiner. It is probable that he was surgical assistant to these men (themselves surgeons to Mercer’s and Dr Steevens’s Hospitals respectively) within a short time of his qualification.

The Rotunda Hospital is a voluntary hospital with its own board of Governors providing maternity, neonatology and gynaecology services to women and families. It is part of the RCSI Hospitals Group and the Group has agreed that it is the clinical leader in providing maternity and gynaecology services across the various hospitals within the Group, particularly in Drogheda, Cavan and Monaghan. The Department of Health recommended that the best site for co-location of The Rotunda Hospital with an adult hospital, in line with best international practice, is at the campus of the Connolly Hospital in Blanchardstown. The campus has both greenfield and brownfield space to allow the development of a number of new healthcare buildings and facilities and the redevelopment of some existing services.

We began the year by holding a special Board meeting to agree a new annual compliance process with the HSE; this is applicable to all Section 38 agencies. Throughout the year, work continued towards compliance of both operational and governance matters. Following considerable work by the Executive Management Team and members of staff, the Strategic Plan for 2014–2016 was presented to, and fully endorsed and approved by the Board in February 2014. I believe the plan reflects the values and mission of The Rotunda Hospital. Implementation of the plan continues.
