The UNHCR’s role in supporting the process required a significant scale-up of its operation in North Mexico. The first people entered the United States under this process on February 19 through the Tijuana / San Ysidro port of entry, after their data had been verified and COVID tests had been carried out to avoid public health risks. Following week, on 24 February, the processing began in Matamoros / Brownsville, and, two days later, in Juárez / El Paso. The program does not have an established date to be completed when an estimated 25,000 eligible persons will be able to enter the United States, however, it is expected that it can last several months. UNHCR, IOM, UNICEF, and ICRC prepare the entry of the first group of people from the Matamoros informal camp to the US, supporting the US Government plan to end MPP. AMBIVALENCES AND ASYMMETRIES IN THE URBANIZATION PROCESS IN THE GULF OF MEXICO: ENVIRONMENTAL PRESSURES AND POPULATION CONCENTRATION Cuauhtémoc León and Hipólito Rodríguez FRAMEWORK: A DEFINITION OF THIS SPACE Three different countries surround this great marine water body; human activities both inland and in coastal zones and marine areas have modified, and will continue to modify this space’s biochemical, ecosystemic and, of course, socio-economic conditions. Such activities can be formally identified as the Gulf of Mexico’s economic and social space. From a historical perspective, they have had certain common traits and have perhaps been evolving at different intensities, but at least in a parallel fashion. The pace of changes has left marks shaping the landscape that can be “read,” yet unfortunately, in most instances these comprise an expansion and sequence of deleterious transformations. The boundaries of the Gulf of Mexico and, therefore, of what is considered to be its coastal zone, were defined a priori. Actually, they are of an operational nature so as to be able to deal simultaneously with three dimensions: the terrestrial landscape analyzed as ecoregions; socio-demographic dynamics studied on the basis of municipalities (or counties); and urban cores or cities, which enable us to easily visualize population concentration. Thus, the coastal zone was delimited as a mostly terrestrial strip having municipal boundaries (and therefore jurisdictional ones) and landscape features. As a result, this is not necessarily a region in the economic or geographic sense but rather, most likely, it is composed of asymmetrical, disconnected, and perhaps complementary territorial and political units which at most depend upon one another to a certain degree.

• Late North American Spring Migrants in Mexico
LATE NORTH AMERICAN SPRING MIGRANTS IN MEXICO BEN B. COFFEY, JR . Of the 10 birding vacations that Mrs. Coffey and I have undertaken in Mexico since 1946, five have been in late spring and one in late April. As a result, one of our special interests was that of observing the extent of the spring migration of North American species through eastern and southern Mexico. Published data on such species at this season appear to be limited. Stevenson (1957) in his study of trans-Gulf and circum-Gulf migration was able to use data from only two Mexican regions, one somewhat inland and one coastal. For the latter he relied greatly on Loetscher’s recent (1955) and comprehensive summary of migrants in Veracruz. At times we will make direct comparison with the latter summary, since for much of our time we were in Veracruz. Among other recent data are those of Amadon and Eckelberry (1955). The significance of data in general works such as Bent’s Life History series cannot always be gauged. We do not usually know whether the extreme dates are based on a few or on many observations. From 20 May through 10 June 1951, we went as far as the highway’s end just south of Catemaco, Veracruz. From 17 May through 6 June 1953, we rushed to the end of the Inter-American Highway, at the Guatemalan border, then lingered at Las Casas, Chiapas, and detoured to Veracruz. From 9–30 May 1954, our route was chiefly in coastal Veracruz, from Tampico through Tuxpan to the Isthmus, crossing it and visiting Las Casas, returning by the Oaxaca–Laredo route.

  • Increased Enforcement at Mexico's Southern Border
RESEARCH REPORT Photo: Alfredo Estrella/AFP/Getty Images INCREASED ENFORCEMENT AT MEXICO’S SOUTHERN BORDER An Update on Security, Migration, and U.S. Assistance By Adam Isacson, Maureen Meyer, and Hannah Smith NOVEMBER 2015 KEY FINDINGS In July 2014, the Mexican government announced a “Southern Border Program,” stepping up apprehensions and deportations of U.S.-bound migrants crossing through the country’s southern border zone. This report, based on field research in the region, examines how the Southern Border Program changed the situation on the ground, what enforcement measures were taken, how migrants and their smugglers are adapting to these measures, the impact on migrants’ access to protection, and the role of U.S. assistance. • MEXICO’S MIGRATION CRACKDOWN HAS CAUSED MIGRANTS TO TAKE NEW AND DANGEROUS ROUTES. Far from deterring migrants from making the journey north, the most notable effect of the increased enforcement at Mexico’s southern border has been changes in how migrants are traveling. With decreased possibilities of boarding the train in Chiapas, migrants and smugglers are now relying on different and dangerous routes and modes of transportation, including by foot and boat. These routes expose migrants to new vulnerabilities while isolating them from the network of shelters established along traditional routes. • AGGRESSIVE ENFORCEMENT OPERATIONS ON THE TRAINS HAVE LED TO CONCERNS ABOUT EXCESSIVE USE OF FORCE. Raids and operations to prevent migrants from riding north atop cargo trains, known collectively as La Bestia, have been the most visible and aggressive enforcement efforts under the Southern Border Program. Migration authorities have blocked migrants from boarding trains, pulled migrants off of trains, and raided establishments that migrants are known to frequent, detaining thousands.
