D87 Rev072616 SECTION A Project Information CITY OF OAKLAND, CA PUBLIC WORKS DEPARTMENT NOTICE TO BIDDERS Project No. C455640 On-Call Sanitary Sewers Emergency Projects FY 2016-17 The proposed work under this contract, in general, consists, of rehabilitating sanitary sewers and appurtenant structures in the City streets or backyard/side-yard easements. Sanitary sewer rehabilitation work under this contract will be performed on an as-needed basis and as directed by the Engineer through work/task orders. Locations will vary city-wide throughout Oakland and will be determined by the Engineer. The construction work could be as standalone work in any of the bid items. The duration of this contract shall be for one calendar year and shall start from the Notice to proceed. Pre-Bid Meeting: None scheduled. Questions Due: October 5, 2016 by 2:00 PM by email to the Project Manager. It is the Contractor’s responsibility to ensure that the email is received by the Project Manager. Responses to written questions will be issued by addendum no later than October 10, 2016 by 2:00 PM. Bid Deadline: October 13, 2016 by 2:00 PM. Bids not received by the Office of the City Clerk, 1 Frank H. Ogawa Plaza, Room #101, Oakland, CA 94612 by the deadline will be returned unopened. Engineer’s Estimate: $1,400,000 License Required: A or C-42 Contract Days: One calendar year Liquidated Damages: Per task assignment basis. Bonds: 10% Bid Security; 100% Payment and Performance Bonds Certified Local Business Requirement: 50% minimum (excluding Specialty Items, if any). Prime contractors are advised to verify the certification status of any subcontractors prior to submittal. Local Trucking Requirement: Per task assignment basis. Self-Performance: 50% minimum, excluding Specialty Items, per Greenbook Section 2-3.2. Refer to Bid Schedule for Specialty Items, if any. Notice to Bidders A1 Rev082516 SB 854 changes the law governing compliance with prevailing wages and implements a mandatory contractor registration program applicable to ALL contractors and subcontractors. No contractor or subcontractor, including truckers, may be listed on a bid proposal for a public works project (submitted on or after March 1, 2015) unless registered with the Department of Industrial Relations (DIR) pursuant to Labor Code section 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1(a)]. 1. No contractor or subcontractor may be awarded a contract for public work on a public works project (awarded on or after April 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5. 2. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. 3. The prime contractor must post job site notices prescribed by regulation. (See 8 Calif. Ogawa Plaza, Suite 3315, Oakland, California, 94612-2032 NOTICE OF PREPARATION (NOP) OF A DRAFT ENVIRONMENTAL IMPACT REPORT FOR THE OAKLAND WATERFRONT BALLPARK DISTRICT PROJECT The City of Oakland’s Bureau of Planning is preparing an Environmental Impact Report (“EIR”) for the Oakland Waterfront Ballpark District Project (“Proposed Project”) at Howard Terminal. The City is requesting comments on the scope and content of the EIR. A description of the Proposed Project and its location, together with a summary of the probable environmental effects that will be addressed in the EIR are included herein. Pursuant to California Environmental Quality Act Guidelines §15063(a), the City has not prepared an Initial Study. The EIR for the Proposed Project is being prepared in compliance with the California Environmental Quality Act (CEQA) (California Public Resources Code §§21000 et. seq.) and the State CEQA Guidelines (Guidelines) (California Code of Regulations, Title 14, Division 6, Chapter 3, §§15000 et. seq.). The EIR for the Proposed Project is also being prepared under the new California Assembly Bill 734 judicial streamlining legislation (California Environmental Quality Act: Oakland Sports and Mixed-Use Project) that added new provisions to CEQA as Public Resources Code § 21168.6.7 for the Proposed Project. The City of Oakland is the public agency that would consider approval of an amendment to the Oakland General Plan required for the Proposed Project, and as such, it is the Lead Agency for the Proposed Project. Pursuant to Guidelines §15082(a), upon deciding to prepare an EIR, the City as lead agency must issue a Notice of Preparation (NOP) to inform the Governor’s Office of Planning and Research, trustee and responsible agencies, and the public of that decision.
