1. SIIA CHAIRMAN’S REVIEW

The past year 2015 has been a good one for the Singapore Institute of International Affairs.

Our standing as a think tank has been consolidated as signalled by a leading global survey conducted by the University of Pennsylvania, the Go-to Think Tank Index. The index ranked the SIIA well: tenth in Asia, second in South-East Asia and first in Singapore. This is, moreover, not for the first time and rankings over last four years have consistently rated the SIIA among the leading top think tanks in the region.

Additionally, for 2015, SIIA was identified as a proponent of new and innovative initiatives. In the categories for Best New Idea, Transdisciplinary Research, Public Engagement, and the Use of the Internet, we were the only Singaporean think tank to be ranked and we rated among the top three across Asia.

We are honoured but humbled by this recognition, especially as the SIIA remains much smaller in staff numbers and resources than its Asian peers.

Please allow me in this message to share briefly some highlights from 2015, looking first at our core programmes and areas of expertise – ASEAN and Asia, and Sustainability -- and then at newer and broader initiatives.

Core Programmes and Areas of Expertise

Our work on ASEAN and Asia continues to grow and develop.

Our flagship ASEAN and Asia Forum was held for the 8th year, to offer perspectives from policy makers and experts on the regional politics and economic policies that impact businesses. Some 300 corporate and professional decision makers attended, with special sessions on Myanmar and Indonesia, as well as a look at the broader dynamics of ASEAN relations with China, Japan and the USA.

Additionally, the SIIA initiated an ASEAN-Myanmar Forum in Yangon which drew almost 200 high level corporate leaders and policy makers. These included not only foreign investors but also leading Myanmar business owners. The Forum in Yangon has grown from our engagement in 2014 as advisor to the Myanmar Government during their ASEAN chairmanship. In August, the SIIA also held a closed-door dialogue in Yangon with the National League of Democracy’s economics committee and a co-founder of the Party. This is our first effort to help investors understand the likely economic policies going forward, and the SIIA will look to continue our engagement as the country continues its political transition.

Our thought leadership grew in parallel with these events. Looking at ASEAN as a whole, the SIIA issued a series of policy papers and commentaries in the media on the ASEAN Economic Community and cross border business cooperation, as well as on the political centrality of ASEAN amidst great power competition. The SIIA published significant policy papers on economic issues in ASEAN, such as an analysis of the financial sector reform in Myanmar and began work on Indonesia’s prospects under President Jokowi.

The SIIA continued to deepen our sustainability programme, focusing on transboundary haze pollution that has deeply affected the region and Singapore, especially in 2015. Our Singapore Dialogue on Sustainable World Resources grew into its second year, bringing together more than 300 policy makers, corporate

players, activists, academics and journalists to discuss the strong business case around sustainability. Officials who spoke included Singapore’s then Minister of Environment and Water Resources Dr. Vivian Balakrishnan and Indonesia’s then Deputy Minister of Environment and Forestry Mr. Arief Yuwono. The dialogue was also strongly supported by CEOs and senior executives from key companies in the sector as well as financial institutions and regulators both as speakers and attendees.

The SIIA is an advocate for the need for companies and financial institutions to take greater responsibility for sustainability. In 2015, amidst one of the worst haze seasons ever, some companies that the SIIA engaged with took further steps and pledges to reduce their climate impact. Among financial institutions there have also been signs of progress, with the SGX moving towards sustainability reporting and an increased awareness among Singaporean and regional banks on the need for climate concern.

Cooperation with Indonesian environmental groups has also grown. Working with Indonesia-based non- governmental organizations, the SIIA aims to give the public, journalists, analysts, activists, and policy makers easy access to pertinent information about the haze. The SIIA launched our Haze Tracker during 2015, a one-stop web portal to help track the issue. This is in addition to our on-going effort to promote consumer and public awareness about the haze, in partnership with non-governmental organizations and citizen groups.

On sustainability issues and the haze, the SIIA published a series of commentaries, media notes and special reports. We also engaged with policy makers and business decision makers, especially during the worst of the haze season. The fires and haze over the past year were some of the worst on record and in response we have redoubled our efforts and believe that progress can be made, especially using trade, finance and investment to push for change.

Newer and Broader Initiatives

In 2015, the SIIA successfully concluded our Future 50 (F50) programme, as our contribution to the celebration of our country’s 50th year of independence and in partnership with SG50. Started in 2013, F50 culminated with the Future 50 report, authored by SIIA Executive Director, Nicholas Fang and our Senior Fellow, Parag Khanna, which broadly mapped out a possible 50-year future for Singapore in Asia and the World. At the final dialogue of the F50 programme, we were honoured to have Singapore’s Minister of Social and Family Development, Mr. Tan Chuan-Jin, as Guest-of-Honour.

The SIIA F50 also was featured prominently in the TODAY newspaper, with a four page special intended to promote SIIA’s key ideas and questions about Singapore’s future reach a much wider readership. In all, the F50 programme comprised 18 talks and dialogues with over one thousand participants, most of whom were from a broader cross section of society than the normal SIIA membership.

The F50, while concluded, has underscored our hopes to take public-based initiatives to bring international affairs closer both to Singaporeans and those living here. A further effort was launched at end of 2015, with our new Global Citizens Singapore (GCS) programme.

The GCS programme, launched by Deputy Prime Minister Tharman Shanmugaratnam at the SIIA Dinner in November 2015, will be a multi-year programme and use innovative approaches to reach resident professionals, managers, executives and businessmen and the wider society to inspire them to think about global issues facing Singapore. We hope to encourage younger business people and professionals to develop an enhanced mind-set and skill set as global citizens to relate and interact with the world and especially the region around us.

In much of our work, the SIIA has emphasized engaging the media as a multiplier of impact. We draw on our deeper policy programmes and use that knowledge to provide insight on current and emerging trends to make the SIIA a leading media commentator in our areas of expertise. In 2015, commentaries and quotes from our SIIA fellows and experts were featured across international and regional media, including Bloomberg, BBC, South China Morning Post, the Jakarta Post, The Nation (Thailand), China Daily and the Japan Times as well as in Singaporean media -- Channel News Asia and Mediacorp, TODAY and the Straits Times. Additionally, the SIIA has developed special reports to share views in more detail with experts and policy makers. In all, some 30 commentaries, media notes and policy papers were published in 2015.

Resources and Governance

While progressing in 2015 the SIIA still has much to do to continue this growth. The SIIA, while well reputed, remains by far the smallest think tank in Singapore. Resources and governance of the organization are therefore key considerations.

For 2015, our revenue remained modest, increasing to $2.31 million, from $2.23 million in the 2014. We are happy to be able to report that the SIIA banked a small surplus of $32,708 for the year. This contribution brings our accumulated surpluses to $1.2 million at year end, representing approximately 10 months of costs in reserve. The 2015 financial result was also the 3rd consecutive year that the institute has been in the black. This represents a considerable improvement from the past, when the SIIA was in deficit, and retained only one full time staff.

The SIIA operated with 16 staff in 2015 and look to increase this to a complement of 20. We are actively searching to recruit those with keen interest and experience in our areas of work. We are delighted that we have been able to retain a number of key appointment holders as long term, pillars for a dynamic team. While I remain a volunteer chairman and the SIIA council remains active, our management team has notably grown in responsibilities and capacities, and this bodes well for the SIIA’s stability and future growth.

Neither resources nor profit are the full sum of SIIA’s work and worth as a not-for-profit institution. But these signal our ability to sustain this effort over time and to grow impact and reach into the future. The SIIA is committed to grow in the coming years, to broaden our reach and deepen our impact among policy makers and businesses. We will work to deepen our thought leadership in core programmes and areas of expertise, and also take new initiatives in innovative ways.

I wish, in closing, to thank my fellow SIIA Council members for volunteering their time to help govern the SIIA, and provide ideas and practical help. I wish also to thank our supporters, sponsors and key corporate members for their financial support and also their active interest in our work.

ASEAN ASEAN and Asia A core part of the SIIA’s work is to promote awareness of the Association of Southeast Asian Nations (ASEAN), ASEAN’s activities, and to encourage processes of regional cooperation. The SIIA also focuses on ASEAN’s relations with the wider Asia-Pacific region, and countries such as China and the United States.

In 2015, the SIIA continued to engage with Myanmar, examining the political and socioeconomic issues the country faced and its impact on business – such as investment flows in the region. In partnership with the Union of Myanmar Federation of Chambers of Commerce and Industry (UMFCCI), the SIIA successfully inaugurated its ASEAN-Myanmar Forum in Yangon which drew almost 200 high level corporate leaders and policymakers from across the region.

SIIA’s engagement with Myanmar culminated in a special report on Myanmar’s financial sector and its role in supporting the country’s growing economy. The report which proposed recommendations aimed at developing Myanmar’s banking and private sector to complement the country’s overall economic growth was well received by the Central Bank of Myanmar and other key government representatives.

In October, the SIIA’s 8th ASEAN and Asia Forum (AAF) addressed concerns regarding the post-2015 political and economic changes in ASEAN and the role major powers play in influencing the regional status quo. The opening keynote address for the AAF: “How Can the AEC Help ASEAN Continue to Stay Relevant – Post 2015,” was delivered by Mr. Lee Yi Shyan, Senior Minister of State, Ministry for Trade and Industry and Ministry of National Development Singapore. Prof. Dr. Aung Tun Thet, the Economic Advisor to the former President of Myanmar delivered the panel keynote on the potential impact of Myanmar’s general elections on the country’s economic liberalisation and political reforms.

In conjunction with the AAF and in anticipation of the launch of the ASEAN Community, the SIIA partnered with the Economic Research Institute for ASEAN and East Asia (ERIA) to release a special report on the ASEAN Economic Community (AEC) and its implications for regional business.

In November, the Taiwanese Institute of International Relations (IIR) at the National Chengchi University (NCCU) engaged with the ASEAN-ISIS network of think tanks in a two-part research exchange programme to deepen ASEAN-Taiwan relations at the Track 2 level. The research visit included roundtable discussions on key issues concerning ASEAN-Taiwan relations, as well as separate visits and exchanges with government officials from the Ministry of Foreign Affairs, members from the Democratic Progressive Party (DPP), and other think tanks involved in research on Taiwan-China cross-strait relations.

To deepen the SIIA’s research and expertise in Southeast Asia, the institute has closely observed and analysed developments in Thailand, Indonesia and Myanmar. To better understand the changing political landscape of these countries, SIIA conducted corporate briefings in Thailand and Myanmar. These briefings gave our corporate members an opportunity to meet leading government officials while understanding key concerns of the respective countries.

ENVIRONMENT & RESOURCES The Singapore Institute of International Affairs (SIIA) has been a leading think tank on the subject of transboundary haze pollution since the severe haze spell in 1997-1998. After Singapore’s Pollutant Standards Index (PSI) soared to a record high of 401 in 2013, the SIIA saw the need for deeper engagement, particularly with plantation companies and their financiers which are based in the region.

In order to influence for results, the SIIA convened the annual Singapore Dialogue on Sustainable World Resources (SWR) in “What is new this year is to be 2014 to encourage higher levels of active corporate involvement in sustainability dialogues. Key barriers to higher sustainability recognized in new categories standards have been raised at this platform. Sound policies and that showcase our innovative best practices that corporates, governments and NGOs advocate efforts to reach and be and adopt have also been profiled and promoted. relevant to the wider public nd On 13 May 2015, over 300 invited guests attended the 2 SWR discussion as well as dialogue “Sustainability: A New Profit Driver?” at Ritz-Carlton Millenia. Singapore’s then Minister for the Environment and corporations.” Water Resources Dr. Vivian Balakrishnan and Indonesia’s then – Simon Tay, Chairman, SIIA. Deputy Minister of Environment and Forestry were among our keynote speakers. Participants of the panel discussions included CEOs and senior speakers from a number of key commodities companies including Asian Agri, Bunge, Cargill, IndoAgri, Wilmar and financial institutions, such as HSBC Bank, OCBC Bank and Singapore Exchange.

In addition, the dialogue also featured the launch of the SIIA’s Haze Tracker website, a one-stop portal that provides news, commentaries and maps associated with the fire and haze issue, as well as a new report by World Wide Fund for Nature (WWF), “Sustainable Finance in Indonesia, Malaysia and Singapore: A Review of Financiers’ ESG Practices, Disclosure Standards and Regulations”. The dialogue was extensively covered by regional media including the BBC, Bernama, Bangkok Post, Channel NewsAsia, Jakarta Globe, Tempo, The Nation, The Straits Times and others.

To facilitate safe exchange of authentic perspectives between corporates and NGOs, the SIIA also convened two closed-door roundtable sessions in 2015. The first session, “Eye in the Sky: Has Satellite Monitoring been Effective?” was a focused discussion on the various fire tracking and haze monitoring technologies and their efficacies and shortfalls. In the second session, “The Haze Tracker Working Group Meeting”, some 30 experts in public information law, environmental protection policies and community mapping gathered to exchange information regarding the legality and viability of publishing maps for public monitoring.

The SIIA recognises that sustained public interest is crucial in ensuring the continuity of our collective anti-haze efforts. It has since enhanced its schedule of public outreach activities, collaborating with local NGO People’s Movement to Stop Haze (PM.Haze). Following the first jointly run public exhibition “Haze: Know it. Stop it.” at Vivocity in November 2014, the SIIA re-staged the event with updated content at City Square Mall, Science Centre Singapore and nex shopping mall in 2015. The last exhibition, which was held at the height of the haze season in October, included a talk series featuring SIIA Chairman and our partners from PM.Haze, Relief.sg, Singapore Environment Council (SEC) and the Haze Elimination Action Team (H.E.A.T.).

In November 2015, the SIIA hosted a public seminar “Fighting the Haze: Insights from Indonesia’s Worst- hit Provinces”, featuring speakers from Riau, Jambi and Central Kalimantan who lived through the worst of the 2015 haze crisis. This brought the Singapore public closer to the hardships and sufferings in the affected provinces. The SIIA also jointly launched a public campaign “We Breathe What We Buy: XtheHaze” with WWF Singapore and PM.Haze to promote public support for sustainably produced palm oil.

The SIIA continues to be a leading media commentator on the issue of haze. The SIIA had provided insights on the complex nature of the issue and suggested policy directions in media outlets such as Bloomberg, MediaCorp TV, The Straits Times and others. The SIIA submitted seven commentaries in 2015, which were published in newspapers including TODAY, Jakarta Post and The Nation. The SIIA also contributed a book chapter, a magazine article and a journal article to key environmental publications in the past year.

INTERNATIONAL 1. Future 50 (F50) On the 9th of August 2015, Singapore marked its 50th anniversary as an independent city-state. In anticipation of this milestone, the SIIA created the Future50 (F50) programme in 2013 to map out “The 50 Year Future for Singapore in Asia and the World” via a series of panels and dialogues on geopolitics, economics, society and the environment. F50 culminated in a final report that was released in June 2015, bringing together perspectives from speakers and discussion group participants gathered over the two-year programme along with original research and analysis.

F50 sessions in 2015 were held as part of the nationwide SG50 celebrations, appearing on the official calendar of events and bearing the SG50 ‘red dot’ logo. However, the aim of F50 was to look beyond the historic date and consider what the next 50 years holds for Singapore – assessing the challenges and opportunities ahead.

As Singapore will always be affected by regional and global developments, the programme examined issues that were both domestic and international – such as the impact of shifting international landscape of geopolitical rivalries and regional alignments.

F50 Events in 2015 Four F50 public lectures were held in 2015. To provide both ‘inside’ and ‘outside’ perspectives on key issues, the panels featured both Singapore-based and international commentators. Three of the public lectures were followed by breakout discussions where participants were able to share their views and engage further on the topics.

Speakers at the F50 sessions in 2015 included Mr Tan Chuan-Jin, Minister for Social and Family Development, Singapore, YB Khairy Jamaluddin Abu Bakar, Minister of Youth and Sports, Malaysia, Dr Dino Patti Djalal, Former Vice Minister of Foreign Affairs, Indonesia, as well as renowned academics and thought leaders from Singapore and beyond.

The F50 public lectures drew an audience size of 130-180 participants per session, 20% of which participated in the breakout discussion groups. All events were free and open to the public. The sessions received media coverage by Singapore news agencies, including Channel NewsAsia, TODAY, The Straits Times and Lianhe Zaobao.

Please refer to Appendix A for the full list of events.

F50 Website and Social Media The SIIA launched www.Future50.sg – an online platform to facilitate event registration and distribute the digital version of the F50 Report, along with related media.

Facebook advertising campaigns were conducted over the course of 2015 to raise awareness of the F50 programme and direct members of the public to the events.

In addition, a series of photos and brief quotes from 50 Singaporeans and residents, mostly young people, was

published in the 50 days leading up to National Day 2015 under the hashtag #F50Daysto50 – this series consisted of artistic photos of interviewees, who shared about where they see themselves in 50 years and their hopes and dreams for Singapore over the same period.

F50 Report The F50 Report was released on 25 June 2015 as a 32-page full-colour A4 publication with limited print distribution, also available online in PDF. The report collects ideas and opinions from speakers, discussion group participants and other contributors, supplemented by original analysis from the SIIA and F50 Co-Directors, Mr Nicholas Fang and Dr Parag Khanna.

The SIIA and TODAY also produced a four-page feature published in TODAY on 25 June 2015 based on the F50 Report, focusing on selected central points from the full report - building stronger ties with our neighbours, sustaining prosperity, and defining the Singapore identity. A newspaper commentary authored by Dr Parag Khanna was also published in The Straits Times on 29 June 2015, making reference to F50 Report and event series. Content and charts from the report were also adapted by The Straits Times and Lianhe Zaobao in their coverage of the report release on 26 June 2015.

2. Other International Activities F50 was the SIIA’s contribution to the SG50 celebrations, but the programme was also part of the SIIA’s broader goal to encourage people in Singapore to develop empathy and interest in helping shape a better world beyond Singapore’s shores. In his 2015 National Day Rally speech, Prime Minister Lee Hsien Loong stressed that Singaporeans need to keep up with developments in other parts of the world.

Global Citizens Singapore was unveiled by the SIIA at our annual dinner on 6 November 2015, as a new programme of work intended to build on these themes beyond Singapore’s SG50 year. Global Citizens Singapore hopes to provide outreach opportunities and platforms for people in Singapore to gain a deeper understanding of international affairs, becoming informed and cosmopolitan “global citizens”.

The programme aims to cultivate a cohort of young residents and citizens of Singapore with a passion for global issues, “As our world becomes ever empowering them as influencers and leaders. A Global Citizens in ASEAN Summit is also planned for 2016, bringing together young professionals and thought leaders from across the region to discuss what it means to be a global citizen and how individuals can work towards the betterment of society.

In addition to events, the SIIA aims to release publications and reports under the Global Citizens Singapore programme, including a report, a feature book, and media commentaries on current issues.

In conjunction with the launch of the new SIIA website in 2016, the SIIA also aims to ramp up online outreach, also including efforts to improve the SIIA’s use of social media.

MEMBERSHIP The SIIA continues its efforts to offer its members a variety of events where thought leaders and businesses come together to discuss local and regional issues.

To reach a wider ASEAN audience, the SIIA has organised meetings across the region. Building on the success of our flagship ASEAN and Asia Forum, the SIIA launched the ASEAN Myanmar Forum in Yangon.

To add value to its members, the SIIA offered corporate members exclusive meetings with prominent policy makers and business leaders in key ASEAN countries. For example, in March 2015, the SIIA held a private dinner with Thai DPM Mr. Pridiyathorn Devakula in Bangkok where we saw approximately 20 corporate members flying up specially for the evening. To ensure that members can access a diverse range of perspectives from high level representatives from key stakeholders, the SIIA put together a panel roundtable prior to dinner where experts shared their perspectives on issues pertaining to the Thai political and economic situation.

The SIIA also held its Annual Dinner in November 2015 where DPM Tharman Shanmugaratnam graced the evening as its Guest-of-Honour and shared his thoughts on key issues facing the world and our country. As a token of appreciation for their support towards the institute, a 1-year complimentary corporate membership was extended to companies who bought tables at the dinner.

The SIIA evaluated the archipelago’s long-term economic growth trajectory and highlighted the country’s sectors and industries that showed the greatest potential for growth and investment opportunities. The SIIA did a comprehensive analysis on the country’s overall economic and political environment and conducted sectorial analysis on the key industries which interested Chinese investors.

This year the SIIA aims to expand its advisory services and provide insights that reflect the diverse perspectives and outlooks in Asia and beyond to leading international and regional businesses.

Please refer to Appendix E for the full list of Advisory services.

MEDIA In 2015, over 20 commentaries from the SIIA were published in newspapers in the region including TODAY, The Straits Times, The Nation, China Daily, Jakarta Post, Japan Times and South China Morning Post. The topics range from the passing of the late Mr , regional trade agreements, ASEAN Economic Community and centrality, Myanmar’s political opening, transboundary haze pollution, Singapore’s general elections, and projections for Singapore’s future.

The SIIA Chairman Simon Tay and the SIIA’s network of fellows are highly sought after for their views on the political, economic and environmental issues in the region, and are widely quoted in various media outlets. These include The Economist, The New York Times, BBC, CNBC, Bloomberg and Channel News Asia.

From flagship forums such as the ASEAN and Asia Forum (AAF) and the Singapore Dialogue on Sustainable World Resources (SDSWR), to the public dialogues, haze roundtable, haze exhibition and many other in- house expert panels, the SIIA events have received strong coverage throughout the years. An hour-long feature programme on sustainable resource development, where the SDSWR was featured, was also broadcast on Channel NewsAsia.

In addition to traditional print and broadcast media, the SIIA has focused on increasing its social media presence, through the use of Facebook and Twitter. Our flagship forums utilises social media handles, such as ‘#SWR2015’ and ‘#8AAF2015’, to engage with speakers and participants in real-time. Event photos, commentaries, as well as relevant articles pertaining to SIIA’s research areas, are shared on both social media streams, to increase engagement and accessibility to the institute.

FINANCE The SIIA’s funding sources of Income are derived from the following avenues: 1. Sponsorships 2. Donations 3. Research 4. Consultancy/ Advisory Services 5. Membership Subscriptions

In 2015, the SIIA held 5 major events, namely the 2nd Sustainable World Resources, the 8th ASEAN & Asia Forum 2015, the 2015 Haze Working Group and Public Seminar, the F50 Event Series and the Annual Dinner. This resulted in an increase in sponsorships and donations.
