Will the Minister for Interior and Narcotics Control be pleased to state the number of persons working in BPS-1 to 22 in the Ministry of Interior and Narcotics Control, its attached departments, corporations, authorities, subordinate offices and autonomous and semi-autonomous bodies with grade-wise and province-wise break- up?

Will the Minister for States and Frontier Regions be pleased to state:

(a) whether it is a fact that additional blocks have been constructed in the Agency Headquarter Hospital, Landi Kotal, Khyber Agency through foreign assistance in 2013, if so, the details thereof indicating also the details of financial assistance received for the same; 2 (b) the number of posts of medical and paramedical staff sanctioned for appointment in the said blocks of that hospital; and

(c) whether it is a fact that neither the medical and paramedical staff have been appointed nor the required equipment and machines have been installed in those blocks of the said hospital, if so, the reasons thereof and the time by which the required staff will be appointed and necessary equipment and machines would be installed there?

Lt. General (Retd.) : (a) Yes it is fact that the additional blocks have been constructed through KFW fund from 2011 to 2016 and completed on reduce scope and cost, but handing taking over is in process. Details of the additional blocks are as under:—

(b) No posts has been sanctioned yet for the additional blocks, however, SNE for regularization of 550 posts submitted to Finance Department of FATA Secretariat on 10-10-2016 for onward submission to Finance Division, for regularization, but it was returned by the Finance Division with some observations for which the replies are in process. As and when corrected replies are received to this Ministry, it will be submitted to quarters concerned. 3 (c) Medical equipment already provided for installation, but not installed due to the hospital not yet handed over to the department. As and which handed over the equipment will be installed accordingly.

The staff will be posted after the approval of sanction posts.

Will the Minister for States and Frontier Regions be pleased to state the names of persons against whom criminal cases have been registered in FATA during the period from January to December, 2016 indicating also the name of complainant, case number, date of registration of case, nature of offense or allegation, decision made, fine imposed and the amount of fine collected in each case separately?

Lt. General (Retd.) Abdul Qadir Baloch: A total number of 388 criminal cases were registered in FATA during the period from January to December, 2016. The details may be seen at Annexures “A” to “H”.

Lt. General (Retd.) Abdul Qadir Baloch: A total of 304 cases relating to terrorism were registered in FATA during the last two years. The details thereof indicating name of accused, nature of the offense and details of sentence awarded are stated in Annexures “A” to “F”.

Will the Minister for Interior and Narcotics Control be pleased to state:

(a) whether it is a fact that the Islamabad Capital Administration (ICT) has banned the sale and purchase of land in villages Morian and Tamma, Islamabad, if so, the reasons thereof;

(b) whether it is also a fact that the Federal Government Employees Housing Foundation is going to acquire land in the said villages for its housing scheme;

(c) whether it is further a fact that the ICT administration has not taken the legitimate owners of the land in those villages on board about the said scheme, if so, the reasons thereof; and

(d) the steps being taken by the Government to protect the rights of the owners of land in the said villages before acquisition of their land for that scheme?

Chaudhary Nisar Ali Khan: (a) No ban has been imposed on sale / purchase of land, sanctioning of mutations in the Mouzas of Tamma & Mohrian, Tehsil & District, Islamabad.

(b) In pursuance of Prime Minister’s Directive No. 3060 dated 13-11-2012, and orders of Supreme Court of Pakistan, the Federal Government Employees Housing Foundation (FGEHF) has launched a housing scheme for Federal Government Employees as well as Members of Supreme Court Bar 5 Association of Pakistan. Accordingly acquisition proceedings have been initiated vide two Notifications dated 29-4-2015 and dated 28-10­2016.

(c) The legitimate owners were duly informed by publicizing the intention to acquire land with the publication of notification u/s 4 of Land Acquisition Act 1894 and through print media.

(d) The Land Acquisition Act 1894 provides a comprehensive procedure wherein prospective affectees can make objections u/s 9 of Land Acquisition Act 1894. Moreover, the assessment of price in Mouza Tamma & Mohrian has been done realistically, in accordance with prevalent market price.

Will the Minister for Defence be pleased to state:

(a) whether it is a fact that a training center for aircraft maintenance is being established in Nowshera; and

(b) whether it is a also a fact that the said training center is being established in the existing building of Government Higher Secondary School, Pir Pai, Nowshera, if so, the names of place or area where that school will be relocated?

Khawaja Muhammad Asif: The PAF is not establishing any centre for aircraft maintenance in Nowshera. It was a provincial Government project. The KP-TEVTA Board of Directors approved establishment of a college to introduce Commercial Aircraft Maintenance Course as a Vocational Trade. Keeping in view, the importance of the trade and its benefit to the youth, KP-TEVTA decided to 6 start the college in the existing Secondary School building where enrollment of students was less than 30%. Later on, due to some administrative issues, the Provincial Government therefore decided to make alternate arrangement and the project was dropped temporarily.

Will the Minister for Defence be pleased to state:

(a) the details of pension and other benefits admissible to the officers of the rank of Major General and above of the , Navy and Air Force on their retirement;

(b) the details of law or rules or executive order under which the said pension and benefits are allowed to those officers; and

(c) whether any officers(s) in the said ranks of those forces has or have availed the said benefits over and above those allowed by the law or rule during the last ten years, if so, the details and reasons thereof?

Khawaja Muhammad Asif: (a) Details of pension and other benefits admissible to the officers of the rank of Major General/equivalent and above are as under:—

Maj General/Rear Admiral/Air Vice Marshal

(i) Pension is calculated according to Formula i.e. Last Pay Drawn X 70/100 X Qualifying Service/Prescribed Service for Rank (subject to the condition that quotient of the last mentioned equation does not exceed 1).

(ii) Plus Pension Increases allowed by the Govt. from time to time.

(iii) Plus Special Additional Pension @ Rs. 350/- per month.

(iv) Special Additional Pension in lieu of Orderly Allowance @ Rs. 12000/- per month. 7 (v) Not payable pension Rs. 116,292/-p.m. for Maj. Gen. and equivalent.

Lt. General/ Vice Admiral/Air Marshal & above:

(i) in addition to Pension benefits, Lt. Gen. & above officers are also entitled for payment of Monetized value of Salary of a Driver @ Rs. 10000/- per month.

(ii) Plus Special Additional Pension to Lt. General/ equivalent @ Rs. 450/- per month.

(iii) Plus Maximum Special Additional Pension for the post of Chairman Joint Chiefs of Staff Committee, Chief of the Army Staff, Chief of the Naval Staff, Chief of the Air Staff and other officers of the rank of General or equivalent @ Rs. 550/- per month while maximum Appointment Element for Chairman Joint Chiefs of Staff Committee and Services Chiefs @ Rs. 450/- per month

(iv) Net payable pension Rs. 132.537/- p.m. for Lt. Gen. and equivalent.

(b) Details of Law & Rules or Executive Orders, which all pension and benefits to Major General/equivalent and above are as under:—

(i) Pension is calculated according to Rule 24 of Pension Regulation Vol-I 2010.

(ii) Indexation/ Increases of Pension allowed in terms of Rule 20 of Pension Regulation Vol-I 2010.

(iii) Special Additional Pension in lieu of Orderly Allowance is admissible in terms of Rule-27 Pension Regulation Vol-I 2010 and rate revised in the light of Para-11 of Finance Division (O.M) No. F.1(3)/Imp/2015-630 Dated: 07-07-2015.

(iv) Monetized value of Salary of a Driver is admissible in terms of Finance Division C.M No. F.1(5)R-4/95-Vol-111 dated: 10-08-2012.

(v) Special Additional Pension for the post of Major General & Lt. General/ equivalent is admissible in terms of Rule 26 (a) of Pension Regulations Volume-I 2010. Special Additional Pension for the post 8 of Chairman Joint Chiefs of Staff Commission and Services Chiefs and Appointment Element for Chairman Joint Chiefs of Staff Commission and Services Chiefs are admissible in terms of Rule 26 (b) of Pension Regulations Volume-I 2010.

(vi) Retirement Orders issued by Executive.

(c) Pension is allowed by Controller offices of Army, Air Force & Navy in accordance with rules/ orders as per prescribed procedure and hence no officer irrespective of rank is allowed the same by these offices over and above. The response to this question being negative, no details are attached.

Will the Minister for Interior and Narcotics Control be pleased to state the number of countries with which Pakistan has extradition treaties indicating also the number of persons brought back home from and handed over to those countries under those agreements during the last three years?

Chaudhary Nisar Ali Khan: (i) Pakistan has Extadition Treaties with Thirty Three (33) Countries. Annex-I.

(ii) Breakup of persons brought back to Pakistan under Extradition Treaties during 2014-2016 is attached at Annex-II.

(iii) Breakup of persons handed over to other countries under Extradition Treaties during 2014-2016 is attached at Annex-III.

Will the Minister for States and Frontier Regions be pleased to state whether it is a fact that FATA does not come under the jurisdiction of the Federal Ombudsman (Wafaqi Muhtasab), if so, the reasons thereof? 9 Lt. General (Retd.) Abdul Qadir Baloch: Since the “Establishment of the Office of Wafaqi Mohtasib (Ombudsman) Order 1983” has been extended to FATA, hence the Federal Ombudsman (Wafaqi Mohtasib) can exercise his jurisdiction in the Tribal Areas (FATA).

Will the Minister for Interior and Narcotics Control be pleased to state:

(a) whether it is a fact that completion of the scheme for construction of Service Road, North I-10/2, Islamabad has been delayed, if so, the reasons thereof;

(b) whether it is a fact that substandard construction has been carried out on the section of the said road from I-9 to Chambeli road, if so, the reasons thereof; and

(c) whether any quality check or examination of the construction material used in the said section of that road has been carried out, if so, the results thereof?

*Question No. 8. Senator Col. (R) Syed Tahir Hussain Mashhadi: (Notice received on 26-01-2017 at 10:40 a.m.)

Will the Minister for Railways be pleased to state: 10 (a) whether any land of Pakistan Railways has been leased out during the last three years, if so, the location of the land and name of leasee in each case; and

(b) whether there is any proposal under consideration of the Government to lease out more land of Pakistan Railways, if so, the details thereof?

Khawaja Saad Rafique: (a) A total of 6496.13 acres Railway land was licensed/leased out for various purposes (premium shops, stacking, agriculture & parking stands etc.) during last three years i.e. from January, 2014 to December, 2016. Province wise details are as under:—

Year wise details containing location, name of licensee/lessee, purpose, lease/license period and rate of lease/annum are enclosed as Annexure-A.

It is worth pointing out here that Pakistan Railway earned a revenue of Rs. 4653.917 million in last three years (2013-2016) as compared to Rs. 1578.136 million in previous three years (2010-2013). The year-wise breakup is as under:— 11 (b) The policy of the present government is to maximize the use of surplus railway land through short term/medium term licensing / leasing instead of outright sale or long term leasing. The licensing / leasing of Railway lands for various purposes, therefore, is an ongoing process and will be actively perused specially for agricultural purposes. In addition some potential sites for commercial exploitation have also been identified which will be put to open auction in phases. Details are enclosed as Annexure-B.

*Question No. 9. Senator Col. (R) Syed Tahir Hussain Mashhadi: (Notice received on 26-01-2017 at 10:40 a.m.)

Will the Minister for Interior and Narcotics Control be pleased to state the steps being taken by the Government to ensure that the Private Security Guards working in Islamabad are properly trained, security cleared and physically fit?

Chaudhary Nisar Ali Khan: Training to security guards, prior to their deployment is one of the conditions of the license. The Ministry of Interior has notified following 04 institutions for training of security guards:—

(i) M/S Fauji Foundation (Pvt.) Ltd. (ii) M/S Askari Guards (Pvt.) Ltd. (iii) M/S National Police Foundation. (iv) Provincial Police Line Headquarters.

At the time of renewal of license of a private security company, report is obtained from AIGP (Special Branch), SSP and District Magistrate, ICT, to ensure that security guards have been trained by the approved Institutions and their antecedents verified by the Police Department. The license of the security company is not renewed, if security guards are not trained, security-wise not cleared and medically unfit.

Will the Minister for Interior and Narcotics Control be pleased to state: 12 (a) whether it is a fact that the Government has announced to construct a 400 beds hospital near Rawat, Islamabad, if so, the location and estimated cost of the same;

(b) the acreage of land to be acquired for the said hospital and the acreage of land acquired so far; and

(c) the time by which work will be started and completed on that hospital?

Chaudhary Nisar Ali Khan: (a) No such proposal regarding construction of 400 beds hospital near Rawat, Islamabad is under consideration.

Will the Minister for Railways be pleased to state the details of ongoing projects and development schemes which are being undertaken by Pakistan Railways out of its own resources?

Khawaja Saad Rafique:

 The major development projects of Pakistan Railways are executed through Public Sector Development Program (PSDP), funded by the Federal Government.

 However, Pakistan Railway undertakes small development/ improvement schemes under the head “Improvement and Welfare Expenditure”. Funds to the tune of Rs.474 million have been allocated during the financial year 2016-17 under this head. The detail of projects / schemes, being executed through these funds, is attached as Annexure-A.

Will the Minister for Railways be pleased to state:

(a) the total number of locomotives operating on railways tracks at present in the country;

(b) the amount incurred on the maintenance / repairing of the said locomotives during the last five years with year wise break up;

(c) the number of locomotives presently under maintenance / repairing and the time by which the same will be made operational;

(d) the number of locomotive purchased during the said period indicating also the price of each locomotive and the name of country from which the same were purchased; and

(e) whether there is any proposal under consideration of the Government to purchase more locomotives in future, if so, the details thereof?

Khawaja Saad Rafique: (a) Pakistan Railways has a fleet of 448 Diesel Electric locomotives out of which 293 D.E locomotives are operating on Railway tracks at present in the country. The availability of operational locomotives has increased to 293 from 180 in May, 2013 due to dedicated efforts of the management and increased spending on repair and maintenance of locomotives. These 180 locomotives included forty (40) shunting locomotives. However during May 2013, only 74 Locomotives (41%) were on full complements i.e. 06 traction motors while the remaining were with 2 to 4 traction motors and could not pull the requisite trailing load, resulting in 11 failures per working loco during the year. The position has completely turned around and now 234 (80%) Locomotives are on full complements and capable to haul full load, also failure of Locomotives reduced to 1/6th during this period.

(c) Ninety Three (93) DE Locomotives are under maintenance / heavy repairs presently and will be made completely operational by June, 2018. This is however an ongoing exercise as the running Locomotives have to be detained for carrying out routine schedules / overhauls.

 62 Chinese locomotives are held up since long requiring heavy repairs; the rehabilitation plan of these locomotives is under consideration subject to a feasibility study to establish that the rehabilitation will be economical, keeping in view the residual life of these locomotives.

(d) (i) The details of ZCU locomotives received during last five (05) years are as under. The contract for supply of 58 Locomotives was signed on 07-12-2012 and the supply received during the period from May 2014 to February 2015. The 5 Locomotives manufactured in Loco motive Factory, Risalpur were commissioned during the period from January, 2015 to May, 2015. 19 (US$) in Millions —————————————————————————————— S. Out of 55 locomotives, fourteen (14) locomotives have been received in Pakistan. The remaining locomotives are expected to reach Pakistan in different batches up to July, 2017. FOB cost per loco is US$ 3.6 million.

(e) Yes, there is a proposal for purchase of new locomotives in future. The details are as under;

(i) An international tender for purchase of 20 DE Locomotives of 2000- 2500 HP has been opened on 21-02-2017 and is under evaluation.

(ii) A PC-I for purchase of 300 DE Locomotives is under preparation which would meet the requirements of Pakistan Railways for next ten years. Pakistan Railways intend to go for International bidding for indigenous manufacturing of bulk of these locomotives (about 80%) in Pakistan Railways locomotives factory, Risalpur through Transfer of Technology (TOT).

*Question No. 14. Senator Rozi Khan Kakar: (Notice received on 06-02-2017 at 10:00 a.m.) Will the Minister for Railways be pleased to state:

(a) the number of operational locomotives at the disposal of Pakistan Railways at present; and

Will the Minister for Interior and Narcotics Control be pleased to state:

(a) the reported / estimated number of illegal immigrants in the country at present and of those in 2012;

(b) the percentage increase or decrease registered in the number of those immigrants during since 2012 with year wise break up; and 21 (c) the steps taken by the present Government to deal with the issue of illegal immigrants in the country?

Chaudhary Nisar Ali Khan: (a) No record / data is available for illegal immigrants. However, data of those illegal immigrants who are arrested and deported under the Foreigners Act, 1946 by Provinces, ICT and FIA, from 2012-2016 is placed at Annexure-I.

(b) Nil

(c) Cabinet has recently approved the registration of illegal Afghan immigrants and an MOU between NADRA & SAFRON shall be signed shortly for Afghan Refugees. Tight border control, particularly on Pak-Afghan border has been ensured by FC KP & FC Balochistan. The PM has approved raising of 29 CAF Wings at cost of Rs. 36.600 billion for effective management of western border to stop infiltration of illegal immigrants.

Will the Minister for Information and Broadcasting be pleased to state:

(a) the amount allocated for developmental and non-developmental expenditures of the Ministry of Information and Broadcasting, 22 its attached departments, sub-ordinate offices, autonomous and semi-autonomous organization and corporations during the fiscal year 2015-16;

(b) the details of projects on which the said developmental expenditures were made; and

(c) the steps being taken by the Government to reduce the non- developmental expenditures of the said Ministry, its attached departments, sub-ordinate offices, autonomous and semi- autonomous organization and corporations?

Ms. Marriyum Aurangzeb: (a) Development and current budget of Information and Broadcasting Division, its attached departments, subordinate offices, autonomous and semi autonomous organization and corporations for financial year 2015-16 is attached at Annex-A.

(b) Detail of projects is attached at Annex-B.

(c) The Federal Government, the Finance Division, issued following austerity measures to be observed by Ministries / Divisions / Attached Departments:

(i) Complete ban on purchase of all types of vehicles.

(ii) Ban on creation of new posts.

(iii) Restriction on entitlement of periodical, magazines, newspapers of officers. (iv) Restriction on serving of official lunches / dinners.

(v) Rationalization of utility bills remaining within the allocated budget.

The Information and Broadcasting Division is Cully implementing these austerity measures introduced by the Federal Government.

Khawaja Saad Rafique: (a) The amounts allocated for development and non-development expenditures to Ministry of Railways and Pakistan Railways during the financial year 2015-16 were as under:

(b) The detail of projects on which expenditure was made on account of PSDP is annexed.

(c) The following steps have been taken to reduce the non-development expenditure. This is why, no excess expenditure has been incurred over and above the sanctioned budget during the financial year 2015-16:—

1. After allotment of funds to the spending units, the non-development expenditure is being regulated by allowing cash releases. Thus, all 24 non-essential expenditures are being discouraged on case to case basis.

2. The procurement of vehicles from non-development budget has been banned except vehicles of Security Departments (Railway Police).

3. Creation of new posts has been banned except those required for development projects.

4. Complete rationalization of staff is in process and only essential (technical and operational) staff is being recruited against the vacant posts.

5. Overtime of labour in workshops and factories has been reduced.

6. Travelling and daily allowance to technical and operational staff is being allowed only where inescapable.

7. Non-productive procurements are being discouraged.

8. The system of distribution of gas and electricity of residential buildings is being shifted to the distribution companies for direct billing.

9. All in-candescent lamps have been replaced with energy-savers. The use of solar is also being encouraged to reduce expenditure on electricity.

10. Idle working of machinery in workshops has been discouraged.

11. The dispensers at filling-points in locomotive sheds are being improved to avoid spilling over/spoilage of operation fuel.

12. Special campaign is launched every year for saving of operation fuel by celebrating a month for “fuel economy”.

13. The running staff laid off from private trains has been shifted to railways own operating trains instead of making fresh recruitment.

14. The use of air conditioners in offices before 11.00 am has been stopped to reduce the electric billing. 25 15. Entitlement of periodical, magazines etc. of all officers have been restricted to only one daily newspapers.

16. Subsidy by Federal Government has been capped at Rs.37.00 billion for the last three years.

Will the Minister for Railways be pleased to state whether it is a fact that a number of cases of misappropriation and embezzlement has been surfaced in the Audit of Pakistan Railways during the year 2015- 16, if so, the details thereof and action taken against those found responsible for the same ?

Khawaja Saad Rafique: The impression that there were a number of cases of misappropriation or embezzlement in the Audit Report for the year 2015-16 is well placed. In fact, there were only four cases of misappropriation and embezzlement amounting to Rs. 223.81 million, included in the Audit Report for the year 2015-16. However, only two Audit Paras amounting to Rs. 163.67 million pertain to misappropriation / embezzlement (Item 1 & 4 of following table) and the other two have been misclassified as misappropriation.

The Audit has assessed the loss of missing items as indicated in the Audit paras on the basis of price of new items whereas it was to be assessed on the basis of depreciated value of the missing items. The actual amount of loss is therefore being reconciled with Audit.

One Para amounting to Rs. 29.071 million at Sr. No. 3 below is actually regarding non production of record at the time of audit, therefore audit has suspected that amount might have been misappropriated.

It is worth mentioning that an amount of Rs. 19.550 was embezzled in 2012-13 (Sr. No. 4) for which FIR was lodged on 02-08-2012 at Khanpur and is not pertaining to 2015-16.

The detail of four audit paras placed under the category ‘Misappropriation’ is placed below: 26

Pakistan Railways is securing and protecting its yards by cordoning off the areas, constructing check posts and boundary walls and Railway Police is being provided security equipments, walk through gates, CCTV cameras, Scanners and modern weapons to fight out threats of security and theft. New recruitment of Inspectors, ASIs and Constables has been made to recoup the shortage of security staff. 27 *Question No. 19. Senator Sherry Rehman: (Notice received on 10-02-2017 at 12:10 p.m.)

Will the Minister for Railways be pleased to state:

(a) the number of manned and unmanned railway crossings in the country;

(b) the number of accidents occurred on the said crossings during the last three years indicating also the number of persons died and injured in the same;

(c) whether it is a fact that majority of the said accidents took place on unmanned railway crossings in Punjab, if so, the reasons thereof; and

(d) the steps taken by present Government to build manned railway crossings in the country?

Khawaja Saad Rafique: (a) There are a total of 3389 Level Crossings over Pakistan Railways system out of which 1514 are manned and 1875 are unmanned level crossings.

(b) During last three years (2014 to 2016), 184 accidents occurred on these level crossings, out of which 140 occurred at unmanned level crossings.

As result of accidents on these level crossings, 98 persons died and 102 sustained injuries, year wise detail is given below:— 28

(c) Province wise Pakistan Railways network & un-manned L-xings are as under:—

 It is evident from the above position that 58.5% of Railway network falls within Punjab, with 57.5 % un-manned level crossings falling within its jurisdiction out of which 76 % un­manned level crossings are vulnerable.

 Moreover the level of operations has also increased manifold. This can be imagined from the fact that during 2013 the number of freight trains being run per annum was 182 only which has jumped to 3476 trains in 2016 i.e 19 times increase within a span of three years which is unprecedented in this history of contemporary railways.

(d) Pakistan Railways has taken following steps to provide safety structures at level crossings.

 Pakistan Railway conducted a joint survey with the collaboration of all concerned District authorities during 2013 and identified 550 un-manned level crossings as vulnerable over the entire network. 29  Pakistan Railways proactively took up this issue with all the Provincial Governments to fund conversion of these un-manned level crossings. As a result of this follow up 75 un manned level crossings out of 550 have been converted into manned level crossings during 2015-16 in the province of Punjab at a cost of Rs. 610 million provided by the Government of Punjab.

 Whereas only seven (07) unmanned level crossings were upgraded during last five years (2008-13).

 Efforts are underway for up-gradation of remaining vulnerable level crossings. In this regard, the help of respective provincial governments is being solicited.

 Government of Punjab has committed funding of Rs. 1250 million in two phases for up-gradation of another 150 vulnerable unmanned level crossings during financial year 2016-17 & 2017-18.

 Government of Sindh has also provided funds to the tune of Rs. 54.5 million out of total Rs. 105 million committed for the current financial year. The Governments of KPK & Balochistan have also been approached to provide funding.

 As per law the responsibility for financing the up-gradation of un- manned level crossings to manned lies with the road owning authorities which are mainly Provincial Highway Departments or City District Governments.

 Pakistan Railways is also exploring the possibility of converting vulnerable un-manned level crossings into manned level crossings or underpasses depending upon their vulnerability & volume of traffic on BOT basis.

Ms. Marriyum Aurangzeb: Federal Government considers media an important instrument for strengthening democracy and is taking all possible measures for welfare and protection of journalists in Pakistan. Following steps have been taken in this regard;

1. Life Insurance Policy For Media Persons

 The has initiated a new scheme for the welfare of journalists.

 Under this scheme all the employers of Newspaper industry have been asked to get mandatory post retirement pension benefit scheme for their employees from Employees Old Age Benefit Institution (EOBI).

 This scheme will ensure payment of monthly pension to the Newspaper employees after their retirement.

2. Establishment of Endowment Fund for Journalists

 MOIBNH is actively pursuing the proposal for establishment of Endowment Fund to provide relief to journalists who have fallen victim to terrorism in the line of duty.

 Such journalists will be paid financial compensation at specified rates by the Government of Pakistan. 51 3. “Journalists Welfare and Protection Bill, 2017”

“The draft bill for Journalists Welfare and Protection has been sent to Chairman , Speaker National Assembly of Pakistan, Chairman Senate Standing Committee on IB&NH, Chairman NA Standing Committee on IB&NH and Mr. Zafarullah Khan, Executive Director PIPS for external sharing.

4. Media Security Committee

In pursuance of the decisions made in a meeting held at Prime Minister’s Office on 17-01-2015 with regard to security of media persons, the Federal Government constituted a Ministerial Committee on security of working journalists/media houses on 23-01-2015.  Panic Alert Button System has been installed in all media outlets in Islamabad to give an alert message to police at different police stations in the hour of need. 52

 Provincial Governments have been directed to replicate Panic Alert Button System, devised by the Islamabad Police.

 In order to ensure security of media houses, the Federal Government has asked the provinces to constitute their own media security committees.

 The Government is taking all possible steps to ensure that Journalists can work smoothly.

4. SETTING UP OF HOT LINE FOR JOURNALISTS

 A Hot Line Number (111-925-225) has been installed in the Press Information Department for the journalists to inform about any potential threat or security related issues.

 Same facility has been provided to all regional offices of PID.

 Hot Line works round the clock and an officer remains on duty to receive phone calls from journalists.

 The complaints received on the Hot Line are immediately transferred to Law enforcement agencies.

 The Federal Government has asked all the Provincial Governments to set up similar Hot Lines for facilitation of journalists.

5. Grant to the Victims of Quetta terrorist Attack

The Federal government has approved a grant of Rs.25 million each to the family of the two journalists killed in suicide attack in Quetta while Rs.0.5 million rupees grant to the two injured journalists each who became victim in the aforementioned attack.

6. Protection of Media Houses in Islamabad

Recently, MOS-MOIBNH in her letter dated 24-02-2017 addressed to the Minister for Interior has requested for initiation of security measures for protection of media houses and MOIBNH buildings located at Zero Point, Islamabad in the wake of rising law and order situation in the country. 53 *Question No. 37. Chaudhary Nisar Ali Khan: (a) It is not a fact. According to Section 3(2) of NACTA Act, 2013, NACTA is an independent body corporate answerable directly to the Prime Minister.

(b) NACTA has so far framed and notified the following regulations/ rules. However some regulations are under process i.e. CPF Rules and Rules relating to Finance and Cabinet Divisions.

(i) NACTA Rules-2016 for Medical Attendance, approved by Capital Administration & Development Division;

(ii) Notification of appointing authorities and “Authorities”/ Authorized Officers under E&D Rules, 1973 for various posts in Bs-1 to 19, notified in consultation with Establishment Division. 61 (iii) Recruitment Rules for all posts in NACTA in consultation with Establishment Division.

Will the Minister for Railways be pleased to state the number of cases of smuggling and journey without ticket foiled by Railway Police during the period from September to December 2016 with month wise and division wise break up? 62 Khawaja Saad Rafique: It is submitted that Pakistan Railways Police is not legally empowered to take cognizance regarding offences relating to smuggling. Customs Authorities are competent to take legal action under Customs Act 1969 in this regard. However, the Customs Authorities on specific information or during random checking and take action on detection of smuggled or contraband items under customs laws. On these occasions, Pakistan Railway Police fully co-operates and assists the concerned Customs Authorities.

As far as action against journey without ticket is concerned the month wise & division wise break up of the action taken (during the period from September to December 2016), is shown in the statement attached as Annexure-A, please.
