Italy and the Sanusiyya: Negotiating Authority in Colonial Libya, 1911-1931 Eileen Ryan Submitted in partial fulfillment of the requirements for the degree of Doctor of Philosophy in the Graduate School of Arts and Sciences COLUMBIA UNIVERSITY 2012 ©2012 Eileen Ryan All rights reserved ABSTRACT Italy and the Sanusiyya: Negotiating Authority in Colonial Libya, 1911-1931 By Eileen Ryan In the first decade of their occupation of the former Ottoman territories of Tripolitania and Cyrenaica in current-day Libya, the Italian colonial administration established a system of indirect rule in the Cyrenaican town of Ajedabiya under the leadership of Idris al-Sanusi, a leading member of the Sufi order of the Sanusiyya and later the first monarch of the independent Kingdom of Libya after the Second World War. Post-colonial historiography of modern Libya depicted the Sanusiyya as nationalist leaders of an anti-colonial rebellion as a source of legitimacy for the Sanusi monarchy. Since Qaddafi’s revolutionary coup in 1969, the Sanusiyya all but disappeared from Libyan historiography as a generation of scholars, eager to fill in the gaps left by the previous myopic focus on Sanusi elites, looked for alternative narratives of resistance to the Italian occupation and alternative origins for the Libyan nation in its colonial and pre-colonial past. Their work contributed to a wider variety of perspectives in our understanding of Libya’s modern history, but the persistent focus on histories of resistance to the Italian occupation has missed an opportunity to explore the ways in which the Italian colonial framework shaped the development of a religious and political authority in Cyrenaica with lasting implications for the Libyan nation. -

Through these processes, Africans became exposed to, and invested in, broader horizons. However, Zimmerman cautions us that a focus on the death of Africans silences their voices and makes them victims. Both for understanding the richness of African history as well as for giving agency to individual Africans, this is a counterproductive focus and a useless approach. For example, Things Fall Apart by Chinua Achebe is used sometimes to argue that everything imploded with the European arrival. But it is important to note that some characters in the book are attracted to, and gain very real benefits from, certain aspects of colonialism. For example, persons in African society who are traditionally outcasts gain, with the arrival of Christianity, the opportunity to succeed and further themselves. Imperialism in Africa, like imperialism in general, should not be seen as a simplistic, moralistic tale of “good versus evil.” It’s important to not oversimplify it into a scenario in which Europeans are the ‘bad guys’ and Africans are the ‘good guys.’ For Europeans would not have been able to colonize the continent without collaboration from Africans. European influences in Africa prior to 1880s were limited to the coasts. South Africa is an exception, as is Sierra Leone, founded by freed slaves after the abolition of the slave trade after the British abducted ships in the Atlantic and put them in Sierra Leone, regardless of the slaves’ origins. -

Life of Imperialism: Thailand, territory and state transformation Abstract: The paper argues that in territorial disputes before international courts between states that were formerly under colonial rule and semicolonialism, respectively, international courts favour the former. I study two cases – semicolonial Siam in Cheek v Siam arbitration (1897) and postcolonial Thailand in the Temple of Preah Vihear case (1962) – in their historical context to prove this. The critique of formalism here operates on two levels. First, in actual disputes the production of colonial stationary – for example, maps, photographs, and communiqué as demonstrable proofs of evidence – benefits states formerly under colonial rule. Second, in the Temple of Preah Vihear case, the ICJ pits, as it were, the French colonial history in Cambodia against Siamese semicolonial past. Arguably, the Cheek v Siam episode demonstrates nineteenth century Siam’s successful attempts to deploy politico- legal strategy to remain politically independent. By contrast, the ICJ in the Temple case defeats Siamese conceptions of shared sovereignty to confirm the continuing hegemony of modern geography and colonial cartography. The Cheek and Temple cases, respectively, among other untribunalized arm- twisting episodes typify Siam’s tryst with both semicolonial and postcolonial international law. Siam offers both epistemological lessons on history, past, and knowledge production and the possibility of prefiguring postcolonial Asian imperialism. Table of Content I. Introduction II. Those policies culminated in the formation of the first East African Community (EAC I) in 1967 between Kenya, Uganda, and Tanzania. The EAC was built on a foundation of integrative polices started by Britain and Germany, who began formal colonization in 1885 as a result of the General Act of the Berlin Conference during the Scramble for Africa. While early colonial polices did foster greater integration, they were limited in important ways. Early colonial integration was bi-lateral in nature and facilitated European monopolies. Early colonial policies did not foster broad economic integration between East Africa’s neighbors or the wider world economy. -

!1 The Scramble for Africa (1880-1914) was a period of rapid colonization of the African continent by European powers. But it wouldn't have happened except for the particular economic, social, and military evolution Europe was going through. What Caused the Scramble to Happen? There were several factors which created the impetus for the Scramble for Africa, most of these were to do with events in Europe rather than in Africa. • Exploration -- During the nineteenth century barely a year went by without a European expedition into Africa. The boom in exploration was triggered to a great extent by the creation of the African Association by wealthy Englishmen in 1788 (who wanted someone to 'find' the fabled city of Timbuktu and the course of the Niger River). As the century moved on, the goal of the European explorer changed, and rather than traveling out of pure curiosity they started to record details of markets, goods, and resources for the wealthy philanthropists who financed their trips. • Henry Morton Stanley -- A naturalized American (born in Wales) who of all the explorers of Africa is the one most closely connected to the start of the Scramble for Africa. Stanley is more infamously known for his explorations on behalf of King Leopold II of Belgium. Leopold hired Stanley to obtain treaties with local chieftains along the course of the River Congo with an eye to creating his own colony (Belgium was not in a financial position to fund a colony at that time). • Capitalism -- The end of European trading in slaves left a need for commerce between Europe and Africa. -

New Imperialism and the Legal Disentanglement of Dichotomies New Imperialism and the Legal Disentanglement of Dichotomies This thesis will, firstly, construct the factual and legal fundaments on which the (research of the) master thesis rests, by defining New Imperialism and analyzing its factual and legal implications in practice. Secondly, it analyzes the legal doctrine with regard to colonialism, more specifically, New Imperialism in the framework of the law of nations in the second half of the nineteenth century and the beginning of the twentieth century. In this respect, a special focus will be laid on the relation between the colonizing power and the peoples on the newly discovered, conquered and occupied territories. And, thirdly, it (partly) deconstructs the leading and determining dichotomy in international law between the civilized and non-civilized world in the second half of the nineteenth century and the beginning of the twentieth century. Addressing the strengths and weaknesses of several dichotomies, like naturalism v. positivism, civilization v. non-civilization and territorial sovereignty v. private property of land, will be the central issue throughout the thesis.
