Biography Delaine Eastin, Democrat, served as a California State Assembly Member from 1987 to 1994, and was the first female to serve as the State Superintendent of Public Instruction from 1995 to 2003. Inventory of the Delaine Eastin LP359 2 Papers Eastin was born August 20, 1947, in , California. Eastin graduated in 1969 from the University of California at Davis with a Bachelor of Arts degree in Political Science. In 1971 Eastin earned a Master’s Degree in Political Science from the University of California at Santa Barbara. For seven years she was a professor of political science at in Cupertino and Cañada Community College in Redwood City. Eastin was an active member of community and social groups which included: the Commonwealth Club, National Women’s Political Caucus, League of Women Voters, Hispanic Community Affairs Council, American Business Women's Association, and California Elected Women’s Association for Education and Research. As a state legislator, Eastin’s legislative interests were varied, ranging from environmental issues to highway funding to education. Notably, Eastin authored AB2448 in 1987, which imposed a new fee on landfill operators based on the amount of solid waste handled to raise an estimated $100 million for Superfund landfill cleanup work. During Eastin’s time as Chair of the Assembly Education Committee, she authored two bills that effected education policy. AB1273, which was signed into law by Governor Wilson in 1993, expanded the definition of the basic teaching credential, extending the timeframe for the preliminary credentials for out-of-state teacher candidates from one year to two years. The bill also established a new credentialing examination process for prelingually deaf credential candidates who teach or counsel solely in special classes or in the state special schools for the hearing-impaired. Another of her legislative accomplishments was AB1836 (1994), known as the Deaf Children’s Bill of Rights. This historic legislation acknowledged the importance of deaf and hard of hearing children being able to associate with others who are also deaf or hard of hearing and who are proficient in the language utilized by the student. That communication includes regular contact with other children, as well as with professionals, including teachers and other school personnel.
