Sullivan Specialist in Latin American Affairs November 27, 2012 Congressional Research Service 7-5700 www.crs.gov RL30981 CRS Report for Congress Prepared for Members and Committees of Congress Panama: Political and Economic Conditions and U.S. Relations Summary With five successive elected civilian governments, the Central American nation of Panama has made notable political and economic progress since the 1989 U.S. military intervention that ousted the regime of General Manuel Antonio Noriega from power. Current President Ricardo Martinelli of the center-right Democratic Change (CD) party was elected in May 2009, defeating the ruling center-left Democratic Revolutionary Party (PRD) in a landslide. Martinelli was inaugurated to a five-year term on July 1, 2009. Martinelli’s Alliance for Change coalition with the Panameñista Party (PP) also captured a majority of seats in Panama’s National Assembly. Panama’s service-based economy has been booming in recent years – with a growth rate of 7.6% in 2010 and 10.6% in 2011 – largely because of the ongoing Panama Canal expansion project, now slated for completion in early 2015. The CD’s coalition with the PP fell apart at the end of August 2011when President Martinelli sacked PP leader Juan Carlos Varela as Foreign Minister. Varela, however, retains his position as Vice President. Tensions between the CD and the PP had been growing throughout 2011, largely related to which party would head the coalition’s ticket for the 2014 presidential election. Despite the breakup of the coalition, the strength of the CD has grown significantly since 2009 because of defections from the PP and the PRD and it now has a majority on its own in the legislature. -

Abraham Lincoln and the Gettysburg Address Abraham Lincoln’s Gettysburg Address is one of the most quoted speeches in American history. The text is brief, just three paragraphs amounting to less than 300 words. It only took Lincoln a few minutes to read it, but his words resonate to the present day. It’s unclear how much time Lincoln spent writing the speech, but analysis by scholars over the years indicates that Lincoln used extreme care. It was a heartfelt and precise message he very much wanted to deliver at a moment of national crisis. The dedication of a cemetery at the site of the Civil War's most pivotal battle was a solemn event. And when Lincoln was invited to speak, he recognized that the moment required him to make a major statement. Lincoln Intended a Major Statement The Battle of Gettysburg had taken place in rural Pennsylvania for the first three days of July in 1863. Thousands of men, both Union and Confederate, had been killed. The magnitude of the battle stunned the nation. As the summer of 1863 turned into fall, the Civil War entered a fairly slow period with no major battles being fought. Lincoln, very concerned that the nation was growing weary of a long and very costly war, was thinking of making a public statement affirming the country’s need to continue fighting. Immediately following the Union victories at Gettysburg and Vicksburg in July, Lincoln had said the occasion called for a speech but he was not yet prepared to give one equal to the occasion. -

Young 2009 Abstract This dissertation examines how public history and historic preservation have changed during the twentieth century by examining the Germantown neighborhood of Philadelphia, Pennsylvania. Founded in 1683, Germantown is one of America’s most historic neighborhoods, with resonant landmarks related to the nation’s political, military, industrial, and cultural history. Efforts to preserve the historic sites of the neighborhood have resulted in the presence of fourteen historic sites and house museums, including sites owned by the National Park Service, the National Trust for Historic Preservation, and the City of Philadelphia. Germantown is also a neighborhood where many of the ills that came to beset many American cities in the twentieth century are easy to spot. The 2000 census showed that one quarter of its citizens live at or below the poverty line. Germantown High School recently made national headlines when students there attacked a popular teacher, causing severe injuries. Many businesses and landmark buildings now stand shuttered in community that no longer can draw on the manufacturing or retail economy it once did. Germantown’s twentieth century has seen remarkably creative approaches to contemporary problems using historic preservation at their core. -

Caleb Rollins 1 Mount Rushmore: A Tomb for Dead Ideas of American Greatness In June of 1927, Albert Burnley Bibb, professor of architecture at George Washington University remarked in a plan for The National Church and Shrine of America, “[T]hrough all the long story of man’s mediaeval endeavor, the people have labored at times in bonds of more or less common faith and purpose building great temples of worship to the Lords of their Destiny, great tombs for their noble dead.”1 Bibb and his colleague Charles Mason Remey were advocating for the construction of a national place for American civil religion in Washington, D.C. that would include a place for worship and tombs to bury the great dead of the nation. Perhaps these two gentleman knew that over 1,500 miles away in the Black Hills of South Dakota, a group of intrepid Americans had just begun to make progress on their own construction of a shrine of America, Mount Rushmore. These Americans had gathered together behind a common purpose of building a symbol to the greatness of America, and were essentially participating in the human tradition of construction that Bibb presented. However, it is doubtful that the planners of this memorial knew that their sculpture would become not just a shrine for America, but also like the proposed National Church and Shrine a tomb – a tomb for the specific definitions of American greatness espoused by the crafters of Mt. Rushmore. In 1924 a small group of men initiated the development of the memorial of Mount Rushmore and would not finish this project until October of 1941. -

The leading moral cause was abolishing slavery. “Sisters and Friends: As immortal souls, created by God to know and love him with all our hearts, and our neighbor as ourselves, we owe immediate obedience to his commands respecting the sinful system of Slavery, beneath which 2,500,000 of our Fellow-Immortals, children of the same country, are crushed, soul and body, in the extremity of degradation and agony.” July 13, 1836 The Boston Female Anti-Slavery Society was founded in 1832 as a female auxiliary to male abolition societies. The society created elaborate networks to print, distribute, and mail petitions against slavery. In conjunction with other female societies in major northern cities, they brought women to the forefront of politics. In 1836, an estimated 33,000 New England women signed petitions against the slave trade in the District of Columbia.
