7. NEW BUSINESS

7.1. Terms of Reference

The changes to the Meeting Schedule portion of the Terms of Reference were read to the Committee and there were no further changes requested.

HC-2011-008 Moved by: Rob Keffer Seconded by: Munawar Chudary “That the Municipal Heritage Committee recommend to council that the Terms of Reference for the Committee be received and approved by council.” CARRIED.

7.2. Public Art Policy

The Committee discussed the potential for a Public Art Policy for Bradford West Gwillimbury. All members were interested in capturing Bradford West Gwillimbury’s history through art and will continue discussions before making a recommendation to council regarding adoption of such a policy.

7.3. Bradford West Gwillimbury in Doors Open Ontario

Geoff McKnight explained the Doors Open program that takes place around Ontario. The Committee was interested in receiving a presentation from the and chose November 7th as a date.

A letter submitted to the Heritage Committee by David Chambers, regarding Fred C. Cook, was read by all.

9. ANNOUNCEMENTS

Jeanene Malcolm-White announced the passing of George Jackson. The Committee discussed Mr. Jackson’s significant contribution to the community at length.

Craig Cunningham discussed the plaques that are going up in Bond Head for next year’s 175th anniversary. The Committee would be interested in hearing from the Bond Head group that is organizing the celebrations.

Dear Mayor White and Councillors,

As president of the Simcoe County Branch of the Architectural Conservancy of Ontario, I would like to express my concern over the Fred C. Cook School and its possible demise.

I understand that the Simcoe County District School Board has agreed to sever the land on which the school sits, which is a significant concession. However, the future of the structure remains in doubt. As you probably know, the façade is one of the finest examples of Neo-Classic architecture in the area if not in the entire county. For this reason alone, it is worth saving the building and designating it immediately under the Ontario Heritage Act, thus preventing its demolition.

I am aware that its acquisition and restoration present some difficulties, mainly financial. However, it would seem that a sensitive buyer could well turn this building, in its most favourable position, into a block of apartments, a block of offices, or perhaps even a multi-use facility housing artists’ studio space, with apartments above, as was recently done in Collingwood by Mr. Richard Lex with the Tremont Hotel complex. Of course, there are numerous other possibilities.

Bradford has taken some noteworthy steps in trying to revitalize the downtown, and local groups have combined their efforts to refurbish the Auld Kirk and the Scanlon Creek stone farmhouse. All these initiatives recognize the value and historical significance of these heritage buildings to the area.

The Fred C. Cook School, too, is a wonderful building and could well be considered the pride of Bradford. Its preservation deserves the full support of Council through designation under the Ontario Heritage Act.

To the Heritage Comm.

Architecturally and historically the Fred C Cook school more than meets the criteria in the Ont. H. Act. to qualify for Heritage designation. If the Heritage Comm. understands and accepts this fact, then according to their mandate , they should immediately make a presentation to council and recommend the building for heritage .designation. My question is, why has this not been done? It is time- critical since the school maybe offered for sale at any time. We don't need a heritage value assessment from the school board or anyone else. We are well aware of its architectural and historical value. However, an engineers report on the integrity of the structure would be a much more helpful and practical request. D.C.
