Assessment scores for NAIDOC and ABA are not comparable, as NAIDOC is scored out of 20 and ABA is scored out of 15. The facility will be located at Wickham Point on the Middle Arm Peninsula adjacent to Darwin Harbour near Darwin, NT. The proposed project will include gas liquefication, storage and marine loading facilities and a dedicated fleet of ships to transport LNG product. A subsea pipeline supplying natural gas from the Bayu-Undan field to Wickham Point and a similar, but smaller 3 MTPA LNG plant were the subject of a detailed Environmental Impact Assessment process and received approval from Commonwealth and Northern Territory Environment Ministers during 1998. The environmental assessment of the expanded LNG facility is being conducted at the Public Environmental Report (PER) level of the Northern Territory Environmental Assessment Act and the Commonwealth Environmental Protection (Impact of Proposals) Act. The draft PER describes the expanded LNG facility with particular emphasis on its differences from the previously approved LNG facility and addresses the potential environmental impacts and mitigation measures associated with the project. -

LEGISLATIVE ASSEMBLY OF THE NORTHERN TERRITORY The Calm after the Storm – Are Storm Clouds Brewing Again? The Hon Kezia Purick MLA, Speaker As the Northern Territory reaches its midterm mark, two years after the 2016 election and two years before the 2020 General Election, it is timely to pause and assess how orderly the 13 th Assembly is and consider comparisons with the 12 th and previous Assemblies to consider which was the most tumultuous in the short and colourful history of the Northern Territory legislature. The 12 th Assembly ran from 2012 to 2016 and had what would kindly be referred to as some big personalities . At least six Ministers in the Cabinet (unofficially) actively wanted the role of Chief Minister for themselves with three Ministers serving or attempting to serve in the top job. I won’t go into detail here about the bizarre midnight coup of 3 February 2015, just enter that into your favourite search engine for more details. A revolving door of Cabinet reshuffles (18 in four years) and the sheer number of Deputy Chief Ministers reflected the lack of consistent leadership in Government. This had a significant impact upon the Legislative Assembly. A Government with initially 16 Members in August 2016 was reduced to a perilous minority of 11 by the time of the 2016 election. With a new Assembly came renewal. We have not even had a Cabinet reshuffle since the first Ministry was announced after the 2016 election. The Country Liberals were soundly defeated in 2016 with only two Members being returned to a shrunken Opposition bench and 18 Labor Government Members now occupying the Treasury benches in the 25 Member parliament. -

Larrakia Family groups by Dr Bill Day 2012 The anthropologist, Peter Sutton (1998:112) suggests four criteria for Larrakia membership. They are: Descent from a former identifiable landowner of Larrakia land, in accordance with Aboriginal tradition; Self identification as a Larrakia person; Acceptance as a Larrakia person generally by undisputed Larrakia group members; Desire to be accepted as a claimant in the present [Kenbi] case... As well as the anthropological models presented in the two Larrakia land claims under different legislation, the membership of the Larrakia group is defined by membership rules in representative bodies such as the Larrakia Nation Aboriginal Corporation (LNAC), the Larrakia Development Corporation (LDC), the Gwalwa Daraniki Association and the Kenbi Danggalaba Association. In fact, with the failure of the native title claim, a codified membership may be the only option for defining Larrakia identity. If this is to be the case, without having a ruling from an impartial court for guidance, it is important to ‘get it right’. The requirements for membership in the LNAC are listed in the rules of the LNAC (LNAC 1998; LNAC 2011) under Section 5.2.2, which states: A person who is eligible to apply for membership must be an individual who is: a) At least 18 years of age and an Aboriginal and Torres Strait Islander person; b) One of the Native Title Holders of the Traditional Country and/or their descendants; c) All people registered with the Northern Land Council as Larrakia claimants in the Kenbi Land Claim and/or on whose behalf an application for Larrakia Native Title has been lodged with the National Native Title Tribunal, shall be eligible to become members.
