The challenge for the children was to earn sponsors and they have been walking to all of the schools which are part of the SHARES cluster (a collection of schools in Skelmersdale and surrounding a re a s ) . The fund-raising event was called ‘a surge 4 SHARES.’ They planned three legs of the surge to make it manageable. As well as covering 13 schools in total, they walked nearly 13 miles in three days and also raised money on June 30. Children - Poppy, Jason, Tobias, Tabitha, Thomas, Callum, Liam, Jake, Zachary and Archie, and their parents, as well as some of the team, Paula, Diane, Stacey, Lynne, Maureen, and Stacy at Bright Begin- nings spent 11.30am to12.30pm picking lots of litter up from the Digmoor Parade area. Stacey Lyon, deputy manager at Bright Begin- nings Parade Nursery commented: “The event was a huge success and the children really enjoyed themselves. The production of an LDS is now a requirement on Local Planning Authorities arising from the introduction of the Planning and Compulsory Purchase Act 2004. Furthermore the Council’s adherence to the timescales it has set itself within the LDS will be used as a performance measure. 1.2 This Local Development Scheme therefore relates to the production of the replacement Local Plan under the transitional arrangements and provides a guide for the preparation of Local Development Documents that will form the LDF.     APPENDIX 5 Foreword This Re-Deposit Draft Local Plan marks a step change in the delivery of Planning Policies for the District of West Lancashire. Planning in Britain is undergoing fundamental changes at national, regional and local levels. West Lancashire is one of the first Districts nationally to produce a Draft Local Plan incorporating the new principles that are emerging. This Plan is very much written in the style of the new Local Development Frameworks that will be required in coming months. The Re-Deposit Draft version of this Plan is extremely important for the future of the District. We have included many of the comments and ideas emerging from the Issues consultation in late 2001 and early 2002. The community's views are therefore very important and I would encourage everybody to consider the Draft Plan's contents and participate in the consultation exercise. Clearly, we cannot incorporate everybody's views working within national, regional and sub-regional policy but we will carefully consider each and every response. This document has only been made possible through the hard work of Council Officers, under the direction of Steve Byron, Executive Manager Planning and Development Services.
