The town of Springville is located outside any Census defined urbanized area, while the city of Pleasant Grove is wholly contained within the Birmingham urbanized area. The Channel 288A Springville city grade service area (70 dEu contour) only encompasses 1.5% of the Birmingham urbanized area and 0.3% of the Birmingham urbanized area population. The proposed Springville Channel 288A 70 dBu contour will not encompass any part of the Anniston urbanized area.

with respect to the proposal to reassign Channel 290A from Trussville, to Channel 288C3 at Pleasant Grove, Alabama, this proposal would increase 70 dBu coverage over the Birmingham urbanized area. The proposed Channel 288C3 Pleasant Grove 70 dBu service contour encompasses 78.2% of the Birmingham urbanized area and 83.8% of the Birmingham urbanized area population. The existing Trussville 70 dBu service contour encompasses 52.7% of the Birmingham urbanized area and 58.8% of the population. Therefore, reallocating Channel 290A from Trussville to Channel 288C3 at Pleasant Grove would increase the 70 dBu coverage over the Birmingham urbanized area by 25.0% of the population and 25.5% of the area.

Sheet 1 of Figure 3 is a map showing the available nighttime aural services within the Channel 288A Springville 60 dBu service contour. Sheet 2 of Figure 3 is a tabulation identifying the stations shown on Sheet 1. As can be seen from Figure 3, the Channel 288A Springville service area would have at a minimum 8 other services and a maximum of 19 services. A similar map was prepared for the mutually exclusive Channel 288C3 Pleasant Grove proposal. This is shown in Figure 4. Analysis of Reallocating Channel 290A to Brilliant

It is proposed to reallocate Channel 290A from Winfield. Alabama to Brilliant, Alabama. However, moving Channel 290A from Winfield to Brilliant would leave an essentially daytime-only station in Winfield. This AM station is WKXM(AM) on 1300 kHz. 3

Therefore, the move of Channel 290A from Winfield to Brilliant would leave the city with a larger population, Winfield, without a full-time radio station. According to the 2000 Census, the city of Winfield has a population of 4,540 persons while the town of Brilliant only has 762 persons.

The existing Channel 290A assigned to Winfield already encompasses the town of Brilliant with a 70 dBu contour. The town of Brilliant is located just 4 kilometers (2.5 miles) from the licensed Channel 290A site. Since the Class A 70 dBu reference contour extends 16 kilometers, the town of Brilliant is clearly already served by the licensed Channel 290A. Furthermore, the distance from the proposed Brilliant reference site to the licensed Winfield transmitter site is 2.9 kilometers.

J WKXM(FM) on 1300 kHz at Winfield has a licensed daytime power of 5.000 watts and a secondary nighttime power of 30 watts. This nighttime facility does not cover the and furthermore, is not protected from interference. Therefore, WKXM(AM) is essentially a daytime only facility. Figure 1

March 22 will be "Network Night" at the "Springville Special Touch" from 5-7 p.m. Old Tymes Day will be May 7,2001. Stay tuned for details.

Historic Springville is located off I-59 at exit 154 in St Clair County, Alabama. With a population of 3000, it has small town atmosphere and is convenient to both Birmingham and Gadsden. Springville's appeal is found in friendly people and the preservation of its' history.

Antique and specialty shops along Main Street with the restoration of old homes make visiting Springville a pleasure. Major attractions include Alabama and Southern Accredited schools, many churches and excellent recreational facilities for all ages.

Special events allow residents and visitors opportunities for relaxation. "Old Tymes Day" features crafts, entertainment, food and fun. "Homestead Hollow" is held four times a year and known throughout the South for its artists, craftsman and historical demonstrations. The "Christmas Home Tour" allows guests inside selected homes. The annual Christmas Parade is always a family favorite.

Martin - Corresponding Secretary The purpose of the Chamber of Commerce is (1) to preserve the competitive enterprise system of business by: creating a better understanding and appreciation of the importance of business peoples and a concern for their problems; educating the business community, representing them in legislative affairs; preventing or addressing controversies which are detrimental to expansion and growth of business and the community if they arise; creating a greater appreciation of the value of a more liberal Chamber Mall investment of substance and self on behalf of the interest of competitive business; (2) Gonl-let Us Promote business and community growth and development by: promoting the potential of all businesses within the trade area; promoting programs of civic, social and cultural nature which are designed to increase the functional and aesthetic values of the community; and discovering and correcting abuses which prevent the promotion of business expansion and community growth.

Any person, association, corporation, partnership, or estate having an interest in these objectives of organization is eligible for membership. Benefits of joining are: the opportunity to network with other members, advertise your interests to other members, be included in advertising mail-outs, free use of the copier in the Chamber of Commerce office, use of the reduced postage price on bulk mailings, invited to put your information in the New Resident Package, knowing you are helping our town to be the very best, and many others.
