Harikishore IAS Foreword In view of the pandemic COVID-19 outbreak and lock down in all over the state and the country as a whole, the state of had taken drastic steps to deal with the lock down situation efficiently and trim down the infection rate in the state. Kudumbashree, one of the largest women network in the country has taken various measures to handle the situation carefully as per the orders from Govt of Kerala. The Mission even took pro active measures to ensure the safety of families and the societies through women in the network fulfilling its motto “Through women to the families and to societies through families”. Awareness creation through social media, care for the elderly & destitute, special attention to the migrants, support to street vendors is a few to mention. The establishment of community kitchens to provide food for the destitute, migrants and people who are unable to cook standing along the Government and gradually converting them to budget hotels where meals is offered at the rate of Rs.20 got wide attention. We always stand as a shield to the entrepreneurs at all times and created the issues into real opportunities for them. The crisis of non availability of masks, sanitizers and hand wash was effectively addressed by encouraging the existing cloth bag units, units that got engaged in the production of soaps & detergents to avail the opportunity. We negotiated with the departments for the supply of these items that turn into a business opportunity even at the time of crisis. Alongside, the Urban Local Bodies took initiative to take care of the urban poor by joining hands with the Mission. The initiatives took by them too deserves special mention. The book is an effort to give the public a view on the various initiatives took by the local governments & Kudumbashree women to address the time of crisis.

COVID-19 PREVENTION & CARE - BEST PRACTICES 5 Chapter-1 ‘Break the Chain’ (Unity is strength proved once again)

One of the major activities that have been initiated by the organization is ‘creating awareness among the families’ about COVID 19 through the SHG networks. Developing different platforms to ensure protection & safety to the community by ensuring social distancing was the need of the hour. 1. SHG meeting to generate awareness on COVID-19 One exclusive SHG meeting was conducted during March 2020 to generate awareness among the SHG members. Topics like i) importance of hand washing ii) wearing masks, iii) use of sanitizers, iv) maintaining cleanliness, v) ensuring social distancing etc., have been discussed during this meeting. The awareness programme was conducted at three levels. The CDS committee members were given orientation at city level and the CDS representatives at the ward level sensitized the ADS members and they conducted awareness sessions to the NHGs. 57876 such programmes were conducted at the grass root level ensuring all social distancing norms which covered a population of 1098550 in the Urban Local Bodies.

Details of coverage in urban areas is in Table- 1 2. ‘Break the Chain’ Activities Personal safety and safety to the society was the motto. Each family was asked to keep hand washers and sanitizers or soaps for washing hands and ensure personal hygiene as an important aspect to drive away COVID -19. Awareness given on the production of sanitizers and SHGs/ micro enterprise units was encouraged in the production of it. Sanitizers produced by SHGs/ units were made available to them through the network.

6 COVID-19 PREVENTION & CARE - BEST PRACTICES Each SHG member were asked to ensure that the family in their neighborhood is also taken care of in following these practices and adhering to lockdown norms laid down by the govt. There were instances; the SHG members have been supplying foods to destitute and secluded ones who were not able to cook the food. Instructions were given on wearing masks while going out or interacting with others, while cooking food in the community kitchens, distribution of foods etc. In most of the ULBs hand washes were kept at every junction for the public. 3. Cleaning & disinfecting public places The ULBs took the initiative to clean public places and disinfecting it with their health teams & sanitation workers. The roads and pavements are sanitised. In some places the ULBs completed the initiative with the support of fire force teams.

Social media is a strong platform to create awareness to the public. This was well utilised by the Mission and the ULBs. Providing right and timely information to the community is one of the most challenging jobs we have to cater to. Also we should ensure that no false or irrelevant communication is being circulated among them so that they will be panicked and all the efforts go in vain. Right messages and communication at the grass root level is what is envisaged and therefore the Mission started collecting the information of the Community Based Organisations and created whatsapp groups. 1. Formation of Whatsapp groups After the notification of lock down, we are making use of ‘Whatsapp’ app for effective communication. This mode of communication is relied upon for conveying details of activities/ programs to the NHGs. Also we use the same channel to communicate instructions from the government to all families. As it is neither possible to call any meeting nor possible to communicate to many people over phone, we created multiple whatsapp groups for effective communication. W e created whatsapp groups in district level by including all CDS office bearers. Further groups are formed in CDS level by including ADS office bearers and there are WhatsApp

8 COVID-19 PREVENTION & CARE - BEST PRACTICES groups in every ADS and NHG representatives are the members. At State level, there are two groups that include Executive Director, Programme officers and District Mission Coordinators. There are more than one group in all the 14 districts which has District Mission Coordinators, Assistant District Mission Coordinators, District Programme Managers, Block Coordinators, CDS Chairpersons and CDS Accountants as members. In all the 152 blocks in Kerala there are groups, which have Block Coordinators, CDS Chairpersons, CDS Subcommittee conveners, CDS accountants and Member Secretaries as members. In CDS level there are CDS groups which includes CDS Chairperson, CDS Accountant, CDS members, ADS office bearers and NHG office bearers (in some areas). The ward level groups (ADS groups) include CDS member, ADS members, NHG office bearers as members. In the bottom level there are NHG groups. If the NHG members do not have a smart phone, another member of their family would be added in the NHG group. For the effective functioning of this ‘WhatsApp communication channel’, we created the above structure of WhatsApp groups in all 14 districts. 1520 CDS groups, 18,430 ADS groups and 1,74,589 NHG level groups were created. So, a total of 1.90 lakh whatsapp groups were thus created with a total membership of 31 lakh Kudumbashree members. At the ULB level WhatsApp groups were formed under each ULB - CLF with 124 groups formed at the CLF level, 3496 groups at the ALF level & over 50650 groups at the SHG level thus covering more than 10 lakhs families in the cities of the state. Through these whatsapp groups we are able to spread the messages from the Executive Director to the NHG members in the bottom level within three clicks. All the communications, viz., various awareness programmes, directions from the Government, instructions from the District Administration, convergences for the activities carried out by Kudumbashree etc are passed through these whatsapp groups for the last three weeks. In short, we were able to implement the programmes in time and share the information and the best coordination was made possible through these whatsapp groups. All information, awareness messages formed by Kudumbashree team were sent out through these groups so that all the members got correct information and other directives from Govt. in time. This has helped in avoiding lot of confusions, and fake/ faulty messaging. 2. Redesigning Kudumbashree logo & conveying it through social media Social distancing is well conveyed through social media- face book pages, whats app messages and in Kudumbashree website. The messages are displayed in English and .

Designing one message daily as part of Break the Chain As part of organisation, one message will be designed every day and it will be communicated via social media to remind the community to keep the social distancing and to break the chain. It also gives some meaningful things one can adopt as part of their day to day life. Some examples are given below.

Providing social and emotional care is required especially at the time of crisis like COVID 19 where social distancing is mandatory. Care for the elderly, people living alone, persons in isolation, destitute and others who are going through mental trauma needs special attention. The Mission provided emotional care to these persons through the community counsellors it developed as part of the women empowerment programmes. 1. Tele counseling through Community Counselors The COVID-19 crisis and the lockdown and other containment measures have affected the poor across the world in terms of loss of livelihood. As a solace to the wounded community, in all districts of Kerala under Kudumbashree a group of 360 community counsellors have been actively involved in imparting mental courage through counselling support. Following are the highlights of the services offered by the community counsellors • Availing medicines for persons with mental problems • Providing psychological support to the family of the deceased by visiting such homes • Working in association with the Health Department to identify those under isolation and Quarantine to provide psychological support by speaking to the affected over the telephone • Enquiring through telephone issues faced by the aged persons and providing need based assistance • Organizing campaigns to spread awareness on preventive measures of the disease • Distributing food kits and other essentials

Care at your door steps- Checking of lifestyle diseases The Santwanam volunteers of Kudumbashree visited the households at times of request and provided their services of checking life style diseases (Hypertension, Diabetes, cholesterol etc). The persons will provide their service on call and in emergency situations only ensuring their personal safety. For persons unable to pay are offered free of service. 3. Special care for destitute & persons living alone Kudumbashree has a special programme for the persons who lives alone- Snehitha Calling Bell Programme. The NHG members will visit or stay at nights with these persons or ensure that they are safe. The Mission & the ULBs also addressed the safety and requirements of destitute (Asraya beneficiaries- in the terms Santwanam is an of Kudumbashree Mission). Red volunteers/ volunteers for food & medicine distribution ULBs set up volunteers to supply food and medicines for the destitute families, elderly and those in isolation. Door delivery of free medicines to elderly & kidney patients under special projects of ULBs was made in specific cities. 5. Home care team at ULBs Homecare team was started by ULBs with a doctor and health team for giving medicinal support for the patients in ward. Arrangements were also made to conduct home level treatment by doctors. Even in some places arrangements for tele consultation of doctors initiated who prescribes medicines and in times of real needs advised to visit hospitals. Tie up with private hospitals were made for the purpose. The persons who need the service may call at the emergency call centre at the ULB. The bedridden patients, kidney patients and others may avail the service of these doctors. Even some ULBs they made tie ups to set up mobile labs. In this context the efforts of Municipality deserves special mention. The support of nurses in the Taluk hospital to collect blood samples and sending the report to the concerned persons what app and thereafter distribution of medicines at free of cost is what is being done.

COVID-19 PREVENTION & CARE - BEST PRACTICES 13 Chapter 4 Support to Kudumbashree Micro enterprises

Kudumbashree Mission always gives thrust to the livelihood of poor. Self employment or wage employment, the Mission always promoted these among the poor as part of poverty reduction and to ensure regular income to them. In the present scenario of COVID 19 when the whole world came to a standstill the Mission tried to find opportunities to the Kudumbashree micro enterprises. Conversion of crisis into opportunities is what the Mission does. 1. Mask Production As part of ensuring personal hygiene and social distancing, the demand for masks, gloves, sanitizers and hand washes became very high. A time came, that availability of these things became a matter of concern. The Mission found this a big opportunity as well as a challenge and instructed the cloth bag/ tailoring units to start the production of masks. The demand of other government departments and many agencies is met through these units. 313 Kudumbashree units (562 women) in Urban Local Bodies started the production of masks. They have generated sales of Rs. 19,94,132/- till date. Their main customers are the government departments and agencies. The no of units, their production details is detailed in Table- 2.

14 COVID-19 PREVENTION & CARE - BEST PRACTICES 2. Sanitizer & Hand wash production Un availability of sanitizers was another issue. The Mission put special effort in understanding the formalities associated with sanitizer production as licenses and consent matters. A guideline on the production of sanitizers, the formalities associated and the mandatory licenses was prepared and circulated to all the District Missions. The Mission gave instructions to Kudumbashree units to start the production of sanitizers by joining hands with existing license holders at the local level. As the major ingredient is alcohol restrictions are there and without legal licenses it cannot be manufactured. At present 10 units are engaged in the production of sanitizers in the Urban Local Bodies. They generated a sales worth Rs. 192854/-. In the case of hand wash 18 units are producing it and the sales generated is Rs. 120900/-. 3. Establishment of Community Kitchen (CK) & Budget Hotel (Janakeeya Hotel) Community Kitchen to provide free food to the needy is one initiative that got nationwide attention. The instruction of State Government to start community kitchens to address the issues of migrant labours, street dwellers, those who got stuck in the railway stations, bus stands, wanderers, destitute and those who are unable to cook made the Kudumbashree Mission and the ULBs to commence kitchens locally. The demand has been assessed at the Local Self Government level and based on the total requirement community kitchens are opened at different locations. Even in the case of Community Kitchens operated by the LSGs the CKs are managed by the Kudumbashree women. The food is cooked at central locations and is transported as parcels to the needy people. The Mission has developed a COVID protocol to be followed in the CKs. Wearing masks, restricting a maximum of 5 women/ people in the kitchen, transportation by selected persons (identified as volunteers) etc. The support of the local community, local shops and even migrants is high and most of them offer their support in cooking, preparing new recipies etc. Mostly meals are what is served, but in some ULBs they are providing breakfast, lunch and dinner. COVID-19 PREVENTION & CARE - BEST PRACTICES 15 packets are served through these CKs till date (from 26/3/2020 to 15/4/2020). The details of Community Kitchen are in Table-3. To make the Community Kitchens a new business model the Mission is now in the process of establishing Budget hotels across the state. The establishment of budget hotels is one of the agenda in the Kerala Budget. Kudumbashree is taking the lead in the establishment of budget hotels. The support of Local Self Governments and the Civil supplies department is sought to reduce the cost of production. Space, necessary licenses should be provided by the LSGs and making the rice and essential commodities at low cost by Civil supplies is what is proposed. The meals will be offered @ Rs.20/- where in Rs.10/- will be offered by Civil supplies. When the present crisis is over the feasible Community kitchens will be converted to budget hotels. The CMMU of NULM has a decisive role in the management and monitoring of Community Kitchen, ensuring the food distribution and coordinating various activities. 4. Engaging the waste management units of Mission into other income generating activities Waste collection and management units are another sector that faces hardships at this juncture. Due to lock down majority of the units are not going for collection and they do not have any income. The units are diverted to other services like mask production, cloth bag making, seed distribution and some are working as part of Health Vigilance committee.

16 COVID-19 PREVENTION & CARE - BEST PRACTICES Chapter 5 Special Care for the Shelter inmates

Shelter Homes are one of the places where the old age people, destitute and those who are sleeping in the streets are being provided with shelter. In Kerala, there are 17 functional shelters in urban area under National Urban Livelihoods Mission (NULM). Measures like sensitization activities, Health checkups for the inmates and staff, awareness to the inmates and the staff, distribution of masks and sanitizers, restricting visitors etc. being conducted to make the inmates safer. Staff members are allowed to stay there in the shelters itself so that they need not travel to their home and back every day as there is no public transport is available. Purchase of vegetables and essential materials through online make the shelters safer. Periodic sanitation activity by the health staff of the ULBs made the entire environment germ free so that the inmates can freely move inside the shelter homes. The cooks and the maintenance staff and the inmates are asked to wear masks and are distributed with masks which are made available to the inmates through utilizing the O&M given from the NULM funds.

COVID-19 PREVENTION & CARE - BEST PRACTICES 17 Chapter 6 Helping hand to the urban homeless & street vendors

Due to lock down, special attention is required for the urban homeless, street vendors and street dwellers. Lack of safe shelters, jobs and thereby lack of income affects many. Most of the ULBs find measures to accommodate these people by conducting a survey to analyse the number of such people and their requirements. Food and accommodation is what is taken care of in most of the ULBs. Temporary shelter for the homeless, assessing their requirements & ensuring their safety To ensure the safety of the homeless temporary shelters were arranged for them. Schools, hostels or other facilities are converted as temporary shelters for these persons. In addition the various requirements of these people were assessed with the support of ward counsellors, union leaders and contacting them over phone. Food is provided to required persons through the community kitchen operated by Kudumbashree women or directly by the ULB. In the case of street vendors too food and accommodation is provided to needy people. Few ULBs took initiative to provide masks, sanitizers and other facilities to ensure their safety. In Ettumanoor & Municipalities the ULBs have provided mask and sanitizers to the street vendors, whereas in Municipality they have allotted time for the vendors for vending. The street dwellers who are accommodated in temporary shelters are engaged in farming and other small activities in which they reside. The best models are the farming in School ground in corporation and temporary shelter.

18 COVID-19 PREVENTION & CARE - BEST PRACTICES Chapter 7 Care for the migrants

Kerala is one of the states with most migrants. It is estimated that around 4 lakh migrants are in the state came in search of jobs. They are residing in both rural and urban areas. Some are working under registered contractors and most of them are working as unskilled labours on a day to day basis. COVID 19 made them stuck inside with no ways to return to their homes, stay with no employment, no income etc. The State government took special interest in protecting them and asked the ULBs to provide necessary support. The migrants were allowed to stay wherever they are and insisted the house owners not to vacate them till the crisis is over. The ULBs took survey on the migrant population residing in the ULBs and the requirements of these persons. Temporary shelters were allowed to them & food is being provided through the Community Kitchen. For migrant labours who are not interested to have the Kerala food is allowed to have food kits in which they can cook on their own. In some ULBs they have arranged health checkups for the migrant labourers. The interesting fact is that in many places the migrant labours came forward to assist in the community kitchens. It created an opportunity for Kudumbashree women in the community kitchen to learn new recipies and dishes.

Chapter 8 Special initiatives of the Urban Local Bodies

Care for the elderly, desolated people, persons in isolation, destitute and others who are going through mental trauma needs special attention. The Mission provided emotional care to these persons through the community counsellors it developed as part of the women empowerment programmes. 1. Effective utilization of time & energy- Vegetable sapling distribution The seeds & saplings of vegetables were distributed to 13800families through Kudumbashree NHGs in municipality. The programme is implementing as part of encouraging agricultural practises among households and to spend time effectively. The programme is named as ADAPT (Agriculture & Defence against Pestilence Thrust). The photographs of farming undertaken by the households in grow bags, in terrace or around the houses should be posted in the whatsapp groups of neighbourhood groups. The best three photographs uploaded and best three farmers will be awarded. The same practise is adopted in Attingal & Municipalities spreading the message of becoming self reliant in vegetable cultivation and to overcome COVID 19 time. In Thiruvananthapuram

The streetdwellers who are accommodated in the school premises are now actively engaged in the cultivation of vegetables. In the case of Mananthavady municipality the street dwellers who are accommodated in temporary shelters too are involved in setting gardens and vegetable cultivation. 2. Temporary care & shelter for the wanderers in Thiruvananthapuram Corporation The people who wander in the corporation limits were picked, provided temporary shelter and food to them. The interesting fact is that these people were encouraged and engaged in vegetable cultivation in school premises, an initiative the corporation took as a pilot. The result is that the active involvement and a change in their lives can be seen though they will not be available at the time of harvest as they will be relocated. 3. Mid media campaign on COVID - 19 through press release, mike announcements etc. Many ULBs gave mike announcements, press releases and used social media to create awareness and the services ULBs offers at the time of COVID 19 among the public. Like community kitchen, help desk, call centres, counselling services etc. Even many best practises are telecasted as special news. 4. Establishment of Help Desks In some ULBs especially municipality they have established help desk and even orders established assigning responsibilities to persons. In all ULBs special orders released on the services offered by the ULBs and the responsible person to contact for each services.

The united efforts of the Government, community and the private sectors derive wonders in the state. We are ensuring none is hungry, none is left unattended and jointly we can create wonders and become a model for others.
