    A POLITICAL QUAGMIRE WITHIN THE OKLAHOMA WINE INDUSTRY JEFFREY M. WIDENER University of Oklahoma The history of viticulture and vinification in Oklahoma began in the early 1890's. As time passed and Oklahoma achieved statehood in 1907, the stipulations laid down within the newly constructed state constitution forbade wineries from selling their products to anyone. In 1918, the United States (U.S.) created a prohibition on alcohol that would permeate all alcohol-related industries. In 1933, Prohibition ended nationally and many alcohol-related industries reopened. It was not until 1959, however, that Oklahoma repealed prohibition. Stagnated for the next forty years because they still could not sell their products right from the source, the grape growers and wine makers stepped forward in 1999 to urge Oklahoma legislators to change the Oklahoma statutes and allow wineries to sell/ship their products directly. ln 2000, the Oklahoma populace voted to change the Oklahoma statutes. Roadblocks, however, continue to arise and hamper the growth of the industry in the state. Before Oklahoma became a state, Oklahoma and Indian Territories had the beginnings of a vineyard and wine industry. As time passed and Oklahoma achieved statehood in 1907, the stipulations laid down within the newly constructed state constitution forbade wineries from selling their products to anyone. Indeed, when the United States (U.S.) in 1918 created a prohibition on alcohol that would permeate all alcohol­ related industries throughout the forty-eight continental states, wine­ making and for the most part grape-growing in Oklahoma ceased (Struby 2006). Prohibition ended nationally in 1933 and many alcohol-related industries reopened.

    Creating Advocates for Illinois Viticulture: Marketing Our Varietals to the Consumer FY 2011 This project had three goals: 1. To conduct a comprehensive census to measure the size and scope of the Illinois grape and wine industry, quantify and describe the economic activity associated with this sector, and document changes that occurred since 2007 when a similar study conducted. Results showed that the Illinois wine industry continues to grow as the number of wineries and cases produced both grew since 2007. The number of wineries grew from 91 in 2007 to 105 in 2012, an increase of 15%, while the cases produced increased from 150,000 to roughly 274,000, an increase of 83%. The majority of the industry’s growth has come from the addition of small wineries – wineries producing less than 5,000 cases per year. Illinois’ wine, grape and related industries contributed a total economic value to the state of $692 million in 2012, an increase of 117% from the $319 million economic impact documented in 2007. 2. The Deans own and operate Blue River Valley Winery, growing several grape varieties and producing over 15 varieties of wine. From Hobby to Business “It all started with homemade peach wine. A family member had us try their homemade wine, and we couldn’t believe the quality. We wanted to try our hand at it,” said Diane. “We started off in the kitchen. Our table space was taken up by small fermenters.” After making craft beer for nearly 20 years, Hillary and Diane fell in love with making fine wine. Their hobby quickly became a business, selling more than 15,000 bottles of their handcrafted wine in 2016 and over 19,000 in 2017. “Making wine became a passion. Over the years, we were encouraged to do it commercially,” said Hillary. “It grew so fast, we couldn’t believe it. We thought it would just be a small mom and pop business, but it just exploded.” Growing a Dream Before opening their boutique winery, they visited the Oklahoma Small Business Development Center where they learned about the USDA Farm Service Agency’s (FSA) loan opportunities.

We also recognize the childhood diabetes epidemic and the fact that most food that children eat is grown and trucked over 1,500 miles on average before hitting the plate. We thought that growing year ‐round in a controlled environment may be one way we could help change what children are eating. If our research proved successful, which it did, we would find that schools are willing to partner with farmers to educate children and put healthy, local fresh ‐grown produce on the menu. We learned that schools need local farmers as much as local farmers need schools to buy their produce. While cost is still the number one factor prohibiting more schools from buying direct from local farmers, the educational benefits of the Farm to School Program in Oklahoma is what can help students learn to relate better to the foods they eat. Project Approach : The Specialty Crop grant awarded to Copper Bear Farms enabled us to research the costs to build and operate a hydroponic greenhouse to grow during school months and provide tomatoes and fresh lettuce to the students at St. Mary’s Catholic School of Guthrie in hopes students would eat more fresh produce and we, as farmers, could better understand the barriers to getting our product into schools through the Farm to School program.
