Minutes of the Meeting of the Cumnor Parish Council held in The United Reformed Church Hall, Leys Road, Cumnor on Monday 5 August 2019 at 7.30pm

Present. Council approved bringing forward of the agenda item 14 ii approval of expenditure to carry out tree work. 273/19 Minutes of the Meeting of the Parish Council held on Monday 1 July 2019. After all payments are made the Santander Community Account will be in credit at £96,656.14. 2. The Council has the following debtor for 2019/20: HMRC (Reclaimable VAT) £3,502.35. 3. Electronic payment for invoices 53b, 54 and 55 and cheque payment 54 were approved between meetings. 4. As at 17 July 2019 the Corporate Notice account held a credit balance of £72,641.30. 278/19 Public Participation. A resident informed the Council that 3 healthy trees outside of Waylands Volvo, had been chopped down. A recent planning application P19/V0209/A for external and internal alterations and signage did not mention the removal of the trees. The Clerk would make enquiries. (Clerk’s Note: The CEO of Waylands Volvo was contacted who replied that the trees were not as healthy as they looked and it is their intention to plant 3 new trees during the appropriate planting season.)

FINANCE 279/19 Expenditure. Council RESOLVED to approve the quote from Thames Valley Tree Cart Ltd of £275 + VAT to carry out tree works to a Norway Maple on Common Land Appleton Road, Cumnor and a Willow at Closes Field, Appleton Road, Cumnor. 2 parishioners left the meeting.

REPORTS 280/19 Report from County Councillor(s). CC Roberts reported. Funding for minor improvements to the bridleway at Hurst Lane to was available but this could not be used to fund repairs to the road surface of Hurst Lane. As Hurst Lane is neither Highway nor privately owned but Common Land permission from the Secretary of State would be required for any changes. Oxfordshire Cycle Survey 2019 is open until 6 September 2019. The survey will identify what improvements are needed to make the cycle network more attractive. At the Vale July 2019 Council meeting the following motions were proposed:  To write to SODC about the impact of their Local Plan on potential loss of infrastructure

110 funding. Motion lost.  That the Oxford to Cambridge Expressway be abandoned, that the cost of the scheme be invested in the East-West Rail link and that all future transport schemes be subject to full consultation and environmental assessments. Motion passed. The Leader of Council would write to Layla Moran MP, Ed Vaisey MP and the Minister of Transport to make clear the Council’s position. A Climate Emergency Advisory Committee was established. The Taxi Licensing Panel would be updating its policy. DC Roberts reported. The expected maintenance repair to the road surface of Forster Lane, Cumnor, owned by VWHDC, has not been outsourced to OCC as previously reported. There appears to be a legal problem with access and who is responsible for repairs, as property owners have a deed of variance attached to the deeds which states that the responsibility for the maintenance of the road outside the property is down to the property owner. Not all properties are privately owned and some belong to Sovereign Housing Association. This matter would be looked into. 1 parishioner left the meeting. 282/19 Reports from Representatives on Outside Bodies. i. Cumnor Conservation Group. Chris Westcott reported that the minutes of the meeting held on Tuesday 9 July 2019 had been made available to Council (minute 294/19). The Village Pond was showing improvement in water quality and Council would need to consult with Natural England in September 2019 when the Higher Level Stewardship expires in May 2020. As mentioned in Sarah Davey, Natural England (minute 293/19) there is a problem with Ragwort at The Hurst. The CCG had arranged a clearing party to remove as much of the Ragwort as possible. ii. Parish Transport Representative. Alison Jenner reported that the minutes of the meeting would be circulated to Council. OCC representatives gave a presentation setting out the position for LTP5 (Local Transport Plan). iii. North and West Parish Expressway Group. Julia Richardson read out notes supplied by Fiona Newton who attended the meeting on behalf of Council. Bev Hindle Director Oxford Growth Board confirmed his understanding that there would be a consultation from the department for Housing on the OxCam Arc this summer. No Expressway Alliance (NEA) were crowdfunding. Chris Church (Friends of the Earth Oxford) would be attending the NEA meeting and would discuss template letters, posters etc as a resource for individual parishes. Fiona suggested that parishes could contact the TVERC (Thames Valley Environmental Records Centre) for data and map of designated sites and summary of species to produce a wider map of the area as evidence. Oxford University were working on an app that would enable interactive mapping of LWS, SSSI, ancient woodland, listed buildings, local green spaces etc. The next NAWPEG meeting would be held on Monday 9th September.

COUNCIL 283/19 Cumnor Parish Fit for the Future Terms of Reference. With a minor amendment Council RESOLVED to approve the TOR’s.

FINANCE 284/19 Quarterly Financial Summary as at 26 June 2019 was noted. i. Quarterly bank reconciliation as at 26 June 2019 was verified by Julia Richardson. ii. Cash flow quarterly bank reconciliation from 1 April 2019 to 26 June 2019 was verified by Julia Richardson 285/19 Expenditure. Council RESOLVED to approve the quote from Ady Podbery Grounds Care of £335 + VAT to carry out various tree works at Closes Field, Meadow Close and Glebe Play Park.

RECREATION AND PLAYING FIELDS 286/19 Update on Current Matters. Dona Foster reported that the Teddy Bear bin had been vandalised and the inside of the slide and drums had been graffitied. The Clerk would arrange for the bin to be replaced and the removal of

111 the graffiti.

HIGHWAYS 287/19 Ad-hoc Grass Cutting of Grass Verges in the Parish. No requests received. 288/19 Draft Minutes of the Highways Committee meeting held on Tuesday 16 July 2019. Received. 289/19 Draft Minutes of the Informal OxCam Expressway Working Party meeting held on Thursday 27 June 2019. Received. 290/19 Speed Reduction on Cumnor Hill. The Clerk reported that a meeting had taken place on Friday 26 July 2019 with Lee Turner and Mark Francis, Highways, OCC and local residents to discuss reducing the speed from 40mph to 30mph. Council has commissioned 3 speed surveys to be carried out over 24 hours for 7 days after the Summer holidays. This data would then be sent to Lee Turner and if it passes the strict criteria a formal consultation can be carried out. Lee Turner would source any funding available and agreed to install 2 ‘Children Crossing’ signs by the central safety crossing point by Kimmeridge Road. 291/19 Update on Other Current Matters. The Clerk reported that the bus shelter opposite Nobles Lane, B4044 Eynsham Road had recently been involved in a road traffic accident. Although this was not an agenda item, due to it being a health and safety issue, Council RESOLVED to approve expenditure of £3,285.00 + VAT to remove the damaged bus shelter and replace it like for like. An insurance claim would be made.

ENVIRONMENT AND CONSERVATION 293/19 SSSI Site Cumnor Hurst. Council noted the report from Sarah Davey, Natural England following a site meeting on Wednesday 19 June 2019. 294/19 Draft Minutes of the Cumnor Conservation Group Meeting held on Tuesday 9 July 2019. Received. 295/19 Update on Other Current Matters. None.

NEIGHBOURHOOD DEVELOPMENT PLAN 296/19 Draft Minutes of the Neighbourhood Plan Steering Group held on Monday 15 July 2019. Received. 297/19 Update on Other Current Matters. Chris Westcott reported that Fiona Newton had arranged a meeting with Neighbourhood Plan Officers, VWHDC to discuss feedback on the draft Neighbourhood Plan.

PLANNING 298/19 Draft Minutes of the Planning Committee Meeting held on Monday 15 July 2019. Received. 299/19 Submitted Planning Applications. The Cumnor Parish Big Survey, part of the emerging Cumnor Parish Neighbourhood Plan, which was sent to 1,003 households, addressed current and future housing needs. Residents were asked whether anyone in the household was considering downsizing to a small property in the future. Comments received indicated that there was a need as there is a distinct shortage in the parish of well designed, suitable, smaller accommodation. Approval of this proposal would remove the opportunity for the older residents of Cumnor to downsize to suitable accommodation whilst remaining in the area. iii P19/V1691/HH 46 Forster Lane, Cumnor, Oxford OX2 9QR Demolition of rear conservatory to make way for new flat roof extension and demolition of front single-storey extension to make way for new single-storey extension. No Objections. iv P19/V0424/FUL Land to the rear of 89A-93 Eynsham Road, Dean Court, Oxford OX2 9DG amended Construction of 8 x flats (5x1 bedroom and 3x2 bedroom) on three floors. details Amended plans received 17/7/2019 to show amended site plan, car parking, bin storage, amended materials and additional arboricultural information.) Fully Supports. The Cumnor Parish Big Survey, part of the emerging Cumnor Parish Neighbourhood Plan, which was sent to 1,003 households, addressed current and future housing needs. Residents commented on the need for affordable and smaller homes for young single people, young families and elderly people. Further meetings are due to be held in 2019 on Mondays: 7 October, 4 November and 2 December in 2020: 6 January, 3 February, 2 March and 6 April in United Reformed Church Hall, Leys Road, Cumnor. The next Annual Parish Meeting will take place on Tuesday 5 May 2020 at 7.30pm venue to be advised.
