• Per State of Executive Order N-29-20, and in the interest of public health and safety, we are temporarily taking actions to prevent and mitigate the effects of the COVID-19 pandemic by holding beach preservation commission meetings and other public meetings electronically or by teleconferencing. • All public meetings will comply with public noticing requirements in the Brown Act and will be made accessible electronically to all members of the public seeking to observe and address the beach preservation commission. • Beach preservation commission meetings can be watched via livestream or replayed on the city website at www.carlsbadca.gov. • You can participate in the meeting by e-mailing your comments to parks and recreation department at [email protected], subject line beach preservation commission, prior to commencement of the agenda item. PUBLIC COMMENT: In conformance with the Brown Act and California Executive Order No. N-29-20, a total of 15 minutes is provided so members of the public participate in the meeting by submitting comments as provided on the front page of this agenda. VII. DEPARTAMENTAL REPORTS

1. SR # 0601-1 FOUNDATION ACTIVITIES The Batiquitos Lagoon Foundation in partnership with the California Department of Fish and Wildlife will provide an update on lagoon preservation activities.

2. SR # 0601-2 NORTH BEACH CLEAN UP EVENT The Commission will discuss with city staff the planning of a beach cleanup event on the city controlled north beach and determine when to proceed with the event.

3. SR # 0601-3 STATE OF CALIFORNIA DEPARTMENT OF PARKS AND RECREATION ACTIVITIES Staff will provide a summary of activities on behalf of State of California Department of Parks & Recreation, San Diego Coast District, North Sector.

CALL TO ORDER Chair Briggs called the meeting to order at 10:00 a.m.

DEPARTMENTAL REPORTS

1. SR # 0406-1 TRI-ANNUAL WORK PLAN UPDATE The Commissioners reviewed the goals and tasks of their annual work plan, which states the following: 4. Tri-annually report the progress on completing Goals and Tasks of the BPC’s Work Plan. a. Participate in the review of these goals and tasks during an agenda item scheduled every other meeting of the BPC.

Parks Planner Michael Tully facilitated the discussion by presenting slides with the goals and tasks for the Commissioners review and comment.

G1. Gain a better understanding of local shoreline preservation and beach nourishment projects.

Chairperson Briggs commented on the changes of the shoreline he observed in relationship to periodic sand replenishment cycles and asked the Commissioners about their feedback on the matter. The Commissioners have noticed fluctuations of the sand volume on the beach and, most agreed there had been improvements in many areas. However, some other areas, such as Ponto State Beach seemed to lose sand and become rockier each year. Vice Chair Steindlberger asked if the City of Carlsbad is looking into long term solutions to retain sand in the beaches. Mr. Tully explained the Local Coastal Plan may include various beach retention strategies.

G2. Encourage private and public representatives to be engaged and work together on protection and enhancement of local beaches.

Chairperson Briggs recommended that the Beach Preservation Commission further postpone the beach clean-up event until COVID-19 guidelines allow for such events. Parks & Recreation Director Kyle Lancaster suggested that the Commission discuss potential beach cleanup event dates at the next meeting, once county COVID-19 restrictions are likely reduced. Next, the commission requested updates from each of the three lagoon foundations and California State Parks on their activities as they relate to shoreline preservation. City staff was tasked to reach out to the lagoon foundations and California State Parks to schedule their presentations at future BPC meetings.

G3. Participate in outreach opportunities to related protection and enhancement of local beaches.

Chairperson Briggs commented on the need for increased trash management along the Carlsbad Boulevard across from Claude "Bud" Lewis Carlsbad Desalination Plant. Mr. Lancaster stated that the responsibility lies within the Parks & Recreation Department and assured that staff will look into the matter.

Next, Chairperson Briggs recommended that California State Parks provide an overview of their education program, particularly as it relates to the eroding tidepools and animals on the beach. Vice Chair Steindlberger mentioned Carlsbad High School’s instructor who educates students on tidepools and marine life and recommended reaching out to Carlsbad High School to gain a better understanding of their educational program and volunteer opportunities.

Additionally, Commissioner Prietto brought up the issue of patrons bringing their dogs to Carlsbad beaches, especially near the mouth of Buena Vista Lagoon. Mr. Lancaster clarified that dogs are not allowed on beaches within Carlsbad, per municipal and state regulations. The need for enforcement of the regulations was discussed amongst commissioners; Mr. Lancaster assured the commissioners that staff will relay the information to the city’s Police Department and California State Parks.

2. SR # 0406-2 STATE OF CA DEPARTMENT OF PARKS & RECREATION ACTIVITIES Parks Planner Michael Tully stated he did not receive any updates to report on behalf of the State of California Department of Parks & Recreation. Mr. Tully reported the dredging of Agua Hedionda Lagoon and sand deposition onto state beaches was essentially complete. The contractor will be demobilizing from the project site over the next couple of weeks.

COMMISSIONER/COMMITTEE REPORTS Chairperson Briggs encouraged the Commissioners to bring forth ideas for outreach, volunteer and educational efforts. Mr. Lancaster advised on the various options that are available to the Commission for its outreach efforts.

Subject: North Beach Clean-Up Event

Recommended Action Approve a date for a beach clean-up event to be held on the city controlled northern beach.

Discussion At the Feb. 4, 2020, Beach Preservation Commission meeting, the Commission received a staff report (Exhibit 1), then nominated and appointed Commissioners Briggs, Prietto, and Steindlberger as an ad-hoc committee to work with Parks & Recreation staff to plan and coordinate a beach clean-up event on the city-controlled northern beach. At the Oct. 6, 2020 Beach Preservation Commission meeting, the Commission received a staff report (Exhibit 2) and comments from the ad hoc committee on the plans and potential schedule for the beach clean- up event. The Commission decided that, due to the State of California’s COVID-19 pandemic red tier reopening status, the beach cleanup would be postponed until the County of San Diego was moved to a lesser tier. With the recent and anticipated changes to the state’s COVID-19 pandemic tiered reopening system, a date for the beach cleanup event may now be considered.

Recommended Action Solicit nominations for and elect ad-hoc committee members for planning and coordinating a northern beach clean-up event.

Discussion On Dec. 3, 2019, the Commission received a staff report on Beach Grooming Analysis (specific to the northern beach in Carlsbad) [Exhibit 1]. Volunteer beach clean-up events are one of the grooming opportunities described in that staff report. At the conclusion of that Beach Preservation Commission meeting, the Commissioners requested a future meeting agenda item to consider the formation of an ad-hoc committee to plan and coordinate a northern beach clean-up event.

Elections will be conducted for an ad-hoc committee for a northern beach cleanup event. After nominations have been received and accepted, the Commissioners will vote to elect the ad-hoc committee for a northern beach cleanup event.

Executive Summary On Dec. 3, 2019, the Commission received a staff report on Beach Grooming Analysis (specific to the northern beach in Carlsbad). Volunteer beach clean-ups are one of the grooming opportunities described in that staff report. At the conclusion of that Beach Preservation Commission meeting, the Commissioners requested a future meeting agenda item to consider the formation of an ad-hoc committee to plan and coordinate a northern beach clean-up.

On Feb. 4, 2020, the Commission nominated and appointed Commissioners Prietto, Briggs and Steindlberger as the ad-hoc committee for this purpose. Since the appointment, the ad-hoc committee has been meeting regularly with Parks & Recreation Department staff to plan and coordinate a beach clean-up. The ad-hoc committee’s primary focus was on a clean-up schedule, public safety protocols during the COVID-19 pandemic, and public outreach. Findings will be presented by ad-hoc committee representative Briggs. Upon receiving the report, the Beach Preservation Commission will determine whether to proceed with the northern beach clean-up.

Below are updates for California State Parks. I am not able to attend the meeting on June 1. Please share these updates with the commission.

1. Agua Hedionda Dredge Project This project has been completed, all equipment and laydown areas have been demobilized and the volleyball courts have been reestablished south of the warm water jetties. 2. Volleyball on the State Beach Beach volleyball play is open on a limited basis for Youth Day Camps and Single Household/Family Play. 3. Bluff Native Plant Project California State Parks has some habitat restoration in progress along the bluffs near the south end of the campground as well as the bluffs at South Ponto. 4. Camp Store at South Carlsbad Campground The camp store is open at this time. We anticipate the attached restaurant to open in June 2021. 5. North Sector Office Adobe Wall Repairs The long awaited repairs to the corner of the North Sector Office at Beech Ave. and Carlsbad Blvd. are in progress. The adobe block work has been completed. A contractor will install the cement caps soon. 6. South Carlsbad State Beach Campground The campground is open and booking up for the summer. 7. Tide pool Interpretation Based on current public health guidelines we do not have any in person programing scheduled. 8. Dogs on the beach Dogs are not allowed on beaches, within the City of Carlsbad, managed by California State Parks. This continues to be a challenge in the Terre Mar area. We have increased our law enforcement patrols in this area to provide better public education. We have also increased our social media messaging. We will continue to monitor.

PUBLIC COMMENT Robert Wilkinson’s email regarding the issue of street trees in the Village and Barrio neighborhoods was read for the Commissioners.

DEPARTMENT REPORTS 1. SR # 0321-1 DEPARMENT REPORT Recreation Services Manager Mike Pacheco and Parks Services Manager Tim Selke reported on recently completed, ongoing and upcoming Parks & Recreation Department programs, events and park projects.

Chair Luna had some questions on the Hub Park Trail and the Coastal Rail Trail connectivity. Mr. Selke explained the connectivity of the trails in that area was not part of the scope of the current project. Commissioner Simons requested some clarity on organized sports playing indoors. Mr. Mike Pacheco will get further clarification with the County of San Diego and follow up with the Commissioner. Commissioner Steketee inquired about the length of the service contracts for parks maintenance services. Mr. Selke stated that the contracts are for two years, with the option for another two–two year terms. Commissioner Steketee inquired about the etiquette for ebikes and sharing the road on trails with runners and walkers. Mr. Selke and Parks & Recreation Director Kyle Lancaster advised of the multi-modal intent basis of most citywide trails and the need for courtesy in granting the right of way. Commissioner Sebahar voiced his concerns regarding safety issues with the ebikes. Staff acknowledged the potential for additional education and outreach and will work with the Parks Planning Section and the Communications Department in order to get the information out to the public. Staff will include an update on a future department report.

APPROVAL OF MINUTES: By a 6/0/1 vote(Commission Luna abstained), the Planning Commission voted to continue the minutes of the April 7, 2021 Planning Commission meeting.

1. CDP 2020-0044 (DEV2020-0254) – GIBSON FAMILY RESIDENCE – By a 7/0 vote, the Planning Commission approved on consent a Coastal Development Permit to allow for the construction of a 3,266-square-foot, one-story single-family residence with a 807-square-foot attached garage on a 0.40-acre vacant lot located on the southwest corner of Park Drive and Hillside Drive within the Mello II Segment of the city’s Local Coastal Program and Local Facilities Management Zone 1.

2. CDP 2020-0018 (DEV2020-0111) – FORESTER RESIDENCE – By a 7/0 vote, the Planning Commission approved on consent a Coastal Development Permit to allow for the demolition of an existing residence and the construction of a new 4,085 square foot single-family residence within the Mello II Segment of the city’s Local Coastal Program located at 4464 Adams Street within Local Facilities Management Zone 1.

3. SDP 2018-0014/MS 2018-0011 (DEV2018-0156) – 635 PINE AVE CONDOS – By a 7/0 vote, the Planning Commission recommended approval of a Site Development Plan and Tentative Parcel Map to construct a four-unit residential air-space condominium project on a 0.19-acre site in the Pine- Tyler Mixed-use (PT) district of the Village and Barrio Master Plan on property generally located at 635 Pine Avenue In Local Facilities Management Zone 1.

4. SUP 2020-0001/HMP 2020-0001 (PUB2020-0003) – VISTA-CARLSBAD INTERCEPTOR REACH 1 – By a 7/0 vote, the Planning Commission approved the upgrade, realignment, and rehabilitation of the existing Vista-Carlsbad (VC) Interceptor Reach 1 access road to provide more reliable access to the VC1 pipeline and manholes for maintenance and during heavy rainfall events generally located south of SR 78, north of Buena Vista Creek, and between the eastern terminus of Haymar Drive (west of College Boulevard) and the western terminus of Haymar Drive (east of El Camino Real) in Local Facilities Management Zone 25.

2. SR # 0421-2 DEPARTMENT REPORT The Commission received a report on recently completed and upcoming Senior Center activities and programs, as well as other topics of interest by Recreation Area Manager Margaret Hamer.

1. Minutes of the Historic Preservation Commission special meeting held on April 15, 2021. ACTION: Approved Minutes as presented – 3/0/0/2 (Díaz – Abstain, Schreibman - Abstain).

2. Commission Liaison Smithson welcomed the two new commissioners, Commissioner Raúl Díaz and Commissioner Patty Schreibman. Commissioners and staff introduced themselves.

3. Commissioners discussed properties of concern and reviewed a list of historic properties within the City of Carlsbad.

4. Commission Liaison Smithson reviewed the 2020-21 Work Plan and the status of each item. Commission Liaison Smithson stated that the Commission Work Plan for FY 2021-22 will be discussed at the next Historic Preservation Commission meeting on July 12, and the Chair and Vice- Chair of the commission will be elected at that time.
