Xi’an Urban Road Network Improvement Project with ADB Loan

External Monitoring Report for RP Implementation Xi’an serves as the capital as well as the political, economic and cultural center of Shaanxi Province. As one of the most important growth poles in West China, Xi’an realized average annual growth rate of population of 1.85% and annual growth rate of GDP of 13.5% from 2000 to 2007. During the period, the annual growth rate for total number of registered vehicles was 12.2%. An effective urban road network is essential for the development of a city and can ensure that all the functions of the city are performed efficiently and social and economic development is facilitated. In recent years, the construction level, service level and operation efficiency of urban infrastructure in Xi’an have been improved greatly, but there are still some problems. For example, the road network is not very efficient, the links among different roads are limited, and some roads have too much traffic; urban entrance and exit have traffic jams, and it is difficult to connect with the expressways; east-west and south-north arterial roads in old urban area are faced with big pressures; there are less pedestrian crossing facilities, and pedestrians, vehicles and non-motor vehicles intermingle in a manner that impacts all three adversely; lack of parking facilities force vehicles to park on the side of the road, exacerbating traffic congestion. To build an efficient, convenient, and environmentally advantageous modern traffic system, perfect urban infrastructure system, and comprehensively improve urban service functions, Xi’an plans to make use of an ADB loan, and attempts to promote the construction and systematic management of urban integrated transportation system by an all-round and overall scheme, thus facilitating the sustainable development of urban economy. The project will build connecting lines for urban road, interchanges, develop bus priority, construct non-motor vehicles roads, improve pedestrian safety, construct comprehensive transportation hub, enhance traffic management, and control traffic emission. In January 2012, Xi’an and ADB signed an agreement on loan of US$ 150 million. In order to better solve the urban traffic problems, relieve traffic jam, improve road safety, enhance the urban carrier function and ensure a rapid, sound and ordered development of the city, Xi’an Municipal People’s Government uses the loan of Asian Development Bank (ADB for short) to initiate the urban road network improvement and public facilities construction project in Xi’an, including (i) road and bridge improvement; (ii) pedestrian safety; (iii) comprehensive transportation facilities; (iv) intelligent transport system (ITS) and safety education for drivers; (v) environment protection enhancement. Besides, the project provides EA/IA with consulting service for project management and capacity building. See Figure 1-1 for the location plan of road network improvement subproject.

Figure 1 Location plan of road network improvement subproject Only subprojects 1 and 3 in the project involve resettlement. The resettlement plan was formulated in 2011. In September 2012, the project implementation agency determined the first batch of subprojects (east section of Kunming Road, Zhuhong Road-North 2nd Ring Interchange, Zhuhong Road-Fengcheng 4th Road Interchange, Hongmiaopo Interchange, and Xinghuo Road Interchange) and finished their primary design schemes. In March 2013, the resettlement plan was updated in accordance with the primary design and the updated plan was approved by ADB in September 2013 (hereinafter referred to as “the updated resettlement report for the first batch of subprojects”). In April 2014, the project implementation agency determined the preliminary design scheme for Fengcheng 8th Road-Taihua Road Interchange subproject, and the resettlement plan was updated based on the preliminary design. The updated plan was obtained by ADB in Decemebr 2014 (hereinafter referred to as “updated resettlement plan for Fengcheng 8th Road-Taihua Road”). In April 2014, the project implementation agency determined the preliminary design scheme for Dazhai Road subproject and the updated resettlement plan of Dazhai Road was approved by ADB in November 2015. In September 2015, the project implementation agency determined the preliminary design scheme for Keji 2nd Road subproject. ADB approved the updated resettlement plan of Keji 2nd Road in May 2016.

I. Implementation Schedule of Project 1. The overall implementation schedule for road & bridge improvement subprojects is as below: (1) Kunming Road: Design change of road. In the original design, Kunming Road, after extension, would cover the polluted river channel. Based on the modified design, however, a river-crossing bridge that will become a part of expressway corridor in Xi’an will be constructed. The feasibility research on

2 expressway corridor has been approved by the municipal government. Due to design change and delay of implementation, Xi’an Urban and Rural Construction Commission and Xi’an Urban Infrastructure Construction Investment Group Co., Ltd. will make use of the government funds to construct roads. By the end of June 2016, the land acquisition and demolition work was not started. (2) Zhuhong Road-North 2nd Ring Interchange: The original design scheme involves the demolition for Community of Sinohydro Corporation Engineering Bureau 15, but based on the evaluation of social stability risks required by Xi’an Municipal People’s Government, only 89% of residents agree to the removal, failing to meet the requirement (95%). Hence, west-north cloverleaf with left-hand turns in the original design is changed into a west-north directional ramp with left-hand turns, avoiding the demolition for Community of Sinohydro Corporation Engineering Bureau 15. Currently, all of the land occupied by the project is allocated state-owned land1. The demolition problem of a public toilet left during the inspection of ADB delegation in September 2014 was completely solved in the end of May 20152. In June 2016, the principal part of the interchange was completed and the interchange has been open to traffic in the north and south direction. (3) Zhuhong Road-Fengcheng 4th Road Interchange: According to the updated resettlement report for the first batch of subprojects, Zhuhong Road-Fengcheng 4th Road Interchange involves no land acquisition and demolition. But the migration of some trees and water supply pipeline network are involved, which has been finished. Besides, the invitation of tender for civil engineering has been accomplished, and construction conditions are possessed. The project is being implemented in accordance with the schedule, main works for bridge of mainline have been completed and marked line and lighting engineering is under construction. The main bridge was open to traffic on May 26, 2016. (4) Hongmiaopo Interchange: The northeast, northwest and southwest corners of Hongmiaopo Interchange involve no land acquisition. 104 households in Fangxin Community of Fangxin Group under the jurisdiction of State-owned Supervision and Administration Commission of Xi’an People’s Government will be affected by the southeast part of the project. On December 17, 2015, Xi’an Qujiang Heritage Site Area Preservation and Development Office held the demonstration meeting of compensation scheme for housing acquisition of Hongmiaopo interchange project. The acquisition announcement for Hongmiaopo interchange project Announcement of Xi’an Municipal People’s Government on Determining Housing Acquisition (Shi Fang Zheng Gao Zi [2016] No.1) was obtained on March 22, 2016. Currently, the asset value evaluation for 88 affected households has been accomplished, and the initial resettlement agreement has been signed with 25 affected households. For the rest households, asset value evaluation and negotiation of signing resettlement agreement are being conducted. The enclosure formalities for main part of the interchange project have been handled and construction has been started. And rainwater pumping station and pipeline are under construction. The pipeline migration and structural construction of main maintenance poles will be conducted with enclosure in case of hazy weather.

The original contract is still effective. 3

(5) Xinghuo Road Interchange: 11 households in Fenghe Village at west side of Xinghuo Road will be affected, and land acquisition and demolition of the households will be included in the urban village reconstruction plan for over 1,700 households in Fenghe Village, but the reconstruction work has made no breakthrough. seven enterprises and public institutions and 147 residents in Railway Community at east side of Xinghuo Road will be affected, and after negotiation with Housing Management Department of Xi’an Railway Bureau for many times, The evaluation on Xitie Bachelor Apartment and Xitie Residential Building has been finished at present, and the evaluation on all non-residential houses (7 enterprises and public institutions and 15 stores facing the street) has been completed. So far, the agreement on acquisition compensation has been signed with 5 households (two for units and three for stores); the doors and windows of five stores facing the street have been demolished. It is difficult to come to an agreement with the Bureau of Railway Management on the affected railway maintenance buildings at the west side of the construction site. POM will change the project design to avoid the influence on the west part of construction site. Currently, auxiliary road and rainwater pipeline under the auxiliary road at west side to south of Xinghuo Road and West Ziqiang Road have been constructed. Traffic dispersion line 134m long and 4.5m wide for west auxiliary road at Xinghuo Road (Fenghe Road-East Xinghuo Lane), D 3,000mm pipeline 206m long for moat water-break engineering, D 4,000mm pipeline of 188m, Φ600 maintenance piles for moat water-break, and 18 Φ800 maintenance piles for main works have been completed. (6) Fengcheng 8th Road-Taihua Road Interchange: Main resettlement activities for the subproject include information manual provision, mobilization meeting, policy publicity, as well as detailed measurement and investigation by Land and Resources Bureau and real estate evaluation company from January to June 2015. Contract on the interchange engineering was signed with Xi’an Urban Infrastructure Construction Investment Group Co., Ltd. on November 16, 2015 and filed by Xi’an Urban and Rural Construction Commission on November 19. By the end of December 2015, the land acquisition and demolition agreement for Fengcheng 8th Road-Taihua Road Interchange subproject was signed, By May 20, 2016, the houses at the southeast corner of the interchange was demolished, with demolished area of about 5,926m2; garbage at the site was collected, and funds of RMB 9.367 million Yuan was paid. However, garbage of 60,000-70,000m3 within the red line of road at the northeast corner was not collected. There are 57 stores, with building area of about 5,000m2 and now the demolition office has organized and convoked a removal and relocation meeting. The northwest corner involves one green square, and three two-storied buildings, with building area of 5,000m2, which involves no resettlement. (7) Dazhai Road: The resettlement plan of Dazhai Road has been updated and reported to ADB and approved. By December 30, 2015, the collective land involved in project was rented by the Administrative Committee of Yuhua Industrial Park. The Administrative Committee of Yuhua Industrial Park is negotiating with Erfuzhuang Village and Minqizhai Village, and attempts to completely acquire the collective land in the two villages through urban village reconstruction. Then the village collection and peasant households will be compensated according to the price of land acquisition. In November 2014, the implementation plan on Urban Village Reconstruction of Erfuzhuang Village was reported to Xi’an Urban Village Reconstruction Office from Yanta District Urban Village Reconstruction Office. All 4 residential houses and most enterprises and public institutions involved in the project have been demolished, and seedlings have been moved. Shaanxi Jianxin Doors & Windows Factory still has a leftover problem. Due to the time-based effect of evaluation report, the previous evaluation report for the factory has lost its efficacy, and the implementation agency reevaluates it. The latest evaluation report has come out and negotiation on demolition agreement is being conducted with enterprises. The Administrative Committee of Yuhua Industrial Park spent RMB 800,000 Yuan on installing self-help water supply machine in Erfuzhuang Village on December 2014, so as to solve the water supply problem of Erfuzhuang after the demolition of water tower. As for Zhongbaozi Village of Lianhu District involved in the project, the enclave has not been acquired, and the financial problem has been solved; the four enterprises of Heping Industrial Park involved have reached verbal agreement that they will dismantle the buildings within the red line of road, and will not affect construction entry, which provides a guarantee for the on-site construction. (8) Keji 2nd Road: The preliminary design of Keji 2nd Road project was completed in September 2015, ADB approved the updated resettlement plan of Keji 2nd Road in May 2016.. Land in the section of Dingjiaqiao Village has been provided after the urban village reconstruction, and by the end of 2015, building demolition and garbage collection in the section were completed; an agreement on the land acquisition and demolition for the section of Xi’an International University has been reached with Xi’an International University and village collective, and the compensation agreement has been signed, and building (structure) demolition on the ground has been started since November 14, 2015. Currently, the land acquisition work meeting of Xiaoyanzhuang Village was held on January 11, 2016, and the matters on land acquisition are being discussed; demolition involves 29 households in the section of Xiaoyanzhuang Village, and after the land acquisition, homestead of 29 households will be demolished first; an agreement on the land acquisition and demolition of Fenghui Apartment in Yuhuazhai Village was signed with the owner and village collective in September 2014, building demolition and garbage collection have been finished; an agreement on the land of Bodi School has been signed with the owner and village collective, and seedlings have been migrated; a consensus on the land acquisition and demolition in Yuahua Industrial Park has been reached with Ruier Kang Container Plant, Sirui and Gaorui, compensation agreement for demolition has been signed with three enterprises, relocation involving workshop equipment has been completed, handover formalities for vacant room have been handled, demolition has been started, and building demolition and garbage collection have been accomplished, meeting the road construction requirements; it was agreed in urban village reconstruction in the end of 2013 that the land in Yingfazhai Village was reserved by the government. Tomb and nursery stock migration has been finished, but the certificate for state-owned land use right has not been obtained; the agreement on collective land acquisition involved in Yuhuazhai section was signed in the middle of June 2016. 2. Multimodal Interchange Facilities (MIF) subproject covers four comprehensive traffic hubs (Xi’an North Railway Station, Xi’an National Civil Aerospace Industrial Base, Yuhuazhai and International Trade & Logistics Park), five multistory parking garages, and five CNG Stations (included in four comprehensive traffic hubs, with the addition of Mujiangwang CNG Station). The overall implementation schedule is as below: 5

(1) Four comprehensive traffic hubs: The land for Bus Parking Lot of Xi’an North Railway Station was handed over to Xi’an Urban Infrastructure Construction Investment Group Co., Ltd. in December 2014. So far, Xi’an Urban Infrastructure Construction Investment Group Co., Ltd. has obtained written decision on state-owned construction land allocation as well as the approval from land resources department, Acquisition of road and greenbelt land has been completed. and construction land use permit is being handled, and the certificate for land use right has not been obtained. Yuhuazhai Transfer Station has been canceled. Xi’an Urban and Rural Construction Commission and Xi’an Urban Infrastructure Construction Investment Group Co., Ltd. proposed to build another traffic hub in the west of Xi’an. However, by the end of June 2016, the place was not determined. The site selection of Xi’an National Civil Aerospace Industrial Base has been confirmed. The area of land acquired is reconfirmed to be 45 mu. Publicity was conducted by meeting, information inquiry, etc. was conducted to the affected persons in July 2015. The information includes basic information of project, project progress, housing demolition, compensation standard and removal for other facilities, appeal treatment mechanism, etc. By the end of January 2016, work was finished for the land acquisition and demolition of the project including: 1. signing of Land Acquisition Agreement; 2. work content of bidding agency (100%), and design bidding prepared to be started. 3. the draft due diligence report on project land acquisition and demolition has been completed.4. Preliminary design is being done. The next step is to rapidly complete the compensation for ground attachment, rapidly clean the site, and strive to complete all land acquisition as soon as possible. The design schedule and land occupation for traffic hub of Xi’an International Trade & Logistics Park have not been determined yet. (2) Five multistory garages: By the end of June 2016, the site selection of five multistory garages has not been determined. In view of the difficulty in acquiring land within the 2nd Ring Road, Xi’an Urban Infrastructure Construction Investment Group Co., Ltd. suggests that the subproject should be cancelled. (3) Gas and CNG CNG Station: The original site of Mujiangwang CNG Station fails to meet the business demand, however, by the end of June 2016, an alternative site was not found. Therefore, Xi’an Urban Infrastructure Construction Investment Group Co., Ltd. suggests that the subproject should be cancelled.

II. Impact of Land Acquisition and Demolition Xi’an Urban Road Network Improvement Project with ADB Loan belongs to urban road and infrastructure construction project, and road & bridge improvement subprojects cover Keji 2nd Road, Dazhai Road, Kunming Road, Zhuhong Road-Fengcheng 4th Road Interchange, Zhuhong Road-North 2nd Ring Interchange, Hongmiaopo Interchange, Xinghuo Road Interchange, Fengcheng 8th Road-Beichen Avenue Interchange, Fengcheng 8th Road-Taihua Road Interchange; comprehensive traffic subprojects include Bus Parking Lot of Xi’an North Railway Station, CAIB Bus Parking Lot, Yuhuazhi Transfer Station, Transfer Station of Xi’an International Trade & Logistics Park, Yuhuazhai Parking Lot, Bus Parking Lot of International Trade & Logistics Park, Multistorey Parking Garage of Xizhan Community, Ring Road-Taihua Road Multistorey Parking Garage, Xianning Road-Dongguannan Street Multistorey Parking Garage, Mujiangwang CNG Station, CNG Station of CAIB Bus Parking Lot,

CNG Station of Xi’an North Railway Station, Yuhuazhai CNG Station, and CNG Station of Xi’an International Trade & Logistics Park. After formulating the preliminary design scheme for the project, the project implementation agency updated the original resettlement plan (draft) correspondingly and investigated the impact of land acquisition and demolition based on the preliminary design scheme. The affected areas cover three economic and technological development zones, six subdistrict offices and two industrial parks in five administrative districts in Xi’an (Weiyang District, Lianhu District, Chang’an District, Yanta District, ), as well as Xi’an International Trade & Logistics Park, Daming Palace Preservation and Renovation Office, and Daxing Reconstruction Office in Weiyang District. After implementation of the project, the project implementation agency makes an inventory of and registers the number and type of affected objects.

The project implementation agency will be responsible for compensating and recovering the ground attachments and infrastructure according to the replacement price. The ground attachments demolished in each subproject include 3,024 mature trees, 6,069 young trees, 1,860 fencing, two toilets, and 14,860 m2 lawn. Besides, the affected special facilities include 20,105 meters electric wire, 14,490 meters telecommunication wire, 240 power poles, 1,093 meters communication optical cables, 31 transformers, 14 high-voltage towers, 13,667 water pipes, 1 overpass, 2 emergency communication stations, and 227 street lamps. See Table-3 for details, the data in the brackets is the original data of the resettlement plan.

Monitoring of Land Acquisition and Demolition The external monitoring and evaluation of resettlement is made mainly for the monitoring and evaluation of the implementation effect of resettlement, the relocation of special facilities and infrastructures and the use performance of the capital input for resettlement. It mainly includes the resettlement monitoring for urban demolition residents, urban commercial shops, demolition and resettlement for urban temporary building and illegal building, resettlement monitoring for affected enterprises, public institutions, rural demolition residents, and peasants’ production conditions after land acquisition, monitoring for the operation of resettlement agency and resettlement of vulnerable people, as well as investigation into the living standard of affected population and the monitoring and evaluation of resettlement effect. 1. Monitoring scope The monitoring investigation of this project includes three aspects: (1) Follow-up investigation into the impact of land acquisition and demolition; (2) Investigation of social economic for affected area; (3) Follow-up investigation into the living standard of affected people. The main points for the follow-up investigation of land acquisition and demolition are shown as follows. a. The number of land, demolished buildings and various special facilities as well as affected population in the implementation area of this project. b. The cost and replacement cost for demolition content of the project as well as the compensation for demolition. c. The economic conditions of the affected households. d. The economic conditions of the affected areas. e. The bearing capacity of affected people for land acquisition and demolition. f. The affected people’s attitudes towards land acquisition and demolition and resettlement policy as well as the economic rehabilitation strategies g. The opinion and attitude of the general public for the construction of this project.

The main points for the social economic investigation of affected areas are shown as follows. a. The general situation of administrative region in the project implementation area. b. The annual major economic indicator of the project during implementation. c. The distribution of the poor. d. The living conditions of ethnic minorities and women. e. The strategy and status quo of agricultural production and economy rehabilitation in the aforesaid affected areas. The main points for the follow-up investigation of living standard of affected population: a. The information of affected villages includes population, cultivated land and per capita income level. b. The information of sample households include the proportion of employment structure, average asset, per capita income level and the income from relevant production activities. c. The formulation and implementation of economic rehabilitation strategy; d. The affected people’s attitudes and opinions toward land acquisition and demolition and resettlement policy as well as the economic rehabilitation strategy. 2. Monitoring method For the monitoring and investigation of the project impact, it adopts participatory monitoring which gradually becomes mature worldwide in recent years, and the traditional methods for monitoring investigation is also used. The adoption of participatory methods is a highlight of this investigation; its advantage is that by making interested party and non-interested party (independent person) affected by the project as the participator of monitoring investigation, it has realistic and positive significance in control and analysis for the content, progress and result of monitoring, enhancement of the objectivity, systematicness and effectiveness of monitoring, promotion of understanding and recognition among interest parties related to the project, reduction in the negative effects during implementation of the project, and expedition of the successful implementation of the project. The major process and methods for the monitoring investigation of this project are as follows: (1) According to the requirements of participatory monitoring principle, a main step of the land acquisition and demolition monitoring is to form project land acquisition and demolition monitoring advisory committee composed of representatives of project executing agency, local government officials of project area, representatives of the masses impacted by project land acquisition and demolition, representatives of communities in project area and independent expert representatives, etc. The advisory committee can not only provide advisory opinions for content, procedure, progress and other major problems of monitoring work, but also directly participate in the centralized monitoring survey and daily monitoring of the project. In this way, since some members of the advisory committee just live in the project area, they can conveniently conduct continuous, detailed and in-depth monitoring survey on land acquisition and demolition activities of the project and the effect, so as to avoid careless omission and deviation of survey data due to space-time limitation in the past. (2) Use of traditional monitoring survey tools, including on-site survey, door-to-door questionnaire, dictation records, gathering relevant personnel for informal discussion, visit to relevant competent organization, inquiry of statistical data, local chronicles and literatures on laws and regulations. 3. Monitoring process 14

By March 2013, the preliminary design for the first batch of subprojects had completed, and external monitoring for land acquisition, demolition and resettlement had been conducted as scheduled. Up to now, for the subprojects system monitoring survey and baseline survey have been completed: Monitoring work is mainly conducted from two aspects, one is the estimation of monitoring personnel for the influence quantity in project area, while the other is the monitoring of economic life level for the collective and family in project affected area, including the follow-up survey for overview of the social and economic condition and development level, and the follow-up survey for 950 affected households randomly selected from four districts. The survey information mainly focuses on industrial structure, economic advantages and restriction factor, degree of impact of land acquisition and demolition, and main measures for economic recovery in future, apart from the basic information of the households. 4. Monitoring information and data analysis A. Description of social and economic status in project affected area Weiyang District: Weiyang District is located in the northern suburbs of Xi’an, with geographic position of 34°14'50"N~34°26'22"N and 108°47'08E~109°02'21"E. It reaches Bahe River in the east, adjacent to Baqiao District; is near to Qiqu River in the west, and borders on City; is adjacent to Xincheng District and Lianhu District across North Longshou Road in the south; is close to Weihe River in the north and faces Gaoling County and Xianyang City across the river; borders on Yanta District and Chang’an District in the southwest. It covers an area of 262.14km2 in total. Weiyang District is the administration center of Xi’an, and its name is derived from Weiyang Palace Site of the Han Dynasty, implying “everlasting prosperity”. It governs 10 subdistrict offices, with total population of over 800,000. In 2015, Weiyang District realized GDP of RMB 72.521 billion Yuan, with a year-on-year growth of 7.4%. The added value of industrial enterprises above the designated size reached RMB 21.575 billion Yuan, with a year-on-year growth of 4.3%; general public budget revenue of local finance realized RMB 3.78 billion Yuan, increasing by 6.5%; total retail sales of consumer goods realized RMB 51.521 billion Yuan, increasing by 7.2%; fixed investments were RMB 92.705 billion Yuan, with the growth of 1.3%; disposable incomes of rural and urban residents were RMB 34,525 Yuan and RMB 19,824 Yuan, increasing by 8.05% and 9.04% respectively; annual expenditure of people’s livelihood was RMB 2.334 billion Yuan, increasing by 18.32% and accounting for 82.65% of general public budget expenditure, 2.65% higher than the municipal assessment index. Lianhu District: Lianhu District is located in the northwest of the urban area of Xi’an. North Avenue, Beiguan Central Street, and Longshou Village in the east border on Xincheng District; Xi’an-Huxian Railway in the west and Wei 26th Street in the north connects with Weiyang District; the moat and Dahuan River in the south are adjacent to Beilin District and Yanta District. Lianhu District covers an area of 38km2, with total population of 698,513. It governs nine streets and the district government is located at No.159 of Beiyuanmen Street. The starting point of Silk Road is at Lianhu District, and there are many Silk Road scenic spots such as large-scale sculpture of Silk Road, Tang West Market, Tang West Market Museum, etc. This district possesses well-developed transportation network, and there is Longhai Railway and

Xi’an-Huxian Railway across the border, as well as Ring Road, 2nd Ring Road, and other streets and roads. In 2015, the whole district realized GDP of RMB 115.823 billion Yuan, increasing by 7.8%; added value of industrial enterprises above the designated size realized RMB 8.253 billion Yuan, increasing by 0.5%; fixed investments realized RMB 28.310 billion Yuan, increasing by -53.5%; general public budget revenue of local finance realized RMB 4.916 billion Yuan, increasing by 4.3%; total retail sales of consumer goods realized RMB 45.182 billion Yuan, increasing by 9.4%; disposable income of urban residents was RMB 34,820 Yuan, increasing by 8.07%. Yanta District: Located in the south of Xi’an, Yanta District is close to Chanhe River in the east and connects Baqiao District, spans Zaohe River in the west, reaches Shaoling plateau and the north slope of Fengqi plateau in the south and connects Chang’an Dsitrict. 2nd Ring Road in the north is adjacent to Weiyang District, Lianhu District, Beilin District, and Xincheng District. It is the base of national, provincial, and municipal hi-tech industries, scientific research, and higher education, as well as the business center and popular tourist destination. It governs eight subdistrict offices, 89 community residents committees, and 119 villagers committees. The district covers an area of 149km2, the year-end cultivated area is 19.53 km2, and the irrigation area is 7.01km2. The total population is 1,122,700, the fertility rate is 4.73‰, and the death rate is 1.61‰. The natural population growth rate is 3.12‰, and then the sex ratio is 103:100. The registered population density is 5,254 people per km2. There are 45 national minorities in this district, totaling 12,145 people. There is Big Wild Goose Pagoda, Qinglong Temple, Duling Mausoleum of Emperor Xuan of the Han Dynasty, Qujiang Pool Site, Shaanxi History Museum, etc. There are 22 regular higher educational institutions such as Xi’an Jiaotong University, , etc., 12 private higher learning institutions of over 1,000 students, such as Xi'an Eurasia University, etc., and 55 provincial or above scientific research institutes. Also, there is Xi’an Hi-tech Industries Development Zone in the west, and Qujiang New Area and Chanba Ecological District in the east. With the unique pattern of one district and various systems, it becomes a well-known scientific, educational, cultural and tourist area in China. In 2015, the GDP of this district was RMB 115.823 billion Yuan, increasing by 7.8%; the added value of industrial enterprises above the designated size was RMB 17.662 billion Yuan, increasing by 4.1%; the fixed investments were RMB 81.215 billion Yuan, increasing by -16.2%; the general public budget revenue of local finance was RMB 5.017 billion Yuan, increasing by 6.6%, exceeding RMB 5.0 billion Yuan for the first time, and topping the list of the whole city; the total retail sales of consumer goods was RMB 65.647 billion Yuan, increasing by 10.1%; the disposable income of urban residents was RMB 35,071 Yuan, increasing by 8.04%. Chang’an District: Chang’an is in the hinterland of the Central Shaanxi Plain, close to Qinling Mountains in the south. It is at 108°38'E-109°14'E and 33°47'N-34°18'N, next to in the east, close to Ningsha County and in the south, bordering on Huxian County and Xianyang in the west, and neighboring to Yanta District and Baqiao District in the north. In terms of the terrain, it is tableland in the east, mountain in the south, and rivers in the west, with the lowest latitude of 384.7m, and the highest 16 altitude of 2,886.7m, generally high in the east and south and low in west and north. The south-north length is 55km, and the east-west width is 52km. It embraces the downtown area of Xi’an from the west and south, and has mountain, river and tableland. It covers an area of 1,580km2 in total, and has ten subdistrict offices, four towns and 11 townships under its jurisdiction, with the population of 1.03 million. Chang’an District boasts superior location and convenient traffic. The location of Chang’an District People’s Government is only 8.7km away from the center of Xi’an City. In 2015, under the macro environment of “new normal economy”, Chang’an District promoted “hypernormal development” with “unnormal performance”. The GDP of this district was RMB 51.27 billion Yuan, increasing by 14.2%; the added value of industrial enterprises above the designated size was RMB 19.032 billion Yuan, increasing by 25.6%; the fixed investments were RMB 72.653 billion Yuan, increasing by 7.1%; the general public budget revenue of local finance was RMB 3.778 billion Yuan, increasing by 6.6%; the total retail sales of consumer goods was RMB 18.337 billion Yuan, increasing by 11.8%; the disposable incomes of urban and rural residents were respectively RMB 32,204 Yuan and RMB 15,486 Yuan, increasing by 8.25% and 9.12%. It ranked first in terms of the growth of various economic indicators. Under the overall background of decelerated economic growth, Chang’an District remained high growth on the basis of high base, displaying a strong leading role. In 2015, Chang’an District Commission and Chang’an District People’s Government took stable growth, investment security, structural adjustment and benefiting people’s livelihood as the main grasp, continuously improved the investment environment within the district, and under the guidance of large project construction, elaborately selected 350 high-quality projects with large investment, strong support and high comprehensive benefit in the fields of modern agriculture, modern industry, modern service industry, infrastructure construction, etc. It totally completed investment of RMB 50.293 billion Yuan, accounting for 107.72% of that in annual plan, of which, the investment for 10 municipal major projects under construction was RMB 4.208 billion Yuan, accounting for 107.48% of that in annual plan; that for 74 cooperative and joint construction projects was RMB 32.09 billion Yuan, accounting for 124.01% of that in annual plan, which formed industrial agglomeration effect and enhanced the regional comprehensive strength. B. Survey data of sampling households For Xi’an Urban Network Improvement Project with ADB Loan, the samples of sampling survey on social and economic development level in the areas affected by project land acquisition and demolition are 950 households randomly selected from affected households in Weiyang District, Lianhu District, Yanta District and Chang’an District, and the sampling rate reaches up to 37.8% of the total affected households of 2,513 households. The main summary data can be seen in Table 4.

According to the survey, the gross family income of 950 affected households was 114,836 Yuan in 2014 and RMB 128403 Yuan in 2015; while the expenditure was RMB 105,170 Yuan in 2014 and RMB 112386 Yuan in 2015. And there was an increase in both income and expenditure.

IV. Land Acquisition, Demolition and Resettlement Currently, four subprojects of Urban Road Network Improvement Project with ADB Loan have been implemented, including Xinghuo Road Interchange Project, Hongmiaopo Interchange Project, Zhuhong Road-North 2nd Ring Road Interchange Project, and Zhuhong Road-Fengcheng 4th Road Interchange Project; two subprojects have completed the bidding but not implemented, including Dazhai Road (North Yanhuan Road-West 3rd Ring Road) municipal project, and Fengcheng 8th Road-Taihua Road Interchange Project. By the end of June 2016, the progress of land acquisition and demolition is as follows: 1. Progress of land acquisition Keji 2nd Road: The land use of Keji 2nd Road involves the collective land of four villages of Dingjiaqiao Village, Xiaoyanzhuang Village, Yuhuazhai Village and Yingfazhai Village, totaling 257.76mu (17.18ha.), of which the land acquisition in Dingjiaqiao Village, Yuhuazhai Village and Yingfazhai Village has been completed, and the acquisition of the collective land in Xiaoyanzhuang Village (totaling 76.66mu, 5.11ha.) is being conducted. Dazhai Road: The west extension section of Dazhai Road in ADB project refers to the section from West 3rd Ring Road to Yanhuan Road, with the total length of 1.84km, in which the land acquired involves the land of Yanta District of 126mu (8.4ha.), and the land of Lianhu District of 13.9mu (0.93ha.). The land acquired in Yanta District includes the land of Minqizhai Village of 50.4 mu and the land of Erfuzhuang Village of 75.6 mu. Yanta District Yuhua Industrial Zone Management Committee has 18

obtained the right to use the land of 126mu by renting. Yuhua Industrial Zone Management Committee is now negotiating with Erfuzhuang Village and Minqizhai Village, and attempts to completely acquire the land in the two villages via urban village reconstruction and then implements the procedures for collective land acquisition. Lianhu District has still not reached an consensus with enterprises and related village collective involved, so the land acquisition has not been started yet. North 2nd Ring Road: Xi’an Municipal Public Utility Bureau has actually obtained the project land of 24.2 mu (1.61 ha.) provided after the urban village reconstruction of Fanbei Village. But the national land use right of the land is still being handled. Bus parking lot of Xi’an North Railway Station: Xi’an Infrastructure Construction Investment Group Co. Ltd. has obtained the land of 120.91mu (8.06 ha.) for Bus Parking Lot of Xi’an North Railway Station, of which the land for ADB project is 78mu (5.2 ha.), as well as the road and greenbelt of 42.91 mu (2.86 ha.) acquired on behalf of others. Currently, the national land use right is still being handled. CAIB Bus Parking Lot: Xi’an Aerospace City Investment Development Group Co., Ltd. has conducted the land acquisition of 45 mu (3.00 ha.) used for CAIB Bus Parking Lot, and also signed Land Acquisition Agreement. The specific progress is seen in Table 5.

2. Progress of house demolition Keji 2nd Road: Complete the house demolition of 47,563.48m2 for 45 households in Dingjiaqiao Village, the removal of Xi’an Nylon Product Plant and Dingjiaqiao Farmer’s Market with the total area of 13,200m2, the demolition of Yuhuazhai Fenghui Apartment of 8,440.76m2, the partial demolition of Xi’an International University with the building area of 1,420m2, and removal of Shaanxi Sirui Industry Co., Ltd. The total demolition area is 31,707.2m2. Dazhai Road: It involves the residents’ houses of 29 households in Erfuzhuang Village, with the total demolition area of 14,930.13 m2. All these houses have been demolished. And 11 enterprises in Yanta District are involved. Except Shaanxi Jianxin Door & Window Plant, the other enterprises (14 enterprises) have been demolished, with the demolition area of about 16,336.26m2. Besides, currency compensation has been made for nursery stocks and other ground attachments. The four enterprises involved in Lianhu District ,About 8,796.13m2 building of Shaanxi Aoke Instrument and Equipment Co., Ltd. has been demolished, 2,746.88m2 of Tianxin Ceramics Glaze Co., Ltd. has been demolished, 7,884.97m2 of Gemeile Furniture has been demolished, 64m2 of Heping Village property and equipment houses (transformer and water pump) has been demolished, and no building of Huaze is demolished.

Hongmiaopo Interchange: In Mid April 2015, the demolition of temporal buildings and garbage collection

in the northeast, northwest and southwest corners of Hongmiaopo Interchange had been completed,

and Confirmation Sheet for Site Transfer had been signed; besides, land acquisition and housing

demolition do not involve the northeast, northwest and southwest corners of Hongmiaopo Interchange.

Supervision and Administration Commission of Xi’an People’s Government will be affected by the

southeast part of the project. On December 17, 2015, Xi’an Qujiang Daming Palace Heritage Site Area

Preservation and Development Office held the demonstration meeting of compensation scheme for

housing acquisition of Hongmiaopo interchange project. The acquisition announcement for Hongmiaopo

interchange project Announcement of Xi’an Municipal People’s Government on Determining Housing

Acquisition (Shi Fang Zheng Gao Zi [2016] No.1) was obtained on March 22, 2016. Currently, the asset

value evaluation for 88 affected households has been accomplished, and the initial resettlement 20

agreement has been signed with 25 affected households. For the rest households, asset value evaluation and negotiation of signing resettlement agreement are being conducted. Xinghuo Road Interchange: Up to now, the house evaluation for six enterprises and public institutions (Xi’an Tianbao International Engineering Consultation Co., Ltd., Xi’an Main Road Municipal Construction and Development Co., Ltd., Xi’an Municipal Facilities Bureau, Xi’an Rongyi General Merchandise and Subsidiary Food Co., Ltd., Lianhu District Disabled Persons Federation, and Xi’an track maintenance division of Xi’an Railway Station) involved in Xinghuo Road Interchange project has been comprehensively completed; the housing demolition and garbage collection for two units (Asphalt Mixing Plant of Xi’an Municipal Road & Bridge Construction Co., Ltd. and Xi’an Urban Municipal Maintenance Management Co., Ltd.) under Xi’an Municipal Public Utility Bureau had been completed by December 7, 2015, and now the matters on land handover are being handled; meanwhile, through repeated contact and negotiation with Real Estate Management Department of Xi’an Railway Bureau, the relevant work has been effectively promoted. It is planned to carry out the house survey and household survey on the residential buildings of Xi’an Railway Bureau involved in Xinghuo Road Interchange project recently. The west side of Xinghuo Road will affect 11 households of Fenghe Village, and the land acquisition and demolition of these households will be included in the urban village reconstruction plan of Fenghe Village for more than 1,700 households. But no breakthrough is seen in the urban village reconstruction of the village. Fengcheng 8th Road-Taihua Road Interchange: The land acquisition and demolition of the Interchange project mainly involves the demolition of the southeast corner. The contract on the engineering was signed with Xi’an Infrastructure Construction Investment Group Co. Ltd. on November 16. 2015, and the filing of Xi’an Urban and Rural Construction Committee was completed on November 19, 2015. The agreement on land acquisition and demolition has been signed; the land acquisition and demolition in the southeast corner of the Interchange had been smoothly completed. As of May 20, 2016, the houses involved in the southeast corner all had been demolished, with the demolition area of about 5,926m2, and the wastes on the site were also collected.

Zhuhong Road-North 2nd Ring Road Interchange: the lands of the project all are assignment of state-owned land. Up to now, the land acquisition and demolition of this interchange has basically completed. Zhuhong Road-Fengcheng 4th Road Interchange: according to the updated resettlement report of first batch of subprojects, Zhuhong Road-Fengcheng 4th Road Interchange does not involve in land acquisition and demolition. However, it requires the removal of some woods and water supply pipes, and this work has already been done.

Keji 2nd Road: the total demolition area of various kinds of buildings is 147,289.41 m2, wherein the area of residential house is 83,425.96 m2; for 45 households in Dingjiaqiao, the total demolition area is 43,139.96 m2, wherein the equity swap area is 14,999.46 m2. The resettlement building of Dingjiaqiao Community – resettlement community for overall urban village reconstruction of Dingjiaqiao Village is located in the west of Dingjiaqiao Village, covering land of 37.8mu, with total building area of about 170,000m2, including residence area of 140,000m2. 340 households can be resettled. On October 18, 2011, the resettlement building project of Dingjiaqiao Village officially started its construction, involving four resettlement buildings, 1,487 apartments, with areas of 65 m2, 75 m2, 85 m2, 95 m2, and 115 m2. On April 22, 2015, Dingjiaqiao Village started the resettlement to new apartments and by the end of April 2015, the urban village reconstruction project was completed basically.29 households in Xiaoyanzhuang Village involved will be incorporated to the urban village reconstruction of Xi’an, the Urban Village Reconstruction Office in Hi-tech Industrial Development Zone plans to lay the resettlement building for Xiaoyanzhuang Village at the northwest corner of the cross of Keji 2nd Road and Jingwu Road. The demolition area of enterprise and public institution is 63,863.45 m2, wherein 6 enterprises and public institutions are involved, and the specific resettlement details are as follows: (1) for Shaanxi Sirui Industry Co., Ltd., Yuhua Demolition Office in Hi-tech Industrial Development Zone has reached a consensus with the enterprise regarding the demolition matter and has signed an agreement. The project implementation organization and the local government assists in the selection of resettlement for units to be demolished, and handling of relevant procedures, so as Sirui can build a new factory and restore of production. With the help of local government, the enterprise has purchased a new factory land (about 80mu) from other enterpriseon Jinye 1st Road, and has handed over the complete and legal procedures for the land and factory in the end of December 2014. The new factory will be completed in 2015, 520 of affected employees choose to resign and to find a job after get compensation.so other staff did not have a shutdown period; they now work in the new factory. Besides, the government has offered a green channel for the staff, gives priority to their application for public rental apartments in Xi’an Hi-tech Industrial Development Zone (Jingye Apartment). Now part of staff has applied for the public rental apartment and has lived there, which greatly solves the lodging and livng improvement problem. (2) Xi’an Nylon Products Factory belongs to a whole demolition enterprise. After receiving

28 monetary compensation, it selected a new address in Chang’an District, built a factory, restored production, 77 of the affected staff are working in the new factory,other staff choose to resign and to find a job after get compensation.(3) The demolition of Dingjiaqiao Agriculture Product Market will impact 200 tenants in the market. Tenants run businesses at designated positions and pay booth fees to market manager without undertaking the construction cost. Moreover, they sign short-term contracts with the market and pay booth fees every half a year. Therefore, the demolition has little impact on them. There are similar markets in Hujiazhuang 500m away from the original market as well as Yuhuazhai Community 2km away from the original market. the market owner has received monetary compensation for market and booth construction. (4) The road construction will impact a dormitory building including 48 teacher households of Xi’an International University (XAIU). Yuhuazhai Urban Reconstruction Office of Hi-tech Industrial Development Zone reaches an agreement with XAIU through negotiation that XAIU should undertake removal, transition and resettlement compensation of its employees impacted by land acquisition and demolition; the settlement building shall be undertaken by the new community project implementing unit of XAIU and the number of compensated buildings should be equal to the demolished number. (5) The land acquisition and demolition of the project will separate Xi’an Bodi School into two parts. Yuhuazhai Urban Reconstruction Office will build a foot bridge on the east section of Keji 2nd Road for the school, so as to connect the two campuses and ensure the personal safety of teachers, students and pedestrians as well as smooth traffic. (6) Tenants in Fenghui Apartment all sign short-term contracts with landlord, and they will negotiate the payment time for rent, which are usually one or three months. Therefore, demolition has little impact on tenants, and they can find another place to live. The owner of Huifeng Apartment can receive monetary compensation in one time in accordance with the evaluated price given by the evaluation company. Dazhai Road: Among the 29 demolition houses in Erfuzhuang Village, 20 of them are homestead and houses purchased by external population from local residents, and the other 9 are self-constructed houses on homestead of villagers. Monetary compensations have been made for the 20 households before September 2012. The resettlement of the 9 households is planned to bring into urban village reconstruction of Erfuzhuang Village. will start to relocated in September 2017; the resettlement building is on west side on the west side of South Erfuzhuang Village and close to the West 3rd Ring Road .They can receive transitional compensation with each passing year since 2011 in the order of contracting time. The compensation standard is RMB 5 Yuan/m2 per month for house with an area of 30m2 or below with one or two floors; as for house with an area of over 30m2, the compensation for the part of over 302 is RMB 3 Yuan/m2 per month. Because of failure in completing resettlement within the 6 months stipulated in the contract, currently some of the households have received annual transitional compensation of about RMB 90,000 Yuan, which triples the overdue payment. In addition, RMB 360 Yuan/month/person transitional living allowance should be provided for impacted peasant household in accordance with subsistence allowances for the urban poor. The 15 enterprises are all provided with monetary compensation, which should be conducted by demolition unit in accordance with the evaluated price given by evaluation company. According to survey, the evaluation is conducted according to replacement price standard for various buildings of Xi’an in 2009, which determines that the compensation for brick-concrete structure is RMB 774 Yuan/m2 and RMB 350 Yuan/m2 for other 29 structures. Compensations for other ground attachments should be determined through negotiation on the basis of evaluated price, and removal cost and loss for business suspension should be taken into consideration. North 2nd Ring Road: Land for the project is provided by Fanbei Village after the urban village reconstruction. The land used is planned as the land for road, and is expropriated by Fanbei Village, no need of funds from Xi’an Municipal Public Utility Bureau. 3. Other facilities

A. According to the evaluation of legal assessment agency, compensation should be made in accordance with replacement price of facilities. Compensation standard is shown as follows:

Various special facilities, including water conservancy facility, communication facility, electric power facility, etc., should be compensated by professional assessment agencies in accordance with actual construction cost or replacement price. 4. Payment of compensation fee Based on compensation policies and standards set out in the RP, Xi’an Project Management Office (PMO) and the project implementation agency shall directly pay the various compensation funds to affected people, enterprises and public institutions during the implementation of the project. Funds flow is shown in Figure 2. By the end of June 2016, the payment of compensation fees for relocation and resettlement is as follows: Keji 2nd Road: RMB 1,200,000 Yuan and RMB 14,688 Yuan have been paid for two temporary buildings on the road respectively; RMB 6,969,955 Yuan has been paid to Fenghui Apartment; monetary compensation of RMB 9,900,300 Yuan has been paid to Xi’an Bodi School; RMB 123,500,000 Yuan has been paid to Shaanxi Sirui Industry Co., Ltd. Total payment reaches RMB 1415.84943 billion Yuan. Dazhai Road: Compensations have been made for nursery stocks of Minqizhai Village and Erfuzhuang Village as well as 29 homesteads in Erfuzhuang Village, totally RMB 31,542,231 Yuan for

128 households. In 2016, transitional fees and living allowance of RMB 857,040 Yuan have been paid to 9 households; RMB 12,917,607 Yuan has been paid to 10 enterprises impacted by Dazhai Road Project. Bus parking lot of Xi'an North Railway Station: RMB 1024.81176 billion Yuan has been paid in total. Bus parking lot of Xi’an National Civil Aerospace Industrial Base: Compensations for land acquisition (for land and resettlement) are determined as RMB 68,000 Yuan/mu. The affected land covers an area of 50mu, and the compensation payments for land acquisition have been completed. Fengcheng 8th Road-Taihua Road Interchange: The land requisition and demolition of the project involving housing demolition on the southeastern corner of the interchange has basically been completed. Up till June 2016, for the affected enterprises and public institutions and individuals and compensation involved in the housing demolition, a compensation agreement was signed and the compensation was made. Of these, RMB 635172 Yuan was paid for Qinbei Garage; RMB 9,181,143 Yuan was paid for Tanjia Real Estate Development Co., Ltd. and of RMB 60,710 Yuan was paid Hongqi Village committee and RMB 108,900 Yuan was paid for Song Jianming (individual) ,RMB 161,258 Yuan for ground ancillary facilities was paid to Xu Baowei (individual).

VI. Public Participation Due to adjustment of implementation plans of various subprojects, consultant experts have updated the RP in earlier stage, complemented the adjusted contents, and given priority to investigation and consultation for the impacts of land acquisition and demolition of the second batch of implemented subprojects. Conclusions and Suggestions 1. Conclusions (1)Land acquisition and relocation of the subproject are being carried out orderly, but the overall pr ogress is relatively slow due to the difference in working schedule. The situation is caused by the differe nces in urban construction planning, land status involved in acquisition and the object for acquisition in t he subproject area. Thus the project has been confronted with many problems in land acquisition and d emolition process, which results in a slow and lagging schedule. (2) Relevant responsible institutions of various subprojects are complete with clear assignment of responsibility and also boast prefect system and high-quality personnel; meanwhile, various subprojects have specially established leader group with detailed working division and responsibility definition. During the implementation period, subprojects convoked different public participation activities in accordance with actual demands, and carried out wide discussion with relocated people on compensation standard and policy as well as resettlement methods, and collected their suggestions. (3) The principle of public participation has been fully implemented and the interests of vulnerable groups and women have been guaranteed. 2. Suggestions The monitoring and consultation have been greatly supported by Xi’an Urban and Rural Construction Commission, Xi’an Urban Infrastructure Construction Investment Group Co., Ltd. and various responsible departments in administrative districts of subprojects, which have ensured smooth

35 implementation of projects. Except for expressing appreciation to relevant institutions, following suggestions are proposed for future land acquisition and demolition: (1) Increase the efficiency in handling land acquisition procedure and land use certificate. According to relevant national policies, land acquisition must be conducted strictly conforming to the process. Therefore, efficiency of handling land acquisition procedure is suggested to be increased to legalize the land use, so as to provide legal protection for the smooth completion of land acquisition and demolition and following implementation of engineering construction. But, compared with the land acquisition and demolition progress in the monitoring process of the prior period, some subprojects show obvious and relatively rapid progress in land acquisition and demolition during the current period. (2) Project implementation agency should take reasonable requirements and legal interests of different affected people into consideration as much as possible, standardize compensation policy and procedure so that people in project implementation area can enjoy benefit brought by projects, thus obtaining their coordination and support and ensuring the smooth implementation. (3) Timely and sufficient payment of compensation for affected people is undoubtedly the key point and basic work for land acquisition and demolition. However, other supporting policies should also be fully implemented. For example, resettlement households actively coordinate with project construction and move to new house timely, but backward construction of roads, water, electricity and other supporting facilities bring about difficulties to the household. The project office is suggested to investigate these possible situations and coordinate with relevant departments for implementing compensation policy as soon as possible. (4) It is suggested the project implementation unit should avoid significant changes during design and construction period, and maintain the consistency and stability of the project, so as to avoid repeated works. (5) Avoid data advancement during data summarization. Conclusion, analysis and evaluation of working progress should be made objectively in accordance with actual impacts, so as to avoid passiveness. (6) Filing for resettlement people should be enhanced. Pay attention to preservation of relevant materials in the resettlement process and establish archives for land acquisition and demolition. Special personnel should be designated for archive management, so as to provide basic materials for completion acceptance and monitoring evaluation. (7) Continuously strengthen supports for vulnerable groups and resettlement people and further improve and strictly implement recovery programs. (8) Continuously improve public participation in project implementation period, and ensure transparent and convenient ways for appeal and complaint.
