This project is funded by the European Union November 2020 Culture in ruins The illegal trade in cultural property Case study: Algeria and Tunisia Julia Stanyard and Rim Dhaouadi Summary This case study forms part of a set of publications on the illegal trade in cultural property across North and West Africa, made up of a research paper and three case studies (on Mali, Nigeria and North Africa). This study is focused on Algeria and Tunisia, which share the same forms of material culture but very different antiquity markets. Attention is given to the development of online markets which have been identified as a key threat to this region’s heritage. Key findings • The large-scale extraction of cultural objects in both countries has its roots in the period of French colonial rule. • During the civil war in Algeria in the 1990s, trafficking in cultural heritage was allegedly linked to insurgent anti-government groups among others. • In Tunisia, the presidential family and the political elite reportedly dominated the country’s trade in archaeological objects and controlled the illegal markets. • The modern-day trade in North African cultural property is an interlinked regional criminal economy in which objects are smuggled between Tunisia and Algeria as well as internationally. • State officials and representatives of cultural institutions are implicated in the Algerian and Tunisian antiquities markets in a range of different capacities, both as passive facilitators and active participants. • There is evidence that some architects and real estate entrepreneurs are connected to CASE STUDY CASE trafficking networks. Introduction The region is a palimpsest of ancient material,7 much of which remains unexplored and unexcavated by Cultural heritage in North Africa has come under fire archaeologists. -

Projet de gestion du patrimoine culturel de la Tunisie Authority File Fiches Site, Ensemble, Monument Vocabulaire ‘clos’ et ‘ouverts’ premiers fondements 24/12/97 Memar Sit srl VOCABULAIRES Vocabulaires de contrôle Pour certains champs des fiches, des vocabulaires de contrôle ont été prévus, ceux-ci constituent un instrument de travail univoque pour tous les sujets qui travailleront sur le terrain. Il s’agit d’instruments de référence terminologique qui, en sélectionnant et normalisant les données, couvrent un vaste territoire du patrimoine archéologique et architectural, permettant une saisie uniforme des termes dans les banques de données. Ces répertoires ne sont pas exhaustifs mais, au contraire, prêts à recevoir de nouveaux termes. La connaissance de ces lexiques contrôlés est nécessaire pour la rédaction de chaque fiche permettant ainsi la vérification continue de la part de la Direction Technico-scientifique. L’implémentation des Vocabulaires de contrôle Toutes les fiches produites durant le projet seront remplies en utilisant les Normes et les Vocabulaires fournis au début des travaux. Le Fichiste devra signaler les nouveaux vocabulaires tirés de l’inventoriage sur le terrain au Coordinateur: le responsable Technico- scientifique du Projet, après un vérification adéquate du matériel graphique et photographique, s’occupera de leur acceptation. Il sera indiqué que le Fichiste ne se limite pas à une simple liste des nouveaux termes proposés, mais qu’il s’ingénie à permettre à la Direction Technico- Scientifique de décider dans les meilleures conditions possibles. Ci-après, nous avons exposé notre proposition de vocabulaires “clos” et un premier noyau de vocabulaires “ouverts” pour les champs à remplir obligatoirement avec des “vocabulaires contrôlé”. -

Pernottamento in parcheggio autorizzato. 3° Giorno - 21 maggio - Tunisi - Kairouan – Km 170 Inizia la nostra avventura in terra tunisina, prima in autostrada e poi su strade a scorrimento veloce raggiungiamo Kairouan dove, accompagnati dalla nostra guida, visitiamo la 4° città santa del mondo islamico, dichiarata Patrimonio dell’Umanità dall’UNESCO. Kairouan è anche famosa per la produzione di tappeti pregiati. Pernottamento in area sosta custodita o parcheggio hotel. 4° Giorno 4 – 22 maggio – Kairouan – Matameur - Km 290 Scendendo sempre verso sud percorriamo territori con ampie coltivazioni di ulivi e, successivamente, aree sempre più desertiche per raggiungere il granaio fortificato di Metameur. Pernottamento nel granaio fortificato. 5° Giorno – 23 maggio - Matameur - Djerba – Metameur – Km 190 Ci trasferiamo all’isola di Djerba con le sue abitazioni bianche dall’architettura influenzata dai diversi popoli che l’hanno abitata: Berberi, Arabi ed Ebrei. Visitiamo i mercati di artigianato. Rientro a Metameur in serata Pernottamento nel granaio fortificato. 6° Giorno – 24 maggio - Metameur - Chenini – Douiret – Ksar Ouled Soltane – Metameur – Km 216 Ci spostiamo ancora a sud sino all’ antico abitato di Chenini adagiato sul pendio di una montagna. Etude de la mise à 2x2 voies de la route RR27 entre Nabeul et Kélibia Etude d'Impact sur l’Environnement CHAPITRE 1. INTRODUCTION Le présent dossier constitue l'étude d'impact sur l'environnement du projet de la mise en 2x2 voies de la route de la RR27 entre Nabeul et Kélibia et la réalisation des déviations de Korba et Menzel Témime dans le gouvernorat de Nabeul. Les études techniques et d’EIE ont été confiées au bureau d'études B.T.E. (Bureau Tunisien des Etudes) par la Direction des Etudes du Ministère de l'Equipement. Ce projet est soumis aux dispositions de la loi n°88-91 du 2 août 1988 et notamment son article 5, ainsi qu'au décret n°91-362 de mars 1991 et au décret n°2005-1991 du 11 juillet 2005, qui précisent que la réalisation d'une étude d'impact sur l'environnement et son agrément par l'ANPE sont un préalable à toute autorisation de création d'activités nouvelles susceptibles d'engendrer des nuisances pour l'environnement. 1.1 CADRE GENERALE Le Cap Bon est un cap qui constitue la pointe nord-est de la Tunisie situé sur la mer méditerranée, il ouvre le canal de Sicile et ferme le golfe de Tunis. Appelé parfois « beau promontoire », les habitants connaissent cette péninsule sous le nom de Rass Eddar. À l'époque de la puissance de la civilisation carthaginoise, il constituerait la limite méridionale au-delà de laquelle ne peuvent plus circuler les navires romains. Le Cap Bon donne également son nom à toute la péninsule s'étendant jusqu'aux villes d'Hammamet (au sud) et de Soliman (à l'ouest). -

Analysis of the Tunisian Tax Incentives Regime March 2013 OECD Paris, France Analysis of the Tunisian Tax Incentives Regime OECD mission, 5-9 November 2012 “…We are working with Tunisia, who joined the Convention on Mutual Administrative Assistance in Tax Matters in July 2012, to review its tax incentives regime and to support its efforts to develop a new investment law.” Remarks by Angel Gurría, OECD Secretary-General, delivered at the Deauville Partnership Meeting of the Finance Ministers in Tokyo, 12 October 2012 1. Executive Summary This analysis of the Tunisian tax incentives regime was conducted by the OECD Tax and Development Programme1 at the request of the Tunisian Ministry of Finance. Following discussions with the government, the OECD agreed to conduct a review of the Tunisian tax incentive system within the framework of the Principles to Enhance the Transparency and Governance of Tax Incentives for Investment in Developing Countries.2 As requested by the Tunisian authorities, the objective of this review was to understand the current system’s bottlenecks and to propose changes to improve efficiency of the system in terms of its ability to mobilise revenue on the one hand and to attract the right kind of investment on the other. The key findings are based on five days of intensive consultations and analysis. Key Findings and Recommendations A comprehensive tax reform effort, including tax policy and tax administration, is critical in the near term to mobilize domestic resources more effectively. The tax reform programme should include, but not be limited to, the development of a new Investment Incentives Code, aimed at transforming the incentives scheme.
