2013|2014 Annual Report 2013|2014 ANNUAL REPORT A YEAR OF SUCCESS This year was as positive as last year was challenging. After much uncertainty, in November 2013 the State Legislature voted to include our rideACTA shuttle service in the Transportation Bill. That’s excellent news for the hundreds of riders who need the service to get to jobs at worksites up to a mile-and-a-half away from the hub bus stop at IKEA. Additionally, a major project came to fruition in mid-2014 with the opening of the Super Stop—a model bus stop that has drawn attention from across the region, and in fact across the country. Other projects—some of them “firsts” for the region—filled out 2013-14, making it one of ACTA’s most successful years ever. But none of the year’s successes would have happened without the responsiveness of funders and partners in both government and the private sector. They deserve great credit—and they have our great gratitude. That testimony, in its entirety, follows: Thank you, Chair Boscola, for convening this important hearing on climate change. Each day, we see climate change affecting our nation, our state and our communities on a more frequent basis. The severe hurricanes hitting our coasts come more often, there are severe forest fires seemingly every time we turn around, and severe storms locally are becoming commonplace, causing flooding, landslides and other adverse impacts to our environment. The recent report on climate change released by the federal government has an important message – that climate change poses a severe threat to our health and to our economy. The report indicates that negative impacts to our nation could reduce the national economy by as much as 10%. In order to impact climate change, and reduce greenhouse gases, we need to focus specifically on reducing the levels of CO2 and methane emissions in this country. I applaud the recent announcement by Governor Wolf and the Pennsylvania Department of Environmental Protection (DEP) regarding methane leaks. The requirement to provide leak detection monitoring, and enforcement actions at all new production sites, compressor stations, and pipelines will have positive results. I am disappointed to see that the federal Environmental Protection Agency (EPA) is going in the opposite direction by rolling back regulations regarding methane.

    For immediate release Statement from the Allegheny Conference on Community Development on State and Local Funding Package to Avert Port Authority Service Cuts (PITTSBURGH – August 21, 2012) – Allegheny County, the Port Authority of Allegheny County, Amalgamated Transit Union 85 and the Commonwealth of Pennsylvania have taken a critical step today to assure reliable and competitive transit service for our region. The plan announced today will prevent the severe service cuts that were scheduled to go into effect on September 2. Governor Tom Corbett and Secretary of Transportation Barry Schoch are to be congratulated for their commitment. So is Allegheny County Executive Rich Fitzgerald, who responded to the looming crisis by convening the parties to reach a solution, which also includes a commitment of county funding. Neither of these commitments would have been possible without the leadership of Port Authority CEO Steve Bland and Amalgamated Transit Union Local 85 President Steve Palonis, who negotiated cost-saving measures essential to the long-term viability of the authority and the competitiveness of the region. We also salute the members of Local 85 and all Port Authority employees for their willingness to sacrifice to help fix the system and provide a genuine public service to the residents of our community. The agreement assures that 20,000 Allegheny County transit riders will not lose their means to travel to work each day. For other motorists, the package will help to assure that congestion on local roadways will not worsen and there will be places to park in Downtown Pittsburgh. Although critically important, the agreement is just a first step toward a long-term statewide transportation funding solution that covers highways, roads, bridges, transit, ports and rail.
