ACBL Director's Report By Masterpoint awards: The award charts were tweaked to correct some irregularities in April points awarded for 30-60 table games. This will mostly affect Internet games and STAC 2003 games. Published Members-only entries: Probably the most controversial motion passed was the one limiting bi- participation in NABC+ events (unlimited national championships) to ACBL members whose April 2003 monthly by District dues or service fees are paid. This will take effect later this year. Please send your comments Peoria IL by June 30, 2003. Decatur IL Board election procedures: The March meeting of the ACBL Board of Directors was short Tournament calendar and productive. We were able to complete some special projects due to a light agenda. One of these projects was a revision of the part of the Code of Election Procedures that deals with the recall of district directors. (District 20 is in the middle of a recall and there were no Tournament ads directions on how the recall should be conducted.) This was done by a committee I serve on CHAMPAIGN REG. and I was allowed to help draft these revisions. PADUCAH REG. ROCKFORD REG. Junior bridge: The Board voted to help sponsor a World Junior Individual Championship LAKE GENEVA WI to be held at the summer NABCs in even years starting in 2004. The ACBL will contribute up Effingham IL to $4900, including the services of our tournament directors. The remaining expenses will be Quincy IL paid by the World Bridge Federation, which is the sponsor of the event. St. Louis Kokomo IN ACBL sub-contract work: The Board voted to authorize the collection of fees for services that ACBL staff provides to affiliated organizations. These organizations include the ACBL Back to page 1 Charity and Education Foundations, the U.S. Bridge Federation, the Canadian Bridge Federation and the Canadian Charity Foundation. Services will be billed at the hourly rate paid to the worker (plus taxes, but not benefits) who provides the service. Welcome Appeals case books: The Board authorized the formation of an Appeals Case Book Feb. 2003 issue Guidelines. I voted against this. Prior appeals rulings are not binding on future committees and cannot be used as precedent. I thought that singling out certain rulings to be included in Printing tips a guidelines book would give too much importance to those decisions and lead to their being used as precedents. I thought the regulations should overlook such friendly gambling.     2017 Spring NABC Appeals Casebook Foreword The appeal hearings and commentary descriptions are now being compiled and edited by the American Contract Bridge League. They are published on the ACBL web page. This internet publication is intended to be a tool to help improve the abilities of Tournament Directors and to communicate decisions and the process to arrive at those decisions to the membership at large. A total of fourteen (14) cases were heard. Ten (10) cases were from unrestricted (by masterpoints) North American Bridge Championship Events. The names of the players involved are included. Four (4) cases were from all other events. The names of the players involved are included when the event from which the appeal came was a Flight A/X event or was the top bracket of a bracketed knockout event. When the names of the players are not used, the player’s masterpoint total is included. The cases are first presented without commentary. After the official panel of commentators has had an opportunity to provide their commentary and any corrections to the cases, the commentary is added, corrections are made, and the internet publication is finalized. Everyone involved in this process is due praise for their efforts. Special thanks to the NABC Appeals Committee and the Tournament Directors serving on the Review Panels and commentators.     Item 131-91: Chapter VIII A. ACBL/Host Organization The following items listed in the current Codification Chapter VIII A are rescinded: CHAPTER VIII - NORTH AMERICAN BRIDGE CHAMPIONSHIPS A. ACBL / HOST ORGANIZATION NAC Fund Raising Games (832-61) See A.1.1.2 During the three years prior to hosting a NAC, sponsoring organizations shall be permitted to conduct one fund-raising event each year with the following conditions: 1. The event may be held at sites throughout the District during a one-week period as scheduled by the District and approved by Management. 2. An additional fee of $4.00 per table shall be forwarded to the NAC Fund of the District. 3. Master Point awards, based on Sectional Open Pairs rating, shall be issued for each site. 4. ACBL Sectional sanction fees shall apply and must be remitted with the report of the game. NABC Operations (883-61) See A.1.1.1 A. Once an area has been selected for an NABC, the District Organization becomes the primary host organization. The District, at its option, may delegate the responsibility to a local Unit, but the District Organization retains overall accountability.     Win silver points at your local club District 8 Sectional-at-Clubs -- November 1-7 Plan now to play in your local club the week of November 1 in District 8’s annual Sectional-Tournament-at-Clubs (STAC). All club games this week can award sectional silver points to winners and runners-up in three flights. In last year’s event, almost 1800 District players won more than 2900 silver points in STAC games at their local clubs. Masterpoint awards: In addition to the silver-point section awards at each site, each session (day and evening) will be scored across the District for overall awards. In last year’s STAC, the biggest session was Wednesday day (239 pairs), which paid 14.77 silver points to the ACBL Director's Report District winners. Stratification: Open Pair games will have three strata — A: 1500+; B: 0-1500; and C: Non-Life Master (0-500).
