Strategy Forum International INTERNATIONAL STRATEGY FORUM BIOS PROGRAM CHAIR JARED COHEN Jared Cohen is the founder and CEO of Jigsaw, which is an independent unit at Google focused on building technology to address global security challenges. He also serves as a Senior Fellow at the Council on Foreign Relations. Previously, he was Google’s first Director of Ideas and chief advisor to Google’s CEO and executive chairman Eric Schmidt. From 2006 to 2010 he served as a member of the Secretary of State’s policy planning Staff and as a close advisor to both Condeleezza Rice and Hillary Clinton. Cohen is The New York Times bestselling author of five books, including Children of Jihad, One Hundred Days of Silence: America and the Rwanda Genocide, The New Digital Age: Transforming Nations, Business, and our Lives, which he co-authored with Eric Schmidt, Accidental Presidents: Eight Men Who Changed America, and the forthcoming Life After Power. His writing has appeared in The New York Times, The Wall Street Journal, Foreign Affairs, the Los Angeles Times, The Washington Post, TIME magazine, and Foreign Policy. He has been named to the “TIME 100” list, Foreign Policy’s “Top 100 Global Thinkers,” Fortune’s “40 Under 40,” and Vanity Fair’s “Next Establishment.” Cohen serves on several advisory boards, including the Secretary of State’s Foreign Affairs Advisory Board, Allianz, Stanford University’s Freeman-Spogli Institute, Rivet Ventures, FluidMarket, ASAPP, National Counterterrorism Center, and Columbia World Projects. Cohen received his B.A. from Stanford University and his M.Phil in International Relations from the University of Oxford, where he studied as a Rhodes Scholar. He speaks fluent Swahili. 6 PROGRAM CHAIR FAREED ZAKARIA Fareed Zakaria hosts Fareed Zakaria GPS for CNN Worldwide and is a columnist for The Washington Post, a contributing editor for The Atlantic, and a bestselling author. Fareed Zakaria GPS is a weekly international and domestic affairs program that airs on CNN/U.S. and around the world on CNN International. Since its debut in 2008, it has been a prominent television forum for global newsmakers and thought leaders. Interviews on Fareed Zakaria GPS have included U.S. President Barack Obama, French President Emmanuel Macron, Chinese Premier Wen Jiabao, Russian President Vladimir Putin, Israeli Prime Minister Benjamin Netanyahu, and Turkish President Recep Tayyip Erdoğan. Other past guests include military officials such as Gen. David Patraeus and Adm. Michael Mullen; corporate leaders such as Goldman Sachs CEO Lloyd Blankfein and Pepsi CEO Indra Nooyi; and other public figures like Bill Maher and Bono. Zakaria is the author of three highly-regarded and New York Times bestselling books; In Defense of a Liberal Education (2015), a commentary on the importance of a well-rounded education; the international bestselling The Post-American World (1st ed. 2008, 2nd ed. 2011), a discussion of the rise of non-Western powers; and The Future of Freedom (2003), a study of “illiberal democracy” in various countries, also an international bestseller. Prior to his tenure at CNN Worldwide, Zakaria was editor of Newsweek International, managing editor of Foreign Affairs, a columnist for TIME, an analyst for ABC News, and the host of Foreign Exchange with Fareed Zakaria on PBS. In 2017, Zakaria was awarded the Arthur Ross Media Award by the American Academy of Diplomacy. He was named a “Top 10 Global Thinker of the Last 10 Years” by Foreign Policy magazine in 2019, and Esquire once called him “the most influential foreign policy adviser of his generation.” Zakaria serves on the boards of the Council of Foreign Relations and New America. He earned a bachelor’s degree from Yale University, a doctorate in political science from Harvard University, and has received numerous honorary degrees. 7 FELLOWS JON BATEMAN Jon Bateman is a fellow at the Carnegie Endowment for International Peace, where he researches the intersection of technology, cybersecurity, and geopolitics. Bateman previously was special assistant to then-Chairman of the Joint Chiefs of Staff, General Joseph F. Dunford, Jr. He led strategic analysis within the Chairman’s internal think tank, including assessments of the technology industry, geopolitical competition, arms control, and military education. Bateman was also the first civilian speechwriter to the Chairman, shaping engagements with global leaders and audiences. Bateman also served as director for Cyber Strategy Implementation in the Office of the U.S. Secretary of Defense. He developed the first comprehensive policy for military cyber operations, and helped to establish a unified Cyber Command. Bateman co-founded the central oversight element for all defense cyber activities, the secretary’s Principal Cyber Advisor Staff. An intelligence officer by training, Bateman was senior intelligence analyst for Iran at the Defense Intelligence Agency. As the agency’s senior expert on Iranian cyber forces, nuclear policy, and political- military leadership, he led a team that produced strategic assessments for the White House and the Pentagon during an era of bilateral upheaval. Bateman is a graduate of Harvard Law School (JD) and Johns Hopkins University (BA). 8 FELLOWS VIRGINIA BONEY Virginia Boney is the Deputy Director of Policy and Strategic Planning within the Office of the Secretary at the Department of Commerce. In this role, Virginia manages the Department’s policy development process and works with other senior leaders to set long-term strategic priorities. Virginia previously served as Special Assistant to the President and Senior Director for Legislative Affairs at the National Security Council. In this role, Virginia acted as the primary liaison to Congress on foreign policy and national security issues and a senior advisor to the National Security Advisor. She was responsible for leading the formulation and coordination of congressional strategies within the NSC and across departments and agencies. During Virginia’s tenure, she successfully headed major legislative initiatives, including the President’s National Security Strategy, reauthorization of Section 702 of the Foreign Intelligence Surveillance Act (FISA), and passage of the Clarifying Lawful Overseas Use of Data (CLOUD) Act. She was also recognized by the Director of National Intelligence with the Meritorious Service Award. Virginia has garnered over a decade of government experience, including positions as a senior staffer in the United States Senate. Prior to joining the Administration, Virginia served as Director of Appropriations for U.S. Senator Lindsey Graham (R-S.C.). In this role, she managed all Senate Appropriations Committee priorities for the Senator, developing a rare proficiency in the appropriations process. Through Senator Graham’s role as Chairman of the State and Foreign Operations Appropriations Subcommittee, Virginia obtained expertise in foreign policy issues, traveled extensively in the Middle East, Africa and Asia, and developed valuable bipartisan relationships. Virginia is a Florida native and holds a Bachelor of Arts in Political Science, cum laude, from Furman University in Greenville, South Carolina. She is also a Term Member at the Council on Foreign Relations. 9 FELLOWS ASHA CASTLEBERRY-HERNANDEZ Asha Castleberry is a military officer, a professor, and the primary co-founder of Diversity in National Security Network (DINSN). In academia, she taught foreign policy and national security at George Washington University, Fordham University and Baruch College. A U.S. Army veteran, Asha completed a 30-month deployment in the Middle East. Since the 2014 ISIL incursion in Iraq, she served as part of the Combined Joint Task Force-Operation Inherent Resolve in Iraq and Kuwait. From December 2012 to June 2014, Asha served as the Kuwait Desk Officer for International Military Affairs, U.S. Army Central. During the Obama Administration, she worked with the State Department at the U.S. Mission to the U.N. Asha volunteered to serve as an election observer for the 2009 Presidential Election in El Salvador, and she served as part of USSOUTHCOM’s peacekeeping operations in Nicaragua. Currently, she is a Major in the U.S. Army Reserves at the Department of Defense’s Defense Logistics Agency. She’s a member of the Truman National Security Project’s Defense Council, a recipient of the Robert J. Meyers Fund Fellowship at the Carnegie Council for Ethics and International Affairs, Adjunct Fellow at the American Security Project and a Term member at the Council on Foreign Relations. She’s been awarded the 2016 Aspen Institute Ideas Scholarship, and she’s also a scholarship recipient for the Socrates Program. A graduate of Hampton University and Columbia University’s School of International and Public Affairs, Asha has studied Law and Business in mainland China, and she’s also studied international politics at the University of Oxford’s New College Program. She is a New Leaders Council Fellow and was chosen as a Diplomatic Courier “Top 99 Under 33” Foreign Policy Leader, and a 2015 Root100 “Top African American Rising Leader.” She has been featured or quoted in numerous media outlets including CNN, Fox News, CBS News, The Washington Post, The Washington Times, The Hill, Al-Jazeera English, and I24 News. 10 FELLOWS ANDREW CHOI Andrew Choi is a Senior Fellow at the Federation of American Scientists, serving at the World Bank, working on its Famine Action Mechanism (FAM) program to better predict global crises and provide aid faster and more efficiently. Prior to joining, he was the CTO and co- founder of Predata, a machine learning and AI startup that built a predictive analytics platform for geopolitical events and risks.

Well, the same advice applies to what you read – consider the source. When conducting research, bear in mind that periodicals (journals, magazines, newspapers) may have varying points-of-view, biases, and/or E political leanings. Here are some questions to ask when considering using a periodical source: Is there a bias in the publication or is it non-partisan? Who is the sponsor (publisher or benefactor) of the publication? What is the agenda of the sponsor – to simply share information or to influence social or political change? Some publications have specific political perspectives and outright state what they are, as in Dissent Magazine (self-described as “a magazine of the left”) or National Review’s boost of, “we give you the right view and back it up.” Still, there are other publications that do not clearly state their political leanings; but over time have been deemed as left- or right-leaning based on such factors as the points- of-view of their opinion columnists, the make-up of their editorial staff, and/or their endorsements of politicians. Many newspapers fall into this rather opaque category. A good rule of thumb to use in determining whether a publication is liberal or conservative has been provided by Media Research Center’s L. Brent Bozell III: “if the paper never met a conservative cause it didn’t like, it’s conservative, and if it never met a liberal cause it didn’t like, it’s liberal.” Outlined in the following pages is an annotated listing of publications that have been categorized as conservative, liberal, non-partisan and religious.

    April 13, 2021 Dear Members of Congress, We, the undersigned organizations representing millions of Americans nationwide highly concerned by our country’s unsustainable fiscal trajectory, write in support of the Maximizing America’s Prosperity (MAP) Act, to be introduced by Rep. Kevin Brady (R-Texas) and Sen. Mike Braun (R-Ind.). As we stare down a mounting national debt of over $28 trillion, the MAP Act presents a long-term solution to our ever-worsening spending patterns by implementing a Swiss-style debt brake that would prevent large budget deficits and increased national debt. Since the introduction of the MAP Act in the 116th Congress, our national debt has increased by more than 25 percent, totaling six trillion dollars higher than the $22 trillion we faced less than two years ago in July of 2019. Similarly, nearly 25 percent of all U.S. debt accumulated since the inception of our country has come since the outset of the COVID-19 pandemic. Now more than ever, it is critical that legislators take a serious look at the fiscal situation we find ourselves in, with a budget deficit for Fiscal Year 2020 of $3.132 trillion and a projected share of the national debt held by the public of 102.3 percent of GDP. While markets continue to finance our debt in the current moment, the simple and unavoidable fact remains that our country is not immune from the basic economics of massive debt, that history tells us leads to inevitable crisis. Increased levels of debt even before a resulting crisis slows economic activity -- a phenomenon referred to as “debt drag” -- which especially as we seek recovery from COVID-19 lockdowns, our nation cannot afford.

For the previous two years, she taught in the Political Science Department at St. Mary’s College of Maryland. From January 1991 to October 2002, she was first Director of Programs, Vice President for Programs, and finally Senior Advisor for Civil Society at the International Foundation for Election Systems (IFES), after three years at the National Forum Foundation, a non-profit institution that focused on foreign policy issues - now part of Freedom House - where she was first Executive Director and then Vice President. At NFF, she assisted in creating a network of several hundred young political activists in Eastern Europe and the former Soviet Union. For the past thirteen years she has also taught at Johns Hopkins University, the Institute of World Politics, George Washington University, and the Institute of World Politics. From 1981 to 1988, she was a Senior Policy Analyst at the Heritage Foundation, writing on the United Nations, Soviet active measures, terrorism, East-West trade, and other international issues. In 1991, she received an Earhart Foundation fellowship for her second book, The Bloody Flag: Post-Communist Nationalism in Eastern Europe -- Spotlight on Romania, published by Transaction, Rutgers University Press. The research starts with providing a general descriptive overview of K-pop. Following that, quantitative methods are applied to measure and assess the international recognition and global spread of K-pop. Next, a systematic approach is used to identify and analyze factors and forces that have important influences and implications on K-pop’s globalization. The analysis is carried out based on three levels of business environment which are macro, operating, and internal level. Pollack Senior Fellow and Interim SK-Korea Foundation Chair in Korea Studies, Foreign Policy The Brookings Institution **This paper was presented at the 5th Korea Research Institute for National Strategy-Brookings Institution Joint Conference on "The Trump Administration in the United States and the Future of East Asia and the Korean Peninsula" on February 8, 2017. The United States has never had a president like Donald Trump. He is a real estate investor, golf course developer, casino owner, product brander and television personality with no prior experience in government or in competing for elective office. He ran for president on the Republican ticket, but he has no enduring loyalties to either political party, although he has undeniably tied his political fortunes to the Republican Party. In decided contrast with other recent administrations, there is not a single Democrat in the Trump cabinet, and African- Americans, Asian-Americans, Latinos and women are all minimally represented. Many observers characterize Trump as a populist who speaks on behalf of marginalized citizens, especially those whose economic status has severely eroded during decades of deindustrialization and job loss. This support might have been pivotal to his victory in November, but his actions since the election do not reflect this supposed commitment. Some observers even characterize the new president as a working class billionaire, which constitutes an extraordinary feat in public relations. His cabinet consists largely of individuals with great personal wealth, including a billionaire (Wilbur Ross, the Secretary of Commerce) who profited handsomely from the purchase of depressed industrial assets and 1 shuttered coal mines at bargain prices.

These celebrities tweet personal photos and share their inner thoughts for various reasons and to different au- diences. Thus in this study I ask: What are celebrity speech patterns on Twitter? Are they talking mostly to fans, and if not, who are they talking to? How are they talking to these different au- diences? I address these questions by analyzing the tweets publicly available on four active cele- brities’ Twitter timelines.

Moreover, we enrich this research overview with news reporting and insights from a panel of expert practitioners affiliated with the Cornell Institute for Healthy Futures. We sketch existing evidence, focusing on how the pandemic has transformed our lives since March 2020.     Trump, American hegemony and the future of the liberal international order DOUG STOKES* The postwar liberal international order (LIO) has been a largely US creation. Washington’s consensus, geopolitically bound to the western ‘core’ during the Cold War, went global with the dissolution of the Soviet Union and the advent of systemic unipolarity. Many criticisms can be levelled at US leadership of the LIO, not least in respect of its claim to moral superiority, albeit based on laudable norms such as human rights and democracy. For often cynical reasons the US backed authoritarian regimes throughout the Cold War, pursued disastrous forms of regime change after its end, and has been deeply hostile to alternative (and often non-western) civilizational orders that reject its dogmas. Its successes, however, are manifold. Its ‘empire by invitation’ has helped secure a durable European peace, soften east Asian security dilemmas, and underwrite the strategic preconditions for complex and pacifying forms of global interdependence. Despite tactical differences between global political elites, a postwar commit- ment to maintain the LIO, even in the context of deep structural shifts in interna- tional relations, has remained resolute—until today. The British vote to leave the EU (arguably as much a creation of the United States as of its European members), has weakened one of the most important institutions of the broader US-led LIO.
