Dan Roberts Environmental Learning Center Public Workshop – Tuesday, September 22 @ 6pm Join us for the Dan Roberts Environmental Learning Center Virtual Public Workshop Tuesday, September 22nd from 6 - 7pm. The City of Rowlett and Keep Rowlett Beautiful would love to hear YOUR thoughts on this long- desired community amenity. The Dan Roberts Environmental Learning Center, located at 6301 Chiesa Road, is envisioned to be a hands-on environmental learning experience for area students of all ages and their families to enjoy. A study currently underway will seek to identify programming and potential learning experiences for the new center, as well as its scale, character, and cost.

The City is working with a team of consultants, including Lake Flato Architects and studioOutside, to facilitate this effort. In this meeting, the consultants will describe the project purpose and the existing conditions that factor into the project. They will seek YOUR input to understand what OUR community would like to see at the new interpretive center and share examples of other similar facilities.

DART Bringing Service Levels Back in October Dallas Area Rapid Transit (DART) has announced they are restoring ninety percent of pre-pandemic service levels beginning October 19th.

This comes after DART implemented temporary service adjustments for the bus and light rail system on April 6th that better reflected ridership demand due to the COVID- 19 pandemic.

Service restoration includes 65 bus routes being restored to pre-pandemic service levels. A total of 7 core frequent bus routes, as well as all light rail train operation service, will move to 20- minute frequency until 7pm on weekdays.

More information on the service changes will be made available on dart.org as plans are formalized.

ROBUST Grant Program – Round 3 – DUE MONDAY, SEPTEMBER 21ST! We are happy to announce that Round 3 of the Rowlett Business Stimulus (ROBUST) Grant program is now available for businesses to submit applications. They will be accepted from September 8th through September 21st.

Please note this is not a first-come, first-served program. Recipients in Round 3 will be selected by a randomized process. Businesses are eligible to apply even if awarded a grant in Round 1 or Round 2; provided you meet the new qualifications. It is important that business owners take the time to read through the process, gather the required documents and complete the application.

Rowlett Fire Department Awarded $2.65 Million SAFER Grant The Rowlett Fire Department has been awarded a $2,655,015 Staffing for Adequate Fire and Emergency Response (SAFER) grant from the Federal Emergency Management Agency (FEMA). This grant will allow the Fire Department to enhance staffing and improve Fire and EMS response for the City’s growing population, decrease transport times, and elevate the capability for two-in and two-out firefighting operations. This is the second SAFER grant awarded to the Rowlett Fire Department – the first, over $1.4 million awarded in 2018, enabled the Department to add nine Firefighters and complete the staffing plan for Fire Station Four. The two SAFER grants combined will result in a total savings to our citizens of over $4.1 million.

“With our increasing population growth spurring the need to expand our services, this grant will save Rowlett taxpayers more than $2.6 million over the next three years,” says Fire Chief Neil Howard. “We are excited about receiving this grant and the opportunity it provides to strengthen the safety of our community, place additional firefighters on duty, and prepare for the future.”

Awarded through a competitive process, the SAFER grant program provides valued assistance to local fire departments across the country, supporting the ability to comply with the staffing, response, and operational standards established by the National Fire Protection Agency.

“Ensure a Safe Community is a critical strategic priority for the City of Rowlett,” says Mayor Tammy Dana-Bashian. “This grant adds vital resources to enhance the already exemplary services provided to protect our citizens and businesses. Representing months of hard work, we are so grateful to the Rowlett Fire Department for their comprehensive and successful grant proposal.”

School Resource Officers join ROTC members and Rowlett High School personnel to raise the flag on September 11th in honor of 9/11.

Due to the Coronavirus (COVID-19) pandemic, the Rowlett Police Department’s annual National Night Out has been cancelled for 2020. National Night Out is traditionally held the first Tuesday of October and is a national community-building campaign that encourages police- neighborhood relationships. Neighborhoods and the Department organize events that help residents and officers get to know one another better, build community spirit, and demonstrate a community’s commitment to keeping their neighborhood free from crime.

For the continued well-being of Rowlett residents, we have made the difficult decision to cancel National Night Out for 2020. The Department looks forward to the future when we can all safely come together again!

PUBLIC WORKS DEPARTMENT

MILLER ROAD 20-INCH FM AND 24-INCH GRAVITY SEWER PROJECT Wilson Contracting continues with construction of the 20” force main and has installed 500 linear feet of pipe between Sunrise and Lafayette drives. Concrete repair continued and the contractor was able to install over 60 yards of concrete in the intersections east of Cheyenne Drive. Beginning 9pmM Saturday, September 19, Miller Road will be closed across the lake bridge. It will re-open by 5am Monday morning. See maps below. MILLER ROAD 24-INCH FM AND 24-INCH GRAVITY SEWER PROJECT Tri-Con has completed the pavement on Miller Road. They will begin restoring the landscape and clean-up the area next week. The new bore under Rowlett Road has been completed. An existing sewer line in Rowlett Road needs to be repaired. Tri-Con will close the left two northbound lanes on Rowlett Road from Miller Rd. to Kyle Rd. until the repair is completed and the pavment is replaced.

60” SANITARY SEWER AT ROWLETT CREEK Atkins Brothers completed the 60-inch Sanitary Sewer line and it is fully operational. Bypass pumping is no longer needed and Sunbelt has removed the pumps and piping from the site. Atkins Brothers plugged and abandoned the existing18-inch and 36 - inch sewer lines. They are now installing a concrete cap over the top of pipe to prevent flotation of the pipe during heavy rains and ground water.

ANNUAL CONTRACT FOR CONCRETE SIDEWALK, CURB, GUTTER, AND UTILITY CUT REPAIR AND MAINTENANCE Austin Raymond Construction is currently working on the 2-year maintenance warranty punch list in the Westwood Shores, Lakewood Pointe, Lakeshore Parks Estates, Chantilly Bay and Kenwood Heights subdivisions.

ALLEY RECONSTRUCTION-PECAN RIDGE/OXFORD DR., SIMMONS DR-HIGHGATE/TEAL CT. RBR Infrastructure Inc. is continuing to work in the Pecan Ridge/Oxford alley. The contractor is preparing to pour the last section of concrete to Cambridge Drive. The Contractor will begin sealing the joints and backfilling the area in preparation to open the alley after all concrete has cured.

ALLEY RECONSTRUCTION-BROOKSIDE DR./COURTLAND CIR. Cam-Crete has completed the Courtland Circle, Harbor/Calypso and Drakestone/Dorchester alleys and opened the alleys to the residents for use. They have also placed the new concrete for half of the Brookside Alley and begun removing the remaining

ALLEY RECONSTRUCTION - SOUTHRIDGE DR./SKYLINE DR., MIRAMAR DR./CHIESA RD., & ALISSA DR. ALLEYS. KIK Infrastructure Inc. has begun working on the alley reconstruction projects for the above alleys. The contractor has removed 70% of the concrete in the Southridge Drive alley and has begun the installation of the new sanitary sewer line and manholes. They have also removed all of the concrete in the Miramar Dr./Chiesa Rd. alley.

ALLEY RECONSTRUCTION-MAUI LN., ACAPULCO DR./JESSICA WAY. Texas Civil Construction was awarded this project and has started the reconstruction of the alleys. They began with removal of the old alley at the alley entrance on Salzburg Drive and are removing the pavement to the south.

ALLEY RECONSTRUCTION- QUAIL CT, QUAIL GLENN CT, QUAIL HOLLOW CT, PHEASANT RUN DR, AND OAK HOLLOW DR. Tri-Con Services has begun work on this project and is installing the new storm drain system along Oak Hollow Dr. and Pheasant Run Dr. to serve the alleys. They have installed approximately 200 ft of storm sewer pipe from the creek crossing on Oak Hollow toward the alley. Once they have completed installation to the first storm water inlet they will begin removing the alley paving.

COVID-19 UPDATE – What’s New...

Governor Abbott announced in a news conference on , September 17th that capacity in many Texas businesses will be allowed to expand next week, thanks to steady and significant improvements in COVID-19 trends statewide since their peaks in July. He indicated that Texans wearing masks, social distancing and practicing other CDC-recommended sanitation protocols were responsible for the state’s downtrends in hospitalization and positivity rates.

Here are the highlights:

➢ Hospitals in regions with COVID-19-related hospitalizations under 15% (this includes Dallas and Rockwall Counties) may resume elective surgical procedures. ➢ Monday, September 21st - retail, restaurants, office buildings, manufacturing, gyms, museums & libraries may expand to 75% capacity. ➢ Thursday, September 24th - nursing homes, assisted living and other long-term care facilities that do not have an active COVID-19 outbreak may reopen to visitation. ➢ Several other business types will remain at 50% capacity for now, including wedding reception venues, movie theaters, amusement parks and waterparks, bowling alleys, fine arts performance halls, video game facilities, zoos, aquariums, natural caverns and more.

Please continue to stay home and stay safe. City of Rowlett Individual and Household Assistance Program - A COVID-19 Relief Program for Rowlett Residents

The City of Rowlett has partnered with Catholic Charities of Dallas, Inc. to provide emergency rent/mortgage and utilities (gas, electric and internet) assistance to eligible City of Rowlett residents impacted by the COVID- 19 pandemic. Made possible by grant funding to the City through the CARES Act, eligible residents can receive up to $2,000 per month for a maximum of six months.

Walmart is expanding testing at their drive-thru pharmacy windows, prioritizing them based on community demand and where the most impact can be made. As transition is made to the drive-thru window testing, they will be supported by Quest. The Walmart parking lot testing site at 2501 Lakeview Pkwy. will close next week then the drive-thru pharmacy site will open at the Neighborhood Market, located at 8800 Lakeview Pkwy. on Thursday, September 24th. The new site will then operate on Monday and Tuesday from 7am-8:45am and Wednesday from 7:45-8:45am.

Emergency Food Pantry open Saturday, September 26th from 10am – 1pm. COVID- 19 has affected our nation, state, county, and city. The population groups most affected by COVID-19 are the poor, seniors, and people with disabilities. Emergency Food Pantry Dates: 2nd and 4th Saturdays (closed if a Holiday falls on this date) Hours of Operation: 10am – 1pm Cut off time to register online is 7pm on the Friday prior to that Saturday

Rowlett Friendship is a part of the disaster relief team with the City of Rowlett. The Emergency Food Pantry will provide food, toiletries, paper products, and hygiene kits to needy children, adults, seniors, and families.
