EXECUTIVE SUMMARY In June 2012, three former Ontario Cabinet ministers were engaged to make recommendations about how the Ontario government could help the horse racing industry adjust to the end of the Slots at Racetracks Program (SARP). This is the panel’s report. It reflects a consensus of all three members. The panel believes it would be a mistake to reinstate SARP, as many stakeholders advocated. The program has provided far more money than was needed to stabilize the industry – its original purpose – and has done so without compelling the industry to invest in a better consumer experience.
