All-Way Stop Control - Parkway Forest Drive and Forest Manor Road

SUMMARY

This staff report is about a matter for which Community Council has delegated authority to make a final decision, provided that it is not amended so that it varies with City policy or by-laws.

Transportation Service is requesting North York Community Council to authorize the installation of all-way stop control at the northerly intersection of Parkway Forest Drive and Forest Manor Road. We are also recommending that a southbound right-turn lane be designated at the intersection.

All-way stop control was recommended in the traffic impact study for the site plan application for 120 and 130 George Henry Boulevard (No. 08 111574 NNY 33 SA) due to increased traffic from the site. Furthermore, all-way stop control has been signed at the intersection since 2015. The southbound right-turn lane is justified based on traffic volumes and the road narrowing south of the intersection.

RECOMMENDATIONS

The Director, Transportation Services, North York District recommends that:

1. North York Community Council authorize all-way compulsory stop control at the northerly intersection of Parkway Forest Drive and Forest Manor Road.

2. North York Community Council designate the westerly southbound lane on Parkway Forest Drive, from Forest Manor Road to a point 25 metres north, for southbound right turns only.

FINANCIAL IMPACT

All costs associated with the installation of the all-way compulsory stop control at the intersection of Parkway Forest Drive and Forest Manor Road and the designation of a southbound right turn lane are the responsibility of ELAD Canada Inc.

COMMENTS

Parkway Forest Drive is a 17 metre wide two-way collector road that runs south from East just east of Road. Forest Manor Road is an 8.5 metre two-way local roadway that forms a T-type stop-controlled intersection on the west side of Parkway Forest Drive. Both roads operate with a 50 km/h speed limit. There is no TTC service on either street.

120 and 130 George Henry Boulevard consist of two high-rise condominiums recently constructed on the northwest corner of the intersection of Forest Manor Road and George Henry Boulevard, approximately 200 metres west of the intersection of Parkway Forest Drive and Forest Manor Road. These buildings are part of the ongoing Parkway Forest community redevelopment that includes several rental and condominium buildings currently at various stages of construction.

Transportation Services requested an updated traffic impact study be completed for the Parkway Forest Community redevelopment including a warrant analysis for all-way stop control at the north intersection of Parkway Forest Drive and Forest Manor Road. The results of the warrant analysis using current traffic volumes are shown in the following table.

In order for all-way stop control to be justified either Warrant A must be met or Warrants B1 or B2 combined with Warrant B3 must be met.

The warrant analysis indicates all-way stop control is currently not justified because more than 70 percent (73 percent) of traffic is on the major road. However, it is anticipated that traffic on the minor road (Forest Manor Road) will increase significantly when future phases of the community redevelopment are completed. As the stop signs have already been installed by the developer, Transportation Services recommends that all-way stop control be approved at this intersection.

Parkway Forest Drive and Forest Manor Road - All Way Stop Control Page 2 of 3 Parkway Forest Drive is 17 metres wide at the intersection with Forest Manor Road and narrows to 8.5 metres south of the intersection. As a result it is feasible to designate two northbound and two southbound lanes at the intersection.

A recent traffic study revealed the southbound right-turn and through volumes are approximately equal in range between 150 and 225 vehicles during peak periods. Considering these volumes it is appropriate to designate the southbound curb lane for right turns at the intersection. This will reduce delay for the right turn movement. Also, a single southbound through lane will eliminate merging south of the intersection where the road narrows.

In the northbound direction there is minimal left-turn traffic and the road does not narrow so there is no need for a designated northbound left-turn lane.

The Ward Councillor is aware of the recommendations in this staff report.
