The 393rd Meeting of the Southern Regional Committee (SRC), National Council for Teacher Education held on 05th – 06th January 2021 through Virtual Tele Conferencing at the Conference Hall, SRC, NCTE, New Delhi.

The following Members were present during Video Conference:

At the outset Dr. Anil Kumar Sharma, Regional Director and Convener, SRC welcomed the Chairperson and all members and apprised about the work done by the SRC along with the directions received from NCTE Hqrs from time to time.

The Minutes of the meeting of 392nd meeting of SRC was circulated to all members. The Committee confirmed the minutes of 392nd meeting with the following rectification/ correction.

1. (i) Consideration of Letter No. 14507/G1/2020-1, Dated 03.11.2020 received from the Principal Secretary, Higher Education (G1) Department Secretariat, Chennai - 9

(i) The Principal Secretary, Higher Education (G1), Department, Secretariat Chennai, vide letter no. 14507/G1/2020-1 dt. 03.11.2020 addressed a letter to the Chairperson, NCTE, HQ with a request to relax the No. of faculty in Government Colleges as the recruitment process is under way. Further, she also made a request to allow the admission process to continue in the Government run colleges of Education. The SRC in its earlier meeting, in view of the less number of faculty made available in Government Colleges of Teachers Education directed not to make any admission for the current academic year till the recruitment process is completed. However, the Committee perused the letter addressed to the Chairperson, NCTE Hq. and decided to request the Chairperson to take appropriate action on the matter, only then the SRC can consider the request made by the Principal Secretary, Govt. of Tamil Nadu. (ii) On receipt of the letter from the Principal, University College of Education, Osmania University Hyderabad, SRC resolved to collaborate in Principle with Osmania University, College of Education in organizing 3 day webinar from 18th January to 20th January 2021 on “Teacher Education and National Development: NEP – 2020”, without any financial commitment. This programme will be an academic initiative for the empowerment of Teacher Educators across the country. The Regional Director, SRC is advised to take action accordingly. (iii) The Committee advised RD, SRC to seek clarification from the NCTE HQs. (1) about the obtaining DEB approval for the

Self – instructional Material developed by the universities offering B.Ed through ODL. (2) A clarification may also be obtained from the NCTE,HQ whether Category – I universities / institutions are exempted from obtaining DEB approval for their self - instructional material for B.Ed course being offered by them through ODL.

In the matter of complaint received against the institution, the committee decided to close the matter on the basis of report submitted by the Pondicherry University.

Hence, the Committee decided that the withdrawal order issued on 25.02.2020 for conducting B.Ed course shall remain effective which was decided by the SRC in its 383rd Meeting held on 07th to 09th January 2020.

The Committee decided to write a letter to the Institution asking therein to submit the following documents: -

1. The institution has submitted photocopy of Building Plan which is not approved by the competent authority and hence not legible. 2. The institution has submitted photocopy of BCC which is not approved by the competent authority. 3. The percentage of M.Ed & B.Ed have not been mentioned in the proforma signed by the Registrar in respect of faculties namely Vignesh. S & Krishnaveni.T. 4. The institution has submitted notarized photocopy of SALE DEED Dt.15.12.2008. The institute did not submit originally

certified copy of land documents. 5. The institution has submitted photocopy of NEC in regional language. In view of the above, the institution is also required to submit the representation to the conditions mentioned in the Appellate Authority’s order dt. 16.12.2020.

In view of the above, the Committee decided to seek the above documents from the Institution by sending a last reminder (Letter) before withdrawal of the recognition on the grounds mentioned above to the institution. The institution is required to submit the documents / representation mentioned above within 21 days from the date of issue of the letter.

15. Stanley College of Education, Mookareddipatti, A. Pallipatti Post, Pappireddipatti Taluk, Dharmapuri, Tamilnadu-636905.

20. Centre for Distance Education, University, Palkalaiperur,

The Committee noted that a Show Cause Notice dt 01.10.2020 was issued to the university directing therein to submit the following: - (i) Status of Self-Instructional Material and approval from DEB, UGC thereof.

(ii) Details of the core staff in teacher education working at the University/Distance Education Centre.

(iii) The eligibility criteria adopted by the University/Centre for admissions into the programme.

(iv) Any admission is made without degree/diploma in teacher education through formal system. Details of such admissions.

(v) Fee prescribed and projected expenditure details for the programme.

The Committee noted the following: - (i) The approval of DEC / DEB regarding self-learning materials has not been submitted as required under Clause 6.2(c) of Appendix – 10 of NCTE Regulations, 2014. (ii) The appointment of core faculty has not been made as required under NCTE Regulations, 2014.

Accordingly, the Committee decided to direct the University not to make

any admission in B.Ed (ODL) programme from the now onwards until they confirmed to the NCTE Regulations, 2014 within 3 months, otherwise the SRC, NCTE constraints to withdraw the recognition without any further notice. Further, SRC, NCTE decided that each university offering B.Ed (ODL) should obtain DEB approval for their Self – instructional material. Under no circumstances the (SIM) self- instructional material obtained DEB approval will not be allowed to adopt by another university. Accordingly, the Committee defer the admissions in B.Ed (ODL) programme till submission of above documents and approval of SRC, NCTE.

21. Karnataka State Open University, Manasagangotri, Mysore-570006, Karnataka.

(File No. AOSO0319, Course – B.Ed (ODL))

The Committee noted that a Show Cause Notice dt 23.04.2019 was issued to the university directing therein to submit the following: - (i) Status of Self-Instructional Material and approval from DEB, UGC thereof.

(ii) Details of the core staff in teacher education working at the University/Distance Education Centre.

(iii) The eligibility criteria adopted by the University/Centre for admissions into the programme.

(iv) Any admission is made without degree/diploma in teacher education through formal system. Details of

(v) Fee prescribed and projected expenditure details for the programme.

(iii) The eligibility criteria adopted by the University/Centre for admissions into the programme.

The institution submitted a letter dated 09.10.2020 issued by the Registrar, Gulbarga University in respect of approval of 16 faculty. All the 16 faculty members are shown as “Renewal” in the column “Nature of approval Fresh/Renewal” whereas letter dated 03.11.2016 issued by the Registrar, Gulbarga University was previously submitted by the institution bears approval of only 14 faculty. It is observed that two faculty members namely ‘Parvati’ and ‘Uzma Nikhath’ shown as joined on 11.01.2010 which were not approved by the university in 2016 approval. Accordingly, it is established that the institution tried to mislead the SRC on the basis of false information and fabricated documents.

Hence, the Committee decided to withdraw the recognition granted to Jasmin College of Education, Bilal Colony, Chidri Road, Bidar District, Karnataka for conducting B.Ed course w.e.f. the next academic session under clause 17(1) of NCTE Act, 1993 on the grounds mentioned above.

(In case the institution is running more than one teacher education programme, it is required to submit staff list duly approved by the Affiliating body for each of the recognised teacher education programme being run by the Institution.) 2. The institution is required to submit an attested/notarised copy of Latest Non - Encumbrance Certificate issued by the Competent Authority.
