The 393rd Meeting of the Southern Regional Committee (SRC), National Council for Teacher Education held on 05th – 06th January 2021 through Virtual Tele Conferencing at the Conference Hall, SRC, NCTE, New Delhi.

The following Members were present during Video Conference:

At the outset Dr. Anil Kumar Sharma, Regional Director and Convener, SRC welcomed the Chairperson and all members and apprised about the work done by the SRC along with the directions received from NCTE Hqrs from time to time.

The Minutes of the meeting of 392nd meeting of SRC was circulated to all members. The Committee confirmed the minutes of 392nd meeting with the following rectification/ correction.

1. (i) Consideration of Letter No. 14507/G1/2020-1, Dated 03.11.2020 received from the Principal Secretary, Higher Education (G1) Department Secretariat, Chennai - 9

(i) The Principal Secretary, Higher Education (G1), Department, Secretariat Chennai, vide letter no. 14507/G1/2020-1 dt. 03.11.2020 addressed a letter to the Chairperson, NCTE, HQ with a request to relax the No. of faculty in Government Colleges as the recruitment process is under way. Further, she also made a request to allow the admission process to continue in the Government run colleges of Education. The SRC in its earlier meeting, in view of the less number of faculty made available in Government Colleges of Teachers Education directed not to make any admission for the current academic year till the recruitment process is completed. However, the Committee perused the letter addressed to the Chairperson, NCTE Hq. and decided to request the Chairperson to take appropriate action on the matter, only then the SRC can consider the request made by the Principal Secretary, Govt. of Tamil Nadu. (ii) On receipt of the letter from the Principal, University College of Education, Osmania University Hyderabad, SRC resolved to collaborate in Principle with Osmania University, College of Education in organizing 3 day webinar from 18th January to 20th January 2021 on “Teacher Education and National Development: NEP – 2020”, without any financial commitment. This programme will be an academic initiative for the empowerment of Teacher Educators across the country. The Regional Director, SRC is advised to take action accordingly. (iii) The Committee advised RD, SRC to seek clarification from the NCTE HQs. (1) about the obtaining DEB approval for the

Self – instructional Material developed by the universities offering B.Ed through ODL. (2) A clarification may also be obtained from the NCTE,HQ whether Category – I universities / institutions are exempted from obtaining DEB approval for their self - instructional material for B.Ed course being offered by them through ODL.

On the perusal of the reply submitted by the institution, the Committee decided that the continuation order be issued to the Institution Mahe Co- Operative College of Teacher Education, Pondicherry for B.Ed programme for 1 basic unit of 50 students.

In the matter of complaint received against the institution, the committee decided to close the matter on the basis of report submitted by the Pondicherry University.

6. Sidhartha B.Ed. College, House No. 8, Mig-II, Housing Board Colony, Bhalki, Bidar, Karnataka-585328..

Hence, the Committee decided that the withdrawal order issued on 25.02.2020 for conducting B.Ed course shall remain effective which was decided by the SRC in its 383rd Meeting held on 07th to 09th January 2020.

7. New Millennium College of Education, Kumarapettai, Pathirikuppam, Cuddalore – 607 401.

The Committee decided to write a letter to the Institution asking therein to submit the following documents: -

1. The institution has submitted photocopy of Building Plan which is not approved by the competent authority and hence not legible. 2. The institution has submitted photocopy of BCC which is not approved by the competent authority. 3. The percentage of M.Ed & B.Ed have not been mentioned in the proforma signed by the Registrar in respect of faculties namely Vignesh. S & Krishnaveni.T. 4. The institution has submitted notarized photocopy of SALE DEED Dt.15.12.2008. The institute did not submit originally

certified copy of land documents. 5. The institution has submitted photocopy of NEC in regional language. In view of the above, the institution is also required to submit the representation to the conditions mentioned in the Appellate Authority’s order dt. 16.12.2020.

In view of the above, the Committee decided to seek the above documents from the Institution by sending a last reminder (Letter) before withdrawal of the recognition on the grounds mentioned above to the institution. The institution is required to submit the documents / representation mentioned above within 21 days from the date of issue of the letter.

15. Stanley College of Education, Mookareddipatti, A. Pallipatti Post, Pappireddipatti Taluk, Dharmapuri, Tamilnadu-636905.

The Committee considered the representation submitted by University on 21.08.2020 & 01.12.2020 and observed that the withdrawal order has already been issued on 05.03.2019 for conducting B.Ed (ODL) course and decided that the same shall remain effective which was decided by the SRC in its 384th meeting held on 12th – 13th February 2020.

20. Centre for Distance Education, Bharathidasan University, Palkalaiperur,

(iii) The eligibility criteria adopted by the University/Centre for admissions into the programme.

(iv) Any admission is made without degree/diploma in teacher education through formal system. Details of such admissions.

(v) Fee prescribed and projected expenditure details for the programme.

The Committee noted the following: - (i) The approval of DEC / DEB regarding self-learning materials has not been submitted as required under Clause 6.2(c) of Appendix – 10 of NCTE Regulations, 2014. (ii) The appointment of core faculty has not been made as required under NCTE Regulations, 2014.

Accordingly, the Committee decided to direct the University not to make

any admission in B.Ed (ODL) programme from the now onwards until they confirmed to the NCTE Regulations, 2014 within 3 months, otherwise the SRC, NCTE constraints to withdraw the recognition without any further notice. Further, SRC, NCTE decided that each university offering B.Ed (ODL) should obtain DEB approval for their Self – instructional material. Under no circumstances the (SIM) self- instructional material obtained DEB approval will not be allowed to adopt by another university. Accordingly, the Committee defer the admissions in B.Ed (ODL) programme till submission of above documents and approval of SRC, NCTE.

21. Karnataka State Open University, Manasagangotri, Mysore-570006, Karnataka.

The Committee noted that a Show Cause Notice dt 23.04.2019 was issued to the university directing therein to submit the following: - (i) Status of Self-Instructional Material and approval from DEB, UGC thereof.

(ii) Details of the core staff in teacher education working at the University/Distance Education Centre.

(iii) The eligibility criteria adopted by the University/Centre for admissions into the programme.

(iv) Any admission is made without degree/diploma in teacher education through formal system. Details of

such admissions.

(v) Fee prescribed and projected expenditure details for the programme.

Accordingly, the Committee decided to direct the University not to make any admission in B.Ed (ODL) programme from the now onwards until they confirmed to the NCTE Regulations, 2014 within 3 months, otherwise the SRC, NCTE constraints to withdraw the recognition without any further notice. Further, SRC, NCTE decided that each university offering B.Ed (ODL) should obtain DEB approval for their Self – instructional material. Under no circumstances the (SIM) self- instructional material obtained DEB approval will not be allowed to adopt by another university. Accordingly, the Committee defer the admissions in B.Ed (ODL) programme till submission of above documents and approval of SRC, NCTE.

The Committee decided to withdraw the recognition granted to P.K.D College of Education, 30/12, Venkataraman Road, Mahalingapuram, Pollachi 642002, Tamil Nadu for conducting B.Ed & D.T.Ed courses under clause 17(1) of NCTE Act, 1993 on its own request by the institution vide its letter dt 11.12.2020. However, the FDRs towards Reserve Fund and Endowment Fund/ No Objection Certificate (NOC) for encashment of FDRs will be issued by the Regional Director on the submission of the following:

(a) NOC from the affiliating body. (b) NOC from the staff/faculty. (c) Resolution of the management to the effect for closure of the course

The Committee considered the reply submitted by the institution on 24.09.2020 in respect to the Final Show Cause Notice and found the following deficiencies: - 1. The institution has not submitted certified copy of land document. 2. Diverted area is not mentioned in Land Use Certificate. 3. The Building plan submitted by the institution is not approved by the competent authority. Multipurpose hall area is not readable in the building plan. 4. Site plan is not submitted by the institution duly approved by the competent authority. 5. The Multipurpose hall size is not mentioned in BCC submitted by the institution. 6. The Committee considered the reply submitted by the institution on 29.10.2020 in respect to the Final Show Cause Notice and found the following deficiencies: - 1. The institution has submitted photocopy of R.T.C. and Sale Deed. However, the institution has not submitted certified copy of land document. The land document submitted is in the name of an individual which not permissible under NCTE Regulations, 2014. 2. The survey no. mentioned in the building plan is 523/2A but the survey no. mentioned in the land document is 253/2A, 253/3A. The Multipurpose hall area is not mentioned in the building plan. 3. Faculty list submitted by the institution is not approved by the affiliating body. 8. 3 Lecturers have been shown appointed before promulgation of NCTE Regulations dated 09.06.2017, thus not having NET/Ph.D. as per NCTE (Recognition Norms & Procedure) (Amendment) Regulations, 2017 dated 29.05.2017 notified on 09.06.2017. 9. As per order no. F.SRO/NCTE/B.Ed/2004-2005/8830 dated 30.11.2004 the institution shall shift to its own premises/building within three years from the date of recognition. However as per VT report, the institution is not functioning from its own building. And the institution has not clarify the same.

Other documents such as NEC, BCC, Building Plan, LUC etc. can not be accepted on the face of deficiency of land documents. 3. The institute also submitted a copy of Lease Agreement dt.03.04.2012 between private parties which is not

All faculty members are shown to be appointed after the notification of NCTE (amendment) Regulations, 2014 and as they are not possessing NET qualification hence are not qualified. 7. Website of the institute is not functional and required information have not been uploaded.

The Committee considered the reply submitted by the institution on 10.10.2020 in respect to the Final Show Cause Notice and found the following deficiencies: -

1. The institution has submitted a lease deed dated 20.08.2005 at

the time of recognition with a lease period of 5 years. However, the visiting team mentioned that the institution is running B.Ed. course on its own building. The institution has not submitted the certified copy of Registered Land documents. 2. The institution has not submitted BCC in prescribed format as per NCTE. The Ground Floor having 3357.06 Sq.Ft area is constructed as Zn Sheet which is not permissible under NCTE Regulations. 3. The institution submitted a letter dated 09.10.2020 issued by the Registrar, Gulbarga University in respect of approval of 16 faculty. All the 16 faculty members are shown as “Renewal” in the column “Nature of approval Fresh/Renewal” whereas letter dated 03.11.2016 issued by the Registrar, Gulbarga University was previously submitted by the institution bears approval of only 14 faculty. It is observed that two faculty members namely ‘Parvati’ and ‘Uzma Nikhath’ shown as joined on 11.01.2010 which were not approved by the university in 2016 approval. Accordingly, it is established that the institution tried to mislead the SRC on the basis of false information and fabricated documents.

Hence, the Committee decided to withdraw the recognition granted to Jasmin College of Education, Bilal Colony, Chidri Road, Bidar District, Karnataka for conducting B.Ed course w.e.f. the next academic session under clause 17(1) of NCTE Act, 1993 on the grounds mentioned above.

The Committee considered the reply submitted by the institution on 13.10.2020 in respect to the Final Show Cause Notice and found the following deficiencies: -

1. The institution was granted recognition initially in a rented premise with a condition to shift to its owned permanent building within a period of 3 years as evident from visiting team reports dated 28.06.2007. A show cause notice dt 25.04.2019 followed by Final Show Cause notice dt 09.09.2020 were issued to the institution to submit the compliance, but in its representation dt 08.10.2020 the institution is seeking extension of six months’ time to collect the necessary documents pertaining to the building and owned building. Further, the Lease Deed is stated that have been expired on 31.05.2020 and the institution has moved to the new building on 01.06.2020. 2. The institution has not submitted certified copy of registered land along with the notarized English translated version of the same. The RTC submitted by the institution is in regional language. 3. The institution has not submitted Form A issued by concerned Branch manager towards creation of Endowment and Reserve fund as per NCTE Regulations, 2014. 4. The Committee considered the reply submitted by the institution on 12.03.2020 in respect to the Final Show Cause Notice and found the following deficiencies: -

1. In respect of previous remarks on the Sale Deed the institute submitted that it was submitted due to clerical error now they had submitted two Lease Deeds dt 27.12.2005 in the name of the College. 2. Vide letter dt 12.03.2020 the institute requesting for reduction of intake from 2 units to 1 unit and it had submitted staff list as 1+7 against the requirement of 1+9 for 1 basic unit of B.Ed. The institution has also not appointed faculty for Fine Arts, Performing Arts. 3. The faculty namely Mrs. D. Umamaheshwari is not qualified as not possessing NET and the joining date is 22.09.2017. Since the NET qualification is mandatory as amended in NCTE Regulations, 2014 vide its notification dt. 09.06.2017. 4. It is not clear that advertisement for requirement was given in newspaper on 11.03.2020 and the date was given in newspaper on 11.03.2020 and the date of joini g shown much before that. 5. It is also not understable that the approval of the
