4.2 DPIE – Water – Matt Parameter - The department has had a restructure. Dave Swan is in a new position, and they have separated the finance side and program management side. Brendan is now acting regional Manager of the west.

4.3 NSW Health – Mark Nave - N/A

4.4 NSW Water Directorate – Brendan Guiney - There has been a lot of consultation and traffic headlined by the North Coast floods. Have been busy lining up mutual assistance, and a congratulations to the affected Council’s in getting all systems back up to scratch. Just a reminder mutual assistance is available if you have been affected by fires, floods etc. - On a strategic level, responding to the draft on the NSW water strategy. - Always here to speak about training. - Continue working on the telcos on tanks. - The EPA have a regulatory strategy out at the moment. Any points that anyone would like to get across to the EPA, send through to Brendan or Doug. - It is under active consideration for the government to fund a person to get the training needs/requirements.

4.5 Department of Regional NSW – Angela Shepherd - A group approach is required to access the training money whilst it available. - Half the Council’s in the room have the opportunity to apply for grant funding from Resources For Regions and Stronger Country Communities

4.6 Transport for NSW - N/A

4.7 Town Water Risk Reduction Program – David Kirby - We have held had four (4) meetings to date. - Speaking bluntly, it is a little bit ‘clunky’. Aiming is to get all stakeholders heading in the same direction - Things on the agenda – Regulation/policy framework and Collaboration/training/government support - What we would like to target early on is the Councillor training. The importance of this can not be overlooked. It is not mandatory by the OLG. - Local Water Utilities have concerns around if they are receiving the right amount of feedback. It is only a two- year program, and they need to do it right to have any benefit. - Western part of the state – high on the agenda is water service extraction/water quality. - Have spoken in depth on ground water. - The conversations are quite broad. - Erin is trying to organise a face to face meeting later in the year. - Without collaboration you can’t have innovation. - Risk reduction newsletter program was issued last week.

7 Matters In Progress 6.1 Condition Assessment of Existing Groundwater Bores – awaiting confirmation of next steps from two (2) participating Council (as at 30/03). The project will proceed once this information is received. ACTION: Doug will speak with Alayna to verify the two (2) Council’s

6.2 Asset Revaluation – information requested received from five (5) of nine (9) participating Councils (as at 30/03). Tender documents drafted. Once required information has been received from the remaining four (4) Councils, tender documents will be finalised. ACTION: Doug will speak with Alayna to verify the four (4) Council’s

6.3 Water Survey Summary Report – awaiting workforce data from one Council prior to compiling summary report. ACTION: Doug will speak with Alayna to verify the one (1) Council

8 OWUA Operators Group A great idea to invite/bring an operator to a meeting later in the year

10 Best Practice Compliance/Asset Management Noted.

11 Member Council Updates Bogan - On the water side, natural flow is still high and the quality is good also - Not too much different to last meeting - First water storage is ongoing due to it being so wet - Drinking water onsite workshop next month - Mains replacement ongoing

Bourke - The new water treatment plant is good - Public works did the estimate cost on a steel one (1) meg res. Estimated came back to be $2.1 million - Went out to tender, came back at $2.6 million. In the process of asking Government for more funding - Too much overhead as a lot of new infrastructure

Brewarrina - Capital works program has been completed - Scheduled works until end of financial year

Central Darling - Tender documents gone out for the three (3) water treatment plants - Bringing in a valve replacement plan Cobar - N/A

Mid-Western - We have received Consultants report back re scoping of villages - There was a major failure at Mudgee STP. This was a total failure of pipelines in a few sections. Emergency works were required to get it back up running

Narromine - IWCM process underway - Engaged Public works to hydraulic model - Finished the Grant Stimulus project - Drinking water management plan is finalised - Council has a safe secure grant to build a water treatment plant at Tomingley - Upgrade sewer pump stations in Trangie - Program in the next financial year for the refurbishment of pump stations

Walgett - N/A

Warren - Tenders are out for the res. The concern is supplying Nevertire water whilst res is out of action - New sewer treatment plant is about 50% finalised - Drinking water report has commenced - Started the work to get Collie water chlorinated - The concrete res at Warren has been taken offline - Trunk main has been built in Warren

Warrumbungle - Tender for ground water pipeline has been awarded - Recommendation for SCADA replacement going to next Council meeting

5. Matters in Progress

5.1 Asset Revaluation Project – update from Leon Ross (MWRC) as at 28/05/2021

The project is currently advertised through Vendorpanel with the RFQ scheduled to close on 2 June 2021. The assessment is to be completed within two weeks of submission and we expect that we will have appointed a successful company by the 17 June 2021.

Participating Councils: Brewarrina, Central Darling, Gilgandra, Mid-Western, Narromine, Walgett, Warren and Warrumbungle.

The advertisement is receiving a significant amount of attention and there have been at least three companies who have expressed interest in the works from the Vendorpanel questions.

Further update to be provided at the meeting.

5.2 Condition Assessment of Existing Groundwater Bores

No update since last meeting.

Awaiting advice on next steps from Central Darling and Warren.
