4 HOWARD COUNTY PUBLIC SCHOOL SYSTEM – EDUCATIONAL PARTNERSHIPS: 2009-10 ANNUAL REPORT POWERFUL PARTNERSHIPS, AMAZING OPPORTUNITIES Howard County is considered one the fi nest locations in the nation, widely admired for its quality standard of living, highly qualifi ed workforce, and top tier educational opportunities. Th e nearly 50,000 students at 72 Howard County public schools routinely outperform their regional, state and national counterparts on standardized tests, while reports of the outstanding scholarship, competitive spirit and compassion for others that characterize our student body are regular features in the local media.

Yet our many successes can obscure the fact that a growing number of our students struggle with daunting challenges that can impede their eff orts to learn. At least one in ten Howard County students live in poverty; many must overcome language barriers. A sizable proportion copes with physical, mental or other disabilities. Th ese and many other students require intensive support to overcome signifi cant obstacles to educational success.

Th e fact that our students continue to meet – and very often exceed – our high standards despite these challenges refl ects another key component of the HCPSS success story: the dedication of its community partners. More than 800 businesses, non-profi ts and government agencies provide signifi cant support to students and schools through a generous donation of time, expertise and fi nancial contributions.

Community collaboration adds a valuable dimension to the quality of education for all students. But for the growing ranks of students facing daunting challenges, this support can make the crucial diff erence between merely surviving and truly thriving.

Th e examples that follow illustrate just a few of the countless occasions where hundreds of dedicated partners touch the lives of every Howard County student.

HOWARD COUNTY PUBLIC SCHOOL SYSTEM – EDUCATIONAL PARTNERSHIPS: 2009-10 ANNUAL REPORT 5 Head Start Reading McDonald’s Kindergarten Flyers READY FOR SCHOOL! Atholton High students share the joys of reading with children at the Head Start, Tubman Center, a program of the Community Action Council of Howard County, MD, Inc., that expands learning opportunities for three- and four-year-olds. Th e staff of the HCPSS and all county Head Start centers partner to exchange ideas and share resources to better prepare children for success in kindergarten. A partnership linking the school and Head Start brings high school students to the Tubman Center to help with daily activities and gain fi rst-hand experience in child development and early childhood education.

Customers at sixteen local McDonald’s restaurants received a fl yer urging early kindergarten registration in their Happy Meals this spring. McDonald’s owners Cathy Bell, Joe Cox and Jeff Taylor, and company representative Denise Gaynor each agreed to have the fl yers distributed at their restaurants. Th e arrangement gives the school system an innovative way to share important information with the community, which can be especially valuable in reaching parents who do not already have children in the school system or who are diffi cult to contact via other means. Th is year, Spanish language messages were provided along with the original version in English.

Th e centers are provided through a partnership with the Columbia Housing Corporation and the Howard County Department of Housing and Community Development. Th ey are located at the Forest Ridge, Hill Top, Monarch Mills, Rideout Heath, Roslyn Rise and Swansfi eld communities.

Students from immigrant families receive English language enrichment, tutoring and other academic support at Club LEAP (Learning English After-school Program), off ered in partnership with FIRN, Inc. at selected schools throughout the county. FIRN volunteers help club members learn English while reinforcing academic skills in all areas of the school curriculum. The coed golf league was introduced this year as the fi rst of four new HCPSS Allied Sports, which offer participation in competitive sports to high school students with disabilities and their non-disabled peers who have never played at the varsity or junior varsity level. Soccer, bowling and softball will be phased in over the next two school years, rounding out the Allied Sports offerings.

Career Day POWERFUL PARTNERSHIPS, STEM Camp ENDLESS POSSIBILITIES Glenwood Middle School students put science, math and technology concepts learned in the classroom to practical use with an entry at the Howard County Boat Float, an annual competition sponsored by the Rotary Clubs of Howard County. Rotary members invite students to take part in the Boat Float and share tips with pre-engineering classes in preparation for the event. Th e Rotaries provide extensive support to the HCPSS, including dictionaries for each third grader, Battle of the Books competition sponsorship, and Interact student leadership clubs in several high schools.

A young “private investigator” unlocks clues hidden in handwriting during the Bollman Bridge Summer STEM (Science, Technology, Engineering and Math) Camp. Campers explored how fi ngerprinting, chromatography and cryptology can be used to solve many problems and mysteries. Both the camp and a Family STEM Night were made possible by a generous donation from Northrop Grumman Corporation.

Th e HCPSS has partnered with many local science- and technology-based organizations to enhance educational off erings in STEM subjects, in response to an increasing demand for professionals in these fi elds combined with a national shortage of students entering STEM careers. In addition to Northrop Grumman Corporation, partnerships with the Johns Hopkins University Applied Physics Laboratory, Howard County General Hospital, the National Security Agency, and countless others enable students to intern with and learn directly from scientists, engineers and other experts. Several partnerships, including those with BITHGROUP Technologies, the Alpha Phi Alpha Fraternity and others encourage pursuit of STEM subjects and careers by groups typically underrepresented in STEM fi elds, such as girls, minorities and the foreign-born.

The greeting card project is one of several enrichment sessions available at Stevens Forest Elementary as part of Bridges Over Howard County, an after school program for students and families funded by 21st Century Community Learning Center grants from the U.S. Department of Education. Bridges programs are offered at eighteen elementary, middle and high schools that have a higher percentage of families with low incomes. The program integrates enrichment in reading, math and other academic subjects with arts, recreation and other activities, as well as literacy and related educational development services for families. Th e Council has been a dedicated HCPSS partner for many years, sponsoring an annual math academy, spelling bee and other activities in the schools. Council members also serve as academic and life skills mentors for students throughout the school year.

Howard High School students take part in a Challenging Outdoor Personal Experience (C.O.P.E.) with help from Boy Scouts of America, Baltimore Area Council leaders. Th e C.O.P.E. The Council of Elders program develops seven key skills (teamwork, leadership, decision- making, problem solving, communications, trust and self-esteem) through a combination of fi tness, teamwork and character building activities. Th e coed program is also off ered at Centennial and Wilde Lake High Schools.

Students get ready to test their strength on the rock climbing wall during a fi eld trip sponsored by the Continental Societies, Inc. Partnerships with the Societies’ Southeastern Howard/Laurel and Columbia Chapters provide tutoring and personal encouragement to students at Cradlerock, Laurel Woods Elementary, Murray Hill Middle, and Patuxent Valley Middle Schools. Society members mentor students who need extra academic support in math and reading, and the chapters sponsor a variety of student projects and activities relating to health, education, employment, recreation, and the arts.

Computers for Students addresses a fundamental equity issue, according to Doug Hostetler, chairman of Bright Minds’ Board of Directors. “Many of us take our home computers for granted, but for others in our community they are still a luxury,” he explained. “We know that students today are academically disadvantaged if they don’t have access to a computer.”
