Not everything can be considered. The factors that determine what a person considers limit the scope of inquiry, and should be identified and disclosed from the outset. When first approached to undertake this research, I was asked to submit a proposal with a statement of deliverables (they are presented in the Introduction). This established the initial “scope” for the project. After beginning the research, new information prompted a request for both a revision of the scope and an extension of time to undertake additional work. It was decided that a jurisdictional scan of farmland leasing programs in other provinces, and a more focused and extensive review of land-related discussions in PEI over the past 20 years, would be added to the scope of work. A Farmland Bank can achieve a broad range of strategic policy objectives beyond simply buying and leasing farmland. A core methodological concern, aside from the many practical considerations related to implementing a Farmland Banking system in PEI, was the need to determine the most important agricultural policy objectives for the design of a Farmland Bank, as evidenced in the review of Crown farmland leasing programs in other provinces, in particular, sections of the report on the Saskatchewan Land Bank and the PEI Land Development Corporation. Policy objectives are normally designed to accomplish two things: (1) address problems and challenges, and (2) achieve certain predetermined outcomes that move closer to the realization of a future vision of what is ideally sought. The conclusion drawn from the 20 year review was that the most urgent problem that should establish the principal policy objective for a PEI Farmland Bank is the need to increase the health of soil in PEI farmland. That conclusion subsequently influenced and gave shape to other considerations and recommendations in this report. This study focuses on a land banking system designed principally to address challenges within the agricultural sector, and the term “Farmland Bank” is used consistently throughout the report. However, a Farmland Bank would have all the legislative, regulatory and administrative capacity needed to address other land-related problems; challenges which may require the purchase and disposition of non-arable land as well as farmland. This was also the case with the PEI Land Development Corporation. A final note: A considerable number of “links” to source material have been included in this report; however, webpage addresses were not provided, and sources can only be accessed with an electronic version of this report. 3 Implementing a Farmland Bank in Prince Edward Island December 19, 2019 __________________________________________________________________________________________________________ Executive Summary The current Provincial Government, with the support of the Green Party Official Opposition, has committed to establishing a Prince Edward Island Farmland Bank. In moving forward with this initiative a number of questions must be addressed. What should an agricultural land-banking system look like? Should it be privately-funded, publicly-funded, or be a hybrid of both public and private funding? What should be the organizational structure? And how should it be governed and administered? And perhaps the most important question of all: what should a PEI Farmland Bank aim to achieve by way of agricultural, economic, environmental and social objectives? In other words, what is the vision for PEI’s agricultural industry and rural communities that will guide the design and implementation process? Once the main aspects of that future vision of PEI agriculture are clarified, a “primary” objective can be decided upon for program design that will best enable a Farmland Bank to achieve the many other secondary objectives as it operates on a day-to-day basis to bring about what the future agricultural vision inspires. A Farmland Bank can be an incredibly powerful tool that makes a significant positive contribution to PEI agriculture as an industry, to Island farmers struggling to survive as a viable business, and to environmental protection and sustainable rural community development benefiting all Islanders. Barichello INTRODUCTION The purpose of this paper is to give an overview of Canadian agricultural policies and to provide background information on our current trade issues and disputes. To make this task more manageable, discussion will focus only on the major policy instruments. For these we will examine their design and provide some quantitative evidence of the transfers they generate to farmers, in order to provide some background to the larger border issues that exist. There are many ways to look at the country's agricultural policies. For example, we could review policies on an instrument by instrument basis, or review each of the major commodities and discuss the instruments that are involved. Instruments will be discussed first since it is the instrumentation that often generates the trade dispute. Second, the set of policies in place for each commodity subsector are reviewed and some quantitative estimates of their effects are provided. An attraction of reviewing policy instruments is that it should allow a comparative analysis of policies in the two countries. What makes a Canada-United States comparison interesting is that there is so much similarity in the agricultural and economic environments, in the trends in important economic variables, and in the problems and issues facing policy makers in both countries. Yet the policy responses have been, and continue to be, quite different. The policy groups that are examined include safety nets or stabilization programs, direct output and input subsidies, market regulations and institutions, which include important elements of trade policy, and the diverse collection of remaining policies that are of secondary importance from an aggregate perspective but may be of primary importance in a particular industry.

Wine and food tourism is one of the fastest-growing rural tourism niches, with effects on the orientation of food systems, the livelihoods of producers, the viability of rural communities, and the biophysical environ- ment. Secondary research and semi-structured interviews provide insights into how qualities of food sovereignty transitions are conceptualized, recognized, developed, supported, and promoted in the case of British Columbia’s South Okanagan Valley. An appreciative approach was used because this research aims to understand rural food and wine tourism’s potential contribution to food sovereignty. Although the term ‘food sovereignty’ did not resonate for most participants, qualities of a transition towards food sovereignty such as reorienting agriculture, food processing and consumption to the local region, supporting rural economies and environmental sustainability were considered integral to rural food tourism. Participants saw future opportunities for rural food and wine tourism to serve broader transformative purposes that would benefit locals, visitors, and the environment. Research results could be used to inspire critical academic, community and policy dialogue about food sovereignty in wine and food tourism destinations.

Premiers are found frequently in Canadian political science literature, but more for direct roles and actions – in questions of the constitution, federalism, public policy and electoral and legislative studies – instead of longitudinal study and analysis. This fits a pattern of neglect in the field; some academics have lamented the lack of direct attention to provincial politics and history (Brownsey and Howlett 2001). The aggregate imprints of premiers are relatively ignored outside of regional and provincial treatments. No pan- Canadian assessment of premiers exists, and probably for good reason. The theoretical and methodological concerns with asking general research questions about premiers are plenty; leadership theory and historical approaches provide some foundations but any approach is going to confront conceptual challenges. This is where this study is found – in a void of precedents but a plethora of qualitative data. 2 Regardless of methodological challenges, some historians, political scientists and members of the media have not shied away from ranking and assessing national leaders. Some of the more popular treatments (from the popular culture version to the more academic approach) include Ferguson’s Bastards and Boneheads , Granatstein and Hillmer’s Prime Ministers: Ranking Canada’s Leaders , and Bliss’s Right Honourable Men . Farmers under the age of 35 are leaving farming at twice the rate of the general farm population. As a result, Canada faces a crisis of generational renewal on its farms. This article explores the factors that mitigate against young people taking up farming. Using an analytical framework in part derived from the work of Henry Bernstein and applied to Statistics Canada data, the article demonstrates that there is an ongoing income crisis, a growing problem of farmland accessibility and costs associated with farm machinery, unrestrained increases in the power and profit-share of agribusiness transnationals, and a retreat of governments from public-interest regulation. In doing so, the article provides an evidence-based analysis of the structural factors and forces driving Canada's crisis of generational renewal on its farms. Executive Summary Water management decisions and the collection of water data have become increasingly complex in today’s world. Competition for water by different sectors, urban-rural pressures, the need for sustainability and environmental protection, the influence of climate change and climate variability, and the pressures of advocacy groups and partisan approaches, all make water management decisions highly politicized. Canadian society is working to engage various viewpoints, and achieving some success with integrated management, yet faces real challenges in water resource management. Canada still needs to gather more water data at all scales. All orders of government are struggling to find ways of making water data more readily available, for effective decision-making. Canada, like many nations, is beginning to position water management decision-making in the framework of “integrated water resource management” and is increasingly including local stakeholders in management decisions. Roles have evolved where provincial and federal agencies are working together on environmental data collection, drought and extreme event forecasting, and considering how climate change may impact policies and programs and local decision-making. Local stakeholders are forming more established watershed groups. Stakeholders, NGOs, industry, and advocacy and environmental groups are in many cases conducting their own studies and proceeding with gathering data to advance or influence water resource decision-making.
