NOTICE TO PROVIDERS OF PROFESSIONAL SERVICES

In accordance with Section 103D-304, HRS, the Department of Transportation (DOT), Division seeks the services of qualified architectural and/or engineering firms to provide planning services for an -wide Safety Management System (SMS) Implementation Program, Project No. ES1271-14. These services are anticipated to be immediately required, and will have a contract completion time of approximately 730 calendar days from the Notice to Proceed. The contract will be a lump sum contract, with an overall contract time of performance of two (2) years. The project scope includes implementing a system-wide SMS for all Hawaiian Airports. The estimated implementation cost $750,000.00 which will be partially funded by the Federal Aviation Administration. Introduction The Airports Division falls under the State of Hawaii, Department of Transportation (DOT). The Airports are operated as a single system and includes the following statewide 15 Public Airports comprised of eight (8) Class I and seven (7) General Aviation (GA) airports with one airport (Hana) currently applying for a Class III airport operating certificate. Class I airport include: (LIH), (HNL), Airport (MKK), (LNY), (OGG), (JHM), Hilo International Airport (ITO), and Kona International Airport at Keahole (KOA). General Aviation Airports include: Port Allen (PAK), (HDH), (JFR), (LUP), (HNM), Upolu Airport (UPP), and Waimea-Kohala Airport (MUE). Background: The FAA has initiated a rulemaking process to require U.S. certificated airports to implement Safety Management System (SMS). In October 2010, the FAA issued a Notice to Proposed Rulemaking (NPRM) in the Federal Register. The NPRM proposed amending the 14 CFR 139 to include a requirement for certificate holders to develop, implement and maintain a SMS. The FAA will likely require all certificate holders to develop and implement a SMS for the airport’s movement and non movement areas (i.e. airfield and ramp). The FAA proposes to

add subpart E to Part 139, which would include: (1) A new § 139.401 that would require all holders of an Airport Operating Certificate (AOC) to have an approved airport SMS; (2) a new § 139.403 that would prescribe the implementation requirements for an airport SMS. Objective The Hawaii Airports Division intends to develop and centrally manage a comprehensive SMS program through the division’s oversight. The SMS program requires scalable implementation strategies for all size airports throughout Hawaii including national and local management roles and responsibilities staff training and skills development: software systems integration; reporting routes and hierarchies; and integrated forms, processes and procedures. Scope of Work The Airports Division is seeking a qualified consultant firm to assist with the development and deployment of an airport-wide SMS program. Three full time DOT airport positions have been approved to provide the local support and operational integration. The positions include: one (1) General Professional V SMS Program Manager and five (5) General Professional IV inspectors who will be involved in all aspects of the program development and implementation. Statement of Qualifications The DOT invites statements of qualifications (SOQs) from interested and qualified firms for the implementation of an Airport SMS for the Hawaii Airport System. Firms must demonstrate the minimum qualifications presented below: Minimum Qualifications 1. Extensive recent experience in developing and developing and implementing SMS programs at United States Part 139 certified airports. 2. Demonstrated knowledge with Part 139 requirements and experience in integrating an SMS program to an airport’s Part 139 program. 3. Experience integrating SMS and Wildlife Hazard Management. 4. Extensive and recent experience in developing and authoring SMS manuals for Part 139 certificated airports. 5. Experience developing and deploying SMS inspections and audits including development of relevant, practical, and useful SMS program metrics. 6. Expertise and Experience in U.S. CFR Part 139 airport management and operations.

7. Expertise and Experience developing operational, transition, and integration plans for existing and new SMS management and organizational staff positions. 8. Experience developing airport system wide SMS strategies for various size airports and operations. 9. Knowledge and familiarity with Federal Aviation Administration (FAA) Advisory Circular 150/5200-37A (Introduction to Safety Management Systems (SMS) for Airport Operators 2012). 10. Knowledge and familiarity with FAA Order 5200.11 for system-wide Safety Risk Management (SRM) integration for operations, planning, engineering, and construction. 11. Extensive experience in developing (SRM) programs and facilitating safety assessments. 12. Knowledge and familiarity with FAA Advisory Circular 150/5370-2F – Operational Safety on Airports during Construction for program integration. 13. Extensive knowledge of available SMS Software Systems including requirements definition, selection, integration, implementation, testing and staff training. 14. Proven ability in designing, developing, and delivering training materials/techniques for SMS programs including collaboration with local academic institutions and colleges Selection Criteria and Process The firm or entity will be selected on its technical experience and expertise. The firm and/or entity must prepare a proposal stating the applicable experience that would support a successful development and implementation of a SMS program. The evaluation criteria will be used to score the submittals. All criteria are important and submitters should provide equal attention to thoroughly responding to each criterion. In responding to the evaluation criteria, submittals should be organized so that the submitter’s qualifications are clearly illustrated in each of the categories, using the submittal requirements for each criterion. The response to the questionnaire will be evaluated by the following criteria: 1. Experience and professional qualifications relevant the project – 50% 2. Past performance on projects of similar scope at U.S. Airports including development, implementation, training and documentation of SMS program – 35% 3. Firms must submit Proof of Insurance for:

a. General liability insurance for limit of not less than $1,000,000 per occurrence and $2,000,000 aggregate. The STATE shall be named as additional insured. b. Automobile liability insurance for limit of not less than $1,000,000 per accident. The STATE shall be named as additional insured. c. Professional liability insurance for limit of not less than $1,000,000 per claim and $2,000,000 annual aggregate.

If a firm is not able to provide the above insurance certificates at this time, a letter from an insurance company stating, if the firm is selected, they will insure the firm for the insurance policies and the amount of minimum coverage required above, will be accepted as proof of insurance.
