Whalsay Community Council Whalsay Community Council Minutes of meeting held on Tuesday 4th February 2020. Declaration of Interest Participatory Budgeting Event – JL, AH, JD, RF Approval of Previous Minutes Minutes of the Meeting held 14th January 2020 were approved by CCllr JL and seconded by CCllr JD. Matters Arising Road/Pedestrian Safety Concerns ASCC meeting on 10th March – agenda items include Active Travel Project. Possibility of cycle path from Huxter to school if funding can be secured through the Active Travel Project. We hope to hear further information after this meeting. There has been no further communication from Robina Barton. Concerns around Heatherlea Junction/Sandwick Junction as road is being undermined by water. Clerk to email about this again. School House Road - CCllr MH raised concern at last meeting over section of road opposite School house, Brough. Clerk awaiting response from roads department. North Voe Road - CCllr WP previously raised concerns of drain subsiding underneath the road at the North Voe. Clerk awaiting response from roads department. Policing Concerns Clerk to compile list of upcoming public events and forward this to Police. Concerns around recent car crashes raised. Clerk to email Lindsay Tulloch about not receiving monthly policing report, and to be added to the mailing list. Police report received. 2 calls, no crimes recorded. Police to be in the isle more frequently due to firearm licenses being checked. Community Ferry Hires 1 ferry hire to be used before end of financial year, 31st March. Clerk advertise again, reminding public that ferry can be hired through the day. It doesn’t have to be a late run. CCllr JD discussed the requesting two ferries to operate on weekends when Linga is scheduled for annual maintenance. Clerk to email about this. Surface Dressing, Re-Surfacing and Reconstruction Road Programme 2019 Installation of the small crane on the Pelagic Pier at Symbister- email received. Awaiting confirmation of date work will begin. Street Lighting Housing scheme street light repairs began on Monday 3rd February and are expected to take 4-5 weeks to complete. Harlsdale street light to be fixed during this time. Conventional lanterns elsewhere in Whalsay will be replaced during the next financial year. North Voe Beach – Street light bulb removed a while ago as end of path nearest to Saltness. Clerk previously emailed regarding street lighting and need for pavement as this area is within walking distance of School. Email received stating that the council is drawing up a list of possible footpath improvements that will be considered for a participatory budgeting exercise in the future. Project The ‘Welcome to Whalsay’ sign is planned to be placed on grass area below public toilets, just in front of ferry terminal. CCllrs JL, AH and MH met with Gail Rainey, Art Teacher, to discuss design of sign. It was decided that the sign would be a collaboration of all school bairns and not a competition. CCllr JL to contact Art Machine for updated costings on possibility of extending size of sign. Discussion held around possibility of fundraising towards cost of bigger sign. Clerk to look into costings/design for tourist leaflet. Repair - Old Dock/North Voe Erosion Email received form SIC Cllr AP, stating that he will contact Amenity Trust for update regarding repair of Old Dock. Clerk awaiting response to email about deterioration of North Voe. Harbison Park Mast CCllr JD reported that he had emailed Beatrice Wishart regarding the mast. Nothing further on other companies using mast. FOISA Requests Report to be reworded and sent in again. Ferries 1. Hot drinks machine on Linga – one has been ordered and awaiting delivery/installation. 2. Laxo Terminal- dive survey to take place on 10th February. WCC to be updated following this. 3. No Show Data- vehicle numbers to be collected from 29th January to 28th February. WCC to receive results once completed. Community Skip Hires 2019/20 Next community skip on Friday 21st February, 11-1.30pm. Advertised of Facebook and in local areas. Whalsay Heritage Centre meeting re. roofs Roof plans updated and submitted. Hopeful of response within 4 weeks. Once passed they can begin to fundraise for this project. Transport Email received regarding transport poll. Clerk to email local councillors and push for poll to be undertaken by SIC. Email received from Cllr DS regarding possible informal meeting. Area Transport Forum Email received form Cllr AP. Regarding some people being left behind by service bus, transport planning are to contact the bus company and ferry crew to better communication between. Clerk to contact bus company and question why they do not reverse down to ferry. Clerk to email requesting shuttle bus to/from Vidlin to assist commuters to retrieve cars when ferry changes terminal due to weather. ASCC Agenda Items Dates for upcoming meetings: -10th March 2020 -9th June 2020 -8th September 2020 Documentary on Whalsay Documentary put forward for funding. Awaiting confirmation. If accepted then Katrina will be up at end of March to start filming. CCllr MH in contact with Katrina. Wild Garden Clerk received email from Roads Department. This stated that a path around the Wild Garden in Whalsay will be added to the Participatory Budgeting list for the whole of Shetland and this will be voted on by the public. The date for this event is yet to be decided. Clerk forwarded this response to Roselyn Fraser to chase up. SCBF Feedback Meeting monthly. CCllr JD nominated to continue attending meeting on WCC behalf. CCllr JD asked if WCC could supply ferry tickets to attend meetings. Clerk to purchase book of ferry tickets for use by all community councillors attending any meeting out of the isle. Fence at Clate, Dump Response from amenity trust. Amenity Trust to visit and assess fence. Clerk to email to confirm this. Main Agenda Meeting Dates for 2020 Dates confirmed. First Tuesday of each month accept April, August and December. Clerk to forward these dates to all relevant people. Participatory Budgeting Event Applications 5 applications. Each reviewed and confirmed to meet criteria. It was decided that each group would get a share of the £3000 of available funding. This means that each group will receive £600. CCllr JL to double check with Michael Duncan that sharing out funding is ok. WCC decided that event would still be held and this would be an opportunity for the public to see how the funding would be spent. No vote to be held. Clerk to contact all applicants and produce posters for event. Gravel Applications All applications reviewed. Clerk to contact successful and unsuccessful applicants. Clerk to contact local contractor to deliver gravel. Meeting closed at 9.20pm Next meeting to take place 7pm on Tuesday 3rd March at Whalsay School Meeting Room. .

Concerns continue to be discussed around Heatherlea Junction/Sandwick Junction. Road being undermined by water. There has been no further communication from Robina Barton. An email from Bo Hickey, Information Officer, Sustrans was received 3rd June asking for more information from WCC about our priorities for routes. Clerk forwarded letter written by WP. Awaiting reply. Policing Concerns 2 police officers attended 4th Night. Reports of roads being quiet around the isle that night. Good to see police presence.

JD said he could but did not feel it necessary as SCBF provided no financial benefit to him personally. JL believed this constitutes as a conflict of interest. There were differing opinions which resulted in the Chair having to agree to disagree with JD for the meeting to proceed. APPROVAL OF PREVIOUS MINUTES: JL asked if all are happy with previous minute. AH requested an amendment on discussion regarding the Wild Garden path - to note that a proper pedestrian path around the exterior of the garden and by the road is made, not through the garden. CC supported change. MH approved minutes, PG seconded. FINANCE REPORT: CC happy with latest monthly finance report received. Michael Duncan gave detailed explanation that Active Travel Project are consulting with community councils so that the strategy can be finalised. Concerns around Heatherlea Junction/Sandwick Junction as road is being undermined by water, making it dangerous for children and parents walking to and from school. Clerk to email about this again. School House Road – Sections of road have now been reinstated and tarred. North Voe Road – Email received from roads department – stating that the road is subsiding around the ditch. Roads department to reassess and repair section if it gets worse. Clerk to email regarding this. Policing Concerns Clerk to compile list of upcoming public events and forward this to Police. Concerns raised about event which took place on the ferry involving two 16-year olds and drugs.

DA to enquire and keep CC updated. WP has been creating Dock document and is ensuring final permissions are in place before sharing. JL noted it is a really good document. CC to send to SIC Cllrs and Amenity Trust when completed. JL listed issues to send to Ports & Harbours and noted problem with Netty Pier – users cannot work with gear for parked cars. Public toilets and waiting room desperately need upgraded - Whalsay does not have public toilets with disables access. CC agreed this is a serious issue and needs to be resolved as soon as possible.

Matters Arising Active Travel Project A progress report from Robina Barton of SIC Transport Planning re the Active Travel project had been forward from Michael Duncan, for information. A sub-group has been appointed to develop a consultant brief and a funding application to SusTrans. ZetTrans has agreed to lead on this process. The Western Isles has recently conducted a similar exercise, and lessons will be learned from their experience. Consultants will be required to spend time in Shetland and conduct a public engagement exercise. A first step will be to bring together relevant strategy documents, and gain an idea of the kinds of financial contributions across Shetland that could be used to match fund future projects. Road/Pedestrian Safety concerns Community concerns are ongoing re verges/blocked ditches, with Clerk and CCllr JD corresponding with SIC Roads Dept.

Photographs were distributed showing the school bus struggling to negotiate the corner at Heatherlea. Police Officers present at the meeting confirmed that they could only support the WCC concerns if there was evidence of incidents. CCllr WP informed the meeting that there was capacity issues with the school bus through the winter months. The possibility of a cycle path from Huxter to the school was mooted if funding could be secured through the Active Travel Project. CCllrs highlighted the issue over the lack of a continuous footpath at the North Voe to the North Park, to the attending PC’s.

APPROVAL OF PREVIOUS MINUTES: JL asked if all are happy with previous minute. AH approved, MH seconded. FINANCE REPORT: CC happy with latest monthly finance report received. JL pointed out the CRF funding that had been received. MATTERS ARISING: SYMBISTER HARBOUR - CRANE, OLD DOCK, DREDGING, REPLACING OF MARINA PONTOONS, NETTY PIER CC discussed DA’s email regarding Crane updates. Engineers are to return to finish work. Clerk will keep CC updated with further information from Amenity Trust regarding Old Dock. WP updated CC on progress with Old Dock document. WP highlighted its long history, and how it is unacceptable to see it in its current state as it is crumbling into the sea. AP mentioned that sharing the information in the document could also be useful from a transport perspective. WP agreed as the docks in Symbister Harbour were part of Whalsay’s original transport service.
