    WEAPONIZED HUMOR: THE CULTURAL POLITICS OF TURKISH-GERMAN ETHNO-COMEDY by TIM HÖLLERING B.A. Georg-August Universität Göttingen, 2008 M.Ed., Georg-August Universität Göttingen, 2010 A DISSERTATION SUBMITTED IN PARTIAL FULFILLMENT OF THE REQUIREMENTS FOR THE DEGREE OF DOCTOR OF PHILOSOPHY in THE FACULTY OF GRADUATE AND POSTDOCTORAL STUDIES (Germanic Studies) THE UNIVERSITY OF BRITISH COLUMBIA (Vancouver) June 2016 © Tim Höllering, 2016 Abstract My thesis aims to show how the humor of Turkish-German ethno-comedians fulfills a double purpose of entertaining its audience while advancing a cultural political agenda that Kathrin Bower called “transnational humanism.” It includes notions of human rights consensus, critical self-reflection, respect, tolerance, and openness to cultural diversity. Promoting these values through comedy, the artists hope to contribute to abating prejudice and discrimination in Germany’s multi-ethnic society. Fusing the traditional theatrical principle of “prodesse et delectare” with contemporary cultural politics, these comedians produce something of political relevance: making their audience aware of its conceptions of “self” and “other” and fostering a sense of community across diverse cultural identifications. My thesis builds mainly on the works of Kathrin Bower, Maha El Hissy, Erol Boran, Deniz Göktürk, and Christie Davies. Whereas Davies denies humor’s potential for cultural impact, Göktürk elucidates its destabilizing power in immigrant films. Boran elaborates this function for Turkish-German Kabarett. El Hissy connects Kabarett, film, and theater of polycultural artists and ties them to Bakhtin’s concept of the carnivalesque and the medieval jester. Bower published several essays on the works of ethno-comedians as humorous catalysts for advancing a multiethnic Germany.

    Mario Draghi: Laudatio for Theo Waigel Speech by Mr Mario Draghi, President of the European Central Bank, in honour of Dr Theodor Waigel, at SignsAwards, Munich, 17 June 2016. * * * James Freeman Clarke, a 19th century theologian, once observed that “a politician is a man who thinks of the next election, while a statesman thinks of the next generation”. This captures well why we are here to honour Theo Waigel today. Theo Waigel’s political career cannot just be defined by the elections he won, however many there were during his 30 years in the Bundestag. Nor can it be defined by his time as head of the CSU and as finance minister of Germany. It is defined by his legacy: a legacy that is still shaping Europe today. He became finance minister in 1989 at a turning-point in post-war European history – when the Iron Curtain that divided Europe was being lifted; when the walls and barbed wire that divided Germany were being removed. It was a time of great hopes and expectations. But it was also a time of some anxiety. It was clear that the successful reunification of Germany would be a tremendous undertaking. And many wondered what those changes would mean for the European Community – whether it would upset the balance of power that had prevailed between nations since the war. In that uncertain setting, Theo Waigel’s leadership was pivotal – both as a German and as a European. He was one of the strongest advocates of German reunification, and was instrumental in getting Germany’s federal and state governments to finance the reconstruction and modernisation of East Germany.

This development has passed by German trade unions anchored traditionally among workers in industrial production and stuck in the old model of the full-time employee with a predictable career and a job for life. Consequently, between 1991-98, about 3 million out of the former 11 million members of German trade unions turned their backs on them. Lack of content, financial losses, and changed general economic conditions has ushered in a consolidation process among trade unions. Several mergers have reduced the 16 unions under the umbrella of the German Trade Union Federation (DGB) to 12, but the decline in union membership has continued. The biggest merger of five trade unions to form the United Services Trade Union (ver.di) is imminent. Its champions say ver.di will take account of changed economic and social general conditions in terms of both content and structure and hope it will attract members from the information technology industry, in which unions have so far been unable to gain a foothold.

    1.THE INDIAN ADMINISTRATIVE SERVICE (CADRE) RULES, 1954 In exercise of the powers conferred by sub-section 1 of Section 3 of the All India Services Act, 1951 (LXI of 1951), the Central Government, after consultation with the Governments of the States concerned, hereby makes the following rules namely:- 1. Short title: - These rules may be called the Indian Administrative Service (Cadre) Rules, 1954. 2. Definitions: - In these rules, unless the context otherwise requires - (a) ‘Cadre officer’ means a member of the Indian Administrative Service; 1(b) ‘Cadre post’ means any of the post specified under item I of each cadre in schedule to the Indian Administrative Service (Fixation of Cadre Strength) Regulations, 1955. (c) ‘State’ means 2[a State specified in the First Schedule to the constitution and includes a Union Territory.] 3(d) ‘State Government concerned’, in relation to a Joint cadre, means the Joint Cadre Authority. 3. Constitution of Cadres - 3(1) There shall be constituted for each State or group of States an Indian Administrative Service Cadre. 3(2) The Cadre so constituted for a State or a group of States is hereinafter referred to as a ‘State Cadre’ or, as the case may be, a ‘Joint Cadre’. 4. Strength of Cadres- 4(1) The strength and composition of each of the cadres constituted under rule 3 shall be determined by regulations made by the Central Government in consultation with the State Governments in this behalf and until such regulations are made, shall be as in force immediately before the commencement of these rules. 4(2) The Central Government shall, 4[ordinarily] at the interval of every 4[five] years, re-examine the strength and composition of each such cadre in consultation with the State Government or the State Governments concerned and may make such alterations therein as it deems fit: Provided that nothing in this sub-rule shall be deemed to affect the power of the Central Government to alter the strength and composition of any cadre at any other time: 1Substituted vide MHA Notification No.14/3/65-AIS(III)-A, dated 05.04.1966.
