Services are providing crisis accommodation for young people at risk of or experiencing homelessness are generally part of the New South Wales Specialist Homelessness Services (SHS) program, funded by the NSW Department of Family and Community Services (FACS). Using this resource We believe that, as a general principle, youth homelessness is not an accommodation issue but a matter of child protection. In most instances a young person becomes homeless because something terrible has happened in their lives; this is especially the case for younger clients and clients from dysfunctional family backgrounds. Issues such as child abuse, domestic violence, mental health, drugs and alcohol, school disengagement, and family and relationship breakdowns are present in nearly every case of youth homelessness. SHS programs can help address these matters through case management, support and referrals to other specialised services. The majority of services providing accommodation for youth listed in this directory are youth refuges; a smaller number of services are adult services which accept young people aged 16 and over (select women’s refuges and general homelessness services). Equally important to note that not every situation involving a request for crisis accommodation for a young person actually requires such a response. In many cases, Early Intervention Programs run through various SHS providers, as well as generalist services (such as NSW Family Referral Services and Reconnect programs) can prevent a complete relationship breakdown leading the young person to become homeless. Crisis accommodation should be seen as a last resort. Accommodation for ‘under 16s’ Under the Children and Young Persons (Care and Protection) Act 1998 (NSW), when any child under the age of 16 is at risk of homelessness, a report must be made to Family and Community Services (as a “Risk of Significant Harm” is present). Additionally, if the child cannot return home, FACS must assume responsibility for the child’s wellbeing; Youth Refuges will generally not accept referrals for children under 16 if FACS are not involved. It therefore becomes essential for referring services to involve FACS whenever a child under 16 is in need of crisis accommodation. Only in a limited number of instances should the child’s parent or guardian make their own arrangements (e.g. if short-term respite is needed and the SHS service provides a “rapid rehousing” or “family restoration” resolution). About this edition In this edition, the phone lists are located at the start of the directory of easy access. Additionally, this edition includes lists of essential child protection services in NSW, including Family & Community Services, Juvenile Justice, and Police Local Area Commands (where Youth Liaison Officers are based). We’ve also included two appendices, one with contact details for crisis accommodation for youth in the ACT, the other with select early intervention services in NSW.
