However, once developed, the Malay press became extremely important in the peninsula, especially in its efforts to unify the Malays in a spirit of national consciousness. Between 1876 and 1941, at least 162 Malay language newspapers, magazines and journals were published, plus eight others in English designed by or for Malays and three in Malay and English.I) At least another 27 were published since 1941, bringing the total to 200. 2) Of the 173 pre-World War II periodicals, 104 were established in the Straits Settlements of Singapore and Penang (68 and 36, respectively): this is understandable in that these cities had large concentrations of Malay population. In fact, during the first four decades of Malay journalism, only four of the 26 newspapers or periodicals were published in the peninsular states, all four in Perak.

The most prolific period in the century of Malay press is the 35 years between 1906-1941, when 147 periodicals were issued: however, in this instance, 68, or nearly one half, were published in the peninsular states. Very few of the publications lasted long, to the extent that today, in Malaysia, despite the emphasis on Malay as the national language, there are only three Malay dailies.

This article is published with open access by Taylor’s Press. ABSTRACT News media allows audiences to be selective in determining both their news sources and type of news stories they read. This study examined factors influencing selective exposure to the online editions of two mainstream Malaysian newspapers, Berita Harian and Utusan Malaysia. Using selective exposure theory as the theoretical lens, this study compared both newspapers in terms of their audiences’ level of surveillance motivation, and how audiences rate the newspapers’ websites with respect to usability and attractiveness. This study used a within-subject experimental research design that exposed 51 subjects to both Berita Harian and Utusan Malaysia online newspapers. The results of the experiment indicate that Berita Harian and Utusan Malaysia online were significantly different in terms of website usability; however, no significant differences were found in terms of surveillance motivation or website attractiveness between the two newspapers. Further analysis indicate that the only significant predictor of selective exposure was website usability. This study highlights the importance of website usability for online newspapers wanting to harness audience selectivity. It suggests that blogs perform three main functions, which help make a democracy more meaningful: blogs as fifth estate, blogs as networks, and blogs as platform for expression. First, blogs function as the fifth estate performing checks-and-balances over the government. This function is expressed by blogs’ role in the dissemination of information, providing alternative perspectives that challenge the dominant frame, and setting of news agenda. The second function of blogs is that they perform as networks. This is linked to the social-networking aspect of the blogosphere both online and offline. Blogs also have the potential to act as mobilizing agents. The mobilizing capability of blogs facilitated the mass street protests, which took place in late- 2007 and early-2008 in Malaysia.

    Asian Studies Review, 2014 Vol. 38, No. 3, 325–344, http://dx.doi.org/10.1080/10357823.2013.767309 The Rise of Constitutional Patriotism in Malaysian Civil Society GAIK CHENG KHOO* University of Nottingham, Malaysia Abstract: This paper aims to account for the resurgent interest in the protec- tions provided in the Malaysian Federal Constitution and to understand the rights-based language used by Malaysian civil society actors over the past few years. Observers of Malaysian politics have concluded that since the 1980s the country has been “taking the long march to desecularisation” (Kessler, 2008). I argue, however, that Habermas’ notion of “constitutional patriotism” is alive and well in Malaysia and that it stands as a counterpoint to the trend of desecu- larisation. Constitutional patriotism is in fact growing, partly as a response to the concatenation of Islamisation and the discourse of Malay ethnic hegemony (ketuanan Melayu) which perpetuates identity boundaries between Malays and non-Malays and between Muslims and non-Muslims. Using discourse analysis to examine blogs and media reports, this paper illustrates that conscientious individuals and civil society invoke the discourse of citizenship and constitutional rights to counter the dominant politics of race perpetuated by the National Front (Barisan Nasional). They actively assume or perform “acts of citizenship” (Isin and Nielsen, 2008) that invoke patriotism towards the Constitution. I posit that constitutional patriotism in the Malaysian case is a call to return to the Constitution’s liberal democratic ideals that recog- nise religious and ethnic diversity. For further information contact the UOW Library: [email protected] Managing News in a Managed Media: Mediating the Message in Malaysiakini.com Augustine Pang Missouri school of Journalism University of Missouri-Columbia Widely regarded as an anomaly in the neo-authoritarian system in Malaysia, Malaysiakini.com is proving that managing an independent media in a government- managed media landscape is more than a Sisyphean struggle. Employing participant observation and interviews, supplemented by artifacts and media accounts, this study seeks to understand the media management of Malaysiakini.com through news management, using Shoemaker and Reese’s (1996) hierarchy of influence model, which posits a framework of internal and external forces that affect news management. The study found determined attempts to minimize ideological influences through media socialization by accentuating on the direct influences, such as the journalists’ role in shaping content, establishing structured routines to contain possible governmental and legal backlash, and aligning organizational sustainability to editorial prerogatives. The greatest impediment to its ability to maintaining its editorial independence, however, stem from the limitations exerted by extramedia forces, such as lack of press accreditation, legal constraints, and inter-media rivalry, that collectively act as a surrogate ideology.

Due to the virtually unlimited news space together with the interactivity in the online presentation of news, the Internet defies the whole conception of gatekeeping in journalism. This article seeks to examine the influence of gatekeeping forces in two influential Malaysian online news portals, MalaysiaKini and The Malaysian Insider (TMI), during the 2013 Malaysian general election. Based on the hierarchical model of news conception, this study assessed the influence of ideological gatekeeping forces on their news content. The reporting by both news portals was subjected to qualitative textual analysis. The results are triangualted with interviews with corresponding reporters and editors from MalaysiaKini and TMI. The findings show that although the reporting of MalaysiaKini and TMI is counter-ideological, the gatekeeping process remains intact. This is due to the speed factor and the requirement of the news portals to abide by the media-related laws in Malaysia. 1 Introduction Gatekeeping theory is one of the most enduring theories in mass communication and has informed the study of journalism for more than 60 years.
