Miskelly Museum of New Zealand Te Papa Tongarewa, PO Box 467, Wellington, New Zealand ([email protected]) ABSTRACT: New Zealand has had a complex history of wildlife protection, with at least 609 different pieces of legislation affecting the protection of native wildlife between 1861 and 2013. The first species to be fully protected was the tüï (Prosthemadera novaeseelandiae), which was listed as a native game species in 1873 and excluded from hunting in all game season notices continuously from 1878, until being absolutely protected in 1906. The white heron (Ardea modesta) and crested grebe (Podiceps cristatus) were similarly protected nationwide from 1888, and the huia (Heteralocha acutirostris) from 1892. Other species listed as native game before 1903 were not consistently excluded from hunting in game season notices, meaning that such iconic species as kiwi (Apteryx spp.), käkäpö (Strigops habroptilus), kökako (Callaeas spp.), saddlebacks (Philesturnus spp.), stitchbird (Notiomystis cincta) and bellbird (Anthornis melanura) could still be taken or killed during the game season until they were absolutely protected in 1906. The tuatara (Sphenodon punctatus) was added to the native game list in 1895, but due to inadequate legislation was not absolutely protected until 1907. The Governor of the Colony of New Zealand had the power to absolutely protect native birds from 1886, but this was not used until 1903, when first the blue duck (Hymenolaimus malacorhynchus) and then the huia were given the status of absolutely protected, followed by more than 130 bird species by the end of 1906.

    FILM AND VIDEO CENSORSHIP IN NEW ZEALAND, 1976-1994 BY DUNCAN GRAHAM ANDERSON A thesis submitted to the Victoria University of Wellington in fulfilment of the requirements for the degree of Doctor of Philosophy Victoria University of Wellington (2017) ii Abstract This thesis is an historical analysis of cinema and video censorship in New Zealand focusing on the period from 1976 to 1994. This is bookended by two significant changes in censorship legislation: the introduction of the concept of “injurious to the public good” as the guiding principle for film censorship in 1976, and the consolidation of censorship of film, video and other publications under one censorship authority in 1993 legislation (which came into force in 1994). My theoretical approach can be broadly classified as institutionalist political economy. The emphasis is on what Des Freedman regards as the “deeply political” nature of media policy development and implementation1, as well as the role of many key actors, including politicians and civil servants, but also lobbyists and pressure groups, and “the importance of informal as well as formal modes of policy behaviour”.2 Also, rather than simply looking at censorship decisions as the work of individuals, I have examined the way in which, as B. Guy Peters notes, “structures persist while individual members of those structures come and go”, and that “structures (institutions) create more regularity of human behaviour than would otherwise exist”.3 Rather than attempting to provide an exhaustive narrative of film censorship during this period, the focus is on detailed case studies of individual films which were the subject of censorship controversy in New Zealand, including Last Tango in Paris, Mad Max, Life of Brian, I Spit on Your Grave, Hail Mary and Henry: Portrait of a Serial Killer.

Thousands of volunteers in non-profit organisations continue to underpin New Zealand‟s sport system. It is axiomatic that sport defines part of what it means to be a New Zealander. Governments frequently use the rhetoric of community cohesion, national pride, life skills and public health benefits to justify its involvement. This thesis examines the impact of government intervention on the sport sector, its funding paradigms and the extent of sector engagement in a policy for sport.
