Facebook Causes Protests∗ Leopoldo Fergussony Carlos Molinaz Abstract Using Facebook's release in a given language as an exogenous source of variation in access to social media where the language is spoken, we show that Facebook has had a significant and sizable positive impact on citizen protests. By exploiting variation in a large sample of countries during close to 15 years and combining both aggregate and individual-level data, we confirm the external validity of previous research docu- menting this effect for specific contexts along a number of dimensions: geographically, by regime type, temporally, and by the socioeconomic characteristics of both countries and social media users. We find that \coordination" effects that rest on the \social" nature of social media play an important role beyond one-way information transmis- sion, including a \liberation effect” produced by having a direct outlet to voice opinions and share them with others. Finally, we explore the broader political consequences of increased Facebook access, helping assess the welfare consequences of the increase in protests. On the negative side, we find no effects on regime change, democratization or governance. To explain this result, we show there are no effects on other political engagements, especially during critical periods, and that social media access also helps mobilize citizens against opposition groups, especially in less democratic areas. On the positive side, we find that Facebook access decreases internal conflict, with evidence that this reflects increased visibility deterring violence and that social media and the resulting protests help voice discontents that might otherwise turn more violent. Al explotar la variaci´onen una gran muestra de pa´ısesdurante cerca de 15 a~nosy combinar informaci´onagregada e individual, confirmamos la validez externa de inves- tigaciones previas que documentan este efecto para contextos espec´ıficosa lo largo de una serie de dimensiones: geogr´aficamente, por tipo de r´egimen,a lo largo del tiempo, y para diferentes caracter´ısticassocioecon´omicasde los pa´ısesy los usuarios de las re- des sociales. Por el lado negativo, no encontramos efectos sobre el cambio de r´egimen, la democratizaci´ono la gobernanza. Para explicar este resultado, mostramos que no hay efectos en participaci´onpol´ıtica, especialmente durante per´ıodos cr´ıticos, y que el acceso a las redes sociales tambi´enayuda a movilizar a los ciudadanos contra los grupos de oposici´on,especialmente en ´areasmenos democr´aticas.Por el lado positivo, encontramos que el acceso a Facebook disminuye los conflictos internos, con evidencia de que esto refleja una mayor visibilidad que disuade la violencia y que las redes so- ciales y las protestas resultantes ayudan a expresar el descontento que de otro modo podr´ıavolverse m´asviolento. The Arab Spring coincided with the expansion of information technologies, creating a widespread perception that social media helped bring about the popular uprisings against authoritarian regimes. The press also cites social media as a critical factor in explaining more recent protests, from the 2019 waves across diverse political regimes (Economist, 2019) to the Capitol Riots during the 2021 US presidential transition (Brewster, 2021). While journalistic accounts may exaggerate the real impact of these technologies (Aday et al., 2010; Farrell, 2012), careful academic research has confirmed the causal effect of social media on protests. Nevertheless, the best available evidence is limited to specific contexts and political junctures and, in particular, to non-democratic regimes or weak democracies. How generalizable are these impacts? When and where do protest movements respond to social media? What mechanisms might explain the influence of social media

    1 Community auf der Wikimania 2014 Ein Reader von Wikimedia Deutschland 2 3 Vorwort Als Ende 2013 die Planungen für das Stipendienprogramm zur Wikimania 2014 in London begannen, war uns sofort klar, dass dies eine besondere Gelegenheit war. So nah an Deutschland würde die Wikimania wohl auf viele Jahre hinaus nicht mehr stattfinden. Für uns war diese Nähe eine Aufforderung zum Start des größten Stipendiatenprogramms, das Wikimedia Deutschland je geplant und durchgeführt hat und durch das am Ende 43 deutsche Communitymitglieder nach London fuhren. Alle Teilnehmer dieser Gruppe waren ausgesuchte und erfahrene Community-Mitglieder und vertraten drei Tage die vielfältige deutsche Community auf der Wikimania. Sie hatten sich im Vorfeld ausgiebig vorbereitet durch Diskussionen, Workshops und Mails, hielten vor Ort Talks und Workshops, knüpften Kontakte zu Menschen aus aller Welt im Community Village, warben für Projekte und brachten sich und ihre Kenntnisse und Erfahrungen in die Veranstaltungen und Diskussionen ein. Sie begegneten den Vertretern der anderen Communitys wie denen von Foundation und Chaptern mit großer Neugier und dem starken Wunsch zu erfahren, was diese alles ausprobiert und gelernt hatten und welche Ideen sie mitbrachten - so teilte die zweitgrößte Sprachcommunity des Wikimedia-Universums ihr Wissen ebenso mit der globalen Community wie sie deren Erfahrungen aufnahm und verinnerlichte. Die Wikimania ist jedes Jahr aufs Neue eine unglaublich inspirierende Veranstaltung. Was die Stipendiaten dort erlebten, haben sie reflektiert und geteilt - im Kurier-Extrablatt, in Blogs, auf Mailinglisten und persönlichen Mails. Auch dies war Teil des Stipendienprogramms: Erzähle, was du in London erlebt und getan hast, damit nicht nur Du, sondern -gemeinsam mit Österreichern und Schweizern- die ganze deutschsprachige Community von der Wikimania profitiert.

One such challenge is cultural contextualisation of Wikipedia content, and the lack of approaches to effectively quantify it. Additionally, what seems to lack is the intent of establishing sound computational practices and frameworks for measuring cultural variations in the data. Current approaches seem to mostly be dictated by the data availability, which makes it difficult to apply them in other contexts. Another common drawback is that they rarely scale due to a significant qualitative or translation effort. To address these limitations, this thesis develops and tests two modular quantitative approaches. They are aimed at quantifying culture-related phenomena in systems which rely on multilingual user-generated content. In particular, they allow to: (1) operationalise a custom concept of cul- ture in a system; (2) quantify and compare culture-specific content- or coverage biases in such a system; and (3) map a large scale landscape of shared cultural interests and focal points.

    Journal of Nationalism, Memory & Language Politics Volume 14 Issue 2 DOI 10.2478/jnmlp-2020-0008 Global Language Politics: Eurasia versus the Rest Tomasz Kamusella University of St Andrews Abstract Globalization in the early 21st century can be considered as the age of in- equality that splits the world into the rich North and the poor South. From the perspective of language politics, only very few discussed the division across the globe, especially, between Eurasia and the “Rest of the world.” In Eurasia, indigenous languages and scripts are used in official capacity, while the same function is fulfilled almost exclusively by non-indigenous (post/co- lonial) European languages in the Rest of the world. In the countries where they are spoken, non-Eurasian languages have limited presence in the mass media, education, or in cyberspace. This linguistic imperialism par excellence is a long-lasting and pernicious legacy of European (western) colonialism. The aforementioned divide is strongly associated to the use of ethnolinguistic na- tionalism in state building across many areas of Eurasia, while this ideology is not employed for this purpose outside the region.
