Cette Liste des codes de points sémaphores internationaux (ISPC) (international signalling point codes) remplace celle qui avait été publiée dans l’Annexe du Bulletin d'exploitation No 979 du 1.V.2011. Depuis ce jour, différentes notifications ont été reçues au TSB et ont été publiées séparément dans différents numéros du Bulletin d'exploitation de l'UIT. La présente Liste récapitule tous les différents amendements qui ont été publiés jusqu'au Bulletin d'exploitation No 1004 du 15.V.2012. 2. La Recommandation Q.708 mentionne que l'attribution des codes de zone/réseau sémaphore (SANC) (signalling area network code) doit être régie par le TSB. L'attribution des codes de points sémaphores internationaux (ISPC) sera faite par chaque pays qui en avisera le TSB. 3. Le plan de numérotage de la Recommandation Q.708 contient 2 048 codes SANC permettant de disposer de 16 384 points sémaphores internationaux. Parmi ces codes, 1 536 sont disponibles pour assignation, donnant 12 288 points sémaphores internationaux. A l'heure actuelle, 962 codes SANC sont attribués, et selon les indications reçues, 5 618 points sémaphores internationaux sont en service. 4. Pour que la Liste puisse être tenue à jour, les Administrations sont priées d'aviser le TSB, au moyen du formulaire de notification ci-joint, de toute attribution ou de retrait de code ISPC, www.itu.int/itu-t/inr/forms/ispc.html. 5. La mise à jour de cette Liste se fera par des séries d'amendements numérotés publiés dans le Bulletin d'exploitation de l'UIT. Introduction The Competition Act1 is a law of general application which applies, for the most part, equally across diverse sectors of the Canadian economy. In the area of merger review, the Commissioner of the Competition ("Commissioner") and her staff the Competition Bureau ("Bureau") have traditionally reviewed all mergers under the common analytical framework established in the Merger Enforcement Guidelines ("MEGs").2 This same framework has been applied irrespective of whether a merger was also subject to concurrent merger review by another regulator. This paper looks at recent developments regarding regulatory review of mergers in the transport and broadcasting sectors in Canada and discusses whether they are likely to have any impact on the Bureau's role in respect of such mergers. The principal development in the transport area has been the extension in June 2007 of the Canada Transportation Act ("CTA") merger review regime from airlines to all transport sectors.3 This provides for the possibility that the Minister of Transport and Cabinet, not the Competition Tribunal ("Tribunal") or the courts, will have the ultimate decision making authority over mergers, including competition aspects, in the transport sector. In the broadcast sector, recent Canadian Radio-Television and Telecommunications Commission ("CRTC") enforcement decisions and policy developments point to a focus on market concentration issues in a manner that may overlap with, although also diverge from, the reviewing role of the Bureau.

Finally, the Commission imposes a condition of licence on CHBD-FM Regina relating to contributions to Canadian content development. Introduction 1. The Commission received applications from Astral Media Radio Atlantic Inc., Astral Media Radio G.P.1 and Astral Media Radio inc. (now Bell Media Inc.) (collectively, Astral) to renew the broadcasting licences for various commercial radio stations, all of which expire 31 August 2013.2 2. In addition, Astral Media Radio inc. filed an application to amend the broadcasting licences for the commercial radio stations CFIX-FM Chicoutimi and CIMF-FM Gatineau. Two questionnaires were administered to 94 literacy groups, with 3,557 respondents. Findings included the following:(1) 70 percent of calls to literacy groups were from adult learners aged 16-44;(2) more calls were received from men in rural areas and from women in urban areas; (3) 77 percent of callers were native English speakers;(4) 80 percent of callers had not completed high school, compared with 38 percent of the general population; (5) about equal numbers of learners were seeking elementary-level literacy classes and high-school level classes;(6) 44 percent of all calls to literacy organizations were associated with the LEARN campaign; and (7) 95 percent of potential learners who saw a LEARN advertisement said it helped them decide to call. The study showed conclusively that the LEARN campaign is having a profound impact on potential literacy learners and on literacy groups in every part of Canada. It shows that even by Bell’s own calculations, certain aspects of the transfer of ownership verge close to the CRTC’s thresholds with respect to media concentration. While Bell claims that a combined Bell/Astral “will not exercise market dominance in any sector of the broadcasting industry” (emphasis added, Bell, Reply, A14c), this submission argues otherwise and that the transaction deserves very close scrutiny. It’s key findings can be summarized as follows: • a successful bid by Bell to acquire Astral would catapult it to the top of the ranks in radio, with revenues of $500 million, 106 radio stations, just under 29 percent of the market – twice the size of its nearest competitors: Rogers, CBC and Shaw (Corus). The CFO serves as the CEO’s right hand man, meaning that he is frequently a member of the supervisory board. More importantly however, the CFO tenure is short, averaging slightly less than 5 years in large MNCs. Upon completing the tenure, they are likely to be in demand for the role as CEO, Chairman or Non-Executive Director. How is a successful CFO succession strategy achieved? Several different aspects must be considered, starting with an understanding of the company’s business agenda and future plans. Next, the structure of the finance function needs to be examined by investigating strengths and areas of improvement. In most organisations there are two categories of CFOs: Those who fall under M&A, Tax or Treasury; and those who are CFOs of business divisions. Both of these groups naturally have their own strengths and weaknesses. The solution to creating a well rounded CFO is to actively manage their career paths. By being rotated through a series of assignments, and allowing the individual to gain wide ranges of experience, their broad functional and managerial skills will be tailored to the role. Two years before the current CFO intends to step down, several processes need to be completed. Candidates must be placed in positions that will address remaining gaps in their development before receiving a final evaluation. If the company decides to include external CFO-ready candidates in the process, the decision must be made earlier on in the process in order to decrease uncertainty amongst potential candidates.
