    US MILITARY OPTIONS TO ENHANCE ARCTIC DEFENSE TIMOTHY GREENHAW, DANIEL L. MAGRUDER JR., RODRICK H. MCHATY, AND MICHAEL SINCLAIR MAY 2021 EXECUTIVE SUMMARY Despite all the focus on strategic competition in Europe and Asia, one region of the world has at long last begun receiving the attention it warrants from the U.S. military: the Arctic. The Arctic is of unique importance to all Americans. First, the United States is one of just eight sovereign Arctic states — joined by Canada, Denmark (thanks to its autonomous territory Greenland), Finland, Iceland, Norway, Russia, and Sweden — which allows for the exercise of certain sovereign rights in the region and bestows member status in the international Arctic Council.1 China is, of course, notably absent, despite its self-proclaimed (and at best dubious) status as a “near-Arctic” state2 and its observer status on the Arctic Council. Second, the effects of global climate change are increasing access to previously inaccessible Arctic areas and important transit and trade routes. This increased access results in yet another theatre for strategic competition, and thus, it is curious that the Arctic was not mentioned in the Biden administration’s Interim National Security Guidance3 — although it has engaged on Arctic issues around this month’s Arctic Council summit.4 To better elevate Arctic issues to their proper place in strategic dialogue, especially amongst the armed forces, we argue that the U.S. military should prioritize engagement through international, defense-oriented bodies like the Arctic Security Forces Roundtable, redraw geographic combatant command borders to include the Arctic region under NORTHCOM, and continue improving operational relationships with allied and partner nations through joint exercises and training.

Volume 31, Number 1 Spring 2016 Association Continues FRC Plaque Program Presentations Made Recently to Fast Response Cutters Yered, Clark, Evans, Trump and David, Jr. Since CGCVA National President Michael Placencia presented the Association’s first commissioning plaque to the CGC Heriberto Hernandez in Puerto Rico in October 2015, it was decided that this would be an outstanding program for all new Coast Guard cutters named after USCG combat veterans. Those ships would receive a plaque that could be mounted on the bulkhead for all to see. A retroactive program to catch up with those cutters that had already been commissioned and were in service were not to be left out. The five cutters that received plaques represent two Silver Stars, two Navy Crosses and a Navy Marine Corp Medal. On Feb 24th and March 2nd, our Association awarded CGCVA VP Steve Petersen presents an Association plaque to Lt.Cdr. Brian Finn, commanding officer of CGC Charles David. CGCVA plaques to the following Coast Guard cutters: In Sector Miami, Florida: CGC Robert Yered (WPC 1104) and CGC Paul Clark (WPC 1106) .

This became its largest overseas deployment since the Vietnam War.     Coast Guard Combat Veterans Assoeiation OCTOBER,1991 NEWSLETTER PRESIDENT BOB MAXWELL RESIGNS Bob Maxwell turned the helm over to Dick Stent citing health reasons for his inability to continue as our President. Bob joined us in Reno, 1986 Reunion and had some great ideas concerning where we should be going. Bob was elected President at the 1988 Reunion, also in Reno, and re-elected in 1990, Baltimore. Presenting an award to the U. S. Representat­ ive and U. S. Senator at each re-union in appreciation for their help of the U. S. Coast Guard during the preceeding two year period was one of Bob's many ideas. Also the honor­ ing of the outstanding Coast Guard person for the same period was placed in effect during Bob's tour. We all know that the Coast Guard gets very little recognition for the things that have been done and are currently being accomplished. Bob wanted to see publicity at all levels on a continuing basis. We will miss Bob Maxwell's leadership and wish for a restoration of health at the earliest time possible. Bob Maxwell started his military career in the U. S. Navy, served in IOWA, number two turret, during the Korean War and saw extensive Coast Guard service in Viet Nam. Bob and his wife Jane live in Burney, California. Jane is Treasurer of the CGCVA Auxiliary and has put in many hours of hard ~orK for the CGCVA. PRESIDENT DICK STENT'S MESSAGE Dick Stent, the "Doc" on the MODOC during WWII has accepted the Presidency of the CGCVA and indicated that this is a tremendous responsibility.
