Scheduled Bank's deposit rose to Tk. 3650.04 crore at the end of December, 1982 as compared to Tk. 31 7l.B I crore at the end of December,198l.

The bank credit increased to Tk.4646.30 crore at the end of December,l982 as against Tk. 3798.95 crore at the end of Decernber,1981 .

Our bank's performance during the year under review was quite satisfactory. The bank succeeded in many fields particularly in mobilising deposits and deploying credits in the priority sectors. Rate of increase of deposits was highest compared to the major banks of the country.

The bank earned a satisfactory net prof it of Tk. 8,89,62,384.00 as against Tk, 6,80,45,180.00 of 1981 . The Authorised Capital and Paid-up Capital of the bank remained unchanged at Tk.s crore ( Tk.50 million ; and Tk.3 crore ( Tk.30 million ) respectively during 1 982.

Reserve Fund increased by TK.7 lacs ( Tk..7 mitlion ) raising the total amount from Tk. 3.73 crore ( Tk. 37.30 miilion ) to TK. 3.80 crore ( Tk. 38.00 rnillon ).

Total depositsof the bank stood at Tk. 706.57 crore as on 31.12.82 indicating an increase of Tk.135.21 crore over Tk. 571.36 crore as at the year end 1g81. Growth rate is 23.66% over the deposits of the tast year. Rura! Deposit increased by Tk. 15 crore to Tk. 130 crore i.e. 1 3.O4o/o of the preceding year. Demand Deposit at the end of 1982 was Tk. 204.30 crore white time deposit was Tk. 502.27 crore. Both private and public sector's deposit considerably increased during the year. Private sector deposits of the bank amounted to about Tk. 451.96 crore while the public sector deposits stood at Tk. 254.61 crore at the end of 1982 compared Tk.350 to crore and Tk.221 crore respectively at the end of December, 19g1 . Our bank's share in Nationa!ised Banks deposits stood at 18.32o/o compared to 15.9% in the Preceding Year-

The Bank's borrowings stood at TK. 5.37 crore at the end of 1982 as against Tk.34.61 crore at the end of 1981. Tk. 4.00 crore was borrowed from by way of counter finance facility and bills rediscounting facility" Thus borrowings decreased in 1982 by Tk.29.24 crore. There was no borrowing from outside Bangladesh -

Total ihvestment increased by about Tk. 12.33 crore to Tk. 121 .35 crore as on 31 .12.82 as against Tk. 115.02 crore as on 31 .12.81. Tk. 51 .50 crore was invested in Government securities and a littie over Tk.73.80 crote was invested in debentures. lnvestment in the f ield of debentures increased by Tk. 12.21 crore compared to last year.

Tota! credit increased from Tk 394.13 crore as on 31 .12.81 to Tk. 463,55 crore as on 31 .12.82 indicating an expansion of about 69.42 crore i.e. 17.610/0 during the yeat, compared to an increase of 9.18% during the preceding year. Rural credit stood at Tk. 32.24 crore as on 31 .12.82. Bills discounted and purchased amounted to Tk.3G.21 crore as on 31 .12.82as against Tk. 31 .99 crore at the end of 1981 .

During the year under review, the Bank coniinued its specific attention towards priority sectors. Credit extended to some of the important priority sectors are shown below:

REPORT OF THE DIRECTORS

Our f inancing in the jute sector stood at TK. 149.32 crore. Credit in this sector increased by Tk' 20.72 crore i.e. 16.11% from Tk. 128.60 crore in 1981 to Tk.149.32 crore at the end of Decemberr1982. Jute credit constituted 32.21% of the tota! credit disbursed by the bank during the year under review. Of the total credit, Jute Mills share is Tk. 61 .98 crore and the rest amount of Tk. 87.34 crore was allocated for f inancing the jute trade including jute export both in the public & private sectors.

After jute, our next major involvement was in the Textile sector. Credit dis- bursement in this sector stood at Tk. 46,55 crore. lt increased by 44.88% reflecting an increase of Tk. 14.42 crore fronr Tk. 32.13 crore in 1981 to Tk.46.55 crore in 1982.

Credit to the priority sector-especially small loan, transport loan etc. got liberal sanction from the bank during the year under review. The bank extended small loans to some priority fields to the tune of Tk.5.15 crore at the end of 1982 from the level of Tk.5.35 crore of 1981 . Transport sector received Tk. 5.29 crore during the year as against Tk. 5.95 crore of the previous year.

Apart from performing the normal functions of a commercial Bank, Agrani Bank has been financing the rural sectors since 1975-76 considering theimportance of the rura! sectors in our National Economy. Since then, the rural credit portfolio of the bank has been enlarged to cover f inancing of all types of econonric activities, agricultural & non-agricultural, in the rural area. The rural credit policies & programmes of the bank have been designed to give maximunl coverage to the rural people-both the landless and the Iand-owners with the following broad ohjectiveS ; - a ) To increase and accelerate the production of food & nonfood items in rural area. b ) To increase the opportunities for gainful employment. c ) To improve the quality of life of the rural people particularly the rural poor who constitute a vast majority of our population. Physical presence of bank branches in the rural area is considered as one of the major needs for accelerating the pace of rural development through banking and as such the bank has opened 499 rural branches against 277 branches in the urban area. At present all these 499 rural branches and also a good number of urban branches are directly or indirectly involved in rural financing. This clearly indicates the bank's anxiety for the upliftment of the rural economy and thereby improving the quality of the Iife of the rural people. REPORT OF THE DIRECTORS

The Rurat Credit Division at Head Office has been equipped with adequate number of trained and specialised personnel for monitoring the rural credit operations of the bank as per policy objectives. Separate Rural Credit Department has been organri-sed at each of the Zonal of f ices of the bank. A good number of technical personnel viz, Agri-graduates, Engineers, lrrigation supervisors and Field Assistants have been recruited for assisting the Zonal offices and the branclps in proper implementation of the Rural Credit programm€s. The Bank believes that the Rural Credit should be a "Supervised Credit" and as such the strength of the supervisory staff has been increased during the year to exercise effetive supervision to ensure end-use & recovery.

INVOLVEM ENT OF TH E BANK The programmesTschemesTprojects in which the bank has since been involved are classified as ( i ) Special Agricultural Credit Programme ( SACP ) covering f inancing of all types of crop production, ( ii ) Special Rural Credit Programme covering all types of economic activities in the rural areas undertaken by the target groups specif ied for each of the programmesTprojects. ( iii ) Fisheries Financing Programme covering Fish culture and Shrimp-culture. ( iv ) Rural Credit under Normal Programme of the bank covering all activities both in the farming & non-farming sectors in the rural area. From 1975 till 31st December, 1982 a total credit of Tk. 6227.62|acs was disbursed for various activities in the rural area to 537235 borrowers out of which Tk. 1728.17 was disbursed in 1982. Some of the important programmes/SchemesTproiects and our involvement thereof are mentioned here-under in brief ;-

The programme was Iaunched in February 1977 for extending credits to farmers for crop production. Presently the programme is sub-divided into the following cate- gories viz, ( i) lntensive Rabi Crop Production'( IRCP ) covering financing of all Rabi crops, ( ii ) tntensive Summer Crop production ( ISCP ) covering financing of Aus, B. Aman, Jute, etc. and 1 iii I lntensive Transplanted Aman Production ( ITAP ) covering financing of transplanted Aman paddy. Under this programme our bank involved in 741 unions. Since inception to 31st December,1982 a totat sum of Tk. 4493.51 lacs was extended under this ilrograrnme out of which Tk. 1262.08 lacs was disbursed during 1982'

Fish Culture progralt'lme was launched in 1978 aiming at re-excavation of derelict pond and cultivation of f ish thereof. The shrimp culture credit programme was introduced in 1980 for extending credit facilities to the shrinrp culturists of Khulna/Satkhira areas. REPORT OF THE DIRECTORS

Since inception our bank has extended a total Ioan of Tk. 174.44 lacs under the captioned programme upto 31st Decemher, 1982 out of which Tk. 8.20 lacs was disbursed during 1 982.

This project was undertaken by the bank in 1979 in collaboration with Bangla- desh Bank and USAID as an Experimental project for the landless rura! poor and the small farmers cultivating land upto 2'acres. 10 branches of the bank in l0 districts experimented this project upto 31 stAugust 1982 and disbursed a loan of Tk. 165.84 Iacs without any security, of which Tk. 58.00 lacs was disbursed in 1982. All sorts of econontic activities were covered. Effective supervision was exercised over the loaning operation and for mobilization of savings which resulted recovery of over 96% of the loan within due date and mobiliz.ation of Tk. 23.00 lacs as savings from the tar- get group. The operation of the project is continued and we have decided to expand the project activities through 100 branches of the bank during 1983.

Under BADC's sale programme our bank has been extending credit to the tar- mers for purchase of DTW, STW, HTW & LLP in the unions altocated to us under Special Agricu!turat Credit Programme. Besides, our bank has atso participated under Agricultural Credit project ( Minor lrrigation ) IDA credit No. 1147-BD for financing Shallow Tube Wells, to the farmers in the 5 districts of Rajshahi Division. Under both these progiammes our bank has extended credit of Tk. 12g.4g lacs for 817 lrrigation Eguipments upto 91.1Z.BZ.

Under this programme our bank has been financing the landtess labourers, Ungm. ployed youths and Women through their societies in Comilta Kotowali & Laksham Thanas- Credit facilities are extended for various income raising activities without any security excepting group guarantee. We started this project in 1976-77 with a loan of Tk.47,000-onlyforBeef-fattening. By now a total loan of Tk. 53.17 tacs has been exte- nded to2150 borrowers covering 114 societies and the recovery is 1007o since inception.

GR/.MEEN BANK PROJECT ( cBP ) This project was launched in 1979 with a view to channelize credit facitities to landless male & female in the project area for various types of income-raising rural activities. The loans under this project are extended in groups to landless people & small farmers having land upto 40 decima!. Since inception our bank has dis- bursed Tk. 103.74 l'acs under this project through our 3 branches in Tangail out of which Tk. 40.87 lacs has been disbursed in 1982. The operation of the Project will be extended through 20 branches of the bank in 5 districts during 1983. REPORT OF THE DIRECTORS

This programr,le launched in the year 197E as,,Dheki loan programnle" for distressed women in 1O Swanirvar Thanas has since been extended in 70 Swanirvar thanas as ,,Swanirvar Creclit prograrnme" for extendlng credit facilities to landless rural people for various inconre raising activities. Since inception in 1978 a sum of Tk.47.08 lacs was disbursed upto 31 .12.82 out of which Tk. 33.93 lacs was disbursed in 1982.

This scheme was sponsored by Bangladesh Bank in collaboration with !nternational Fund for Agricultr-rral Deveiopnrent ( IFAD ) in 1979 on experinrental basis in the district of Faridpur, Jessore & Kushtia for extending credit facilities to the small farmers, cultivating land upto 3.00 acres for crop production and for other farming & non-far- ming activities. Since inception the bank has disbursed a sum of Tk. 41 .39 lacs under this schenre out of which Tk. 10.20 lacs was disbursed during 1982.

OTHER RURAL CREDIT PROGRAMMES/

SCH EMES/PROJ ECTS Besides these programmes mentioned above, we have also been extending credit f acilities to the rural sector f or vario us farming and non-farming activities under the following programmes :

i) BANANA CULTIVATION FINANCING SCHEMES Launched in 1980 with the objectives to encourage and assist the people to culti- vate improvedvariety of Banana in selected thanas ai! over the country.

The scheme undertaken by the bank in 1976 -77 to encourage the prospective tar- mers to develop ttreir existing lac cultivation trees and to develop further area to cul- tivate trees in orchard !and in Chapai Nawabganj, Rajshahi.

iiil FINANCING RUBAL TRANSPORT The programme introduced in 1981 is aiming f or extending credit f acilities to the rural people for purchasing country boat, Bullock Buffalo carts, Rickshaw etc.

The bank has been participating in this scheme since 1977 for facilitating taking of electricity conne:tions in the rural residential houses, shops and establishments and for electrically operated irrigation equipments. REPORT OF THE DIRECTORS

This scheme was introduced in 1977 -78 for extending credit facilities for constru- ction of low-cost houses in the rural areas not covered by HBFC.

The programme for financing the weavers of Rajshahi Silk has been taken during the year 1982 to extend financial facilities to the Silk Weavers of Shibganj & Chapai Nawabganj of Rajshahi District.

To help decrease of Nutritional defficiency of the country the banK has rightly been extending credit facilities for development of live stock & Poultry since 197S-70 under Normal Rural Credit Programme.

The total volume of foreign exchange business handtedby the Bank in respect of imports and exports goods and services during 1982 amounted to Tk.b76.8S crore com- pared to Tk. 435.94 crore during 1981. While the import business during 1gg2 increased to Tk. 314.84 crore from Tk. 284.54 erore of 1981, the export business during the same period rose to Tk.231.27 crore compared to Tk. 140.90 crore of 19g1. Besides, foreign remittances were handted by the Bank to the tune of Tk. 30.74 crore ( Wage Earners scheme ) during the year under review. Major export items handled by the Bank were raw jute, jute goods, hides and skin, tea, fish etc. The Bank financed export of non-traditional items to the tune of Tk. 33.26 crore. I

REPORT OF THE DIRECTORS

The 1982 was also the yeil of consolidation of our business. Only one branch was opened during the year raising total number of branches to 776, including 277 urban & 499 rural branches as on 31 .12.1982.

The total number of employees of the bank stood at 9334 as on 31.12.82 including 2659 off icers, 4834 Clerical staff and 1841 Non-Clerical staff, compared to total emp- !oyee strength of 7460 in the preceding year. Average staff strength per branch stood at 12.03 which is the lowest among all nationalised Banks indicating an optimum man- power utilization in our bank on the otherhand Officer-CIerk ratio is 1 : 1.8 which also indicates minimum number of Clerks per officer antong all the Banks.

With the expansion of the organization, proper emphasis has been given on per- sonne! development. Agrani Bank Training lnstitute trained 1066 Officers during the year under review. A good number of courses were offered in the fields of ( i ) General Banking (ii ) Banker's Advances (iii ) Training Methods & Skills (iv)Accounting ( v ) lnternational Trade and (vi1 Credit Management Seminar. Besides, a number of offi- cers were trained at Bangladesh lnstitute of Bank Management, Dhaka University, Bangta- desh Management Development Centre & The Training Academy for Planning & Develop- ment.

Our Bank is the first in Bangladesh to introduce lnland Travellers Cheque. Satis- i factory response has been received from the public and it is fast growing popular among the travellers.

The scheme aims at developing savings habit among school children and familiar- ising them with simple banking procedures which an ordinary depositor should know. By the end of December, 1982, the bank covered 20 schools of Dhaka City and 15,436 students opened their tiny accounts amounting to Tk.l6 lacs. The bank has extended this schffne outside the capital city.

During theyear under review, the bankoffered internship opportunity to 33 students of Dhaka University belonging to the Departments of Finance. Atl the internees were the final year M. Com. students who received practicat training in Banking. REPORT OF THE DIRECTORS

This scheme, first of its kind in Bangladesh was introduced in 1978. lt aims at providing earning opportunity to the University students during their tong vacation period. Under this scheme the students, after a short orientation programme, are sent to their own and known villages to work for popularising banking services among rurat peo- ple. During 1982, one month long operating period of the scheme resulted in opening of 1588 new accounts, mobilising deposit of Tk. 2.34 lacs in these accounts and collection of economic information of 60 villages.3l students, of 2 different Universities of Bangladesh participated.

As a result of intensification of Audit & lnspection 524 branches were audited during 1982. ln addition to this, 17 Zonal offices and 8 Divisions of Head off ice were audited during the year. Follow-up & closure of previous audit files have been satisfactory.

For rationalising the information system, important statement have been computerised at the Bangladesh Bank computer. Customer's saving Accounts of seven Dhaka City branches are also maintained in the computer.

Adequate provision for Bad and Doubtful Debts has not been made in the accounts which has affected the Profit and a separate report, in this regard will be submitted to the Ministry of Finance.

Subject to the foregoing we report that : ( a ) We have obtained all the information and explanations which to the best of our knowledge and belief, were necessary for the purpose of our audit and these have been found to be satisfactory.
