HISTORY MANUAL 1966 to 2016 The information contained in this TSITE History Manual has been gathered from a variety of sources such as previous history documents and records, meeting minutes and agendas, newsletters, year-end reports, rosters, email inquiries, etc. If any information shown in this document is missing or in error, please forward the new or updated information to the TSITE Technical Committee at [email protected]. EXECUTIVE SUMMARY From 1953 to 1966, many Institute of Traffic Engineers members in Tennessee were active in the Southern Section of the Institute of Traffic Engineers (Southern Section). Of the twelve founding members of the Southern Section who signed the Charter petition to the Institute of Traffic Engineers, two of these members were William H, Mann (Tennessee’s representative) and Marble J. Hensley (who was a Georgia representative at the time). On October 1, 1953, the Southern Section was officially chartered by the Institute of Traffic Engineers. In 1958, the Southern Section began recognizing Divisions within the organization even though Divisions were not officially recognized by the Institute of Traffic Engineers. On February 18, 1966, Source: TDITE twenty founding members developed and signed the original constitution and by-laws for the Tennessee Division of the Institute of Traffic Engineers (Tennessee Division). On April 5, 1966 during the Southern Section Annual Meeting, the Tennessee Division was officially constituted, recognized, and approved as the fourth Sub-section (3rd Division) under the Southern Section. The Tennessee Division was preceded by the Virginia Association of Traffic Engineers (1959), the Georgia Division (1962), and the North Carolina Division (1963). The first officers of the Tennessee Division for the 1966/67 term were Earl C. Williams, Jr. (President), Ralph G. Lewis, Jr. (Vice President), and R. Douglas Warpoole (Secretary-Treasurer). The Tennessee Division lasted from 1966 to 1988 until a name change was proposed to correspond with Source: TSITE the upgrade of the Southern Section to District status, On August 12, 1987, Glenn A. Beckwith (Tennessee Division President) submitted a formal request for upgrade to Section status for the Tennessee Division. A copy of this letter is included after the 1987 annual activities summary in Section 11. On June 1, 1988, the Tennessee Division ceased to exist and was officially upgraded to the Tennessee Section of the Institute of Transportation Engineers (Tennessee Section). By the end of the Tennessee Division in 1988, membership had grown from the original twenty members to 119 members. Today, the Tennessee Section membership stands at over 350 Source: TSITE members including over 60 student members. i EXECUTIVE SUMMARY [Cont.] Over the years, many Tennessee Division/Tennessee Section members have been active at the higher levels within the Institute of Transportation Engineers. As presented in Section 5, the Southern Section/Southern District Past Presidents literally represent a who’s who of transportation engineering in Tennessee. One of these Southern Section Past President’s is Marble J. Hensley. Marble grew up in Smyrna, Georgia near Atlanta. Besides the typical farm chores at home, he also worked on the surveying crew of his father’s small engineering and surveying company. In 1942, he enrolled at Georgia Tech and worked for Bell Aircraft before entering the U.S. Navy in 1944. Following his discharge in 1946, Marble returned to Georgia Tech and Source: ITE graduated with a B.S. in Civil Engineering in 1949. After graduation, Marble worked for the Georgia Highway Department and the City of Atlanta before becoming Director of Traffic and Planning, and Traffic Engineering for the City of Chattanooga. In this position he established the City’s first Traffic Engineering Department and their first Planning Department. In April 1951, Marble joined the Institute of Traffic Engineers. At that time, the Institute of Traffic Engineers was a national organization for traffic engineers with little representation for regional groups of traffic engineers. This led to the formation of the Southern Section in 1953. Besides being a Charter member of the Southern Section, Marble served as President of the Institute of Traffic Engineers in 1969 and was honored in 1973 with having a Southern Section/Southern District annual award named after him (Marble J. Hensley Outstanding Individual Activity Award). Finally, the highest recognition of notable and outstanding professional achievement presented by the Institute of Transportation Engineers is election to Honorary Membership. In 1995, Marble was elected as the 48th Honorary Member and is the only person ever elected from the Tennessee Division/Tennessee Section. Since 1933, when the first Honorary Member was elected, up to Source: SDITE 2014, only 80 individuals have been so honored by the Institute of Transportation Engineers. In 1989, as a result of the upgrade to Tennessee Section status, Louis E. Taylor led the Tennessee Section effort to prepare the first Historical Brief regarding the former Tennessee Division. The significance of this Historical Brief was to gather historical information that would establish permanent name recognition for all former Tennessee Division officers and to formally thank them for their outstanding service demonstrated to the Tennessee Division. This Historical Brief was completed and sent via letter to all members of the Tennessee Section on November 10, 1989. A copy of this letter and listing of its contents are included after the 1989 annual activities summary in Section 11. Editor’s Note: A major effort was made in 2015 to obtain a copy of the contents listed in the November 10, 1989 letter, but to no avail. If anyone would have a copy of these missing documents, please forward a copy of them to the Tennessee Section ITE Technical Committee at the email address provided in the front of this manual. ii EXECUTIVE SUMMARY [Cont.] In 1991, the 25th Anniversary of the Tennessee Section was celebrated throughout the year. The Tennessee Section logo used on letterheads and other documents was modified to recognize this event. From there, the historical information regarding the Tennessee Section was kept loosely Source: TSITE in boxes until the first major update to the Historical Brief was completed in 2006, which was in conjunction with the Tennessee Section’s 40th Anniversary. During this update, this document was no longer considered a Historical Brief and became referred to as a History Manual. After that, the historical information regarding the Tennessee Section was again kept loosely in boxes until the second major update was conducted in 2016, which was in conjunction with the Tennessee Section’s 50th Anniversary. With each major update, new information was added and existing information was expanded upon. As with the 25th Anniversary, the 50th Anniversary of the Tennessee Section is being celebrated throughout the year and the Tennessee Section logo used on letterheads and other documents was again modified to recognize this event. In addition to the modified logo, the following tagline was developed to enhance the identity our organization: Advancing Transportation in Tennessee.
