It gives me immense pleasure to congratulate and express my best wish- es to Tribhuvan University Central Library (TUCL) staff for resuming the publication of Annual Report after four years! Being the biggest library in Nepal and offering multi-dimensional ser- vices to the research scholars, faculties, students, university administra- tion, governmental & non-governmental organizations and even to the general public, TUCL has been doing its best despite its limited infra- structure and the severe effect of the massive EarthQuake that struck Nepal in 2015. The e-resources service, Nepalese Journals Online (NepJOL) hosting, ISBN distribution, UN depository, TU archive, Rare books collection, Periodical archive etc. are some of the outstanding sections TUCL has been maintaining and providing service that’s what makes us proud of it. TUCL has yet to do a lot by reaching out to encompass, interlink and lead the TU’s constituent campus libraries as well as to set a standard for all other libraries of the nation and to make itself even better to meet the ever-growing need of modern Information & Communication Technolo- gy (ICT) based literate society. Realizing such a glorious role of TUCL in dissemination of information, this Annual report could show the fact & figures of overall activities and services rendered by the library in the last fiscal year that may be of great help to the concerned. I once again congratulate the chief of T.U. Central Library and the entire library staff for bringing out this Annual Report 2073/074 B.S.(2016/17A.D.). I wish all the success of the library.

e are pleased to bring out this Annual Report for the Fiscal Year W2016/2017A.D. (2073/2074 B.S.). Even though it should have been published annually, as the title of the report itself suggests, it came out only after a long gap of four years! However, it’s a matter of deep satis- faction that, even though after a long gap, we have finally made it ! And I assure our valued readers that it will continue to be published regularly in the coming years! Only by the end of the last f/y 2073/074, we could start managing the scattered heaps of books that were left abandoned visibly everywhere ‘as it is’ since The Earthquake that struck and left the TUCL in dilapidated condition 2 years ago in April/May 2015. Now, even after 2 years of the Earthquake, the management of scattered books/documents is going on steadily. In continuing the management of the shelves four labours had been recruited and up-to 18 trained volunteers were taken help of on daily basis. Ultimately, we were able to do the sequential manage- ment of the books of ‘General collection’ section. Similarly, the sequential management of back volumes of bound periodicals and ‘Singh collec- tion’ have also been completed with the help of the students of Central Department of Library and Information Science, Kirtipur. In the successful materialization of the above works I think it proper to mention the names of the few library staff that they deserve here to be applauded, viz. Mrs. LunaShree Upadhyay, Ms.Radhika M. Bajracharya, Mr. Rabindra Maharjan, Mr. Mitharam Dhakal, Mr. Geba Nath Nyaupane, Mr. Rajesh Karmacharya, Mrs. Sabita K.C., Mr. Durga Ram Maharjan, Mr. Asta Man Shakya and Mr. Sudarshan Thapa. All other staff of TU Central Library deserve to be equally applauded for the smooth running of the library. It was a mere historic co-incidence that during the last f/y 073/074, TUCL saw its 3 Chiefs, viz. Mr.Janardan Dhungana who got retirement in Kartik 2073 (Nov.2016). Mrs. Sita Sharma succeeded him after a month, who in turn, could serve only for 5 months until her retirement in the last week

Tribhuvan University IV Central Library of Baishakh 2074 (May 2017). Likewise, after one month of Mrs. Sharma’s retirement, she was succeeded by Mr.I.P.Adhikari in the last week of Jes- tha 2074 (June 2017) as the new chief of TUCL. It’s a common truth that the more we do the more new things emerge to be done. It is especially true when we contemplate on improving upon the current situation of any organization. Despite the lack of adequate space and manpower, we have envisioned a fine list of standing ‘TO-DOs’ under the little “ Looking ahead to th future in part VII of this report. Finally, I express my sincere gratitude to the Rector of Tribhuvan Univer- sity Prof. Dr. Sudha Tripathi for writing few words of encouragement for this annual report. Tribhuvan University VIII Central Library Part-I General Information

1.1 Historical Overview Established in 1959 AD (2016 B.S.), in Tripureshwor Kathmandu, along with Tribhuvan University with a meager collection of few hundred books occupying only two rooms, Tribhuvan University Central Library is now considered as the biggest library in Nepal, not only in terms of collection but also in terms of number of clienteles, service rendered, e-resources etc. In the same year of the inception of this library, there was yet another library, named ‘Central library’ was also established at Lall Durbar by the then Nepal Govt with the help of US AID. After 3 years of operation the collection of Lall Durbar public library was merged with that of T.U. library. Altogether 15,000 books of central library were merged with the collection of TU library at Tripureshwor. When the construction of a new library building in the University Cam- pus Kirtipur was completed in 1967 (2024 BS), all the library collections were moved to the new building from Tripureshwor to Kirtipur where it is now located. After the formulation of a new regulations to imple- ment ‘New Education Plan’ in 1974 (2030), the name of T.U.Library was changed to T.U.Central Library. 1.2 Present Status With the ever increasing collection, it has now become the biggest li- brary in the nation with more than 400,000 volumes of documents com- prising mostly textbooks, reference books, theses/dissertations and back volumes of bound periodicals. Even though TUCL is a university library, established to serve the university community, it also serves the govern- ment ministries, foreign researchers, diplomatic missions and some of the public communities. Since 2000, TUCL has been designated as the ‘National Agency for ISBN’ (International Standard Book Number) to distribute ISBN numbers to the writers and publishers for their forthcoming books. Likewise, since 1964,

TUCL has been working as the United Nations Organization’s Depository Library for Nepal. Similarly, The Library has also started distributing Cat- aloguing-In-Publication (CIP) service to the Nepalese publishers since 2009. TUCL had also had the honour to publish the Nepalese National Bibliography (NNB) from 1981 to 2010. 1.3 Library Governing Board To ensure efficient functioning of the libraries in Tribhuvan Universities’ various institutes, research centres, constituent campuses and the af- filiated campuses, there is a provision of a high level ‘Library Develop- ment Committee’ in the T.U. Rules and Regulations charter. This Library Development Committee consists of 25 members chaired by the Rector of Tribhuvan University. This committee is formed by Vice Chancellor on the recommendation of the Rector for the tenure of 3 years. The chief librarian of TUCL serves as the member-secretary of the Committee. The committee is formed as hereunder:

Central Library works as the secreteriat of the committee. 1.4 Library Special Committee Under the umbrella of T.U. Library Development Committee, there is yet another library committee called ‘Library Special Committee’ which is formed by the Rector to help Library Development Committee (LDC) in

Tribhuvan University 2 Central Library Annual Report 2016/17 (2073/74) formulating policies and plans and also to execute the policies and plans already formulated by the LDC. This committee is comparatively a small- er one consisting of altogether 7 members as listed hereunder :

The other general objectives are: ƒƒ To fulfill the teaching-related and research needs of the University ƒƒ To provide materials both in conventional and electronic formats and to furnish an environment conducive for study and research ƒƒ To promote information literacy, readership and life-long learning. ƒƒ To preserve the intellectual heritage of the nation ƒƒ To promote resource sharing, networking and exchange of docu- ments and databases ƒƒ To help develop libraries and promote scholarly standards, guide- lines and practices ƒƒ To promote professional expertise in information management and to conduct trainings for the staff of TU constituent campus libraries ƒƒ To provide documentation and information services and to bring out relevant publications

Tribhuvan University 4 Central Library Annual Report 2016/17 (2073/74) 1.7 Staff Strength To carry out the above functions, there are Professional, Semi-profession- al and other Supporting staff. Even though there is a provision of over 75 staff, at present only 53 staff have been employed. The professional staff have the qualification of MLIS (Master’s degree in Library and Informa- tion Science) or at least B.Lib.Sc. (Bachlor’s degree in Library Science). The Semi-professional staff too have at least some type of short term library trainings or technical experience. The number of staff working in TUCL at present are presented as hereunder.

Professionals 7 Non professional officers 4 Semi-professionals 15 Clerical staff 13 Other supporting staff 14 Due to being big in building area, large collection and to meet the ever- increasing demands of the users the library has to frequently employ some extra staff on daily-wages basis and even after this sometimes it becomes imperative to take help of volunteers from outside to help the staff manage the collection. (For the list of staff members, please see in the Appendix). 1.8 Library Hours TU Central Library remains open all days except on Saturdays and on public holidays. The Library notifies the public about opening hours in advance during any urgent or unforeseen circumstances. Opening hours of the library is: • Summer: 9:30 am to 5:30 pm • Winter: 9:30 am to 4:30 pm (Nov-Jan)

Tribhuvan University Central Library 5 Part-II Major Activities

2.1 Collection Development Tribhuvan University Central Library has a collection of more than 400,000 printed documents, of which almost are books. Remaining oth- ers are periodicals, dissertations/theses and CD/DVDs. The acquisition section of the library collects the documents by means of purchase, gift and as repository. During the year 2016/17, the library received 4130 documents as listed in the following table. Table 1: Books and other materials received in 2016/17

By purchase In the beginning of new fiscal year, TUCL sends circulars to all the Central department of T.U. in the Kirtipur Campus and other campus- es to recommend Text books, Reference books and Journals suitable to their curriculum. On the recommendation from the Head of De- partments TUCL places order to the local vendors who have been en- listed in the register of Tribhuvan University Central office. Normally, TUCL puchases at least 2 copies of each title of books. Depending on the number of students enrolled in each central department and con- sidering the recommendation of the respective department heads as well as of the students and library users, TUCL proceeds to purchases the books. The library record shows that 2111 books were purchased during the last fiscal year 2016/17, as shown above in the table.

2.1.2 By gift TUCL Sometimes receives books and other documents from various national and international organizations as gift. Being the only repos- itory library in Nepal for the publications of United Nations, TUCL has been receiving the publications of UN and its agencies regularly. Last year too, TUCL received documents from the UN and its agencies. In the form of books, journals, CDs, reports etc. In the F/Y 2016/2017, TUCL received altogether 2019 number of documents. Similarly, TUCL received 3200. number of books in the ISBN section as ISBN depository copies. Generally, TUCL receives 2 copies from each title of the book that are assigned ISBN numbers. Likewise, the ac- quisition section received 778 number of CD/DVDs of audio-visual materials in the form of dissertations & theses submitted by Master’s degree, M.Phil. and Ph.D. scholars. In addition to these repository gifts, TUCL accepts books, journals and other audio-visual materials as gift provided that the material are in good condition and useful to the readers. 2.2 Periodical Management TU Central Library has a large collection of journals, magazines and newspapers published in Nepal. For example, we have the collection of Gorkhapatra -uf]/vfkq_ and The Rising Nepal since 1969 (2025 B.S.). Sim- ilarly, the library has a collection of other Nepali daily newspapers viz. Kantipur, Samacharpatra, Nepalipatra -sflGtk’/, ;dfrf/kq, g]kfnLkq_ and other Nepali magazines and journals. These periodicals were collected through subscription as well as gift and are maintained in hard-bound format monthwise and yearwise depending on the frequency of their publication.

At present, the periodical section has 17,045 back volumes of journals ranging over 409 titles of Nepalese and foreign publications. ƒƒ Physics Abstract (1976-1981, 1987-1998) ƒƒ Chemical Abstract (1918-1981) ƒƒ Geological Abstract (1997-2001) The Periodical section has been able to acquire 105 titles of English and Nepali journals from its own resources (purchase) and 110 titles were received as gift during the year 2016/17. Weeklies : Titles : 20 Volumes : 875 2.3 Audiobooks collection for the VIPs In order to serve the Visually Impaired Persons (VIPs) T.U.Central library has set up a separate section of Audio books in MP3 digital audio for- mat. The collections are mainly in Nepali language. The number of Au- dio-books acquired in this section so far are as shown in the following table :

It includes classification, cataloguing, computer database maintenance, spine labeling, end processing etc. Once the books and other educational materials are received by the library’s acquisition section the technical process begins until they are shelved in their respective sections. The technical section of the library performs a series of works as mentioned above to ease in shelving sys- tematically to enable the readers find the book easily. In this process, at least 4 catalogue cards are prepared for each title of books, spine labels having classification numbers printed on them are prepared and affixed to the spine of each book that is indicative of the thought content and shelving sequence. Computer database is updated at the same time. After the technical process is finished the books go to different sections viz. Special collection (UN, Nepal, Singh), Reference section, Textbook section, etc. indicated on the spine label with the initial letters as shown below.

The electronic database are accessible through the OPAC (Online Public Access Catalogue) terminals installed at the IT section as well as at the entrance hall of the library. More than 100,000 records are now available in the OPAC system, almost same numbers of records are found in the website www.tucl.org.np.

During the year 2016/17, the Technical section was able to process 1035 titles and 1715 volumes of books and forwarded to different sections for the user’s service. The books and other documents which are very costly, historically signif- icant and are not easily available in the market are categorised as ‘Rare books’ and are organised in a separate section. 2.5 Users served Being the biggest library in Nepal, and having the largest collection, the library users are increasing tremendously. The TUCL is serving the faculty members, students, research scholars and staff of TU Kirtipur-based vari- ous central departments and offices. Population 2.6 Library Membership : TU Central Library provides membership to teachers, students, research scholars and administrative staff of Central Central Departments of T.U. Kirtipur. Similarly, it also provides membership to the permanent teach- ers of all other TU colleges in Kathmandu Valley. In addition, the library

Tribhuvan University Central Library 11 Annual Report 2016/17 (2073/74) also offers private and temporary membership to the persons seeking membership, including foreigners on recommendation of their employ- ing organizations in Nepal. Following are the general rules and guide- lines for library membership : ƒƒ Contract teachers in the University Campus need to deposit Rs.1500 (refundable) ƒƒ Students must get a recommendation from their respective depart- ments to renew their membership every year. ƒƒ Students from those departments that have a compulsory provision to submit thesis should produce a recommendation letter from their respective departments as a proof of their eligibility for member- ship. Any Nepalese citizen can be a private member of the Library. For non-Nepalese nationals, they should produce an official recommenda- tion letter from their employer or a photocopy of their valid passport to be a member of the Library with a refundable deposit of Nepalese Rupees 3,000/-. For the Nepali nationals, refundable deposit charge is Rs.1500 /- There is also a provision of Temporary Membership. If an individual wants to use the Library resources for a few weeks only, s/he could be granted the temporary membership. A temporary membership fee is NRs.100.00 for a period of 15 days. It includes both the lending of books and services rendered by the Text Book Section, Reference Book Section, Nepal Col- lection and Periodical Section. Each of these subject groups had the circulation record of 167. 2.8 Special collections and service

Depending on the rarity, historical significance, cost, and other unique- ness of some reading materials, TU Central library has been maintaining special collection sections that are meant to be preserved and can be used for special purpose only. The documents of these Special collec- tion sections can be consulted inside the library. If anyone wants to have copies of the documents kept in these sections then there is a provision of photopying the document in the library. These special collections are as follow:

United Nations’ Established since 1964, there are 13 Depository Collection nearly 30,000 volumes The Nepal Collection section : ‘Books on Nepal’ published within and outside the country, ‘Books by Nepali writers’ as well as ‘Books in Nepali language’ have been kept here. Similarly, a ‘Close section’ for Nepali, En- glish and Newari rare books have also been kept here). Nepal collection has maintained a separate print collection of Master’s level dissertations/Ph.d. theses. ƒƒ Under the Textbook collection, 1762 text books, 1498 Old ques- tionpapers and 524 other documents (syllabus consultation etc.) were recorded to have been used during this fiscal year. The TUCL has a separate collection of 550 titles of manuscripts in dif- ferent languages like: Sanskrit, Devanagari, Pali, Newari, Kiranti etc. The subject coverage is Buddhism, Hinduism, Kirant, Religious Prayers, i.e. Ayurvedic medicine etc. Some of them are 200 years old. The library tak- en appropriate measures to digitize the manuscripts for the purpose of preservation as well as for use. The list of some rare manuscripts (See Appendix )

2.9 Reference section TUCL has a very good collection of Reference books. The Reference sec- tion of the library houses 30,000 multi-volume books, very expensive books and books having only referral values. Some of the categories of Reference books kept in this section are Bibliographies, General Ency- clopedias, Subject Encyclopedias, Dictionaries, Atlases, Statistical books, Biographies, Handbooks, Manuals, Annual reviews and so on. 2.10. Additional Service 2.10.1 Photocopy service To facilitate the users in using rare books, reference books and other documents, the library has been providing photocopying service at subsidized rates.

2.10.2 Reading room service on holidays Even though the library’s opening hours is 8 hours every day i.e. from 9:30 a.m. to 5:30 p.m., the annexed rooms outside the main building (at the right hand side of the library) are kept open everyday for 12 hours i.e. from 6 a.m.to 6 p.m. even on national holidays (except Sun- days). This service has helped the students staying in the vicinity to concentrate on their study and prepare for their exams. 2.11 E-resources / In-house Database 2.11.1 Internet service The library has been providing e-mail and internet services to its us- ers since May 1995. In the beginning years an average number of 40 to 50 users used to benefit from this service on daily basis. But due to the availability mobile phones, other ICT devices and WiFi facility, the number of internet users has gradually been declining. The e-resources section also provides the service regarding library’ over 1,00,000 bibliographic database search, user guidance etc. 2.11.2 Subscribed journals databases The E-resources section of TUCL provides services of national and international electronic databases. Full text of more than 25,000 sci- entific journals subscribed through INASP, UK, can be accessed free of cost. These databases have been made available to the teachers and research scholars of TU’s constituent colleges and central depart- ments. Other like-minded institutions too can take benefit of these databases under certain conditions. Likewise, JSTOR and Project MUSE databases subscribed from the NeLIC (Nepal Library and Information Consortium) are also effective service rendered by TUCL’ e-resources section. For more information please visit the site : 2.11.3 NepJOL (Nepalese Journals Online) Nepalese Journals Online (NepJOL) is also one of the most used on- line e-resource sites maintained by TUCL in collaboration with INASP, UK. At present there are 122 Nepalese journals that have been en- listed in the NepJOL system. The emerging journals as well as other established ones are also seeking to get enlisted in this system. The editors of these Nepalese journals used to get trained by the experts

The journals are from the diversified fields such as Medical science, Social sciences, Hydrology, Physics, Agricul- ture etc… For more details and to access the journals, please visit the site . 2.11.4 Nepal Theses Database TUCL is developing a Nepal Theses Database. For this, all Ph.D. the- ses, M.Phil theses, Master’s degree dissertations submitted to the colleges, departments and other Universities of Nepal and also the theses submitted by Nepali scholars in foreign Universities are col- lected and uploaded to make them available through the TUCL’s website. Until now, 300 theses have been uploaded.

All Ph. D. Scholars at home and abroad are requested to provide their Ph. D. theses after approval to the Nepal Theses Database of TUCL, Nepal.

2.11.6 Retrospective Conversion (RECON) of Catalogue cards Retrospective conversion is a process of converting the information contained in the traditional manual record i.e. catalogue cards into machine readable format i.e. electronic format. TUCL has approxi- mately two hundred thousand such records which are still on cata- logue card format and the library is planning to convert them all into machine readable format. 2.11.7 KOHA Integrated Library Software KOHA is an open source ILS (Integrated Library Software) famous worldwide especially in the developing countries. Started in 2010 in TUCL, KOHA software system offers a full-featured Integrated Library Functions including OPAC (Online Public Access Catalogue), Circula- tion, Cataloguing and Administration components. TUCL has been using this software to automate the whole library functions. Gener- ation of user statistics, membership statistics, cataloguing metadata import and export facilities and ease in use etc. features have made this software a very reliable and popular in most of the libraries in Nepal.

Tribhuvan University Central Library 17 Annual Report 2016/17 (2073/74) 2.12 Preservation In addition to Collection, Organization and Dissemination TU Central library has also been carrying out the fourth necessary function of a good library, that is to preserve its invaluable documents for the pos- terity. In order to preserve the books, manuscripts, periodicals, theses etc of the Library, TUCL has adopted both the conventional and mod- ern preservations measures such as binding, microfilming, digitization and proper care and storage of the materials.

2.12.1 Binding : TUCL has a small binding section where loose-leaf bindings are done. In the f/y 2016/17 (073/074), a total of 525 books were bound in this section. 2.12.2 Microfilming :

The Microfilming equipment was introduced in TUCL on Oct 4, 2004. This equipment was provided under the Japanese Government’s Cultural Grant Aid to TUCL. The cost of equipment is NRs.22 million and it consists of microfilm cameras, processors, scanners, reader, and printer. TUCL has already microfilmed some 250 rare books, dai- ly Newspapers and some manuscripts.

Despite its significant role in the past for preservation of library doc- uments (due to the advent of digitization and scarcity of necessary chemicals and manpower for troubleshooting) microfilming work has been stopped for the last few years and digitization process has begun in its place.

2.12.3 Digitization : Digitization has become the most potent means of preserving the rare documents and it has been replacing the microfilming technol- ogy rapidly for the last one decade. Digitization not only helps pro- tect the original document from overuse but also increases the num- ber of their use in the form of digital copies. At present, TU Central library has over 500 rare documents in its possession. These includes manuscripts, rare books and other documents. TUCL is going to digitize the Dissertations and Theses submitted by Master’s degree, M.Phil and Ph.d. research scholars. In addition, it is

Tribhuvan University 18 Central Library Annual Report 2016/17 (2073/74) also planning to digitize all the Village profiles that were submitted by the Master’s degree students of TU during their NDS (National Development Service) provision in the 1970s. After digitization, the documents will be uploaded to the TUCL website and the users will have free access to use them. The print copies will still be kept safely as printed heritage for future use if in case the originals are sought.

Part-III Linkage And Networking

3.1 UN Depository Section T.U. Central library has been designated as the UN depository library since 1964. Since then, TUCL has regularly been receiving the publica- tions of UN and its agencies. This includes books, journals, reports etc. In the recent years TUCL has also been designated as the repository library for the e-publications of UN. Under this provision, TUCL gets publica- tions on electronic format. Similarly, the following International Organi- zations have also recognized TUCL as their depository library. ƒƒ Asian Vegetable Research and Development Centre, Taiwan ƒƒ Asian Asian Productivity Organization, Japan ƒƒ Australian National University, Australia ƒƒ Demographic and Health Surveys Program, USA ƒƒ East West Population Institute, East West Centre, Hawaii ƒƒ International Committee of the Red Cross, Switzerland ƒƒ International Development Research Centre, Canada ƒƒ International Food Policy Research Institute, Washington ƒƒ International Statistical Instititute, Netherlands ƒƒ World Tourism Organization, Spain. During the 2016/17, altogether 35 books were received and 52 titles of journals were received in this section. 3.2 National ISBN Agency TU Central library has also been serving as the ISBN (International Stan- dard Book Number) National Agency for the last 18 years i.e. since Jan- uary 2000. To get an ISBN one has to fill in a form with bibliographic de- scription of the book to be published. A nominal fee of NRs. 300/- has to be paid to get an ISBN number for each title of book. Two copies of

Altogether over 40 thousand books have been collected in this collection so far. 3.3 National Coordinating Agency of INASP for Nepal

4.1 Meetings /Seminars/Conferences 4.1.1 NepJOL’s Meeting in Sri Lanka In the reported year 2016/17, the Online Journal Managers Meeting (JMM) was held in Sri Lanka from Aug. 31 to Sept 2, 2016 under the sponsorship of INASP, UK. The participants were from Sri Lanka, South Africa, Bangladesh, Mongolia and Nepal. The then chief librarian Mr. Janardan Dhungana, Associate librarian Mr. Purna Lal Shrestha and E-resources section in-charge Mr.Geba Nath Nyaupane participated in the meeting. The journal manager of each country presented their country report during the meeting and shared their views. 4.1.2 National Library Day program Every year under the coordination of Ministry of Education Nepal, a weeklong National Library Day is observed in Nepal on the 15th of Bhadra. This year it was the 9th library day since 2008 when it be- gan to observed. On the final day of the weeklong celebration, i.e. on Bhadra 15th (August 31st, 2016), TUCL participated in the program with a big banner to mark the day. A mile-long procession of librar- ians, government officials, college & school students with banners and placards in hand rallied around in the morning in Kathmandu metropolitan and converged in a concluding program at the Russian Cultural Center Kamal Pokhari, Kathmandu. Mr. I.P. Adhikari, the as- sociate librarian represented the TUCL and gave a short speech on behalf of the libraries and librarians of Nepal. Minister for Education Mr. Dhaniram Paudel was the chief guest of the final ceremony and it was presided over by the education education secretary.

4.1.3 Seminar by Elsevier : The famous publisher Elsevier organized a one day seminar at T.U.Central Library on Nov.8, 2016. Many librarians and library-in- charge from Kathmandu valley’s institutions had attended the pro- gram. During the programme, power point presentations and ques- tion-answer sessions were conducted by the Elsevier representatives. Elsevier mainly focused on the e-journals, e-books and the present- ers encouraged the attendee librarians to move forward to begin to use and promote E-versions of documents. 4.1.4 A.G.M. of NeLIC The Annual General Meeting (AGM) of NeLIC (Nepal Library and Information Consortium) was held in Baneshwor Kathmandu on Feb.10, 2017. TU Central library is the president of NeLIC and Social Science Baha library has been designated as the member secretary. The then chief of TUCL Ms. Sita Sharma and Associate Librarian Mr. I.P.Adhikari participated in the AGM. NeLIC is a non-profit non-gov- ernmental organization established for the purpose of information sharing among the like-minded institutions. At present there are 60+ members of NeLIC. NeLIC provides online databases viz. JSTOR and Project MUSE to its members on yearly subscription basis. 4.1.5 NeSCHIL Conference Nepal Society for Children’s literature (NeSChil)’s annual conference that was held at Chisapani of Ramechhap district from Falgun 20-22, 2073 (March 3-5, 2017). The then Associate librarian Mr. I.P.Adhikari attended the conference and presented a paper entitled “Children’s Library : Its Necessity and Significance” Even though the conference mainly focuses on children’s literature and promotion of reading habits in them, many papers are presented during the conference days to promote reading culture. The attendant participants were School Headmasters and many teachers of the district. After the pre- sentation and question-answers, Mr.Adhikari donated a few copies of books on Library Management written by him to the School Head Masters. 4.1.6 Interaction Programme in Pokhara University The chief librarian Mr.I.P.Adhikari attended one day seminar-cum-in- teraction programme in Pokhara upon the special invitation of Pokhara University. The seminar was held on July 24, 2017 at Mat- tikhan Mountain View Resort Pokhara Kaski.

After the Earthquake of 2015 AD, the media persons frequented this library from time and again to collect News, Views and Interviews. Mr. I.P.Adhikari the chief librarian was interviewed sever- al times by the daily newspapers of national reputation. Similarly, Mr. P.L.Shrestha, another senior librarian was interviewed by Avenues Tele- vision, Nepal. Local FM radios and other online news portals have also been covering the news about TU Central Library from time to time.

5.1 Visit By Ambassador TUCL, as being the biggest library in Nepal, attracts many visitors every year. It is visited by many dignitaries, writers of national/ international fame, high officials, foreign visitors as well as other persons. One of the high dignitaries who visited during the reported fiscal year TUCL was : Her Excellency the Ambassador of China to Nepal Ms. Yu Hong, visited TUCL on June 13, 2017 H.E. Yu Hong took keen interest in seeing the library’s all sections. She was accompanied by T.U.’s Vice Chancellor Prof. Dr. Tirtha Khaniya, Regis- trar Mr. Dilli Ram Uprety and other high officials of Tribhuvan University and the Chinese Embassy. 6.1 From T.U. Central Office The TU Central Office bears almost all the expenses for running the TU Central library. TU Central library has a lot to do in the future in order to retain its glory of being big in collection as well as services rendered to its clienteles. For this, it has become imperative to introduce new equipment and mecha- nisms and also do something in capacity building of its staff to help the library clientele and staff save their time during the technical works and service rendering procedures. Some of the plans that need to be materi- alized/ achieved are listed below. 1. Updating the TUCL’s computer database by means of Retrospective conversion of the old card catalogues thereby totally replacing the card catalogues by computer databases. 2. Strengthening our E-Resources facilities, viz, INASP, NepJOL & NeLIC databases. 3. Introducing and replacing the outdated bar-code system by RFID (Radio-Frequency IDentification technology. 4. Strengthening the professional expertise of T.U.Central library’s li- brarians by means of finding opportunities to attend national and international trainings/conferences. 5. Running an in-service training for T.U’s constituent campus li brarians. 6. Creating an up-to-date database for the ISBN collection. 7. Encoding of the ISBN depository collection to ease in shelving and browsing. 8. Procurement of new wooden racks for shelving of the newly pro- cured books and for some other books that have been left unshelved due to lack of enough racks since the Earthquake of 2015. 9. Bringing out a magazine-like publication enlisting all the libraries of TU’s constituent campuses disseminating the information about their collection, staff strength, services rendered and their require- ments for further improvement.

10. Managing the TU archives and the rare books collection. Apart from the above plans, website update, garden improvement, re- newal of fire extinguishers, re-electrification in the needy sections, en- hancing the seminar hall with necessary & useful equipment, acquiring pigeon-repellent ultrasonic devices, building and strengthening rela- tionship with national and international organizations etc. are also in the list to be done in addition to day-to-day administration and smooth running of the library.
