elcome to CCF WA’s third annual Western Australian Civil Construction Industry Capacity Guide, and thank you to the civil Wcontractors that have contributed. As the industry body representing WA’s civil construction industry we are unashamedly “pro-infrastructure” and a strong advocate for greater public and private sector investment in civil works. Our analysis of this year’s State Budget, and specifically the Asset Investment Programs of the major infrastructure agencies in road, rail, power, water and land development (see chart on page 14) shows a nine per cent cut in spending next financial year and a further nine per cent cut in the following financial year. These cuts are short-sighted because they will put a brake on the economic stimulus provided by infrastructure development, when we need it the most. Infrastructure Australia’s recently published Infrastructure Audit Report notes Perth’s population will likely reach 4 million by 2031, with 700,000 new jobs being created – and unless transport infrastructure improves, urban congestion will cost our economy about $16 billion annually. The reality is that our transport network will act as a brake on the economy unless we build bigger, better urban transport infrastructure. The Infrastructure Audit Report also notes growing deficits in water, power and telecommunications infrastructure.

4 Civil Contractors Federation WA The good news is WA’s contracting sector is geared up and has excess capacity, so project costs are low and there’s great value for money to be had. On top of this, we are seeing the unprecedented circumstance of historically low interest rates following the mining construction boom. Governments can take advantage of the civil industry’s spare capacity by borrowing at low rates. Taking these three factors into account – the infrastructure deficit, industry capacity and low funding costs – what we are presented with is a once in a lifetime opportunity for the WA government to build more of the infrastructure we need for less, at very low rates of interest. We will be advocating this point of view to all levels of government over the coming financial year. I hope 2015/16 is a safe and prosperous year for all in our industry.

The Civil Contractors Federation (CCF) is the peak body representing the Australian civil construction industry, with branches in each state and territory. Nationally, we represent some 2000 small, medium and large sized contractors and suppliers who in turn employ many thousands of Australians in an industry of some 350,000 people. CCF’s WA branch represents more than 150 Contractor Members and more than 130 Associate Members. Members range in size from small local businesses to national and international corporations. otal engineering construction activity in Western Australia peaked in 2012/13 at $43.7 billion and drifted slightly lower to $41.7 billion in 2013/14. BIS Shrapnel estimates work done fell a further 14 per cent in 2014/15. TWestern Australia is experiencing the start of a collapse in engineering construction activity as resources-related capital spending – representing around 87 per cent of all engineering construction work in the state – turns from boom to bust. Engineering construction activity is forecast to continue falling at double-digit rates over the three years to 2017/18, to a trough of $19.3 billion. This represents a total decline of over 50 per cent, falling to levels not seen since 2006/07.

(Picture: Gunther Civil) Transport Construction Transport infrastructure construction (roads, bridges, railways and harbours) amounted to $7.6 billion in work done during 2014/15 according to BIS Shrapnel estimates. This is down from a peak of $11.5 billion in 2012/13. The segment driving most of the decline is harbours, with work done falling from $5.4 billion in 2012/13 to just under $3 billion in 2014/15 as substantial works on Pilbara iron ore ports unwinds. By contrast, road construction has remained in the $2-2.5 billion dollar range, supported by the $1 billion Gateway WA project as well as other significant works on the Great Northern Highway, North West Coastal Highway. Railways construction has fallen from $3.6 billion in 2012/13 to an estimated $2.5 billion in 2014/15 as Pilbara rail projects wind down. Transport infrastructure construction is expected to fall sharply over the next two years, driven by the completion of major harbours and railways works for the iron ore industry. By contrast, road construction is expected to remain relatively stable, and may even see a small pickup in activity due to major projects such as the Perth Freight Link and NorthLink WA getting underway.

Utilities Construction Utilities infrastructure construction includes the construction of electricity assets (generation, transmission and distribution) as well as water, sewerage and telecommunications. Utilities construction peaked at $4.2 billion in 2012/13, with $2.8 billion of this supporting

The figures for civil construction work done in WA used in this guide are based on the Australian Bureau of Statistics quarterly estimates for Engineering Construction Activity, Australia. These estimates are analysed by BIS Shrapnel in its report Engineering Construction in Australia, 2014/15-2028/29. Along with detailed commentary and analysis, the BIS Shrapnel report also contains forecasts for all engineering construction categories for each financial year up to 2018/19. All values are expressed in constant 2012/13 prices. The ABS recognises twelve categories of Engineering Construction: Roads, highways and subdivisions; Bridges; Railways; Harbours, Water storage and supply, Sewerage and drainage; Electricity generation, transmission and supply; Pipelines; Recreation; Telecommunications; Heavy industry; and Other. Civil infrastructure construction comprises all categories except Heavy Industry.

In 2014/15, BIS Shrapnel estimates that utilities construction has fallen to $2.3 billion, with electricity work done falling to $1.1 billion. Water construction has also fallen from a peak of $1.1 billion in 2010/11 to an estimated $180 million in 2014/15, while sewerage activity has been higher than usual over the past two years due to the construction of the $182 million East Rockingham waste water treatment plant.

Utilities infrastructure construction is expected to fall further over the next two years to a trough of $1.7 billion during 2016/17 – the lowest level recorded since 2004/05. Driving much of the decline is further substantial falls in electricity construction against a backdrop of stabilising water and sewerage construction work. Telecommunications work done is expected to rise with the accelerating rollout of the NBN, but this is not expected to be enough to offset the declines in other parts of the utilities construction market.

However, by June 2014, construction work had fallen 8 per cent to $24.8 billion, driven down by declining work on the iron ore segment as high iron ore prices unwound. BIS Shrapnel estimates that total mining and heavy industry construction activity fell slightly further in 2014/15 to $23.4 billion as iron ore and alumina-related work fell further while oil and gas work was sustained, mainly driven by the massive Gorgon and Wheatstone LNG projects. Mining and heavy industry construction is expected to fall sharply in Western Australia through the next few years. Much of the decline will be driven by the completion of the major Gorgon and Wheatstone LNG projects and ongoing weakness in iron ore prices prohibiting the approval of major investment in new capacity. Overall, construction work in the mining and heavy industry segment is expected to fall to a cyclical low of $12.1 billion in 2017/18, and supported mainly by sustaining capital works rather than new investment. An uptick in work is forecast for 2018/19, mainly driven by brownfield expansions in oil and gas construction.
