Annex B - Impact Assessment

School name Distance School Capacity Attainment Impact rating from type in 2011/12 grade (miles) Nightingale 0.8 11-19 age 1115 school Well below Inadequate High range places average Academy Nightingale Academy opened in Sponsor September 2010 in the accommodation Led of its predecessor, Turin Grove School. No faith The academy is sponsored by The Academies Enterprise Trust. It is a Mayoral academy. One of its targets is to reduce the number of students not in education, employment or training.

The school was rated as inadequate by Ofsted in January 2013, who commented that it was a school with serious weaknesses: inadequate in the achievement of pupils and requiring improvement in the quality of teaching, in the behaviour and safety of pupils and in leadership and management. The school is undersubscribed, and a very high proportion of students enter and leave the academy partway through the academic year. Although attendance is improving slowly, persistent absence remains very high.

In 2012, 33% of all pupils attained five GCSEs grade A* to C including English and mathematics. This is a decrease of nine percentage points since 2011.

Taking the above into account, it is our view that a significant number of parents may be attracted to an alternative provider. This may make it difficult for the school to improve. This could exacerbate the surplus places issue for Nightingale Academy and therefore the new Free School is could affect the long- term viability of the school. Given the free school’s aim of providing a high quality education and that Nightingale has been rated as inadequate by Ofsted, we believe that the additional competition is justified to help drive up standards in the area.

The assessment of impact is considered high as the free school is likely to affect the long term viability of the school. However, following a monitoring inspection visit in April 2013, Ofsted noted that senior leaders and governors have begun to take effective action to tackle the areas requiring improvement identified above. The school is undersubscribed.

The school has a faith designation/ethos so a non-denominational free school may not attract parents of prospective pupils.

Secondary schools with a high rating Nightingale Academy has a significant surplus of 16% of total capacity. Performance is well below average and the school is rated as Inadequate by Ofsted. Taking this into account, it is our view that a significant number of parents may be attracted to an alternative provider. This may make it more difficult for the school to improve, especially if potential pupils at the higher end of the ability range choose to go to the new free school that is promoting high academic achievement for all its pupils. This could exacerbate the surplus places issue at Nightingale Academy and therefore the new free school could affect the long-term viability of the school.

Bishop Stopford’s School has a faith designation/ethos and a significant surplus of 12% of places. Performance is below average and the school is rated as Requiring Improvement by Ofsted, although an April 2013 Ofsted monitoring inspection noted that senior leaders and governors have begun to take effective action to tackle the areas requiring improvement. Taking this into account, it is our view that a significant number of parents may be attracted to an alternative provider.
