Minutes of the Ordinary Meeting of the Community Council held on Monday 23 March 2015 in the Memorial Hall Trelawnyd at 7.15pm PRESENT: - Cllr D Smith Chair (Trelawnyd Ward); Cllr. PCSO 2531 S Holmes NWP. 1881: Apologies: Cllr P Jones (Gwaenysgor Ward); Cllr. I Papworth (Trelawnyd Ward). Mr A Roberts FCC [Illness]. PSCO Holmes reported on a number of policing issues in the community particularly on powers to stop young drivers who pose a threat to health and safety and criminal activity: • The on line watch link [OWL] which is the public’s crime alert system for North Wales and in use as a crime prevention tool that provides localised, crime alerts, appeals for information and crime prevention messages. • The Vehicle Watch 25+ which provides simple advice on outsmarting the opportunist car thief and; • A bike marking event she was hoping to organise which was free of charge for which she asked for a contact telephone number to book the Memorial Hall in order to facilitate a morning or afternoon session. • She stated that she was aware of a recent incident outside Trelawnyd School and measures were being taken, at peak times of activity, to reassure parents with extra patrols being instigated. • A copy of meeting dates was supplied by the Clerk for future reference and PSCO Holmes confirmed that her colleague had undertaken extra speed checks in the villages which was ongoing and matters in Gwaenysgor regarding traffic volume and parking lines were in hand. Mr N Seaburg of FCC reported on a number of issues in particular the repair done to the lights on the zebra crossing and at a future date, to be decided, the whole crossing was to be replaced. He stated that a new sign had been erected on the A5151 east to west route showing a weight limit restriction of 7.5 tonnes for traffic access. Cllr DE voiced his concern that the stopping distance for a car travelling at 60mph was inadequate and could lead to accidents occurring. He felt that the work undertaken was inadequate and not fit for purpose and it was felt that widening of the road or a filter was thought to have been a better option in the opinion of Councillors. Mr Seaburg stated he had not been party to the consultation process but had been trying to contact Highways officers and would do so following the information he had received from the meeting. Cllr DE voiced his concern on the attitude of officers over a period of time on highway matters concerning the villages in particular the condition of the road in the Marion. Mr Seaburg explained he reports such matters regularly and they are subject to a scoring system before any repair is carried out, depending on the cost involved and within budgets already in place. Cllr DE reported on a light in Llys which has been out for some time and was informed that this came under the remit of FCC Housing Department if the road is not adopted. A number of soak a ways at the top hill by the Millennium Trail and the bottom junction in Trelawnyd were blocked and would be addressed. Cllr JW reported on a light out in Gwaenysgor toward the pond and destroyed lamps in Ffordd Teilia and opposite the village green needed to be moved. The Clerk was to write to Mr D Jones of FCC who would make the necessary arrangements for repair and removal. It was reported that the Celtic cross was in the process of being repaired but there may be an issue on the boundary between Flintshire and Denbighshire which Mr Seaburg would look into again. The Chair reported that as Mr A Roberts had been unable to attend he had been invited to the next meeting in April 2015 and he had agreed. He also stated that he had registered a formal complaint about the treatment of the Community Council in the due process regarding the Flintshire Local Development Plan Candidate Sites Register and General Update on advance plans showing Candidate Sites. It was proposed by Cllr DS and seconded by Cllr DE that the Clerk writes to Mr Roberts for the Community Council to remain as a key stakeholder and to request the minutes from the Key Stakeholder Forum meeting that had been held in February 2015. 1882: Declaration of Interests: None. 1883: To read and consider the minutes of the open and ordinary meeting held on Monday 16 February 2015. Min1869: The incorrect spelling of the surname Stanford was rectified. 1884: To approve the signature of the Chair The minutes of the meeting held on 16 February 2015 were approved, with the amendment, proposed by Cllr PB and seconded by Cllr DE. 1885: To discuss matters arising from the minutes.

The Chair reported that the proposed meeting in the Eagle and Child in Gwaenysgor had not taken place and a subsequent meeting held in the Village Hall in Gwaenysgor on 5 March 2015 had resulted in the formation of a sub committee consisting of residents and two Gwaenysgor Councillors which had met on 19 March 2015 to formulate a way forward on the “White Line “issue in Gwaenysgor. Cllr JW was also regularly monitoring the matter of abandoned vehicles in Gwaenysgor. 1886: To dispose of any business remaining from the last meeting The Clerk reported that the BT kiosk was still awaiting a new door when new stock becomes available. 1887: Planning Applications BMK/053199 Ty’r y Felin Cm Road Trelawnyd LL18 6EF concerning the erection of a single storey extension to front and side of dwelling was approved on 6 March 2015. APW/053142 Awelfryn and the Laurels London Road Trelawnyd LL18 6DN concerning the demolition of existing dwellings and the construction of two replacement dwellings was approved on 16 March 2015. 1888:-To receive communications as directed by the Chair FCC – Candidate Site Register and General Update – All Councillors were to be sent an email copy of the document by the Clerk. FCC – Holywell Town Partnership-Event Organisers Seminar 24 March 2015. BT Payphones Planning Office – Adopt a kiosk. 1889: – To receive reports and minutes of committees. White Line Issue Gwaenysgor Cllr JW gave a report on the meeting held on 19 March 2015 which was attended by a mix of Councillors, Officers of FCC and residents of Gwaenysgor. He reported that the subcommittee would await the publication of the Conservation Plan in May 2015 and consider Mr I Jones proposal for a “Ghost “island which identifies the junction, after sketches are done and made available for a subsequent subcommittee meeting. He reported on a number of Health and Safety Issues concerning bus turning car parking on the hatching. Cllr DE reported on the problems with the Zebra Crossing and asked that permission of the Community Council be granted for him to undertake work on the matter in his role as a Governor of the Trelawnyd Village School to canvass for a pelican crossing, which he added was progressing, being proposed by Cllr PB and seconded by Cllr JW. 1890:– Questions to Chair or Clerk: put and answered: provided 7 days’ notice has been given Cllr JW reported work had started on the repair of the Celtic cross at the view point. 1891: To receive and note any urgent business not requiring discussion any member wishes to bring to the attention of the meeting None 1892: To receive and consider resolutions or recommendations Amendment to SO’s [C/F Item to May 2015 AGM] Mediation. The Clerk was to write to FCC asking for the matter of officers not responding to communications to be put on the next agenda of the County Forum meeting. The Clerk was to write to the CEO of FCC opposing the imposition care link charges of £2.20 per week that have been added to the weekly rent of elderly residents of Llys Mostyn Trelawnyd.
