Bugging at key TUT offices confirmed Business Day 08-09-2011 Karl Gernetzky

The bugging was discovered by newly appointed administrator Prof Themba Mosia as TUT confirms that a top official has been suspended

THE offices of senior management at Tshwane University of Technology (TUT) had been bugged, acting director-general of the Department of Higher Education and Training Gwebinkundla Qonde confirmed.

The bugging was discovered by newly appointed administrator Prof Themba Mosia, Mr Qonde said .

He was responding yesterday to allegations made by the Democratic Alliance (DA) on Tuesday that offices of top management may have been placed under surveillance during the tenure of the former vice- chancellor, Prof Johnny Molefe.

This also comes as TUT confirmed yesterday that a top official had been suspended .

DA higher education spokeswoman Junita Kloppers-Lourens said on Tuesday the bugging of offices was illegal in terms of the law and that the party would request a criminal investigation.

TUT was placed under administration last month by the Department of Higher Education and Training two weeks after the university council appointed Prof Molefe as vice-chancellor despite allegations that he had knowingly used a questionable doctorate when he applied for the post.

The university council was adamant that while he was unaware the doctorate was unaccredited, he was the best candidate for the position, and had been running the university as vice-chancellor for more than a year.

Despite confirming that the surveillance had taken place, Mr Qonde criticised the DA, saying its allegations were "opportunistic," and that the party should "refrain from any attempt at political interference in the work of TUT or any other institution of learning".

Mr Qonde said the department was pleased with the work being done by Prof Mosia, who had provided stability and a calm environment for students at TUT .

TUT yesterday confirmed that its director of corporate affairs and marketing, Moatlhodi Dilotsotlhe , had been suspended pending a probe into his conduct.

University spokeswoman Willa de Ruyter would not elaborate. She said Prof Mosia did not want to prejudice Mr Dilotsotlhe.

"At the moment we can only confirm his suspension. Normal university policies and procedures will apply to bring this matter to its logical conclusion," she said.

Last month, Higher Education Minister Blade Nzimande said the actions by the university council had compromised the academic integrity and reputation of the university and SA’s higher education system.

In addition to questions over Prof Molefe’s suitability, there was speculation about the involvement of Prof Molefe in illicit commercial developments, particularly the R2bn Ga-Rankuwa University town. The project was shrouded in secrecy, ostensibly to avoid speculative land buying.

Ms Kloppers-Lourens last week alleged that TUT’s former chief financial officer, Doeke Tromp, was dismissed shortly after he refused to pay out R133m from the university’s reserve fund as initial capital for the project.

Prof Molefe apparently obtained a doctorate in business administration from St George University International in the Bahamas.

The South African Qualifications Authority initially recognised the degree and issued an evaluation certificate. However, it revoked this on realising the degree was not from St George’s University, an internationally recognised institution based in Grenada.

Mr Nzimande has promised that the law will be allowed to take its course at TUT.

"If we find there have been problems or irregularities we will act in terms of the law," he said last month.

A SENIOR Tshwane University of Technology (TUT) official has been suspended by administrator Professor Themba Mosia as controversy continues to plague the university. The varsity confirmed that TUT's director of corporate affairs and marketing, Moatlhodi Dilotsotlhe, had been suspended pending a probe into his conduct.

Spokeswoman Willa de Ruyter could not confirm why Dilotsotlhe had been suspended, but the Pretoria News has learnt the suspension is related to an unauthorised e-mail he sent to staff last week. The newspaper is in possession of an e-mail believed to have been distributed by Dilotsotlhe on behalf of Mosia in which he introduced him to the TUT community The e-mail lists the administrator's priorities and duties during his tenure, most of which were derived from the notice gazetted by Higher Education Minister Blade Nzimande announcing Mosia's appointment. The e-mail was later retracted by the directorate of corporate affairs and marketing, and staff' were asked to disregard its contents.

"Mr Dilotsotlhe has been suspended with immediate effect pending an investigation. Normal university policies and procedures will apply," said De Ruyter. Dilotsotlhe refused to comment last night His suspension comes after former deputy vice-chancellor Professor Johnny Molefe was placed on compulsory leave after his appointment was stopped by Nzimande. He got the job despite his St George University International doctorate declared invalid by the SA Qualification Authority. Moatlhodi Dilotsotlhe

Struggle hero honoured REKORD (Noweto) – 02/09/2011 Percy Retthembeni

A large number of Soshanguve residents attended the tombstone unveiling of the former MK veteran, Sanele Masuku, also lcnown as Mantolo. The event was held at the stadium of the Tshwane University of Technology's Soshanguve North campus on Saturday. The formal ceremony started at the stadium and later proceeded to the Heatherdale cemetery in Akasia. Mantolo's daughter, Itumeleng Masuku, together with other family members unveiled the tombstone. Speaking at the event, chairperson of the Solomon Mahlangu Foundation, Thabo Kubu described Mantolo as a disciplined comrade of the MK and someone who had love for his people. He said Mantolo was always prepared to sacrifice his life for the people. Mantolo died last year on August 6 after suffering from a lung disease. He was instrumental in the fight against apartheid. In the 1980s he was arrested and sentenced to death. However, that did not happen and he was released in 1995. Kubu said speeches were not enough to honour the life of the late Mantolo.

"The ANC and government should come up with ways and means to build a museum and develop the community in honour of Mantolo," he said. Mapiti Matsena, ANC regional ex- ecutive committee member delivered the keynote address. He said the legacy of Mantolo would be celebrated annually to remind young people about the history of the country and the people who fought for freedom. He said the regional leadership of the ANC would establish a Mantolo trust. The money generated would help those in need. He also used the platform to speak out against division and what he called ill discipline within the branches of the ANC, saying that it affects service delivery within the community. Master Vilakazi, a family member said the Masuku family was humbled to be associated with a great leader such as Mantolo. He said Mantolo was a blessing to the nation.

Give a hand to the community was the message from the People Upliftment Programme (PopUp) a new money-raising campaign Friday. 'I was held at the Tshwane University of Technology's (TUT) Soshanguve North campus. The aim was to raise money to buiId a pre-school next year and to raise awareness about the role of PopUp. Stickers, cakes and sweets were sold to students and lectures. Liasion officer, Andile Mpiyane, said: "People can give the little they have to PopUp. It will help make a difference in the community." The event was organised by PopUp in partnership with TUT's Public Relations students. PopUp is a non-profit organisation offering different programmes, including early child development and business skills to people aged 18 to 45. Letlhogonolo Mankge, PopUp's secretary, called on the community for donations to build the pre-school. "We are not only looking for money. People may donate material that can be used to build the pre- school," she said. She said people could also donate toys. She described the lack of money as the greatest challenge that the organisation is facing. "We do not have sponsors. When we approach them they always tell us that they had already surpassed their budget and this makes our work difficult," she said.

To the Peoples of Africa and the World from Concerned Africans THE THINKER – 01/09/2011

AFRICA To the Peoples of Africa and the World from Concerned Africans. Libya, Africa And The New World Order - July 2011 We, the undersigned, are ordinary citizens of Africa who are immensely pained and angered that fellow Africans are and have been subjected to the fLiry of war by foreign powers which have clearly repudiated the noble and very relevant vision enshrined in the Charter of the United Nations. Our action to issue this letter is inspired by our desire, not to take sides, but to protect the sovereignty of Libya and the right- of the Libyan people to choose their leaders and determine their on destiny. Libya is an African country. On March 10, the African Union Peace and Security Council adopted an important Resolution (3) which spelt out the roadmap to address the Libyan conflict, consistent with the obligations of the AU under Chapter VIII of the UN Charter. When the UN Security Council adopted its Resolution 1973, it was aware of the AU decision which had been announced seven days earlier. By deciding to ignore this fact, the Security Council further and consciously contributed to the subversion of international law as well as undermining the legitimacy of the UN in the eyes of the African people. In other ways since then, it has helped to promote and entrench the immensely pernicious process of the international marginalisation of Africa even with regard to the resolution of the problems of the Continent. Contrary to the provisions of the UN Charter, the UN Security Council declared its own war on Libya on March 17, 2011. The Security Council allowed itself to be informed by what the International Crisis Group (ICG) in its June 6, 2011 Report on Libya characterises as the "more sensational reports that the regime was using its air force to slaughter demonstrators". On this basis it adopted Resolution 1973 which mandated the imposition of a "no-fly zone" over Libya, and resolved "to take all necessary measures...to protect civilians and civilian populated areas under threat of attack in the Libyan Arab Jamahiriya..." Thus, first of all, the Security Council used the still unresolved issue in international law of "the right to protect", the so-called R2P, to justify the Chapter VII military intervention in Libya. In this context the UN Security Council has committed a litany of offences which have underlined , the further transformation of the Council into a willing instrument of the most powerful among its Member States. Thus the Security Council produced no evidence to prove that its authorisation of the use of force under Chapter VII of the UN Charter was a proportionate and appropriate response to what had, in reality, in Libya, developed into a civil war. It then proceeded to 'outsource' or Volume 31 / 2011

Voetpad a city classic PRETORIA NEWS, Sport – 07/09/2011 Page 21

DIE Ou Voetpad Berg race has become something of an institution on the Athletics Gauteng North (AGN) road running calendar, not so much for being a classic road running event, but rather because it caters for all who love to don a pair of running shoes and get out there to get sorne exercise. On Saturday, organising club, Voortrekkerhoogte will again be pulling out all the stops to make the run from the Tshwane University of Technology (TUT) as interesting as possible. From get-go the race started with the blast of a canon with having marshals stationed at certain historical sites - particularly on the cross country sections - and this event is without doubt one of the must-do runs in these parts. If not for a particularly fast time or PB, then just for the shear enjoyment of finding out things you never knew about the region's history. However, if I can give a tip here, bring along an older pair of running shoes and forget about running any great times over the given distances; it can become quite tough at times. It's for that reason the organisers have also included a strenuous 10km and 5km fun run. Jumping ahead a bit now to another road running event in the city which has quietly being going from strength to strength, albeit under the radar for 20 years. Anumber of different local charities are also again set to benefit. .,,,This. year a sum of R300 000 or more will be donated by race organisers to the Pretoria News Charity Chest, their named beneficiary for the year.

To celebrate the the Eusiness Challenge Relay on October 1 a target has been to get the biggest field yet involved. Companies are challenged to enter a team for each year the event has been going. If you go by the numbers, way over two hundred thousand pairs of feet have already competed in the Pretoria leg of the National Business Challenge Relay. Having gotten back into exercising because of this relay, some individuals have gone on to run epic races like the Comrades Marathon as a testimony to their good health. Avbob are the proud new sponsor of the event. Early bird entries for the Business Challenge Relay close today. For further information, call Hank on 083 256 0241. They travel to Addis Ababa on Friday to engage Ethiopia in the second leg of a decisive 2012 London Olympics qualifier. Banyana take a healthy 3-0 lead to the Ethiopian capital, thanks to Noko "Beep Beep" Matlou's inspired performance at Orlando Stadium two weeks ago - she scored all three goals. Kickoff on Sunday is at 5pm (South African time). Speaking after yesterday's training session at the Transnet Football School of Excellence, Matlou said: "We are going there for a win and to make South Africa proud. "The game against Ethiopia will be a tough one despite the fact that we beat them heavily at home. We have been warned to expect a full . house in Addis Ababa, but they must expect yet another big hiding. "We are delighted that we have approached the door of glory and we want to become the first Banyana Banyana team to qualify for a global competition. "The plan for us is to go out there and unsettle them with an early goal otherwise we can find ourselves in serious trouble," she said. Asked how many goals she planed to score on Sunday, Matlou said it was not about scoring but about contributing to the success of the team. Safa women's soccer committee convenor Nomsa Mahlangu said: "Sunday is the most important day in the history of Banyana Banyana." Acting Banyana manager Abram Ndawonde added: "Everything is going according to plan and we are looking forward to another win against Ethiopia." These clever robots will replace miners in the future DAILY SUN – 05/09/2011 MPILWENHLE MOYO Page 6

ROBOTS are intelligent machines that can do human work. Such machines can be "taught" or programmed to do unpleasant tasks humans don't like to do. The Council for Scientific and Industrial Research in Pretoria is hard at work creating robotic "worker" machines. One of the areas in which robots are welcomed is the mining industry. The introduction of robots is seen as a way to make mining easier. Markus Elisha, a student at the Tshwane University of Technology, said: "The standard age of a gold miner is between 40 and 50. "That is close to retirement. Ten years from now there will be no more miners left. Autonomous robotics could be the next mining solution." According to the council, field robotics is brand new in South Africa, but is guaranteed to be a global technology in the future. A team of dedicated engineers overcame unique challenges in design, manufacture and programming to feel happy with what they have created so far at the Modelling and Digital Science Unit. Researcher Deon Sabatta realised 'several years ago that just controlTing tobtitS NO,,shit en:oligt. He 'wanted to build robots that were able to "think" for themselves - what is called Mobile Intelligent Autonomous Systems. The council recently highlighted how such technology can be used to improve productivity and safety in a range of areas such as manufacturing, mining and the chemical industry. They are currently working on a robot that will help workers carry heavy loads.

ANCYL has crossed the line by insulting its own NEW AGE Inside – 05/09/2011 Imbizo Page 16

The Debate WHEN Joyous Celebration artist William Sejake sang the song "Moho.0 wa modimo" and further said "Ke setse le ho makala", he merely wanted to say he never believed God would do much for him. On Tuesday I also said these words - "Ke setse le ho maliala" (I was shocked) - as I watched with dismay and amazement as thousands of so-called supporters of the ANC Youth League (ANCYL) engaged in open warfare with their mother body, the ANC. I am anti the burning of an ANC flag, as I was anti the burning of former president Thabo Mbeki's image. k was wrong then and remains wrong today, including defacing the face of President Jacob Zuma. But sadly, as usual, very few people will be bold enough to say no to this, both inside and outside the ANC. It is very sad that politics of the stomach often constrains us from saying anything. I asked myself whether these people who had the audacity to burn the ANC flag, posters and T-shirts with the face of the ANC president and other leaders of the movement regard themselves as members of the ANC or any of its affiliations. If, in the worst case scenario, we assume they are indeed ANCYL members, can we say their political consciousness has left them without saying goodbye? I also ask myself the very same question they pose to the ANC. The ANC is not an animal, it cannot eat one of its own. But why is it correct for the ANCYL to embarrass the ANC in such a despicable manner? Can the ANCYL launch attacks on police officers, hawkers and journalists with impunity? When Minerals and Energy Minister Susan Shabangu said to the ANCYL that nationalisation of the mines was not government policy, why did they not engage her in debate? They chose instead to label her - something they are well known for doing these days. Who can forget how Naledi Pandor was insulted and labelled as a minister with a "fake accent" when there were problems at Tshwane University of Technology in 2009? Their stance on Botswana, is it a case of ignorance or what? The simple answer is that solutions to problems in Botswana lie in the hands of the people of Botswana, not with other countries. Botswana is not a province of South Africa. Its independence must be respected unless otherwise said by the people of Botswana themselves. The list is endless but what made me wash my hands of the ANCYL is when they insulted the former president of the ANCYL, contrade Malusi Gigaba. How can you disown one of your own? Are you not proud that the ANCYL produced a minister who is clued up on issues? The perpetual irresponsible and uninformed utterances made by the ANCYL in the media do more harm than good to the ANC and as a result open up the ANC for more attacks from the opposition and society. Lastly, I fully agree with the ANC that those responsible for mobilising the crowds to gather at Luthuli House should take full responsibility for the violence, criminality and ill discipline that accompanied those crowds. Drop-kicked into his dream job CITY PRESS, Sport – 04/09/2011 Page 17

Having directed the television production of the Springbok's Tr-Nations match against Australia, SuperSport producer cum director Thato Monale tells S/BUSISO MSELEKU that he has full confidence in the Boks successfully defending the Web Ellis trophy in New Zealand rowing up in Dobsonville, Soweto, it would have been a far-fetched dream for Thato Monale (34) to dream that one day he would direct the production of a match involving the Springboks. For a Soweto-born boy, to be in charge of a programme that went out to 52 African countries, was viewed by over 1.1 million people in South Africa, excluding those who watched on high definition and those who followed the game away from their homes, is a major achievement. However, for Monale, who joined M-Net on a learnership in 2000, this is an indication of the road he and this country has travelled. "I was overawed by being in charge of an OB (outside broadcast) van with the latest equipment which is worth over R100 million," he says. "It was a humbling but challenging experience. This is a high pressure job where you have to make split-second decisions." He explains that the job entails being in control of 24 cameras, selecting the right shot, and determining picture quality as directed by the available light, depending on whether it is daylight or night among other things. These are also affected by weather conditions. Despite the Boks losing 9-14 on the day, Monale believes they will successfully defend the World Cup title they won in France in 2007. "Besides being the defending champions, the Springboks are very good and possess a lot of BMT (big match temperament)," he says confidently. "The coach (Peter de Villiers) has chosen the strongest squad possible with a nice mixture of experience and young players." Having produced Premier Soccer League and soccer World Cup and some Currie Cup matches, this was the first time he directed a Tri-Nations match. "The first 10 minutes were quite nerve-racking but I soon settled in and felt at home. It was a bonus that one was working with an experienced crew," he said. While Monale is not off to the Rugby World Cup in New Zealand, he will produce and direct the Currie Cup final on October 29. He started school at Thabang Primary in Dobsonville and matriculated at Braamfontein Studywell college. From there he joined Pretoria Technikon, where he studied television and film. His practical experience was at M-Net, where he concentrated on editing and transmission. For anyone who would like to follow in his footsteps, Monale advises: "They should go to TV & film school to be taught the table manners of this highly specialised trade." Other important ingredients are dedication and a love of sport. While it might seem glamorous, this is a highly demanding job with a lot of planning involved, from post production which happens during the week until the end of match day. On the day of the Springboks / Australia match, Monale was at Absa Stadium at 9am for a 5pm kick-off. For now, he will be resplendent in his Boks shirt and rooting for the boys in green and gold during the World Cup. Varsitybeker kry volgende jaar nag lyf RAPPORT, Sport 24 – 04/09/2011 MARCO BOTHA Page 9

DA wants clarity on TUT projects BUSINESS DAY 02/09/2011 KARL GERNETZKY Education Writer Page 4

QUESTIONS remain over ambitious projects started during the tenure of former Tshwane University of Technology (TUT) vice chancellor Johnny Molefe, particularly the details of a planned R2bn "university town" to be funded with the university's resources, the Democratic Alliance (DA) said yesterday. The university was placed under administration last week following a wrangle over Prof Molefe's appointment amid queries relating to his PhD. The university council was adamant that although he was unaware the doctorate was unaccredited, he was the best candidate for the position, and had been running the university as vice-chancellor for more than a year. DA higher education spokeswoman Junita Kloppers- Lourens said yesterday that money earmarked for improving TUT's infrastructure may instead go to the proposed R2,2bn Ga-Rankuwa University town, as 'TUT already had six campuses. The secrecy surrounding the TUT project, ostensibly to avoid speculative land buying, raised questions over the opportunities for individuals to enrich themselves illegally, she said. Ms Kloppers-Lourens alleged that TUT's former chief fmancial officer, Doeke Tromp, was dismissed shortly after he refused to pay out R133m from the university's reserve fund as initial capital for the project. His reasons for refusing to pay the amount were that it would have been extremely irregular, as the fund was created only for educational purposes, and because there was no business plan for the project, she said. Gwebinkundla Qonde, acting director-general of the Department of Higher Education, said "untested allegations" were damaging" to the university, and the administrator, Prof Themba Mosia, should be given more time to bring about credible management at TUT.
